        Hunger Strike by Gandhi for Shilpkar Empowerment
 Mahatma Gandhi started hunger strike in September 1932 against  Harijan Empowerment or discrimination with Shilpkar or Harijan.
   Mahatma Gandhi attracted country’s attention on discrimination with Harijan /Shilpkar by his hunger strike. Hindu leaders met in Mumbai presided by Mahamana Madan Mohan Malviya. They founded an organization –Harijan Sewak Sangh for improving Harijan situation.
         District Board Election
 A Few Congressmen from Garhwal fought District Board election in 1931-32. Ansuya Prasad Bahuguna became District board chairman and Jagmohan Singh Negi as Chairman of Education division.
     Congress party appointed Shakla Nand as President, Kriparam Mishra as vice president and Pratap Singh Negi as secretary of Garhwal congress committee. Later on, Garhwal Congress Party appointed Pratap Singh negi as president and Baldev Singh Arya as secretary.

   Election for Provincial Council
   Under Gandhi –Irvin Pact , Congress movement activists got out from jail. Mahatma Gandhi set two objectives for congressmen – 1 – Individually; they were free for movement against government for social benefits. 2-Others should take job of Harijan uddhar or Shilpkar Empowerment.
    By 1933, there were leaders in Congress those wanted to go for councils that they could make rules for people benefits as Government rules were not suitable for Indians. On 31st march 1934, Under the chairmanship of Dr.  Ansari , in Delhi, there was a meet of leaders wanted to enter into councils. Madan Mohan Malviya, Chaudhari Khalikujjamaa attended the meet. Govind Ballabh Pant attended meet too. The meet decided for rejuvenating Swarajya party . So that those congressmen could not  take part into movement could do through Swarajya party. Meet decided 1- To cancel all oppressive rules, 2 To  get what Gandhi wanted through Round table conference of Gandhi.
   Gandhi was not optimistic about benefits from entering into councils. Congress also supported entering into provincial councils. Congressmen started working for entry into councils. In Garhwal due to Kriparam Mishra, the congress comitee was not active. It was necessary for activating congress before election . Hari ram Mishra and Jagmohan Singh Nei reached to Kanpur –Lucknow in 1936. Negi got quota from provincial committee Shakla Nand was selected district Congress committee.
 Jagmohan Singh Negi for  south Garhwal and Ansuya Prasad Bahuguna for  north Garhwal got tickets for Swarajya Party .
     Jwahar Lal Nehru came to Dogadda Garhwal for promoting Cogress Candidates. Thousands of people heard him.
  In 1936, for South Garhwal council election, apart from Jagmohan  Singh Negi, Mukandi Lal barrister and Uma Nand Barthwal of Bareth , Mlla Dhangu stood for election. Jagmohan Singh Negi and Ansuya Prasad won election. 
 Thereafter, Mukandi Lal barrister became irrelevant in politics of Garhwal. Govind Ballabh Pant became  powerful leader and Kumaon dominated Uttarakhand politics . 
  Demand for Tax reduction and road construction
   It was first Congress Ministry after Provincial Council Election. Garhwal people were hopeful from Congress ministry. People put their demand for reducing land tax that was increased in Ibbetson settlement and new road construction in Garhwal.
    Garhwal representatives met Chief Minister of united Province regarding tax reduction. Government reduced tax that was increased in Ibbetson settlement. The tax revenue was reduced for Rs. 34000. The government started working survey under a Record office in October 1934 that was completed in May 1940. The act was passed for reduction in tax.
   Motor road was important issue too. There was only one motor road in Garhwal from Dogadda to Lansdowne.  Tehri Riyasat constructed Motor Road from Rishikesh to Kirti Nagar. United Province Government sanctioned Rs 20000 for motor roads construction in Garhwal in 1937-38 budgets.
  Political Conference in Shrinagar
  District Congress Committee organized a political meet in Shrinagar on 5-6 May  1938. Committee invited Acharya Narendra Dev for presiding the meet and Nehru for inaugurating the meet.  charya was ill but Jawaharlal Nehru accepted the invitation. Nehru along with Vijaya Lakshmi Pundit and Hari Singh reached Gauchar by air from Haridwar for air tour  .  He returned to Haridwar. From Haridwar by Horse , Nehru reached to Shrinagar on 4th May . Nehru came to know the poor economic condition of Garhwal. People greeted him at various places. He went to Pauri too.
      Conference passed 18 resolutions. One resolution was for motor road and if demand was not fulfilled the council and district board members would resign. Nehru spoke about demands of Garhwal.  Nehru wrote about poor conditions of Garhwal in details. (Details available in Karmabhumi 26 January 1956)
   Foundation of Jagrit Garhwal Sangh
  Till October 1938, Provincial government did not assure for Motor Road in Garhwal. There was no alternate that council and district board members resign  as per Shrinagar resolution. There was another political meet held in Pauri on 4.5.6th November presided by Vidya Datt Bahukhandi. Many activists were ready for movement. However, there were two groups  -one for ‘Garhwal first and Congress second and other ‘Congress first Garhwal second’. Pratap Singh Negi , Kariparam Mishra and Hari ram Mishra were pro Garhwal first and Congress second concept but Jagmohan Singh Negi , Bhakta darshan were pro Congress first Garhwal second concept. Negi Drashan were of opinion that they should take permission from Provincial congress Committee in accordance with party discipline .
        With struggle, Congress Comitee agreed a resolution for offering time to government by 30th May 1939. If by March the demand was not fulfilled Congress Committee to be thought dissolved. However, in Congress comitte meet there, the resolution was dismissed by 100 against 62.  Congrss men understood that nominal members did not have fith on district Congress Committee. It was decided that till new committee was formed Bhairav datt Dhulia would look after records and would communicate with provincial Congress committee.
   Five mebers of District board resigned .  Many lders founded Jagrit Garhwal sangh against Congress . Pratap Singh Negi became president and Uma Nand Barthwal as secretary. There was a meeting presided by Pratap Singh Negi for making strategies for movement . Many joined Jagrit Garhwal Sangh . District Board Chairman Harendra Singh Rawat resigned . Govrnment was bent for suppressing movement.
   Bhairav datt Dhulia sent letter to Nehru with details and requsted to visit Garhwal. Nehru showed his inability and persuaded Government .
  A big delegation met Chief Minister Govind Ballabh Pant in Lucknow. Pant declared construction of Motor road by PWD and reduced tax. There was enthusiasm in Garhwal but Jagrit  Sangh  faded.
   District Board chairman Harendra Rawat constructed motor road from Fathpur to Gumkhal before PWD took charge.  Govind Ballabh Pant inaugurated the Moto Road on 19th February 1939. PWD took charg for motor road construction .
 By that time second Worl War was on the door .

