               British Deciding Future of Garhwal Kumaon

                   Harshadev Joshi suggested his strategy to Hearsay and Moorcroft for attacking Gurkha. Moorcroft and Hearsay convinced that the strategy of Harshadev Joshi is winnable strategy. The strategy was that Harshadev Joshi would gather his force and would capture Yamuna valley in the north of Dehradun and would block Amar Singh Thapa for running towards East of Yamuna.
     Hasting got information that the road to Tibet from Kumaon than Garhwal is easier and safe. Therefore, Hastings decided to bring Kumaon under the rule of East India Company or British. He put his argument that Company had right to take Kumaon and Bhabhar for freeing Garhwal and Kumaon from Gurkha Rule. Company also decided to have rule on Kiyardoon and Dehradun after winning Nepalese Territories.
   Ex Prince of Garhwal Sudarshan Shah went to Farrukhabad for meeting with Calbrook Calbrook told Sudarshan Shah for going with British army to Dehradun and provoking Garhwalis against Gurkhas.  British assured Sudarshan Shah that after win the Company would reward Shah by handing over his Kingdom.
 Harshadev Joshi convinced British officials that the Kumaon citizens would not accept Lal Singh (brother of Ex Kumaon Ruler). British already decided to rule Kumaon directly. Lal Singh came for helping British. British refused for taking help from Lal Singh.
                   Ex Nepalese Territory Kings

          British told the Ex Chieftains of Tulasipur, Baisee, Chaubeesee, Palpa, Ramangarh, Makwanpur, Sikkim for helping British Army and provoking citizens against Gurkha.

                                        Appointment of Frazer

                 Governor General handed over the war job for Western Region to Ochterlony. Hastings appointed William Frazer as Political Advisor for Third Battalion for capturing Dehradun and Garhwal. Frazer and Gardener were working under Delhi Resident Metcalf. Both were having mustache as Hindus. Frazer and Gardener were liberal with Hindus and did not hate the Hindu culture as their contemporary British officers used to hate. Both the officers were liked by Indian and were famous.
            The Company sent William Frazer to Haridwar in second week of October 1814 just before the war. Company Secretary Johan Adam ordered William that he should find out details about heir of Garhwal Kingdom and his families. The idea was to make the heir as King of some portion of Garhwal. William Frazer had to be with the Army that would march for capturing Dehradun, Karyadun, and Shrinagar. William was asked to assure Garhwalis about East India Company freeing Garhwalis from Gurkha Rule. His job was to provoke Garhwalis against Gurkha and Garhwalis not allowing Gurkha fleeing towards East.
         William Frazer was asked for obeying the order of Major General Gillespie.  William Frazer had to create cordial relation with ex prince of Shrinagar and elite Garhwalis. William Frazer was assured that after capturing Garhwal he had to be the administrator of that region. William was asked to get information about income in the region as soon as Company wins the territory. He was asked to assure Garhwalis but not to assure Garhwal King for offering any Portion of Garhwal.
         The letter of 22nd October 1814 by Company Secretary  to John Adam shows that Governor General did not decide how much region of Garhwal would be given to ex King of Garhwal.

         Governor General handed over the charge of Capturing Kumaon to Edward l Gardner. Gardner was well conversant with Indian Languages and Persian. Gardner was calm man. Edward Gardner used to have mustache as Hindus and did not take beef. Edward was supposed to be more diplomatic caliber man than Hearsay and Frazer.
                To block Gurkha soldiers marching from Nepal to west (Himachal) it was necessary to block them in Kumaon.
 Hearsay informed that the Kumaon Gurkha resident was no happy with Nepal Court and could be with British.
           On 23rd October 1814, The Company asked Edward Gardner to reach Moradabad and collect information about Bam Shah was willing to support British.  East India High Command (Adam the company Secretary) ) through letter, provided much relevant information about Kumaon  (handed over copies of letter of Rutherford and names of influential persons of Kumaon).
 Company asked Edward Gardner to know from Bamshah’s intention and if he was ready to hand over Kumaon without war what would be his price. Bamshah was getting Rs 12000 salary and commission on trade in Kumaon.
  Company informed Edward Gardner that the resident Hastidal Chautaria was brother of Bamshah Doti was brother of Bamshah and Doti was the bordering region of Kumaon. Hastidal was unhappy with Nepal Court. Garder ws asked to meet Hastidal and find out of Hastidal wanted Doti region or not after war was finished.
  Gardner was suggested to communicate with Bamshah from Moradabad and assured him for benefits for him and his family and relatives. Gardner was asked to lure Bamshah that he would be made King of Doti. However, Gardner was asked that final decision would be of Governor General.
       Adam through letter suggested that due to long border it was not easy to have big army and it was better that Kumaon was captured by diplomatic method. He we told that if Bamshah agrees the Company would send reasonable army cadres for capturing Kumaon.
 Initially, the Company wanted to make Bamshah the King of Kumaon.  However, later on it was thought that Kumaon was an easy buffer region to reach and trade with Tibet. Therefore, it was decided that Kumaon would be under Company only.
     Edward Gardner was also asked for getting knowledge about intention of Lal Singh. He was cautioned that in case Lal Singh was made Kumaon King the Kumaon citizens would not be happy. Edward Gardner was clarified   that the Company could not treat Lal Singh as other Kings being treated.  Adam wrote that by taking help from Lal Singh the company would lose than gain. Edward Gardner was instructed that by knowing the intention of the Company Lal  Singh would make hurdles. Therefore, with the help of known Company officials of Lal Singh, Gardner had to see that Lal Singh would not become hurdles.

