Uttarakhand approves 100 industrial units 

BS reported that a high powered committee in Uttarakhand recently cleared proposals of over 100 industrial units including that of top notch companies like TATA Motors, HUL and Sterlite.

The committee, which met here under the chairmanship of Mr BC Khanduri CM of Uttarakhand cleared the proposals, which were invited by State Infrastructure and Industrial Development Corporation of Uttarakhand Ltd in July this year. All these companies were given land under the new allotment policy formulated recently by the government for Haridwar, Pantnagar, Kotdwar and Selaquie industrial areas, which are being developed by Sidcul.

For the allotment of land, the companies were bracketed in 3 broad categories. In the first category, the small and medium enterprises were given preferences with 25% of land being reserved for them.

Nearly 67 small and medium industries were given 1,000 square meter land each in Haridwar. In the second category, nearly 6 industries were given approximately 2 acres of land each in Haridwar. In the third category, big companies like HUL, ITC and Sterlite were given preferences as the investment was heavy.

Tata Gets Ready to Roll Out Nano Fast

Tata Motors is getting ready to roll out fewer Nano model early next year. The company wants some of its customers to get the feel and touch of its most awaited model that will roll out from company’s Pantnagar plant in Uttarakhand.

"We are looking at something to bring it (out) as fast as possible ... kind of an interim arrangement ... from one of our existing plants. These will be small quantities. Let a few customers at least have a touch and feel of the car," Ravi Kant, the company's managing director said. "Larger quantities of the car will be rolled out from Sanand after a year or so,” he added.


Kant denied that Nano will roll out from its Gujarat plant this year. He stated that it will take at least a year for the Nano to roll out from the Gujarat plant. He also did not comment on the number of cars that will roll out from its ‘interim location’. The most probable launch date for first few models of Tata Nano is between January to March 2009.

Tata Motors’ Nano project was hit hard earlier this year when the company had to shut down its “nearly complete” production unit and shift its base from West Bengal to Gujarat. Tata Nano is one of the most awaited models in across the globe as it is destined to be the world’s cheapest car.

DEHRADUN: Tata Motors' delayed Nano project has got a boost with the Uttarakhand government providing the company an additional 45 acres of land at 
its Pantnagar facility.

"The state government has taken a decision to provide 45 acres of land to the Tata Group at Pantnagar, where it is already manufacturing Ace (mini) trucks and few parts of the Nano," State Chief Secretary I K Pandey said.

The decision was taken at a high-powered meeting held chaired recently by the state Chief Minister B C Khanduri, he added.

Tata Motors was given 955 acres of land for its Ace truck plant at Pantnagar by the previous Congress government.

The company was promised a total 1,000 acres but has been allotted only 955 acres, Pandey added.

The allotment is expected to help the company in rolling out the world's least priced car at Rs 1 lakh, after delays due to the Singur imbroglio.

The company had to shift the mother plant to Sanand in Gujarat from Singur, where it was originally planned due to opposition from Trinamool Congress over land acquisition.

It had planned to invest Rs 1,500 crore at Singur but the investment was increased to Rs 2,000 crore, when it shifted to Sanand.

The Nano was originally planned to be commercially launched around Durga Puja this year but has been postponed to the last quarter of this fiscal. The company is planning to produce the Nano from its various locations, including Pune and Pantnagar till the mother plant at Sanand is ready

उत्तराखंड सरकार टाटा को 45 एकड़ जमीन देगी

उत्तराखंड सरकार ने टाटा ग्रुप को राज्य के नैनीताल जिले के पंतनगर मे 45 एकड़ जमीन और देने का फैसला किया है। पंतनगर मे टाटा ग्रुप पहले से ही हल्के वाहन का निर्माण कर रही है और टाटा को राज्य सरकार ने वहां 955 एकड़ जमीन मुहैया करा रखी है।

राज्य के मुख्य सचिव इन्दु कुमार पांडेय ने बताया कि सरकार ने मुख्यमंत्री भुवन चंद्र खंडूरी की अध्यक्षता मे हुई एक बैठक में यह महत्वपूर्ण फैसला लिया है।

उन्होने बताया कि टाटा द्वारा अधिक जमीन की मांग की गई थी। लेकिन यह 45 एकड़ जमीन उस करार के तहत दी गई है, जिसे पूर्ववर्ती कांग्रेस सरकार ने टाटा के साथ किया था।

Tata Nano Gives a Test Drive in Himalayas

The world’s cheapest car, Tata Nano, gave a test drive by driving from the Pantnagar manufacturing unit to hilly town of Gopeshwar. It surprised the residents of Gopeshwar in Chamoli district in Dehra Dun when the car went for a test drive in the town driving down the serpentine and tough hilly roads. According to the company sources, it was one of the toughest tests being conducted by Tata Motors’ engineers. The car is expected to give mileage of 17-20 kmpl in the hilly region.