           When the World War was near, Congressmen took opportunities for getting freedom. There was conflict increase between government and congress. In 1939, Congressmen and its ministries resigned from councils. Congressmen became busy in awareness programs in their respective regions. The meeting of Congress workers was  held in Dadamandi on 4th December 1940. It was decided for movement from 6th January and Pratap Singh Negi was selected Dictator for movement. For informing district collector, Jagmohan Singh Ngi sent Shridev Suman as messenger with letter to DC. However, police caught Negi before, Suman reached to district magistrate. By 25th January, police caught 20-25 activists.  Congress stopped movement,
    People informed Gandhi ji that there are oppressions on Shilpkar (Harijan ) in Garhwal. They informed that upper caste people did not allow Dola Palki to Shilpkar in marriage procession. Gandhi ji told for stopping oppressive methods.
    On 23rd 1941,A meeting held a meeting in Lansdowne and upper caste people announced for allowing Shilpkar using   Dola Palki , Pinus in Marriage procession.
    On 28th February 1941, Pratap Singh Negi,  Bhakta Darshan, Shridev Sumand, Ramesh Bahukhandi , Kalam Singh Ngi, Purna Chandra Vidyalankar met Gandhi in Allahabad. They made understand Gandhi for movement in Garhwal. Gandhi allowed movement in Garhwal.
           United Province Governor Malcom Halley toured Garhwal from 25th April -28th April 1941. Congressmen planned showing black flags to the governor. Police came to know the plan and caught many suspected activists before Halley tour. Jaya Nand Bhartiya hid and reached to Pauri . He took black flag in his pocket and showed it in Collector office. police caught him and put in jail.
   The individual activist were busy in individual movement against government. 306 activists took part in movement and police caught 116 individual activists.  Court fined them from Rs one to 125 and jail from one day to one year. Court declared 3 yars jail for Geeta ram Pokhariyal.
    Raksha Samiti Planning
 That time there was world war second going on. Government was indirectly alone. Government devotees were supporting government by many means. They were offering information of activities and planning by Congressmen. Congressmen had to protect them from Government devotees.  A political meeting was held in Devprayag presided by Shakla Nand Shastri on 20-21 February 1942. Participants discussed about protective methods. Congress held a meet in Gogadda on 22 March 1942 and decided founding Raksha Samiti that  under the banner of Raksha Samiti, activists could make freedom fight awareness. Theree Raksha samite in each tehsil were established. Jagmohan Singh Negi was elected president of Lainsdowne Tehsil Samiti, Kotwal Singh negi was for Pauri Samiti and Yogeshwar Prasad Bahukhandi was made for Chamoli Tehsil. There was meet of Akhil Bhartiya Raksha samite in Pauri on 12th May 1942. Mohn lal Shah MLA participated in the meet. Government objected for erecting Chandra Singh Garhwali gate . Government snet notices on conveners as Shridhar Prasad Naithani. Vidya Datt Bahukhandi, Lalita Prasad Naithani and Rup Chand Verma. later on government withdrew notices.

