 Tehri Jail authorities used harass and used to give pain to the prisoners. Later on, administrative officers started visiting the family members of the prisoners and asked them to get bail of the prisoner. Officers used to take the family members to jail door and used to show the worsening conditioning of the prisoner that the family members would pay the guarantee money from Rs. 500 to 3000 and get bail for the prisoner. , The reformer supporters arrested in September 1942 were realised on bail in March 1943. Parushram Badoni was released at last in March 1944.
The Jail authorities used to take written guarantee from the prisoner before bail(2) –
The applicant would not   go out of Tehri Kingdom territory.
The applicant will visit to the Police station in person on the 1st and 15th of every month.
The applicant would not correspond with any political affiliated person or involve with politics.
  Ram Chandra Uniyal came out of jail in ill health. Vidyadhar Bhikhari got TB in the prison and died at early age . (2)

    Shridev Suman was in Dehradun Jail. On 21st November 1942, British government transferred Suman , Bhagvati Prasad Panthari, Anand  Sharan Raturi, Shankar Datt Dobhal and Shyam Chand Negi from Dehradun jail to Agra Jail.  There were many more facilities in British jail than Tehri Jail. Tehri Kingdom was as good as the medieval era in terms of Prison.  Suman was getting news of the worsening situation in Tehri Jail. Suman wanted to go to Tehri Jail.  British government released Shridev Suman on 19th November 1943. There was peace in Tehri Garhwal.  Due to suppression by the Tehri government nobody was ready to  act against Tehri King.  His colleagues of jail were not ready to support Suman for movement in Tehri.  Suman reached Haridwar from Agra via Delhi.  Suman wanted to go to Tehri to rejuvenate the movement. However, his well-wishers did advise him not to go Tehri as there was suppression in Tehri (2)

Government arresting Suman again

 On 15th December 1943, Suman wrote letters to Chief Minister and Chief Secretary of Tehri  from Prajamandal side. Suman reached Narendra Nagar on 18th December. Police was with him from Muni Ki Reti. Kop sahib or Captain of Narendra Nagar enquired from him. In Nagani, a Police constable insulted Suman.  Suman stayed at his residence for a week. On 27th December, Suman started his journey towards Tehri. When he reached Chamba, Policemen stopped him marching towards Tehri. Suman wrote letters to the Chief Secretary and Chief Minister for permission to enter Tehri. None of the officers replied to Suman. Suman stayed for three days in Chamba for permission. On 30th December, Police Superintendent reached Chamba and took Suman to Tehri in a  closed motor. After reaching Tehri, the Police Superintendent put Suman into Tehri Jail.

Suman in Jail for 209 days

 Police superintendent put Suman in Tehri Jail on 30th December 1943 after noon. Jail authorities took all his belonging including dresses. Suman was pushed naked in a cabin –ward number 8.  Jail authorities started torturing   him from the day one. Suman was asked to get bail on the condition that he would not carry political activities.  Suman did not bend before authorities. Jail authorities canned very badly and iron chain was put on his hand and foot. Jail authorities offered him brad mixed with sad and husk. Suman refused to take meal. Jail authorities throw cold water on him . Suman did not take meal for 7 days. On seventh day, jail authorities returned his saving kit with his bedding etc. Chain were put off from his body.

Court Case against Shridev Suman

  Tehri government put Suman in Tehri Jail. Suman was treated as a criminal prisoner. Suman was not allowed to meet  his brother Parushram Badoni who was in the same Jail.  The Tehri administration was busy in preparing a case against Suman in Court. The police searched his house where the police did not get any documents to accuse Suman. Tehri administration put a case against Tehri  Court  under section 124 (A). Friends of Suman brought Khursheedlal an advocate from Dehradun to fight cases from Suman side. Tehri administration did not allow Khursheedlal to advocate Suman. Administration fixed an advocate Guru Prasad Dhyani to advocate on behalf of Suman. (2)
On 21st February , the court case started  in Yam raj Singh Magistrate court (2). The government advocate accused Suman for taking part in Prajamandala activities, hatred against the King and Kingdom; revolt against the Kingdom;. Advocate accused Suman for many anti Kingdom cases.

  As per Bhakta Darshan, Suman defended his case as under (2) –
“I totally do not agree with the accusation charges against me. All charges are mala fide, false, imaginary and for taking revenge against me. All the witnesses are false. The witnesses are either the police men or government servants. I believe in total freedom for India. In Tehri, my aim was to make the administration accountable under the guidance of the Tehri King that administration serves the people for their benefits. I never had wrong thoughts for the King as it is against my personal principle. I had faith in the King. I criticized the administration on behalf of people and by understanding their views. I think it is the birth right of a person to get the right administration. To envy, bad feelings is against my principle of nonviolence
I tried to register Prajamandal but the administration arrested me and put me into jail. This is the worst suppression against me to snatch my fundamental right.”
The Tehri administration had already decided to punish Suman. Magistrate fined Rs. 200 and a rigorous jail for 2 years. (1)

