    Garhwal Prince in Exile Sudarshan Shah wrote a promissory note to his cook Hiramani in November 1808 in Delhi.  The Garhwali script is as under-

 संवत् १८६५ कार्तिक सुदी पूर्णमासी (नवंबर सन 1808 ) के दिन निर्वासित राजकुमार सुदर्शन शाह का अपने सर्यूळ /रसोईया /खानसामा को  धर्मपत्र लिखा जो गढ़वाली में इस प्रकार है -
श्रीबद्रीनाथजी (I ) हीरामणि रस्वाला को (I )
आगे वीं   तवाई मा गढ़वालराजकोंन ज्युला जागीरे षिजमत षाईक भि हमारो साथ नी करयो आगे तोईन  वीं गोरषा की बगत की तबाई मा हमारो साथ नी छोड्यो वेदमहि बराबर नौकरी ताहद नेकनामी करि रहि सो येवास्ता आज कातिक की पूर्णमासी का दिन सबेर संध्या बीच मा तोईकु धर्मपत्र लेषीदिने की जै बक्त पर श्री   …… जी हमकु राजदेलो तई बगत पर हमन तोईकु ज्युला जागीरे देणी तेरी  राहते परवर्स करणी तेरी साषा संतान आस औलाद तक यो धर्म मानणो गौ गंगा श्री  … जी ये धर्म का बीच छन सेपेदी मा स्याई गेरीक बेमानी करणी भलामाणसु का काम नी छ सो बोल्णी एक लेषणी बराबर होन्द यो धर्म हमन आस औलाद साषा सन्तान न सवन मानणो जो कोई बि होइक ये धर्म मा बेमानी अमिथ्या करलो वैकू तल्लाष छ वैको यहलोक परलोक नष्ट होलो ये धर्म मा अमिथ्या हमन हमारी आस औलाद साषा सन्तान कैन नी करणी तोईन भी जनी नेकनामी आजलौ करी तनी अब भी करणो अमीरी फ़क़ीरी जो होली सा हमारी साथ वर्तणी हमन भी अपना धर्म को पालन करणो तोईन भी हमारा साथ नी छोड़णो जा माफक विरसेत परमेस्वर हमकु देलो तां माफक हक विरसेत तोईकु भी दुला तोईन षात्र जमा ते रहणो संवत् १८६५ कार्तिक सुदी पूर्णमासी मुकाम दिल्ली का यो धर्मपत्र हमन तोईको दिन्यो    …… शुभ भवतु।

                                               इतिहास विद्यार्थी ::: भीष्म कुकरेती

          कुणिंद जनपद की गणना गणराज्यों में की जाती थी और कुणिंद गणराज्य का नाम श्रष्ठ गणराज्यों में कुणिंद अवसान के बाद भी सम्मान के साथ उल्लेख किया  जाता था। छटी सदी में वराहमिहिर रचित वृहत्संहिता में कुणिंद को शिरोमणि कहा गया है। एस विशेषण किसी अन्य गणराज्य के लिए नही किया गया है।
              उस युग में कुणिंद , यौधेय व औदुंबर तथा त्रिगर्त प्रमुख गण थे।  गणमुद्राओं में गण नाम व गणसूचक अंक व लक्षण अंकित हैं और कुणिंद के प्रारम्भिक कालीन सिक्कों में भी यही अंकित हैं।
          गण शक्ति किसी विशेष व्यक्ति , राजा या प्रशाशक के पास होकर क्षत्रियों में वुभक्त रहती थी।  सभा द्वारा निर्णय लिए जाते थे। (अग्निहोत्री )
अष्टाध्यायी में कुणिंद -कालकूट जनपद की गणना एकराज जनपदों में की गयी है।  इससे सिद्ध होता है कि चौथी  पांचवीं  सदी में  की राजयप्रणाली में परिवर्तन आ चुका था और राजा शासक बन  चुके ।
जायसवाल  (हिन्दू राजतंत्र भाग -१ ) ने वृहतसंहिता के संदर्भ में सिद्ध करने की कोशिस की कि कुणिंद में राजा व सभसद का चुनाव जनता द्वारा होता था।
संभवतया अग्रराज के समय यवन आक्रमण के कारण प्रशासन  प्रणाली बदलाव आया होगा और गणतंत्र से एकाधिकारी राजतंत्र प्रणाली का उदय हो गया होगा।
 यवन काल के बाद कुणिंद शुंग के अधीन आ गया था और फिर स्वतंत्र हो गया था।
स्रुघ्न कुणिंद काल में भी राजा मंत्रिपरिषद को अधिक महत्व देता था।

