राजभागस्तु रजतशतकर्षमितो यत : I

If the state or the king gets one hundred silver coin (karash) from the farmer, the state /king should give back ) to him twenty silver coins
(Shukraneeti, Chapter 5, Kosha Nirupan, 114)
 Shukraniti was created long before the Mahabharata epic was created but was edited far later than Mahabharata was edited.
 In the 2019 Budget (1st February 2019) the Modi government announced a scheme for the farmer naming it the ‘Pradhan Mantri Kisan Samman Nidhi’ scheme. The scheme is to give Rs 6000 in three equal installments every year. The idea behind the scheme is to help directly to the marginalized farmers who require cash money at the time of sowing. It was seen that such marginalized farmers used to take loans from money lenders at very high interest. This scheme is successfully solving the timely problem. The scheme got praise from scholars and no- government organizations across the world.
  Earlier, the Telangana state government launched the Same type of scheme for farmers as “Rytu Bandhu” and the scheme got applaud by various scholars including the World bank. (2)
  Hundred years back, the creators of Shukraniti understood the plea of marginalized farmers and suggested tax exemption to such farmers.

लाभधिक्यं कर्षकादैर्यथा दृष्टवा हरेत्फलम् II
त्रिधा  वा पन्चथा कृत्वा सप्तधा दशधा आप वा I
तृष्णकाष्ठादिहरकाद्विंशत्यंशं हरेत्फलम् II
The King or the state / should levy the taxes from following at following rates
Taxes should be as - Half of Gold, one third of silver, one fourth of copper, one sixth of zinc or iron, half of the different gems, half of glass and  the lead, half on the salt and base minerals  after  all the expenses are met and taxes should be charged on net profit..
The state or King should charge taxes one third, one   seventh, one tenth and or one twentieth on the grasses, wood etc.

  The state /king should take labor work for one day in each fortnight from carpenter, craftsman, etc. as land tax. While those are busy in state works, the king should use them for one day as free labor in a fortnight for making barren land as agro land.

If people are undertaking new industries   or making the barren land suitable for farming or horticulture, digging tanks, canals, wells etc , the state /king should not levy tax till  the industry or new land or new activity starts realizing the profit or profitable productivity.

After determining the exact revenue of the village, the King should receive the land tax or agro tax through a rich man in advance either on monthly pattern or periodical instalments.
O the King should appoint officer or a representative called Grampan (Gram Padhan, village chief) that pays  to the state one sixteenth , one twelfth, one eight or one sixth of his own tax receipt.
