              Initially, Trail handed over the tax collection or land management to the ‘Sayana’ or ‘Kamin’ for collecting taxes from their Patti/Thok. Most of the Sayana were ‘sayana’ in Gurkha period too. Most of the ‘Sayana’ were in heavy debts. However, for position and power, those ‘sayana’ did not leave the position of ‘Sayana’.
        There were many villages under a ‘Sayana’. Sayana distributed the job of collecting Tax from Padhan (village chief). People used to call ‘Sayana’ as ‘Thokdar’. However, Dr. Dabral sates that he inspected 100 of land management records and he did not get any word ‘Thokdar’ in those records of initial British administration.
         Gurkha followed ‘Sayana’ administrative concept as was in Garhwal Kingdom. British followed the Gurkha pattern of ‘Sayana’ administration concept with little amendment. Therefore, ‘Sayana’ was the the practical King or dictator of Thok or Patti even in initial period of British rule.  Though, in agreement, there was no mention of ‘Sayana’ taking gifts (dastur) from the subjects, ‘Sayana used to take gifts from the subjects.
  ‘Sayana’ had to collect tax through ‘Padhan’ (village chief). ‘Sayana’ used to deposit tax at Tehsildar office and used to record the tax and used to get receipt from Tehsil as ‘Dakhila’. 
  Trail amended the administrative rules. In Garhwal Kingdom, and Gurkha regimes, Raut, Thakur, Mana chaunl, Faujdar and in Grukha administration, soldiers too used to rule and take taxes as per their wishes. Trail stopped the policies and asked soldiers, policing bodies not to interfere in revenue departments. Sayana and revenue departments were asked not to interfere in police or defense jobs.
                      Hierarchy and    Communication
      In Garhwali Kingdom, the final ordere used to flow from Shrinagar. Kathmandu was the final authority for Gurkha rule.
 The general order started coming from Almora. Delhi residency also used to send order from Delhi.  East India Company header quarter at Kolkata or ‘sadar’ used to send comments or order on very important matters after discussion with required administrators. Garhwal was under and part of British rule or Company Bahadur rule.
       Communication and transportation were not easy jobs. Trail used to visit Gardner on weekly basis and used to report him all important or non important matters. Trail used to get permission from Gardner.  Gardner used to copy the letter of Trail and used to post the copy of Trail’s letter with his comments to Kolkata. After discussion, the decision was taken in Kolkata. Company secretary John Adam used communicate the final order of Head quarter to Gardner and Trail. Many times, East India Company head quarter Kolkata used to send letter to Board of Directors London for taking decision on important matter.
 The administrative methods were very systematic. The local British (European) officers were supposed to learn local languages, religious customs, and social customs and were supposed to have relationship with local people that they know the reality. The reports of British officials show that they used to observe matters minutely and seriously.
 Initially, the administration language was Hindi in Garhwal. However, after that urdu became the the administration language of Garhwal too. But urdu could not take the place of Hindi.
  The administrators of British and independent Indian administration burnt many important papers in the name of ‘Chhantai’ or cleaning.

          In British rule, Kumaon was a commisionery. The head of Kumaon commisionery was Commissioner. Under the commissioner was assistant commissioner that was changed to deputy commissioner post later on. Hierarchal, under the deputy commissioner were Tehsildar,Kanungo, and Patwari. Thokdar and Malgujar were semi government workers.
Kumaon commissioner had exclusive and especial power than commissioners of plains.
                    Commissioners of Kumaon Division
 
  Edward Gardner- Edward was the first commissioner of Kumaon. He did not complete even a year as commissioner. In 1815, he abolished Child sales custom and abolished tax on child sales.  Gardner was busy mainly on political and diplomatic activities. British government/Company appointed Trail as Assistant Commissioner in 1815.
           In April 1816, East India Company promoted Gardner and appointed him ambassador of Nepal and sent him to Nepal.
B.W Trail- Trail worked as Executive commissioner in absence of Gardner from 1816- 1817.  Company promoted Trail as commissioner of Kumaon on 1st August 1817.  Trail took over additional charge of Barely in 1835. Trail was one of the strict, active and disciplined commissioners of Kumaon and Garhwal. He corrected land management for eight times in Garhwal.
  There were negative points in Trail administration. Trail allowed caw slaughters in Kumaon and threatened sending them to exile in Banaras those were opposing caw slaughters. Bird  wrote about Trail,” There is need of improvement in criminal judiciary . I came to know that under Trail administration, administrators putting innocent into jail without verification or being compelled to work on road.” (Pandey)
Colonel Gowan- In 1831, Company appointed colonel as Commissioner of Kumaon division. Now, Board of Commissioners increased vigilance. In 1836, government declared sales of children, slaves, girls as criminal offence. There was regular opposition from people against killing of caws. However, caw slaughtering continued in army camps.
In 1837, Bird criticized the administrations of Trail and Gowan (Atkinson )
G.T Lushington – East India Company appointed G. T Lushington as Commissioner of Kumaon division in 1846.
  In 1839, government divided Kumaon into two districts- Kumaon and Garhwal.  There were two assistant commissioners for administrating each district.
J.H. Batten – G.T Lushington died in 1848. Company appointed H.T. Batten as commissioner of Kumaon. Previously, Batten was assistant commissioner of Garhwal.
    Board of commissioners and government wanted to run the Kumaon administrations as per their ways. Batten has agreement with them. Batten was expert in understanding and satisfying the higher authorities. Higher authorities were aware about caliber of Batten. Therefore, higher authorities used to take suggestions of Batten.
 Due to his influences on higher authorities, batten was able for bringing newness in administration.  He changed the administration system.
  In 1851, Batten printed the reports of Kumaon in volumes. Those reports are interesting till dates.
  In 1952, Calcutta Review criticized batten that he was spending money on army roads and bridges but no person walked on those roads and bridges.