          श्रीबद्रीनाथजी हीरामणि , रस्वाला को  आगे ये बगत पर ईश्वर न हमारी जान बचाई जो इतना फ़ौज का बीच मा हम यकेलौ न फते पाइ आज दिन हम अपणा राज मा होन्दा त तोईकु ज्यूला जागीरे देंदा जा माफक तु हमारा साथ नेकनामी करिरही सो ये वास्ता तोइकु दोसरो भी धर्मपत्र लेखिदिने की जैवगत पर परमेश्वर हमकु राज देलो तैवगत पर तेरी अछी पर्वर्स करणि तेरा घर को विश्वास रखणो जै रसोया तु रखलो सो हमन मंजुर करणो हौरूकी  हजार रुपयों का जरीवाना का कसूरदार को कसूर भी माफ़ करणो हौरूकी नजर का हजार तेरा घर का ५ बराबर मानणो जो ज्युला जागीरे तोइको दियेली जो खिजमत तेरा जुमा करेली ताँका बीच हमन धैं हमारी साषा संतान न कैन भी अमिथ्या नि करणि तेरी साषा आस औलाद तक यो धर्म मानणो सौ बोलणी १ लेषणी बराबर होन्द राजौ का धरम छन जवान इमान १ होन्द जो कुई ये धर्मकु नि मानला वो धैं ऊँका पितर नरग जाला ये लोक परलोक माँ अपणा धर्म तैं हारा होला सपेदी मा स्याई गेरीक बेमानी करणी कुलाधमु को काम छ तोइन भि जनि नेकनामी आज तौं करे तनि अब भि करणि अपणि नौकरी मां मौजूद रहणो हमारो साथ नि छोड़णो सम्बत १८६७ का माघ २५ गते मुकाम भाषुवाला मा यो दूसरौ धर्मपत्र तोईकु दिन्यो शुभ।

                                             शक राजा मोग
    मेनान्द्र की मृत्यु पश्चात बहुत सी ठकुरायियों ने अपने को स्वतंत्र घोषित कर लिया अथवा नाममात्र की अधीनता के नाम पर क्षेत्रीय प्रशासक स्वयं राज करने लगे।  पूर्व में कुणिंद , औदुंबर , यौधेय  आदि ने अपने को स्वतंत्र घोषित कर दिया था।  यवन ठकुराइयों में कलह भी बढ़ गया और मेनान्द्र वंशजों का राज अति क्षीण अवस्था में पंहुच गया था।
             115 BC के करीब घुमन्तु शक जाती की अनेक टोलियां भारत के पश्चिम मैदानों व पश्चिम हिमालय की पहाड़ियों के ढलानों में बस गयीं थीं।
                         कुछ टोलियां सिंधु घाटी की दक्षिणी उपत्यका में बस गईं थीं।  इन टोलियों में एक नायक मोग क्षहरात जाती का बड़ा योद्धा हुआ। उसने बहुत कम समय में यवन ठकुराइयों को जीतकर सिंधु नदी की घाटियों पर अधिकार कर लिया और उसका राज्य गांधार से सिन्धुनदी की निचली उपत्यका तक व वर्तमान बलोचिस्तान से लेकर झेलम के पश्चमी तट तक पंहुच गया।
 झेलम से पूर्व मानेन्द्र के वंशजों का राज था और आगे पूर्व में औदुंबर , औयध , कुणिंद स्वतंत्र जनपद थे। 
                                       मथुरा विजय
  मोग ने मेनान्द्र के वंशजों से बिना लड़े ही सिंधु घाटी से होते हुए सौराष्ट्र  अधिकार कर लिया. और 60 BC के करीब मथुरा तथा पडोसी देस भी जीत लिए।
  मोग ने अपने अभियान हेतु वही मार्ग  दिमित्र के पुत्र अपोलोदास ने अपनाया था।
        मोग ने भरुकच्छ के बंदरगाह पर अधिकार कर लिया और इस बंदरगाह से उज्जयनी होकर मथुरा  जाने वाले मार्ग पर भी उसका अधिकार हो गया।
             मोग ने झेलम के पश्चिम , भरुकच्छ , सौराष्ट्र , अवन्ति , मथुरा पर अधिकार करने के बाद पूर्व में यवन वंशी राज्य , औदुम्बर , यौधेय और कुणिंद राज्यों को घेरने की व्यूह रचना शुरू की।
मोग की ब्यूहरचना से यवन राज्यों व औदुम्बर , यौधेय और कुणिंद राज्योंपर घोर संकट आन पड़ा था।

