  William Frazer and Sudarshan Shah started their Journey from Shrinagar for Delhi on 24th July 1815. Frazer handed over the Law and order and defence responsibility of Shrinagar to Major Ball Dock, five Military British officers and 500 soldiers (1).
    Sudarshan Shah stayed in Delhi up to 25th December 1815. William Frazer asked many details about Tehri region and attached those information with his letter of 16th October 1815.(2)
   Adam sent a letter to William Frazer in November 1815 and the extract is as under(3) 
     1-The east of Alaknanda and Mandakini are already added in British rule.The balance portion of Garhwal is sufficient for living for Sudarshan Shah . Therefore, Governor General decided to take Dehradun under East India Company   
2- It is informed to Sir Akhtar Lony that Ravain will be under Company.
3- William Frazer wrote that  Ex King Sudarshan Shah requested for staying  in his ancestral capital Shrinagar but Governor Genral refused the request. Since, Shrinagr is in East of Alaknanda it was under British territory and there would be many uncomfortable situation by Sudarshan Shah staying in Shrinagar and he cannot use any administrative duty from Shrinagar.
4- If the King insists on staying in Shrinagar, he would not be allowed for as king of West of Alaknanda.   
If Sudarshan Shah agrees (not staying in Shrinagar) You manage offering west Garhwal barring Ravain to the King.
6- Add following conditions –
A-If need arises in future, the King will supply loaders for British army soldiers.
B- The condition remains till the King perform duties by his heart (defence etc).
High authorities informed Frazer for offering temporary certificate to the King. Frazer was told to inform king that soon, the official certificate with seal and sign of Governor General will be sent.
 Frazer handed over the temporary certificate to Sudarshan Shah in November 1815,
   Frazer also inspected the application of Shiv Ram and found his lie.
 Governor General sent the permanent Certificate for offering Tehri Kingdom to Sudarshan Shah in 1820 and there was  no mention of territory Athur etc . separate than Their Kingdom.

 After Nepal –British War, British Official applied double standards in grabbing Indian Kingdoms in in British territory. British applied generous policy with the Kingdom of Himachal Pradesh, British returned their Kingdoms to respective Kings  but British were cruel or cunning in applying grabbing policy for two Kingdoms of Uttarakhand.
  British pur following conditions for the Kings of following Kingdoms  those were freed from Nepal Rule by British –
Kingdom would arrange loaders fro British army as and when needed .
All Kingdoms will accept British government as arbitrator in case of dispute among them.
All Kingdoms would be faithful to British government
 British kept following territories with them for defence strategy point of view (1) –
Jaunsar Babar of Sirmaur Kingdom
Sabathu garh and Sabathu pargana of Kyunthalgarh Kingdom
Rai garh pargana and Sindhuk of Bushehar Kingdom
However, British did not apply liberal policy for Uttarakhand –
British kept Kumaon and east Garhwal, Dehradun, Rvain pargana  under British and offered West Garhwal to Sudarshan Shah .

   Hamilton wrote that Sudarshan Shah did not help British in winning over Gorkha in Garhwal, Sudarshan Shah could not compel British for getting his Kingdom back  and British officials offered Sudarshan Shah the Kingdom in kind by seeing his poor condition.  This statement is absolutely wrong and a total lie .
    The Company secretary John Adam sent a letter on 17th  November for William Frazer as follows (3) –
     ‘The British Government undertook to protect the Raja’s territory by military forces but the civil administration was to be conducted by the Raja and his ministers. The posseson of the territory annexed by the British was to be considered as an indemnity of the Raja to the British for expenses for the expenses of the military establishment in his country.
 Hamilton’s statement for offering Sudarshan Shah as mercy is wrong as Adam did not mention mercy to Sudarshan Shah anywhere in his letter to Frazer.
      Aitchison further stated the following quotes of Adam’s letter (4)  -
    “Whereas Rajah Soodarshan Sah a descdent of ancient Rajah of that country has evinced his zeal and attachment to the British Government , the Governor General in council has confirmed on Soodarshan Sah, his heirs and successor in perpetuity on the condition hereafter expressed the whole of the territory of Garhwal with following exceptions “
  Dabral offers the citing of Saklani’s claims to Frazer and proved that British government officials were clear that Sudarshan Shah helped British with zeal and inspiring Garhwali citizens  going against Gorkha rule (1).

   Sudarshan Shah returned from Delhi to Jwalapur and took his two wives and family members along with him and proceeded to Tehri via Dehradun. (2). In Dehradun, he met Chief Priest of Guru Ram Rai Durbar. Chief Priest Harsewak gifted him silver rods, two drums, a turban and Prasad of Durbar.(2)
   From Dehradun, Sudarshan Shah reached to Teeree (Tehri) , In 1815, Teeree ws a small village.(4).
      Teeree  was situated at the confluence of Bhagirathi and Bhilangana Rivers at 2278 feet height from sea level. Sudarshan Shah established the Capital in Teeree in 1815. Teere was famous as Ganeshprayag too (2) . It was said that there was a  Big red colour   stone called Ganeshshila . Raturi stated that  that there was Ganesh Temple that fled in 1880 flood. (4). There is mention of Teere as teertha Kshetra in Kedarkhand of Skandh Puran (5)
 Teere means small.  There was a flat hill in west of Teeree , There was plan land on the hill. Sudarshan Shah decied for building palace there (1)

