Nepal won over Garhwal Kingdom due to cut throat  groupism among administrators and elites . In Gorka regime, groupism remained among ex elites of Court . British did not allow those culprits to influence. Therefore, those culprits as Krishna Nand Khanduri famous for corruption in Gorkha regime, Skalani families and other shifted to Tehri under Sudarshan Shah. Those were selfish nature persons and did not leave their selfishness in Tehri too. Ravai Jagirdar Gobind Singh Bisht never accepted Sudarshan shah as King and used to instigate those culprits shifted from Shrinagar to tehri for betraying Sudarshan Shah. (1)

In 1815, Trail started land settlement through calling sayana , Kamin and Padhan for collecting tax and reorganized land ownership. Trail asked same land tax as decided by Gorkha  last time. (1) and (2) . Trail stopped the custom of taking tax in form of articles but started tax in rupees.
   Sudarshan Shah did same as Trail did . Sudarshan Shah called Kamin and Sayana from his territory,  took tributes from them and appointed them Kamin, Sayana or Thokdar for their specific territories. Sudarshan Shah also started taking tax in form of rupees. Sudarshan Shah aso asked Sayan , Kamin for looking after law and order and judiciary for small disputes. (3) . The King asked sayana and Kamin for dividing fixed tax by state for each village. Kamin or Sayana had to collect taxes from padhan or village chiefs. (3)

    Sudarshan Shah appointed 'Kamdar' or authorized agents for collecting tax from Jagirdar (Sayana,Kamin or Padhan) for the prescribed region. Kamdar or Tax collectors were getting 20% commision on collected tax.That commision was added on tax on farmers. In case of jagirdar failing paying fixed tax , Kamdar used to take help of court. Initially, the numbers of Kamdar were less but later on the numbers were increased. In later stage, there were 32 kamdars for collecting tax from sayana, Kamin (1)

The boundaries of Mandakini River region were not clear. On 16th June 1816, Trail wrote to higher authorities that the boundaries on letter to King Sudarshan Shah were not clear . Nagpur region was in west of Alaknanda but was  govened by British. Gardner took decision for settling boundaries and The west part of Mandakini  (Nagpur) would be under British and not under Tehri Riyasat ( 1). By that decision, officially,  the west part of Mandakini came under British .There were metal  mines in the region.

Akhtarloni wrote to Governor General that Ravain should be under British rule for war strategic point of views. However, due to far from Shrinagar, Ravain became a problematic region for Garhwal Kingdom and then Tehri Kingdom. Those unsocial elements used to loot nearby villages of Tehri region and used to spread terror .Those looters were terror and non sense for tourists too. Same way Bishehar looters used to loot in Ravai too.
Atkinson stated that British government was in confusion for deciding the fate of Ravain . (1)

British officials were aware that British would be unable for correcting law and order problems created by Ravain (Garhwal region and Himachal too) . British officials were confused too for the capacity of Sudarshan Shah for Ravain management. (20)
Gardner suggested to his higher authority that British should be satisfied for west of Mandakini and not to take Ravain as the economic conditions of Ravain was not conducive for British and there was law and order problems because of Looting activities of inhabitants of Ravain. (2). Gardner suggested that it was harmful taking Ravain under British (1) .
     British decided for offering Ravain to Sudarshan Shah on following conditions (1)-
Garhwal ravain was offered to Sudarshan Shah (east part ) and west Ravain, Rvain garh ki thakurai  or Himachal Ravai was offered to Runa Thakur on 16th March 1816 ( Ravain Garh Gzetter page 1,2).