                    King Designated Sudarshan Shah met captain Hearsay at Anjanighat near Kankhal with Harsha Dev Joshi in 1811. Sudarshan Shah briefed Hearsay about repression of Gurkha in Kumaun, Garhwal and Himachal. Hearsay had been to Kumaon and Garhwal for two three times. Hearsay was anxious to dispatch Gurkhas from Kumaon, Garhwal. Hearsay heard Harshdev and Sudarshan Shah patiently.
        Sudarshan Shah showed papers (orders) of Emperor Aurangzeb given to late Garhwal King about the Jagir of Chandighat region and Dehradun. In fact, British had already appointed Hearsay as Jagirdar (Chieftain) of Chandighat.
                 Hearsay was habitual of buying weird materials and letters. Hearsay bought those orders from Sudarshan. Hearsay offered Sudarshan Shah some cash, food articles and 1000 Kacha Beegha land of Hara. Hearsay advised the both to come to Barely. 
                   Hara Land
 Hara is not Harrawala near Doiwala as the Jagir of Hearsay was in Chandi Pargana of Haridwar east of Ganga. Hearsay was also Jagirdar of a land near Barely. According to Hearsay Hara was the ruin of big brick fort. Hearsay supposed that Hara Fort was built by Suleman Shikoh. It was aid that Garhwal King kept Suleman Shikoh in Hara Fort and handed over here to Aurangzeb. Aurangzeb offered land of Chandighat and Dehradun to Garhwal in award for handing over Suleman by Garhwal King. However, the sayings of Hearsay do not fit with historical aspects as Suleman Shikoh was captured in Shrinagar by King Medanishah.
 There is aplace called Khara near Kankhal. The land is plain. Perhaps Sudarshan Shah used the land for agriculture to look after his family. There are ruins of Fort in Khara region.  In later stage Sudarshan Shah offered some area to his fellow Kriparam (Mmayram). Later on Forest department took land from Mayaram. Dr Dabral suggested that Khara and Hara are two names for one place. Most probably Hearsay offred that land to Sudarshan Shah and later on Sudarshan Shah handed over the land to his Panda Kriparam.

                                               इतिहास विद्यार्थी ::: भीष्म कुकरेती
           मोग ने अपने साम्राज्य को शासन सुविधा हेतु तक्षशिला , मथुरा और सौराष्ट्र -अवन्ति की क्षत्रपियों में बनता था।  इन पर महक्ष्ट्रप अपने पुत्रों या संबंधियों को क्षत्रप घोषित करते ठे. महक्ष्ट्रप की मृत्यु उपरान्त क्षत्रप ही महाक्षत्रप बनता था।
                   58 BC में मोग की मथुरा में मृत्यु होने पर क्षत्रप हगाम ने स्वतंत्रता घोषित कर दी और राजा बन बैठा।  हगाम अपने पुत्र हगान सहायता से राज करने लगा।
  हगम की मृत्यु के बाद उसका पुत्र  हगान मथुरा का महाक्षत्रप बना।
      शिलालेखों व मुद्राओं से अब तक नौ महाक्षत्रपों के नाम प्राप्त हुए हैं -
हगाम
हगान
रंजुबल
सोदास
तरनदास
भरनदास
शिवघोष
शिवदत्त
   मथुरा के क्षत्रपों का संबंध पश्चमी क्षत्रपों के साथ रहा था।
  मथुरा के प्रारम्भिक क्षत्रपों ने नाम पर्सियन नाम थे किन्तु धीरे धीरे ये नाम भारतीय हो गए।
 मथुरा के क्षत्रपों के राज्य कल पर विद्वानों ने एका नही है।  मथुरा क्षत्रपों के राजयकाल कुषाण नरेश विम के राजयकाल में समाप्त हो गया था।
मथुरा क्षत्रपों का राजयकाल 60 BC से 80 BC तक माना जाता है (स्मिथ , अर्ली हिस्ट्री ऑफ इण्डिया ).