“We have conducted the test drive of Nano in the hills of Uttarakhand and Pune. Initial reports are very encouraging,” said an official of the Tata Motors plant at Pantnagar. He also stated that the exact launch date of the car is yet to be decided by the company chairman, Ratan Tata. The company has already committed to Uttrakhand government that the first car shall roll out from the state. The government has already allocated 45 acres of extra land to Tata Motors to facilitate the production of the world’s cheapest car. Tata Motors currently manufactures its Ace trucks at its Pantnagar facility.

The commercial launch of Tata Nano was slated for October 2008 but the violent protests from the farmers in West Bengal in Singur forced the company to shut down its nearly complete plant and relocate the complete manufacturing unit to Sanand in Gujarat. The company shall roll out only limited number of Nano from the Pantnagar unit and shall commence a complete commercial launch early next year when the Sanand plant is fully operational.

People in the hilly town of Gopeshwar in Chamoli district were recently surprised to see the Nano, Tata Motors' [Get Quote] controversial Rs 100,000 car, parked on a roadside.

The Nano had travelled all the way from Pantnagar, crossing the tough, serpentine roads of Uttarakhand, to reach picturesque Gopeshwar nestling in the Garhwal Himalayan region.

This was one of the Nano's toughest tests, being conducted by engineers of Tata Motors in the rugged Himalayan region.

Significantly, the mileage of the small car is being projected at 17-20 km per litre in the hills.

"We have conducted the test drive of Nano in the hills of Uttarakhand and Pune. Initial reports are very encouraging," an official of the Tata Motors plant at Pantnagar told Business Standard.

Now after a series of test drives, the car is set to be launched in the first quarter of the next financial year, the official said. The exact date of the launch of Nano would, however, be decided by chairman Ratan Tata, the official added.

The company has already given a commitment to Uttarakhand Chief Minister B C Khanduri that it would roll out the first Nano from the state.

For expansion, the company has been allotted 45 acres of extra land at Pantnagar by the state government. A decision in this regard was taken by a high-powered committee headed by Khanduri, which met here on December 22.

Tata Motors is currently manufacturing Ace trucks at the Pantnagar facility. The commercial launch of the car has already been postponed by at least two to three months, after it was forced to relocate from West Bengal following political protests there.

Although, the mother unit of the car will be set up in Gujarat, where the company has recently been allotted 1,100 acres, the firm is also planning to set up a permanent manufacturing facility for Nano at Pantnagar.

In addition to 45 acres, the chief minister has also assured  company officials that their other demands would also be considered.

The state government has been trying to lure Tata Motors to set up a permanent plant for the Nano at Pantnagar, stating that the company must benefits from the incentives available in the state in the wake of the Special Industrial Package, 2003, which offers a range of tax incentives

विकासनगर (देहरादून)। गुरुवार का दिन सहसपुर विधानसभा क्षेत्र के लोगों के लिए सौगात लेकर आया। सहसपुर विकास मेला एवं सांस्कृतिक महोत्सव-09 का उद्घाटन करते हुए मुख्यमंत्री बीसी खंडूड़ी ने क्षेत्र के लिए 20 करोड़ की तीन अहम घोषणाएं कीं। इनमें 12 करोड़ की लागत से झाझरा में टोंस नदी पर पुल का निर्माण भी शामिल है। उन्होंने कहा कि जनसहभागिता से ही भ्रष्टाचार पर अंकुश लग सकता है।