  When the planning and men & materials were at right place, British people and Company employees returned back from Nepal ruled territory Hastings declared his intention to those Kings who were displaced by Gurkha about war with Nepal.   The letter about war was sent on first November 1814 for help from ex Kings. However, British army entered in Doon valley and captured Khalanga Fort of Dehradun on 2oth November 1814.

                 The Garhwal Kingdom Prince Sudarshan Shah also fled from Shrinagar after Gurkha Attack with his father in 1803. His father Pradyuman Shah died in January 1804 while fighting with Gurkha Commander Amar Singh Thapa at Khurbura in Doon valley. There is no literature available that tells whereabouts of Sudarshan Shah from 1804 till 1815. There are community folk stories about a couple of people helping Sudarshan Shah while he was in exile in Haridwar as of Bijlwan Community but written records are not available.
                  The records available in Tehri record room were not sufficient for depicting the life of Sudarshan Shah from 1804 -1815. In one record, there are names of British Officers whom Sudarshan Shah met. It was said that Khateni queen gifted all her properties to Kesar Singh the youngest son of Sudarshan Shah. There were some important papers with valuables of Khateni Queen. When Brigedier Gambhir Singh the grandson of Kesar Singh died Veerendra Singh and Pitambar Datt of Tehri Court got those papers (Dr Dabral). Dr Dabral went to their for knowing about those papers but could not find any said paper.

                  Companions of Sudarshan Shah in Exile
         Most probably those came with Pradyuman Shah to Haridwar and Dehradun went back here and there for their livelihoods. Perhaps Mandarali Ji the mother of Sudarshan Shah and his step mothers would have also with him in Kankhal.
                  Devi Singh the brother of Sudarshan Shah, servants as Bijlwan, cooks Hiramani and maid servants were with him. Sudarshan Shah offered two promissory notes to Hiramani. Sudarshan Shah offered Jagir to Hiramani of three villages of Banang Patti after he became King. Perhaps Chopdar Kisan Singh was also with him. According to Mukandi Lal, Sudarshan Shah offered Jagir of Devdhunga of Jakhand to Kisan Singh.
 Sudarshan Shah gave a Sale Letter about Chandi Pargana to Hearsay in 1811. There are signatures of Munshi Chunni Lal and Daftari  Thakurdas. Till date there is no information about Thakurdas. Sudarshan Shah offered Jagir of  Dewulganv of Faigul Patti.
 Sudarshan Shah used to sent letters to various British officials and other Kings. It means Daftari and Munshi were with him.
 Sudarshan Shah had cordial relation with his younger brother Devi Singh. Whenever Sudarshan Shah used to visit out of Kankhal, Devi Singh used to take responsibilities of the King family members.

                There are records of three marriages by Sudarshan Shah in Tehri Court Records (Dabral). His queens were – Sirmaur Ji, Bhorpali Ji and Jamavali Ji. Sudarshan Shah married with Jamavali ji in 1818.
 Sudarshan Shah got his kingdom back in 1815. When he came to Tehri with order of east India Company the record states his queens as – Sirmaur Ji and Bamori Ji. It seems Bamori ji was  Bhorpali ji. Sirmaur Ji was daughter of Karm Prakash the Chieftain of Sirmaur. Bamora ji was the daughter of Karam Chand the chieftain of Bambu (Bhambhor). Karmprakash was also displaced by Gurkha.
                    Wisely Spending by Sudarshan Shah
          There was no income source for Sudarshan Shah in Kankhal. His in laws also could not help him. Sudarshan Shah had to practice for  a miser spender.  He also opened a shop in Kankhal by appointing a known person the charge of the shop (Sirmaur Gazetteer).
  Maularam also described Sudarshan Shah opening a grain shop in Tehri.

               Contact with Harsh Dev Joshi

                       Harsh Dev Joshi was spending a helpless life in Kankhal even before Pradyuman Shah reached to Kankhal in 1803. His son Jaynarayan was in prison of h Nepal Court. After the death of Pradyuman Shah,  Harsh Dev Joshi lost his friend.
Harsh dev joshi started spending life of a sage in Kankhal at the age of 60. He travelled to Lahore and Kangara and met Lord Leke and other Company officials. They only offered him consolations. He was witnessing the sale of Garhwali slaves by Gurkha in Kankhal and it was because his misconducts and ambitions that Kumaon and Garhwal lost the freedom. It was said that Harsh dev Joshi used to write letters to relatives of Garhwali slaves on behalf of slaves.

