  [Though the time is only one but the rain, cold,-hot (temperature) , planet movement , form , nature , desire (aspiration), bad result, small or more are the form of time.  ]
It is important that CEO knows the reality of time or definition of time that time is only one and same but other factors show that time is changeable. The fortune time or unfortunate time is because of certain factors those are nothing but form of time.

[The King is the sole inspirer of behaviour    (of citizens). The King is the sole reason for the Time. Conclusively, the origin of behaviour is King and not the time.]
 In the previous sholka (SN21), Shukraneeti states that time is one but due to many aspects, its forms are different. Now, Shukraneeti states that the reason of behaviour or culture of (Citizens) is not because of time but because of the King.
 In other words, the CEO behaviour directly affect on the culture or behaviour of the organization
               Corporate Culture goes wrong due to CEO Behaviour

 The CEO’s good or bad behaviour influence the employees for their own behaviour and organizational behaviour and decision making practices.   
   The best example of how CEO behaviour influence the entering bad culture into the organization is the case of   Travis Kalanicks the Uber Cofounder and CEO (1) . Travis Kalanicks was a ruthless CEO, having bad temper, and repertoire rife with *ual innuendo and harassment. His behaviour had a trickledown effect throughout the organization. Employees did same bad things thinking that  those bad deeds are Ok because CEO is doing so (2) The result was that the bad culture entered into Uber and at the end Travis Kalanicks had to resign from CEO post .
  It is almost certain that employees take clue from their top bosses for opting their own and organizational behaviour and taking decision.

 ]The living organisms (human beings) of the earth act righteously only because of Kingdom punishing rules (Rajdanda). The organisms (human beings) are glorious only those busy in righteous acts. ]
Every organization prepares a code of conducts for the employees those explain the required behaviour of the employees and their decision making processes too. The code of conduct document explains the employees what to do and what not to do.
  There are penalties clauses in the above code of conducts document too that explain penalties for those employees those do not follow the code of conducts or break the rules. Countries have the constitution for penalties for breaking the constitutional rules.
  The penalties are usually informed to employees at the time of appointment and handed over with appointment letter.
The penalties are of two types –
Minor Penalties –For example written or oral warnings etc. or lesser amount of financial penalties
Major penalties –The major penalties include firing the employees, handing over the employee to the police or other harsh acts against those break the rules.
 Penalties are must because without fear human beings usually don’t act as per code of conducts.

 The job of chief executive officer is not typical officer or executive but beyond all that. The major duties/responsibilities of chief executive officer are –
The chief executive should have own vision (Mission and Vision) for achieving the organization goal.
The CEO provides the resources to the departments.
CEO builds the organizational culture
The Chief Executive Officer makes decision and paves the ways for his subordinates taking appropriate decisions
The Chief Executive Officer delivers the performances for the organization.
The Chief executive Officers makes the strategies for achieving over all organizational goals.
The job of CEO is also to make communication with shareholders, staf , government bodies and to all stake holders.
The CEO creates channels of communication those are must for the organization
The CEO makes guidelines for evaluation system in the organization.
CEO takes appropriate actions for safeguards of the organization.
CEO sets the strategic goals for all in the organization those are measurable and takes responsibilities for all achieving goals in the organization.

  One of foremost important duties of a CEO is making code of conducts /rules and regulations for the employees of the organization and to see that all employees perform their duties as per the rules and regulation of the organization.
 If the employees do not act as per the rules and regulations of the organization it is the individual failures of the CEO and not of employees.
The employees fail in acting their performances due to incompetency of CEO and not clear in communication for setting the organizational goals to the employees 
If the CEO does not perform own duties the employees do not act for the organizational goals.

  For controlling and Commanding the employees and administration, a chief executive officer must have following four important characteristics –
  The CEO must have a rational nature or unbiased judicial nature
The chief executive officer should have personal strength for taking proper and timely decisions. .

 CEO must practice for gaining self-strength.

 सात्विकं  राजसं चैव तामसं त्रिविधं तपः। 
   यादुक्तपाति योत्यर्थ  ता दृग वै नृपः        ।। 29  ।।  (  शुक्रनीति ) 
 Means –
There three types of Tapa- Satwa,, Rajas and Tamas . As per tapa:, the king is called Sarwik, Rajsik and Tamsik.
 In English, ‘tapa:’ means self-control, or austerities. Tapa: is Sankhya yogic word and real meaning is focus on one subject/target for long time and by deep focus on one target a person gets the targeted target.
 There are three types of Gun , characteristics or nature and symbolically compared to heaven (satwik), earth (Rajat) and hell (tamsik).
 Shukra advices to the king or chief executive officer that if the CEO focuses on a target for long (tapah) , the CEO achieves the result as per type of Focus of subject.
   Focusing on one target for long is to prepare individual for achieving the set target and the individual slowly gets attracted towards the helping medium necessary for achievement or the individual finds the all mediums necessary for achievement.
     Apart from focusing on /remembering the target at time of sleeping and at the time of arising, the individual also remember the target after every 48 hours that target becomes obsession for the CEO.

Yashta cha sarvagyanam neta Shatruganasya ch च।। 30   ।। Shukraneeti
Means-

  ‘ The king that arises his subjects by practicing  his  duties with performing all right activities  and having characteristics of a Enemy Winner; Donor; Forgiveness; Valorous, is Alienated to   five Sensations , Non-affiliated by nature   is called Righteous King ‘

  According to Shukraneeti, the righteous chief executive officer should have following characters-
 Preforming duties by right acts
 Winner’s zeal
 Involved in social causes
 Forgiveness by nature and over all is not Vindictive
Not addicted to any of -taste, smell, touch, vision, hearing sensations

   Gammoh offers following characteristics for righteous manager (2) –
 Gammoh states that righteous management is the process for gaining a particular purpose and with a group of people.
Gammoh further explains that a righteous management gains –

A-Healthy growth of an industry
B- Continuous growth of managers and co-workers (Praja of Shukraneeti)
C-all are self-motivated
D- Drive with no competition ( Winning zeal of Shukraneeti)
E- Without hidden agendas between employer and employees
F- Without hidden agenda between firm and associate firm those assisting the firm
G-Righteous decision taking methods
H- Righteous Financial dealings
J- Capable for attracting righteous employees and associating firms
K- Involving people for growth and everyone grows with organization
L- Healthy understanding of money and resources

 Conclusively, the righteous chief executive takes the organization towards righteous goal and gets righteous personnel and associate firms for performances.