    Across the globe, army personnel and defense experts appreciated bravery and wise inflects of Garhwali soldiers in First World war. As soon as seond World War started, British Government increased Garhwal Rifle Battalions –
1-Fourth Battalion – founded by L.C Stephens on 20th June 1940
Fifth Battalion – established by L.C. Woodriz  on 1st February 1941
Twenty fifth Battalion – established by L.C. Street on 15th august 1941
Sixth Battalion – established by L.C Rainwick on 15th December 1941
Seventh Battalion on 1st june 1941 by Jondes
  Army sent Garhwalis on Asian and European fronts. Again Garhwali soldiers not only showed bravery , sacrificing quality but intelligence too in all fronts. Garhwalis proved they were intelligent enough in attack and defense too.

  Garhwali soldiers took part in Second World War too.
                        Vidya Dhar Juyal
  British Army sent Lieutenant Vidya Dhar Juyal with 13th Frontier force Rifles. Most of the solders of that battalion were Pathan of Afghanistan  . Vidy Dhar learnt Pashtun language within shor period . Vidya Dhar Juyaal was in Bajirastan for a while . Later on, British Army  deputed Juyal to African Front with same battalion .
   Vidya Dhar Juyal was sent to Sudan, Arteria, Athocinia and Italy war fronts .  Vidya Dhar Juyal  showed his brilliancy, bravery and strategist in three different battles. Juyal took part in battle of Amba Alagi battle that battle resulted Italy leaving ruing that country.   
     British Government awarded Vidya Dhar Juyal by Distinguished Service Order (DSO). DSO award was important than other awards barring Victoria Cross award.

     After falling of Singapore the enemy country captured 2nd and 5th Battalions of Garhwal Riffle and soldiers were captive until end of war
 In World War II, it is reported that 350 army personnel were killed and 1400 were injured (Gautam Sharma 1990, Velour and Sacrifices Famous Regiments of Indian Army , Allied Press 239 )

      In 1943, Japan was ruling on Myanmar, Indonesia, Malesia and Singapore etc. Japanese army stationed in Myanmar attacked North East India regions as Naga Hills, Manipur.   At that time, Subhas Chandra Bose reached to Singapore too.

  British Government captured Bose on 2nd July 1940 and put him in jail . and later on freed. Government put him in his house as house arrest on 17th January 1941 . He escaped from house arrest and reached Berlin on 28th March 1941 and met Hitler. Hitler offered opportunity to Subhas for founding Indian army from arrested Indians. He founded Indian National Army in France, Italy by arrested Indian soldiers by British enemy . There were many Garhwali soldiers too.  Subhas Chandra Bose and Abid Hasan reached Tokiyo and from there he reached Singapore. Indians welcomed Subhas Bose and made him Chief of Indian Independence league (founded by Indians ) and Indian National Army. Bose offered a call  ‘Dilli Chalo’ .
    On 21st October, Subhas Chandra Bose founded a temporary government of free India. Bose declared war against British. Japan, Germany, Italy Crosia, Thailand Taiwan offered official recognition to the new government.
  On 21st October 1943, Bose founded new government and announced his views through Radio announcement and declared war against British government.  On 28th October, Japanese king welcomed Subhas Chandra Bose as chief of new government. In November 1943, Japanese government handed over  Andman –Nicobar islands to new Indian government.
   Bose divided Indian Nartional Army into different brigades naming as Gandhi, Nehru , Azad Subhas brigades .
    The first battalion of Subhas Brigade of  INA marched to Grom by train on 4th February . The objective was to free Myanmar from British army with the help of Japanese army. By March Subhas Brigade hackled African soldiers of British army . Subhas Brigade captured Madok region from British in May. Japanese army decided to return from there as getting back up was very difficult. Japanese army advised INA soldiers to return too. However, INA commanders decided to be there.
 Since, British army was more powerful the  INA could not get objectives and later on Japan surrendered before allied army .