Effective  Administration in Ravain by Sudarshan Shah

After getting Ravain Pargana of Garhwal back, Sudarshan Shah took measures  for adminstrating Ravain effectively.
   Sudarshan Shah appointed kamdar (tax collectors) for Ravain too.
  Sudarshan Shah established two courts Chhoti Diwani and Badi diwani in Ravain, Later  on Sudarshan Shah established Collectory  and fast settling Court too in Ravain. Sudarshan Shah divided Ravain into six division and appointed six Thane or polcie station under Hakim.(1)
Sudarshan Shah used to keep amicable relation with Trail and British officials. Sudarshan Shah used to send his representative to Trail for taking advice and informing good works in Tehri .
Trail rote a letter to Government on 2nd February 1817 (2)-
"The King completed land settlement in his Kingdom. The King divided the Kingdom into administrative blocks and appointed staff. Sudarshan Shah offered the administration to sayanas in Ravain . The King sends  me the information regularly. He  has desire good for his subject.  "

Arrival of Pritam Shah

In 1804, Nepal Government officials caught Pritam Shah after Funeral of Pradyumna Shah. Officials sent Pritam Shah to Nepal. Pritam Shah was there political prisoner till end of British -Nepal war. Nepal court  behaved  nicely with  Pritam Shah. The uncle of Nepal King  and  minister Ramshah married his daughter with Pritam Shah. However, Pritam Shah wanted to return Garhwal. As per Bhaktadrashan Nepal court fixed a monthly money for Pritam Shah for Rs. 1700 and ex Kumaun Governor Bam Shah married his daughter with Pritam Shah(1).
             King Sudarshan Shah requested rail by a letter of 19th May 1816 for releasing  of Prtiam Shah (2)
Due to perusal of Gardner Nepal Government permitted Pritam Shah for returning Garhwal. Pritam Shah reached first to Banaras and offered rituals at Vishwnath Temple and then reached to Tehri. King Sudarshan Shah arranged Pritam Shah living as King family member.

Moorcroft Arriving in Tehri

  The veterinarian doctor (Specialist of Stud Horses ) William  Moorcroft (1767-1825) wanted to visit Tibet via Neeti for studying British bussinees opportunities in Tibet. He started his journey from Bareli in October 1819 . Moorcroft was accompanying Guthari Ijjat Ulla , Gulam hyderkhan and loaders. When he reached Neeti valley via Almora  it was snowing heavily there. (2). Moorcroft changes his travel road and decided entering Tibet through Laddakh .
Moorcroft reached to Tehri on 6th February 1820. King Sudrashan Shah came out scirt of Tehri for receiving Moorcroft .There Moorcroft camped . Moorcroft appreciated Sudarshan Shah for his simplicity , wise man and active. Sudarshan Shah showed his concern for not getting the Capital Shrinagar (3). Sudarshan Shah requested Moorcroft for discussing the matter of tribute by Tibet used pay to Garhwal Kings (Shringar ) to Tibetan authorities and asked them for starting paying again. Tbietian Authorties did not take much interest on the message of Tehri King Sudarshan Shah (3).
Pritam Shah also met Moorcroft (4). Moorcroft wrote many information about Garhwal in his memoir edited by Hyman after death of Moorcroft .(1) -

Permanent Kingdom Agreement for Sudarshan Shah from British

At last, British government issued permanent agreement for Sudarshan Shah as King of Tehri Riyasat . Governor General issued the agreement on 4th March 1820 with his seal and signature (1).
Sanad or agreement to Sudarshan Shah was based on temporary sanad or agreement issued by Fraser. The points of agreement  were as under  (2)-
           Date 4th March 1820
Since, Sudarshan Shah the successor of Garhwal Kingdom ( part now under British rule) showed his enthusiasm, Faithfulness  and devotion for British , Governor General with the council offers the whole region except cited as under with some compulsions to the Kingdom successor -
Means:
1- East of Alaknanda , east of Mandakini till Mandakini meets Alkananda
2- Dehradun
3- Ravain Garh
The King has duties that citizens feel happy and live in prosperity . He will rule on his subject with judicial norms. He will collec tax from the subject for his consumption.
For this , he has to end slavery culture and will obey as per British rules(in India).
  Whenever, the British government needs , King will arrange loaders and food articles for British officials.  King has to offer help to traders , tourists doing business with Tibet. He has to obey the direction of British government and officials.
The King can nor sell or keep morgue the region without permission from British Government.
  British government offer confidence to the king fr rule in that part of Garhwal and his safety by British till he is faithful to British . British will also arrange protection for King (kingdom) from his enemies.