क्षेत्रीय विधायक राजकुमार की पहल पर सहसपुर में आयोजित विकास मेले की सराहना करते हुए मुख्यमंत्री श्री खंडूड़ी ने कहा कि ऐसे मेलों के आयोजन से न सिर्फ सामाजिक सौहार्द कायम होता है, बल्कि जनता को सरकार द्वारा चलाई जा रही कल्याणकारी योजनाओं की जानकारी भी मिलती है। उन्होंने कहा कि भ्रष्टाचार मिटाना, रोजगार और विकास को बढ़ावा देना सरकार का मुख्य उद्देश्य है। इन्हें पूरा करने के लिए सरकार ईमानदारी से प्रयास कर रही है। मुख्यमंत्री ने सहसपुर क्षेत्र के लिए तीन महत्वपूर्ण घोषणाएं करते हुए कहा कि झाझरा में 12 करोड़ की लागत से टोंस नदी पर पुल, फुलसनी से मसन्दावाला के बीच नून नदी पर 3.5 करोड़ की लागत से पुल और सुद्धोवाला पॉलीटेक्निक से भद्रकाली गांव तक 4.5 करोड़ की लागत से 8 किलोमीटर लंबी सड़क का निर्माण किया जाएगा। दैवीय आपदा प्रबंधन सलाहकार समिति के अध्यक्ष ज्योति गैरोला ने कहा कि प्रदेश सरकार निर्बल और असहाय लोगों को समाज की मुख्य धारा से जोड़ने का प्रयास कर रही है। इसी के तहत सरकार ने सिर्फ 22 माह के शासनकाल में 1.27 लाख लोगों को पेंशन का लाभ दिया है। उन्होंने जनप्रतिनिधियों का आह्वान किया कि वे सिर्फ पात्र व्यक्तियों को ही कल्याणकारी योजनाओं का लाभ लेने दें। सहसपुर के विधायक राजकुमार ने कहा कि प्रदेश सरकार ने सहसपुर विकासखंड को आदर्श ब्लाक घोषित किया है। ऐसे में यहां के विकास पर विशेष ध्यान दिया जाएगा।

देहरादून। पहाड़ पर पानी और जवानी के न रुकने की चिंता खासी पुरानी है। माना जा रहा है कि पर्वतीय इलाकों में उद्योगों का स्थापना करके इस समस्या पर काफी हद तक काबू पाया जा सकता है। अब सरकार ने इस दिशा में काम तेज किया है। इसकी कमान खुद मुख्य मंत्री भुवन चंद्र खंडूड़ी ने उठाई है।

रोजगार की तलाश में युवाओं का पलायन इस राज्य की एक बड़ी समस्या है। साथ ही पहाड़ों ने नीचे आ रहे पानी का भी सही उपयोग नहीं हो पा रहा है। ऐसे में पानी और जवानी को पहाड़ पर ही रोकने की बात अर्से से हो रही है पर किसी कारगर उपाय के अभाव में यह समस्या कम होने की बजाय और बढ़ती जा रही है। अब राज्य सरकार ने इस दिशा में योजनाबद्ध ढंग से काम शुरू किया है। सरकार का मानना है कि पर्वतीय इलाकों में जल विद्युत परियोजनाओं के जरिए पानी को रोका जा सकता है। इसके लिए सरकार ने नई नीति भी बनाई है। माना जा रहा है कि अगर पहाड़ पर उद्योग होंगे तो युवाओं को घर में ही रोजगार मिल सकेगा। इसी कारण पर्वतीय इलाकों में उद्योग स्थापना के लिए खास पैकेज भी राज्य सरकार ने घोषित किया है। इसके बाद भी सरकार को इसके अपेक्षित परिणाम नहीं मिल सके। अब मुख्य मंत्री भुवन चंद्र खंडूड़ी ने खुद इसकी कमान संभाली है। पिछले दिनों उनका मुंबई दौरा इसी का नतीजा था। सूत्रों ने बताया कि मुंबई में निवेशकों के साथ बातचीत में सीएम ने बताया कि सूबे में उद्योगों की स्थापना के क्या अतिरिक्त फायदे हैं। यहां उत्तार भारतीय राज्यों के समान केंद्र का पैकेज तो है ही उत्ताराखंड राज्य अपनी तरफ से भी तमाम सुविधाएं दे रहा है। पर्वतीय इलाकों में उद्योगों के लिए 2018 तक लागू राज्य के पैकेज में जमीन आवंटन, स्टांप शुल्क में पूरी छूट, विशेष अनुदान, ब्याज में छूट, बिजली बिल में छूट, वैट की प्रतिपूर्ति, ट्रांसपोर्ट सब्सिडी, मेगा प्रोजेक्ट्स को वित्ताीय प्रोत्साहन के साथ ही बिक्री में मदद भी शामिल है। निवेशकों को बताया गया कि यहां का औद्योगिक माहौल भी खासा बेहतर है। मैन पावर की बात की जाए तो यहां स्किल्ड और नान स्किल्ड की कमी नहीं है। देश ही नहीं विदेशों तक में उत्ताराखंड की प्रतिभाएं काम कर रही है। अगर घर में ही उन्हें काम मिलेगा तो अपेक्षाकृत कम वेतन पर यहां मैन पावर मिल सकती है। सूत्रों का कहना है कि सरकार की कोशिश ईको फ्रेंडली यूनिट्स के साथ ही जल विद्युत परियोजनाओं में निवेश बढ़ाने की है। मुंबई में निवेशकों के साथ इन्हीं मुद्दों पर बात की गई। सरकार के तर्कों से निवेशक सहमत भी दिखाई दिए। माना जा रहा है कि अगर सरकार की कोशिशें रंग लाई तो आने वाले समय में पहाड़ पर भी उद्योगों की स्थापना होगी और उस वक्त पानी और जवानी को पहाड़ में रोकने की कल्पना साकार हो सकेगी।