                   After getting money from Hearsay, Sudarshan Shah could improve standard of living for his family. After a few months of getting money from Hearsay, King Sudarshan Shah reached barely for meeting Hearsay.
 Sudarshan Shah the Garhwal King in exile sold the Chandi Pargana and Doon to Hearsay with orders of Aurangzeb to Prithvipati Shah or so on 22nd June 1811 for Rs 3005. Hearsay had already paid some money in advance to Sudarshan Shah.
             Huge Pears described those orders of Muhammad Shah, Aurangzeb and Alammeer. However, Huge Pears seems be wrong in describing the names of Mughal emperors. Full Name of Aurangzeb was Abdul Muzaffar Muhidden Muhammad Aurangzeb Bahadur Alammeer. Hearsay might have taken those orders as from three Emperors.
 When the Chandi Pargana Sales Deed paper was written Harsh Dev Joshi was not present.

    Authenticity of Translation of Chandi Pargana Sales Deeds

 Huge Pears (The Hearsay papers) translated the deeds but the translations have many mistakes. Therefore the historians as Dr Dabral show their apprehension about authenticity of translation of Sales deeds of Chandi Pargana.
1-The names of father and forefathers of Sudarshan Shah were wrong.
2-Hearsay wrote a letter to Rous in 1822 about Sudarshan Shah selling Doon region to him for Rs 1200. However, Huge did not  mention about 1200 for Doon region.
 There are mistakes in The translation of Deeds done by Huge.

        मथुरा में शक्तिशाली शक क्षत्रप राज्य स्थापन के बाद कुणिंद जनपद का भी उत्पतन हो गया था।  कुणिंद नरेश अमोधभूति की 60 BC के पश्चात कुणिंद जनपद का ह्रास हुआ और इसी समय मथुरा में शक साम्राज्य शुरू हुआ।       
 कुलिंद जनपदा में स्रुघ्न समृद्ध शहर था और स्रुघ्न मथुरा व पूर्व में सभी समृद्ध शहरों से अच्छी सड़कों द्वारा जुड़ा था व यमुना तट पर घाट/पटन  होने से कुलिंद /कुणिंद राज्य एक महत्वपूर राज्य था।
         भरुकच्छ से अवन्ति , मथुरा  अधिकार होने के बाद यह स्वाभाविक था कि समृद्ध व्यापारिक मार्ग पर अधिकार हेतु शक स्रुघ्न पर अधिकार करते। 60 BC के आस पास शक राजाओं ने स्रुघ्न को हथिया लिया था या स्रुघ्न के पास वाले क्षेत्र से कुलिंद। कुणिंद राज्य में छापामारी करते थे।

                                       शक मुद्राएं
      अमोधभूति की मुद्राएं 60 BC तक मिलती हैं।  उसके पश्चात शक मुद्राएं मिलतीं हैं।  शक मुद्राएं कुलिंद /कुणिंद मुद्राओं के अनुकरण थे।  इसका अर्थ निकलता है कि शक राजा ने कुणिंद /कुलिंद क्षेत्र के पष्चिमी पर अधिकार कर लिया था (एलन -कैटलॉग ऑफ दि क्वाइन्स ऑफ एन्सिएंट इंडिया )।
                        परवर्ती कुलिंद /कुणिंद की मुद्राएं अल्मोड़ा से प्राप्त हुयी हैं और पश्चिम से इन राजाओं  मुद्रा नही मिलीं है।  अतः निसंदेह 60 के बाद स्रुघ्न व निकटवर्ती क्षेत्र में शक क्षत्रपों का अधिकार हो चूका था और शायद सहारनपुर ,  हरिद्वार , बिजनौर के पुरे क्षेत्र या कुछ क्षेत्र शक राज्य के अंतर्गत आ  चुके थे। कुणिंद /कुलिंद वंशी राजाओं के पास अल्मोड़ा व निकटवर्ती क्षेत्र शक आक्रान्ताओं से बचने का एकमात्र विकल्प रह गया था।