               Henry Ramsey the Kumaon –Garhwal Commissioner
         Captain Ramsey became the commissioner of Kumaon and Garhwal after Batten in 1856. He is called ‘Bhagyavidhata’ (Fortune Changer) of Kumaon and Garhwal. Ramsey was in Kumaon for 44 years. He served at lower positions as Assistant Commissioner from 1844-1856 in Kumaon before becoming commissioner of Kumaon and Garhwal from 1856-1884. European historian named him ‘King of Kumaon’ and Kumaonis and Garhwali called him Ramji Saheb (Pandey). Ramsey was married to Laura Lushington the daughter of previous commissioner Lushington.
           Ramsey used to stay four months in Almora, four months in Binsar and four months in Bhabhar. In between, Ramsey used to travel in other regions. By frequent travelling Ramsey had made cordial relations with people of Kumaon. He was aware about people, their culture and used to speak Kumaoni. Ramsey used to take Finger millet bread at common men house. British government retired Ramsey forcefully. Ramsey lived in his own Ramsey Bungalow, Almora after retirement. His sons took Ramsey forcibly to Britain. He sold the said bungalow to government where high cadre officers lived later on. Ramsey built bungalows in Binsar, Khali, Almora, Haldwani and Ramnagar (Pandey).
    Ramsey was very much interested in converting Kumaoni people into Christianity. His wish was that very Kumaoni became Christian. Ramsey used to help Christian priests.
   Ramsey was strong administrator. His words were the order of the days. He did not regularize all the rules arrived from Government Head quarter.  Ramsey was credited Kumaon Davison as ‘Non regulatory Province’. Ramsey liked ‘Yes Men’. he did not promote those opposed him directly or indirectly.
  Ramsey corrected administrative functions for Bhabhar and improve the situation for people start living in Bhabhar and increasing productivity of Bhabhar. In past, people never wanted to live in Bhabhar due to diseases. Ramsey was named as ‘Vishwakarma’ of Bhabhar (the creator of Bhabhar) Pandey).
 In 1857 Rebellion war , Ramsey did not allow disturbances in Kumaon-Garhwal, though, there was revolt in Champawat. Ramsey did not allow ‘Civil Police’ system in Kumaon and Garhwal and allowed ‘Revenue Police’ in the hill states. He was of opinion that Revenue Police (Patwari) was the best system in hills.                     Other Commissioners of Kumaon- Garhwal after Ramsey
Fisher from 1884-1885, Raus- 1885, Colonel Grig - , Colonel Erskine, Colonel Roberts, Davis, Gracie, Campbell (1913), Wyndham (1913-24), Staif (1924-1931) ,Stabs, Goyan, Ibbotson etc were  commissioners of Kumaon-Garhwal. However, they could not get the fame as Trail, Batten and Ramsey got fame for real works.

           In British period, Garhwal was called ‘Pahad’, the plains of Bhabhar, Dehradun, Chandighat Pargana were called ‘ Madhes or ‘Mal’.
             