U'khand police's community service prog help develop village

Dehra Dun, Jan 25 An year ago, Kakola, a remote village in Rudraprayag district of Uttarakhand was devoid of basic amenities like electricity and roads and would often remain cut off during the monsoon due to overflowing of a torrent making the life of the people miserable.

But now, it is a thing of past thanks to a series of new development works undertaken by the Uttarakhand police under the community service programe.

Kakola, which was identified as the pilot village under the programme, now has 16 street lights with the help of the state electricity department.

The community service programme is being run by the state police in the five hilly districts of Garhwal region --Tehri, Pauri, Chamoli, Rudraprayag and Uttarkashi.

"The basic purpose of the programme is to properly utilise the manpower of police force. Policemen are being encouraged to do some social service in remote villages in the hills,"said a top police official.

All the 29 thanas (police stations) of five districts have been engaged in the programme.

" Each thana has adopted a backward village under its area. And they are trying to improve the living conditions of its residents,"he added.

IT-BioTech Park at Pantnagar shelved

The park launched in 2004 with area of 500 acres was proposed n Ernst and Young was The marketing consultant.

Four years after its launch, an integrated IT-BT Park(Information Technology, Biotechnology Park) which was coming up in Pantnagar area of Kumoan region has been shelved by the Uttarakhand government.

Although, global slowdown is the main reason behind the move, officials here said the land, which was meant for the IT-BT Park, has now been allotted to other industries for expansion purposes leaving no place for the project.

“Since there is no land left for IT-BT Park at Pantnagar, we have decided not to build it,” an official said.

The IT-BT park with the state-of-the-art facilities as well as an Special Economic Zone (SEZ) was proposed at 500 acres area at Pantnagar, a key industrial hub in the hill state.

The state government had roped in Ernst and Young as a marketing consultant in the project entailing an investment of Rs 150 to Rs 300 crore.

Hyderabad-based Ramky Infra Consulting Pvt Ltd had been given the task of project designing.

Pantnagar project was the second IT Park in the hill state after IT Park at Sahastradhara Road in Dehra Dun, which has also developed slowdown symptoms.

The shelving of the IT-BT project is being seen as a setback to the government’s efforts to accord priority to the biotechnology sector. Having released the state’s first Biotechnology Policy in 2004, the government had proposed to establish world-class infrastructure in the form of a state-of-the-art Biotech Park.

Significantly, Uttarakhand is being seen as a favoured destination for biotech investments as it is endowed with a distinctly rich biodiversity (175 of the 500 species of medicinal plants found in the Indian System of Medicine), availability of quality manpower (72% literacy), large number of technical institutes (IIT) Roorkee, Forest Research Institute (FRI), Herbal Research & Development, Regional centres of the National Bureau of Plant & Genetic Resources and the Central Institute of Medicinal & Aromatic Plants, etc.) and an expanding base of small-medium sized life sciences companies. The existing industrial cluster in Pantnagar is home to India’s leading food and natural product companies such as Dabur, Britannia and Nestle.