               Ownership of Chandi Pargana with Hearsay

          Initially, from past, Garhwal kings were having rule over Chandi Pargana region. When in 1958, Garhwal King Prithwipati Shah refused for handing over Suleman Shikoh to Mughal Emperor Aurangzeb, Aurangzeb Army captured Chandi Region. On 22nd December 1660, Garhwal  Prince Medani Shah handed over Suleman Shikoh to Aurangzeb Army. However, Mughal had right on Chandi Region till 1664. In 1664, Aurangzeb ordered for handing over Chandi Region to Garhwal King Prithwipati Shah.
         Later on Nazibbudaula captured Chandi Region and Doon. Pradip Shha captured Doon but could not capture Chandi region. Chandi was near the Rohila capital Nazibabad. Therefore, Rohila captured Chandi region. Awadh Nabab captured Chandi Region from Rohila. Later on the right of Chandi region was transferred to east India Company.
  On those days, Kangdi, Shyampur, villages near Laldhang were under Chandi Pargana which was east of Ganga River.
   Apart from Land tax there was other income from dense forest region of Chandi Pargana-

Water tax- for fishing and edible water born plants
Grazing Tax- The nearby famers used to bring their domestic animals for grazing and used to pay tax.
Forest produces –catechu, Sal,  woods, bamboo, lime, resin, honey, medicinal plants etc
In 1803, after Company getting right on Chandi region, Lieutenant Governor General Henry Welsali ordered to make the land for agriculture.
 Since, Company had already handed over ownership of Chandi region to Hearsay, Chandi region was ignored by the Company officials in changing the land for fertile agro land.

 On 11 January, Hearsay sold the right of Chandi Pargana to the Company that the company would pay annually Rs 1200 to his next generations.
            Agro Products from Khara and sale of Chandi
 From 1812 till 1814, Sudarshan Shah could solve the problems of food for his family from the agriculture from Khara region.
In that time Sudarshan Shah met many British officials.

                                               इतिहास विद्यार्थी ::: भीष्म कुकरेती

         कतिपय प्राचीन गाथाएं शक आदि विदेशी जातियों का संबंध कुणिंद जनपद के पश्चमी भाग से जोड़ते हैं जिसमे हरिद्वार , बिजनौर , सहारनपुर सम्मलित है। (महाभारत ). सभापर्व , महाभारत अनुसार कुलिंद जनपद में प्रदर , पारद , तुषार , दरद तथा खसादि जातियां  बसीं थीं।  इसमें प्रदर -पारद को शक , पह्लव जाति व तुषार की पहचान कुषाण जाति से जाती है (डा डबराल ) .

                 टोंस -यमुना संगम हरिपुर का संबंध शक राजा रिसालु से जोड़ा जाता है (देहरादून गजेटियर ) . पंजाब के शकनरेश रिसालु का राज्य यमुना घाटी तक फैला हो संभव नही है।  ऐसा लगता है जब शक जाति यमुना घाटी (देहरादून , सहारनपुर व हरिद्वार का पूरा या कुछ भाग ) में आ बसी होगी तो अपने साथ रिसालू की गाथा भी साथ लायी होगी।
              या हो सकता है कि इस भाग में मथुरा के शक नरेश अधीन कोई रिसालू नाम का स्थानीय शक शासक रहा होगा।
         कनिंघम का अनुमान था कि मौर्य वंश अंतिम नरेश राजपाल विक्रमी पूर्व दूसरी शती में उत्तराखंड के राजा शाक्दित्य द्वारा मारा गया था।
           हर्षचरित से ज्ञात होता है कि ध्रुवस्वामिनी वेष श में चन्द्रगुप्त ने जिस राजा की हत्या की थी वह शकनरेश था।
    इन गाथाओं के आधार पर यह अनुमान लगाया जाता है कि शकों का कुलिंद /कुणिंद  पश्चमी भाग पर अधिकार रहा होगा और जब पह्लव जाती इस पश्चमी क्षेत्र में उपद्रव , छापामारी मचाने लगी तो वे भी पूर्व की और बढ़े होंगे।