     British Army deputed Garhwali soldiers in east and west fronts. There was Garhwal rifle 1/18 Battalion in  South East Asia. Japanese army captured Singapore from British army and captured British army soldiers and officers  on 15th August 1942. Japanese army captured around 1800 Garhwali soldiers and officers . Japanese Army captured  total 23266 Indian soldiers and officers.  Garhwalis and Indians agreed for taking part forfreedom struggle with Subhas Chandra Bose. INA commanders sent Garhwalis in difficult fronts. British army killed around 600 Garhwali soldiers and officers of INA. INA promoted Cpatin Chandra Singh Negi of 1/18th Battalion as Lieutenant Colonel of INA. Subhas Bose appointed Subedar Mejor of 1/18 Battalion his body guard as Mejor in INA.  Captain Buddhi Singh was promted as l.C in INA. Later on Bose appointed Buddhi Singh as his Adjutant .

              Sher E Hind Pitri Sharan Raturi
        Pitri Sharan Raturi was born in Godi, Juva, Tehri Garhwal in 1920  and joined British Army . Pitri Shran Raturi was captain in 5/18 battalion of Indian British Army.  Subhash Chandra Bose promoted Raturi as Lieutenant Colonal in Azad Hind Fauz . Pitri Sharan showed great tactics and bravery in Azad Hind Fauz. Neta Ji Subhash Chandra Bose rewarded medal “Sher e- Hind’ to Raturi by his own hand. Later on ,Subhsh Chandra appointed Raturi in his personal security staff.
   Shaheed –E - Bharat Padma Singh Gusain
   Padma Singh Gusain was Subedar major in British Army. . Bose promoted him as Mejor . He showed extra ordinary  bravery  and reached to Asam border. The backup for army  was not proper. He wanted to meet Neta ji Subhash Chandra Bose in Bangkok  but was killed on the way from Asam to Bangkok. Subhas Chandra Bosw rewarded Gusain Shaheed E Bharat after his death. 
        Bravery of Gyan Singh Bisht
 Gyan Singh Bisht was havldar in 5/18 Garhwal Riffles battalion. INA promoted him as Second lieutenant in INA. INA appointed yan Singh Bisht as chief commander of Nehru Brigid.   Army commanders asked Nehru Briged to head on with British army in Irawadi front. Nehru Brigid had 98 soldiers against mighty British Army  on 17th March 1945. Gyan Singh Bisht ordered his battalion for attacking on British Army . INA soldiers were having only riffles and British army had Machine guns, hand grinds. Brtish army killed many Azad Hind fauz soldiers. The INA soldiers had will power in their side and British Army had to rush back. British soldier fired gun on head of Gyan Singh Bisht and he was martyred there .
     Bravery of Mahendra Singh Bagri
  Mahendra Bagri was Subedar in 2/18 Garhwal riffles and was promoted as Captain in INA.  INA handed over him the second infantry regiment as commander. on 22nd April 1945, when his battalion was getting back from Popa place of Myanmar, British Army surrounded them by tanks. INA did not have weapons for challenging tanks but the batalions did not surrender before British army . INA battalion under Bagri attacked tanks and destroyed them. British army fired and killed him there. INA Major General Shahnawaz Hasan called Mahendra Singh Bagri one of the bravest soldiers of INA

                Attack by Japan on India
            Japan captured Myanmar and Andaman Nicobar islands. Japanese submarines started  firing on allied force on sea . Japan was strong in pacific ocean reion and it was necessary for British to stop Japan.  merical President Roosevelt cautioned British prime minister Churchill to correct situation in India.
    Churchill was not in mood for freeing India at all .Churchill sent his minister Straford Crips to India for discussion with Indian leadership    Churchill wanted time to pass. Therefore, the mission failed.
     Gandhi initially, was for supporting British Army . Now, Gandhi had apprehension about Japan attacking India .  Congress committee passed a resolution in Allahabad in April May 1942, that for the betterment of India and Britain, Britain should  free India .

                Inspired by Gandhi   Ji, Congress passed a resolution ‘Bharat Chhodo – British! leave India’ movement on 14th July 1942 .
     For taking strategic action for the movement, Congress held a meet of All India Congress committee on 7th Ausgust 1942 in Mumbai . Congress passed resolution that if Britain agreed freeing India, India would support Britain. Otherwise, Congress would go for All India nonviolence movement. 
    Mahatma Gandhi wanted only nonviolence movement.  However, there were full chances of violence too.  Government decided suppressing  the movement by all means. Government caught Gandhi and other prominent leaders and put them into jail at night of 9th August .Government caught other leaders and put them into jail.
  Government captured Congress offices and seized its bank account . Government ordered for closing down all national newspapers. By that oorder, Harijan could not be published and Karmabhumi was also closed.
