 After 1857, government handed over Kumaun administration again to commissioner Major Ramsey.
  Ramsey took following decisions for forest conservation-
 1-Control over tree destruction/cutting
2-Encouraged people from Goath (temporary camps for domestic animals) and encouraged them to have permanent settlements
3- Construction of roads and small roads into forests
4-Establishing more posts for forest produce tax collection
 By 1861-1862, Ramsey completely banned agriculture in Patalidun forest and he established formers in Bhabhar at reserve areas.
 Goath activities were completely stopped in forest regions.  It was compulsory for contractors for paying in advance.  He cleared cut wood in forest and carried to saw mill at Rurki.
 Government appointed Colonel Bau as Garhwal conservator under Ramsey.
Government appointed personnel for –
1-Stopping unauthorized tree cutting from forests
2-Controlling forest fire
3-Cleraing tendrils climbing on trees
4- Getting contractors those could pay in advance

 In 1868, Forest department of Indian Government took charge of administrating forests of Kumaun and Garhwal too. Officials divided forests from Ganga to Ramganga into following divisions –
Block 1-Patalidun – The area was 237.5 square miles and the area covered from west border of Kumaon till Palai srtotra at junction of Ramganga.
Block 2-Kotaridun- The area of Kotaridun block was 180square miles. In the east it was Patalidun forest border and in west was Khoha River at Kotdwara and  meeting border of Saneh forest block (bordering Laldhang).
Block 3 –Saneh Forests- The area was 17 aquare miles covering area between Khoha and malani Rivers.
Block 4 Ladhang- The area was from Malani River to Ravas River covering 3605 square miles.
Block 5 –Khara Van – The are covered 88 square miles and was between ganga and Ravas Rivers.
Block 6- Kartiya Van – The area was 800 acres at left of Mandal origin. There were mainly Sal trees in the block.
 Those blcoks were in plains of Garhwal.

             Paatlidun forest range is in between valleys of Ramganga and its rivulets. Sal trees were there though much were destructed in past. British officials were aware about poetentiality of Sal trees of Paatlidun forests.
 Ramsey constructed roads reaching there and inside Paatlidun forests. His usccsors too continued road constructions in the range.  There were following ranges of Paatlidun –
1-Palai or Taimuria Forest range- Sal trees started growing well in this forest after conservation acts. Officials were sure that Sal would fetch furniture wood from Taimuria forest range of Paatlidun. There were bamboo trees and were beneficial for keeping humidity.
2-Mandal Forest-  Since, the forests were far from human settlements , by 1880, Sal trees were safe there and in south zone, there were Tun trees.
3-Ramganga valley forests- The forest were between Sona River and Shivalik hill range. By 1880, there were huge destruction of Sal and other high trees. Only shrubs were there by 1880. Due to grass the seedling of sal was not possible in past. Travelers, pilgrims  used to fire in the region too.

 Kotari Dun range is in between Khoh River and Patali Dun, Atkinson stated that there were mainly Sal trees. By 1880, there was dense forest in Kotari dun region as there were no roads for reaching there from human settlement regions. Due to Government conservative policies, new plants were also there.
                            Block number 3 and 4 Forests
  Atkinson stated about this region as –
The region between Khoh River and Ravasan Rivers was spread for 16 square miles. It was assumed that in past, it was agriculture land. There was water shortage in southern part. By 1880, 80% sal trees were cut. There were Tun and Sal trees nearby Malan bank. New Sal plantation was growing at south-east of the said blocks. There were Bahera, Sain and Haldu trees in abundance in the region. However, main export was for bamboo logs.

               There were forests of Bhabhar and Shivalik hill zone forests or South Garhwal under Forest Division at initial stage.
   In 1864-65, government surveyed the forests of upper Garhwal and Kumaon regions. Government appointed Webber as forest surveyor for upper Garhwal forests. Webber reached to Mansarovar for forest survey.
 Webber published a book ‘Forests of Upper India and their Inhabitants’. Webber drew main Forest Maps on 1 12 inch paper and the measuring unit was 1 inch =1 mile. Webber provided details of forest area in acres, trees and their numbers and tree classes of each block.
  Cedrus/Devdaru  were less in upper Garhwal but pines, silver fur, spurs, cactus Surai, oaks , Ranga, Ransal trees etc were in abundance. 
  Initially less attention was there on those forests. Pines trees were there but being far away from rivers, they were not feasible right from business point of view. The forests around nad Prayag, near Tungnath valley, Madmaheshwar river, Vishnu Ganga valley, Dhauli River valley, Pilakhunta region were profitable for future. Devdaru forests were there up to Malari in Dhauli River valley but were far and transportation was difficult.