 Most of the historians agree that Sudarshan Shah founded Teeree or Tehri as the capital of New Garhwal Kingdom in 1815 (1).
   Buddhi Ballabh Dyundi the great grandson of Heeramani (cook of Sudarshan Shah) handed a  Janma Patri  to Dabral (1) . By that Janmapatri, it seems that Sudarshan Shah founded palace or Capital on 30 Dcember 1815. Dbral states that jamna Patri was made in 1840, However, this writer has apprehension on founding palce or capital on 30 December . According to Hindu or Garhwali Panchang or people ‘s sayings too , the days between 15th December and 13th January are inauspicious days (ku Muhutr divas) . Then how come Sudarshan Shah founded the capital in inauspicious month (poos). People postpone namkaran ceremony coming in Push month (15 the December to 13th January) .
Dbral writes that there was no other source for knowing the date of establishing the capital or founding date of the  palace in Teeree
   Initially, there was no staying facilities in Teeree /Tehri . Nobody was willing to come to Tehri.  Sudrashan shah built three houses for Rs.700. Sudarshan Shah offered those houses on rent for annual Rs two . Slowly people started taking rooms on rent and new houses started building by others too. Tehri became ful fledged and populated city in Sudarshan Shah life . (2)
  As per Tehri Court record register, Sudarshan Shah returned to Tehri from Delhi on 29th February 1816. It means Sudarshan Shah went Delhi after founding the capital.

 The exact date of Coronation of Sudarshan Shah is unavailable. Perhaps, the coronation took place after Frazer handed over the agreement for him making as King of Tehri region Garhwal.
   From Minya Prem Singh book and personal information by Captain Shurbir Singh Dabral informed that the coronation took place at Semal Saud (Semal Maidan) (1).
 There is no details available who attended the coronation ceremony. Dabral guessed that most probably,  the Court Priest Rajguru Nautiyal and chief family priest Vashishth Pande , Devi Singh, Munshi Chunni Lal, Shiv Ram saklani , Kashiram saklani , Ashadu gusain, Mahant Harsewak Puri Gusain attended the coronation,
    Sudarshan Shah appointed personnel at important positions as follows and those personnel might have attended the coronation ceremony (1)-

Sudarshan Shah sending Tribute to British Government

 From Prithwipati Shah time, there was a custom that Garhwal King used to send tribute to Mughal Emperor to Delhi at the time of Coronation.
 Sudarshan Shah sent 10, 000 gold coins and a horse as Tribute to the Assistant Commissioner Trail in Kumaon. Sudarshan Shah sent a request letter to Trail for accepting the Tribute. Trail deposited the coins in government treasure and informed to Company Secretary John Adam by a letter of 2nd February 1817. On 12th February 1817, John Adam sent a letter to Trail that Governor General accepted your act and authorised him for depositing coins in the treasury. (1, 2)
 There is no record available for Sudarshan Shah sending tribute to Trail as personal gift.

 Badrinath is (still) the family Deity for Garhwal Kings. People called the King as Bolda Badrinath (Speaking Badrinath).  There used to be carving  on Garhwal Coins’ Digvijayo Sarvd Badrinathau Vijayate. Sudarshan Shah believed that he got his Kingdom back due to blessing by Badrinath deity. In the first summer of his coronation , Sudarshan Shah visited Badrinath Temple  Sudarshan Shah took permission of Trail for visiting Badrinath. Sudarshan Shah travelled Badrinath via Dev Prayag , Shrinagar (1).  -

 Before, Sudarshan Shah occupied Tehri for the capital; Tehri was a small village at confluence of Bhagirathi and Bhilangana Rivers. Sudarshan Shah choose the Clift of Tehri for constructioning the palace. He started the work and the construction ran for thirty years (1). Moorcraft described that there was small house as palace in Tehri Clift in 1820 and very few houses for state staff. The travellers visiting the capital were staying in plan of Their and used to stay in tents (2 ).
 The palace or Purana Durbar was a three storied big building and was having 100 rooms. There were big Baramdah in first and second floor. There ware Kholi (inside way) for stepping from one floor to other floor. There was secrete underground basement with secret path in first floor . There was big gate for palace that an elephant could pass. Instead of cement in constructing the Urad paste was used . The wood of Devdaru and Sall trees for wood work. The doors were covered by copper plates. The work was done by people mostly without payment. (1)

 Dabral states that there was no clear cut recorded boundaries for Their Riyasat (1) . In east of Tehri Riyasat, the boundary from Rudraprayag to Muni Ki Reti was clear due to Alaknanda and Ganga rivers. British took two Pattis in m]Mandakini  valley those had copper mines. Though, as per accord those Pattis were part of Tehri.
   Ravain was under British. However, there too the boundaries were not clear. There had been tension there due to undecided boundaries. There was no clear cut boundaries between Tehri and states as Bushehar, Kotgarh, Khaneti , Ghund, and Tharoch (of Himachal Pradesh).
  There was no recorded boundaries in region of Mossurie , Bhardar, surkanda region.
      The Faujdar of Ravai Govind Singh Bisht acted as free King in the time of Pradyumna Shah and Gorkha regimes. Govind Singh Bisht wanted Jagirdar as he was in past. Govind Singh Bisht had good relationship with Gorkha high command and British officials as Frazer. (1)