       Frazer reported 16 Pargana in a letter of 21st July 1815 (Dabral).  While, Atkinson mentined 17 Pargana . Atkinson mentioned Seela as  additional Pargana. Frazer did not mention Seela.  Atkinson rectified the names of two Parganas Kuthli and Pinkando as Khatli and parkandi. Frazer mentioned a Patti ‘Silha’ as patti of Salan. Kedarkhand also mentions the name ‘Silha (172/11). The old name for ‘Seela’ was ‘Silha’.
      In 1815, British government established Shrinagar and Chandpur Tehsils and Peshkari in Kotdwara. There was police station in Kotdwara too. In 1817, Kotdwara was changed from Peshkari to Dhangu (Kainyur) Tehsil.(Atkinson).
  There were following Pargana and Pattis of Chandpur Tehsil in 1821-
Chandpur Pargana- 5 Pattis , Chandpur, Lobha, Dhanpur, Tambakhand . Chopdakot –
Badhan Pargana- 3 Pattis, Badhan, Kadakot and Kapiri
Malsalan- 7 Pattis, Sabli,Khatli, Bangarsyun, Gujudu, Dhoundiyalsyun, Saindhar, Meldhar.
Dhangu Tehsil- 11 Pattis, Udaipur, Ajmer, Dhangu, Seela, Karaundu (today’s Dabralsyun), Kauria, Langur, Bungi, Bijlaut, Badalpur.
 In 1822, British administration abolished Dhangu as Tehsil.
The five Pattis were brought under new Pargana ’Gangaslan’, Gangasalan was kept under Shrinagar Tehsil.
    The balance six Pattis of Dhangu were kept under ne Pargana- Tallasalan under Chandpur Tehsil.
   Initially, Chandkot Pargana had Idiyakot, Talain, and Kolagad Pattis. Later on a few villages of Devalgarh were added in Chandkot Pargana. (Atkinson)
    In 1834, government abolished Shrinagar Tehsil and brought one one Tehsil Chandpur and HQ was at Kenyur. Again Shringar was made Tehsil. A Panai Patti of Chandpur Pargana was brought under Dhanpur  (Dabral, page 150)

     In Garhwali Kingdom period, the Kings did not establish Pattis or Thok as per geographical means  Garhwal King used to offer Jagir to Jagirdar by villages and not by geographical situation. For example, King offered ‘Naithana ‘village (Tehri Garhwal)  that was crossing Alaknanda River from Shrinagar was offered as Jagir to Sayana of Badhan Pargana.  Therefore, Naithana was village under Badhan Pargana. Gurkha administrators stopped Naithana Jagir to Sayana of Badhan. However, Naithana was under Badhan Patti. There were so many discrepancies in Pattis and villages. Batten corrected in establishing Pattis and Parganas as per geographical means. Batten divided Garhwal into 11 Parganas and 86 Pattis as –

           In old records, there are frequent uses of Chandi Pargana. Chandi Pargana or Chandi Pahad was part of Garhwal kingdom and was part of Gangawar (East of Ganga) in 1815. The south east of Chandi Pargana was up to Pailori bank where it meets at Kharasot.  The whole area was dense forest of Sal and bamboo trees.
        In 1817, British government brought seven occupied villages and nine unoccupied villages ranging from Anjanighat to Rishikesh under Dehradun. Trail recorded the balance portion under Garhwal in 1820. In 1828, the portion of Chandi Pargana of Garhwal district was brought under Dehradun district. Some portion ws brought under Saharanpur and Moradabad (later on Bijnor) districts. (Dabral)
 Due to dacoits, highly disease porn region and attack by wild animals; the population used to decrease all the time. 
 The land survey (Paimas) of 1836-37 states that there were very thin human settlements in eleven villages out of twenty five villages. There was no human settlement in eleven villages at all.
 There was another land survey in 1840 and the situation was almost same. The frequent dacoit attacks were main factor for non human settlements.  Therefore, in 1842, British government transferred villages of plains of Chandighat of Garhwal (present Pauri Garhwal) and Mahubakot under Bijnor region.
 Chandi Pargana witnessed frequent changes for judiciary and revenue administration too.