                        North East Garhwal Forests
      There were pines trees at Pindar River bank from Betwa to Kulsari. Webber praised those forests. There is abundant water in Pindar River from May to October. The cut sleepers could easily flow on Pindar River water. From Pindar and Alaknanda conferences,  the sleeper could easily flow to Haridwar through Alaknanda and from devprayag though  Ganga Rivers. There were no hurdles for sleepers flowing up to Haridwar. There was abundant water for sleeper flowing in Nandakini River too. The pine forests in Nandakini and Pindar valleys were long, Most of pine trees were of five feet diameter. Above Kanali, Cyprus and other xerophytes trees were there including Devdaru. 
               South Garhwal Forests
 Up to 8000 Feet, around Kainur, Sungarkhal, Juniyagarh and Dudhatoli hills of Nayar River valley, there were dense forests of oaks and Kharsu. Ransal trees were there in 11 sqaure miles in Dudhatoli valley. In rainy season, near Kainyur valley,  sleepers could follow in near Nayar River that meets Vyaschatti with Ganga. However, around Chiplaghat there were hurdles in Nayar River flow. In Upper region of Nayar Valley, there were oak, kharsu and ransal  trees and in south, other trees were there.

      Nearly, every village had its own manly unmeasured forest s comprising trees, shrubs, grassland or barren land surrounding village or inside the village.   From old age, such forests were supposed to be assets of the village. The villagers had right on those forests for their uses for furniture, fences, cattle grazing and other uses. Trail accounted for agriculture and such forests for each village. Dr. Dabral states that the custom of village forest demarcation remains same as on now.
  In 1839, Batten declared that the community forest and agriculture land under villages will be recognized that have been measured and recorded. However, the villagers had opposite perception. Gairola (settlement revenue , division of Kumaun, page 210)  stated that Batten declared such declaration for favoring Europeans grab land for tea cultivation. Batten and Ramsey made clear that  villagers would not have rights on all land. Batten administration offered land for tea gardening in Garhwal and Kumaon.
  However, villagers used that unmeasured or government land as usual. Government called that land users land.

 Badridatt Pandey divided forest establishment by British in three phases –
                                    Phase -1 from 1815-1878
  In this phase, government tried for controlling forest destruction. However, the customary right of villages remained same as of past.
  In 1856, here and there,  the forests were notified under protected forests. In 1875, British government got right on 3700 square miles forests. Government appointed one forest officer for Kumaon. Villagers did not get trouble by the first phase.
 In 1868, Government declared Bhabhar forest as preserved forests. In 1877, government notified Bhabhar forests as reserved forests.
           Phase -2 1878-1893
 There was amendment in forest regulation in 1878. In 1882, the Imperial forest department was shifted to provincial department. Between 1885-90, a few forests were leased to iron mining companies.

   The third phase forest settlement was from 1893-1947 (Pandey).
             British officers as Sir John Hovet, Sir John Campbell, Sir Buk took interest in Uttarakhand forests and announced rules from Nainital that the unmeasured land, barren land snow borne land, rivers, rivulets, pond-lakes, hills would be called government properties. It is said that the above officers were really the hunters and they did not made rules for forest protection but for protecting hunting jungles.

     In between officials classified forests.
     There was no nominal right for citizens on A class forest.  There was a little bit rights of citizens on B class forests. The citizens have rights on  C class forests or open forests that was nearby villages. 
        Government declared Devdaru, pines, , sal, kail, Shisham, Tun  and Khair trees as Rserved or Royal trees and even the citizens could not cut them from their own land without government permission.
  Government made many restrictions on citizens for using forest and forest produces. Government banned on fishing, hunting without permission. Government officials fined many citizens and many were put in prison. Forest guards (patrol) gave pains to the citizens.
    There was forest settlement from 1911 to 1915.  Government ignored all measurement for last eighty years. Government took control over all forests and citizens were deprived even from plucking leaves. Citizens showed their dissatisfaction, but government ignored citizen demand. In many cases, the agriculture land came under forest. Government paid nominal compensation.