Shridev Suman starting Hunger Strike

           Suman was taken to jail. He was provided a torn blanket, a tat, one shirt, a cap and a langot. He was forced to perform an exercise   in the Jail. Suman tried to follow jail rule.  It –is said that a cruel Patwari was deputed to jail where Suman was kept. Forcibly Suman was forced to perform hard exercises.  Saddened by the evil behaviour from Jail authorities, Shridev Suman started a hunger strike for 21 days. The jail authorities bent slightly before Suman. Suman was provided freedom to walk in the barrack. Jail authorities promised Suman that he could write a letter to the King about registration for Prajamandal. He was also promised that he will be given his books and writing materials in the jail.
  The news of the hunger strike was published in the newspapers. Badri Datt Pandey (central MLA) asked the authorities about the hunger Strike by Suman. Tehri administration informed Pandey that the news was false on 24th March 1944.  On 19 March 1944,Tehri authorities put a student Sundar Lal Bahuguna into jail  doubting him for sending  news to Pandey. Authorities freed Bahuguna only after Suman died.

Fast unto Death by Suman

    For one month, Suman waited for administration fulfilling his demands. However, there was no reply from cruel Narendra Shah and his top brass officials  in the administration .  The Jail authorities enhanced harassment.  Authorities gave Rambans to Suman to beat. One day, when he was performing the concentration (sandhya), the jail authorities asked him to beat Rambans. There was a bit delay in Sandhya, Authorities started canning him.   Then, Suman    was sure that Authorities were bent to kill him.  Suman demanded for paper to write a letter to the King. However, authorities canned him and abused him . Suman asked them to inform the King (2)-

 Suman informed the authorities that if his demands were not fulfilled he would go for fast unto death from 3rd may 1944.
 From that day (3rd May) , authorities started harassing him more . Authorities started canning him on a daily basis.   Authorities tried their best to take Suman to meal. However, Suman did not take a meal at all. Then, authorities shifted Suman from 8th barrack to a cabin. When the jail authorities failed to perusue Suman to break the fast from 15th day of his fast, authorities stopped beating him. On 28th day, a doctor and a magistrate came to jail and forced Suman  to take milk.  They failed to pursue Suman. On 48th day, the jail minister and Doctor Beliram reached jail and again persuaded   Suman to take milk. Dr. Beliram requested King Narendra Shah to accept the demand of Suman and freed him . cruel Narendra Sahh did not act at all. (20

False Publicity by Tehri Administration

 The news of Fast unto death by Suman started spreading out of the state. Most of the leading national leaders were in jail. The local activists were afraid of helping Suman. Badri Datt Pande M.L.A, Jaynarayan Vyas the general secretary of Lok Parishad and ex-president of Prajamandal Govind Ram Bhatt wrote to the Administration about the health of Suman. On 13th June 1944, the chief secretary of the Tehri state wrote to Badri Datt Pande that Suman was not a political prisoner but a criminal prisoner and his punishment. Further Chief Secretary answered that his appeal was pending under the court and the Chief Secretary was unable to inform more. The Chief Secretary did not mention Fast unto death by Suman.
Same way, administration answered to Vyas. On 22nd July, administration sent a reply to Vyas that Suman had broken the fast and he was out of danger. (2)

Suman Sacrificing his Life in Tehri Jail

 On 11th July 1944, Suman got very ill.  Dr. Beliram assured Suman that the King would release   him on 4th August 1944 and requested Suman to break the fast. Observing the ill condition of Suman, many officials were of opinion to release Suman immediately. Crule King Narendra Shah was supposed to visit Mumbai.  Cruel King ordered somebody (Dabral mentions Teeka sahib) to release Suman on 4th August. However, another somebody (As per Dabral –Sutrasanchalak) was to see that Suman gets more punishment. It was publicized that Suman was infected by pneumonia. Dr. Nautiyal was looking after Suman health in jail. Being Nautiyal as Brahmin was shifted from jail and Dr. Balwant Singh a Rajput  by caste was sent to jail.  Dr. Balwant Singh offered Suman intravenous injection.  Suman started crying and asking  water, water. Suman fell into a coma many times. Suman demanded a Geeta book but Cruel administrators refused to give Geeta to Suman
 On 25th July 1944, Suman felt good health and showed his desire for bathing and requested his roommate to help him bathing. Roommate went to store instead helping Suman.  When the roommate came back he saw Suman dead. (2)
   The State publicity department informed that due to pneumonia, Suman died on 25th July at 4 PM.  Jaspal the roommate of Suman, Mor Singh, Mahima Mand and another prisoners took dead body of Suman to Bhagirathi River bank and threw his body into Bhagirathi. (2)
.   State authorities informed the death news   to his family members 30th July. His village Jaulganv was only 12 Kilometre away from Tehri City.  No information was given to his wife Vijaya Lakshmi who was in Mahila Hidyalay Haridwr.