   In previous chapters, in Trail period, the land management agreements between British government and Sayana are already discussed.
      Trail did second revenue agreement with Padhan and government. ((Pauri Settlement report, page 55) Barring Nagpur, Sila , Lobha and a couple of other Pattis, all Padhans of Garhwal did agreement with British for dividing families of village , tax on each family and depositing the tax in Tehsil.
          Trail used to call all Padhans of a Patti and met them.  He used to inform them the last tax amount and used to instruct Padhans for analyzing crops, land and numbers of farmer families of each village and then distribute tax amount to each village. There were scanty farmers in villages. Padhan has to pay tax even farmers don’t pay tax. There was tendency of families migrating here and there. If any farmer or a couple of farmers used to migrate from the village, it was hard time for Gram Padhan (village chief or chief of more villages) for paying the decided tax amount. A Gram Padhan used to request not to migrate and other Padhan used to welcome the migrating family for settling in his village or area. Each Padhan was always in search of establishing a new farmer in his village from other villages.
       Trail sent a report about land revenue and land management to Board of Commissioners on 15th February 18120. By that report it seems that first the Padhan of a particular Patti used to decide them by discussion, and then they used to sign on Fardfant or agreement. Then government officials used to inform the tax (increased one) on each village or areas of Padhan. Usually, government officers used to increase one to three percent more than suggested amount by Padhan. One copy of agreement signed by Padhan was kept in treasury office and other copy was handed over to Padhan. The agreement for Nagpur, Lobha (far Pargana) etc was made with ‘Sayana’ of Parganas. Trail understood in the beginning that the Indian (Garhwal) government servants were corrupt, have nepotism tendency and don’t abide judicial means. Therefore, he never called government officers while he was discussing tax with Gram Padhans in meeting.  Trail wrote that that procedure of negotiating directly with Padhan was the best in terms of judiciary and logics.       In his first land settlement, Trail decided Farukhabadi Rs. 37614 for collecting tax from Garhwal division. British government could collect tax for Rs 35990/-.  Other estimated collection was as follows-
Chungi /Toll tax—5000/
Excise on alcoholic drinks etc from Shrinagar – 90/-
Excise on hemp- 275/-
Stamp on coins in Mints- 100/-
River crossing – 35/-
Mujari/ commercial or professional tax- 30/-
   Later on, Trail cancelled professional tax ( Dever  page 450)
   In second land settlement, Trail decided Rs.41782 against previous tax collectable for Rs. 37614 a 10 % rise. The amount Rs.41782 was divided among villages of respective Pattis (Pauri settlement page 57).
  Gram Padhan used to calculate tax on farmers of his area or villages. If any farmer used to rise question or do not pay, Padhan used to add that amount on all other farmers.  Records were kept for all farmers. It was common that land used to wash away in land slides or floods. Most of the time, the farmers used to apply for deduction in taxable land. In such case, Gram Padhan and other elite villagers used to decide about land under taxation. No written statements were kept for such cases Pauri settlement page 55).
   Atkinson stated that in second land settlement, Trail did agreement with Padhan directly barring Nagpur. However, the Sayanas  Seela, Lobha and a couple of Pargana were successful in doing agreement of their sons and relatives as Padhan with British government and could successful in making villagers as Khaikar.
    The new settlement was new for Garhwal region and was done for a year (1816-1817). The new system opened a new door for Padhan freeing from the slavery of Sayana or Thokdar. In the enw patta-Kaul , Malgujar word for Jagirdar and taluka word for pargana were used.Dabral)

               British movement got satisfactory results from second land settlement with Padhan of Garhwal.  Padhan deposited revenue in time in Tehsil. Therefore, there was third agreement between British Government /Company and Padhans of Garhwal for 1817-1818, 1819-1820 (Collection of Vishnu Singh Gorla Rawat, Himtu File)). In this agreement, Padhans are asked to deposit tax of three years in four installments –

         The company Directors in Kolkata understood that without proper assessment of land revenue, it was not possible for permanent land management.  They stated that without proper assessment the revenue sources would be closed.
         The directors suggested to Governor General that Government should not regularize land settlement for revenue more than five years. (Dharmbhanu)
    In 1816, Government regularized the regulation number -16 and land settlement was started in plains.
          Government increased the time for land settlement for Garhwal and Kumaon up to 1923 through regulation number -9 of year 1818 (Dharmbhanu).
  According to regulation of 9 of 1824, the land settlement period was fixed further five years. As per regulation – 2 of 1826, the period was fixed for next five years ((Dharmbhanu).
                         Fourth Land Settlement in Garhwal
   
     The third land settlement (1818-1820ended in 1820.   The fourth land settlement period was from 1820 to1822-23) . After fourth one, Trail set three land revenue settlements for five years as-
Fifth land revenue settlement – 1823 to 1827-28
Sixth land revenue settlement – 1833 to 1837-38
 There was revenue increase tax planning in each settlement.  There ws nominal income from sixth and seventh settlement (3). Trail completed paper work or settlement job while he was travelling from Haridwar – Badrinath for settlement job.(3)
      The trail settlement was based on the past land settlement of Garhwali Kingdom and Gurkha settlement Fard/record. There was no additional information than land area in the both rules records. In 1822, Trail recorded the measurement through assumption measurement method without actual measurement. On that time, the real purpose was to record the area of agriculture land. (3)
     Trail recorded following areas in the land settlement –
A booklet of a village was named as ‘Chaksima’ or ‘Ganv Halat’
In the above booklet, the following details-
1-Mauje (Village)- (Ganv) and Pargana name,
2-Borders of village (Ganv ki Seemayen
3-Various ‘Tok’ name and measurement of agriculture land (in bees nail). Trail calculated a Beesee (20) as 240 square yard
4-Land owner names
  Trail arranged two registers (chaknama) for a Patti. At initial pages, there were names of villages. One register was kept in Shrinagar and other was given to Patwari (revnue officer) of that Patti. The above seema (border, limit) , The judiciary courts accepted the ‘sima’ of Chaknama .