               Harsh Dev Joshi and Sudarshan Shah were convinced that British Power is the only Power in India that could free Kumaon and Garhwal from Gurkha rule. Both were hopeful that after win, British would offer Jagir to Sudarshan Shah in Garhwal and Harsh Dev Joshi in Kumaon.  Therefore, both were always eager for finding opportunity for telling the heart breaking stories and experiences of Garhwalis and Kumaunis to the British officials.
           They both together used to meet British officials and alone too.  There are list of 286 British officers in the records of Tehri Archivist those met Sudarshan Shah during 1804- 1815. Baring a few instances, there is no mention of date and place where Sudarshan Shah meeting British Officials. Sudarshan Shah used to ask the name of British Officials from the servants or gatekeepers. The names are so weird that it is difficult to find the real names.
 Sudarshan Shah met British Officials at following places-
Kankhal, Haridwar and Hunting forests
Saharanpur
Kashipur
 Moradabad
Barely
Kanpur
Fatehgarh
Delhi
At other places where British Officers came as tourists as Lord Lake and John Adam
The Archivist register states that Sudarshan Shah also had communication with Hastings through letters.

 Sudarshan Shah got only empty assurances from those officials. However, Sudarshan Sh got real help or assurance from officials of Kashipur, Barely, Moradabad.

                  A Dahrmpatra by Sudarshan Shah to his cook Hiramani shows that Sudarshan Shah was in Delhi in A Fool Moon of November 1808. Sudarshan Shah was sure that by blessing of Badrinath he would get back his Kingdom. Sudarshan Shah offered a Dharmapatra to his cook Hiramani.  Sudarshan Shah had definite guess that British and Nepalese war was immutable. It seems that British officials offered a kind of assurance to Sudarshan Shah in Delhi.
        The register stated the names of various British officials (Dabral) and it seems that Sudarshan Shah met following British officials from 1809-1811-

Metcalf
Gardner
Frezer
Gardner and Frazer assured Shah and asked him various information for strategic importance.

                    The promissory note of January 1811 by prince Sudarshan Shah to his cook Hiramani shows that a day before or so, Gurkha soldiers surrounded Sudarshan Shah at Bhakhuwala. The life of Sudarshan Shah was in danger and he had Hiramani and a couple of other men. Hiramani and other men saved the life of Sudarshan Shah.  Though, in promissory note, there was no mention of the name of Army. British army was not unfriendly with Sudarshan Shah. Gurkha Army camp was near to Kankhal. Bhakhuwala is 22 miles away from Kankhal on Nazibabad Road. On 16th January 1815, Bamshah sent a letter to Colebrook that British army disturbed the bordering region. It means there used to disruptions by British and Nepalese armies in each other Areas on bordering region.

    Garhwal Prince in Exile Sudarshan Shah wrote a promissory note to his cook Hiramani in November 1808 in Delhi.  The Garhwali script is as under-
                        सन 1808 का गढ़वाली गद्य
 

 संवत् १८६५ कार्तिक सुदी पूर्णमासी (नवंबर सन 1808 ) के दिन निर्वासित राजकुमार सुदर्शन शाह का अपने सर्यूळ /रसोईया /खानसामा को  धर्मपत्र लिखा जो गढ़वाली में इस प्रकार है -
श्रीबद्रीनाथजी (I ) हीरामणि रस्वाला को (I )
आगे वीं   तवाई मा गढ़वालराजकोंन ज्युला जागीरे षिजमत षाईक भि हमारो साथ नी करयो आगे तोईन  वीं गोरषा की बगत की तबाई मा हमारो साथ नी छोड्यो वेदमहि बराबर नौकरी ताहद नेकनामी करि रहि सो येवास्ता आज कातिक की पूर्णमासी का दिन सबेर संध्या बीच मा तोईकु धर्मपत्र लेषीदिने की जै बक्त पर श्री   …… जी हमकु राजदेलो तई बगत पर हमन तोईकु ज्युला जागीरे देणी तेरी  राहते परवर्स करणी तेरी साषा संतान आस औलाद तक यो धर्म मानणो गौ गंगा श्री  … जी ये धर्म का बीच छन सेपेदी मा स्याई गेरीक बेमानी करणी भलामाणसु का काम नी छ सो बोल्णी एक लेषणी बराबर होन्द यो धर्म हमन आस औलाद साषा सन्तान न सवन मानणो जो कोई बि होइक ये धर्म मा बेमानी अमिथ्या करलो वैकू तल्लाष छ वैको यहलोक परलोक नष्ट होलो ये धर्म मा अमिथ्या हमन हमारी आस औलाद साषा सन्तान कैन नी करणी तोईन भी जनी नेकनामी आजलौ करी तनी अब भी करणो अमीरी फ़क़ीरी जो होली सा हमारी साथ वर्तणी हमन भी अपना धर्म को पालन करणो तोईन भी हमारा साथ नी छोड़णो जा माफक विरसेत परमेस्वर हमकु देलो तां माफक हक विरसेत तोईकु भी दुला तोईन षात्र जमा ते रहणो संवत् १८६५ कार्तिक सुदी पूर्णमासी मुकाम दिल्ली का यो धर्मपत्र हमन तोईको दिन्यो    …… शुभ भवतु।
