UTTARAKHAND ACADEMY OF ADMINISTRATION, NAINITAL
In the lap of Himalayas is situated Nainital, a hill station of heart stopping natural beauty in the newly formed state of Uttarakhand.
Nature has lavishly bestowed her bounty on this little gem of a place. The climate here is crisp and deliciously cool all the year round. Mother nature is at her best here. It is in these surroundings, overlooking Naina (Cheena) Peak (itself overlooking the snowcapped Himalayan Peaks) and between the flanks of Ayarpata and Upper Danda, near the Uttarakhand High Court, Uttarakhand Academy of Administration.
Uttarakhand Academy of Administration, Nainital is the 'Apex' Training Institute in the state of Uttarakhand. The institute was established as Officers Training School (OTS) at Allahabad in 1951 to impart professional training to the I.A.S. officers allotted to U.P. cadre, Provincial Civil Service (Executive) officers and Provincial Judicial Service officers. The Officer Training School was shifted to Nainital, in 1971, to its present campus, which is popularly known as Ardwell Camp.
The Government of Uttarakhand renamed it as Uttarakhand Academy of Administration, Nainital in 2001.The Academy is a composite institute and the institutions of Rural Development and Panchayati Raj, Secretariat Training and Revenue Police, Land Record and Survey training are under its technical control.
The Academy is also the Nodal Institute for the operation of National Training Policy and State Training Policy in the state. The Academy has actively contributed as a premier institute at the national and inter-state levels in mainstreaming latest developments in the field if training.
UTTARAKHAND ACADEMY OF ADMINISTRATION, NAINITAL
Mission UAoA aims at Individual and Team Capacity Building of Civil and Public Servants and of those who work with them at individual and organizational level. Individual and Team Capacity Building of the Civil and Public Servants is meant to enable them:
1. Sustain and strengthen continuity of Service
2. Cope up with in the priorities of the State.
UAoA strives to achieve its first Mission Goal i.e. Continuity: By conducting long-duration Foundation Courses (Induction Courses) for all the Civil Servants joining Uttarakhand provincial Services. This includes P.C.S. (Executive), Police, Agriculture, Audit. Professional Courses (P.C.) for the officers of the I.A.S., I.F.S. allotted Uttarakhand Cadre, as a part of their one year District Training. The theme of Continuity is also re-enforced through events like RE-UNION (Safar), wherein the Officer Trainees share their individual and collective vision of the service with those who joined the service 25 years ago. A S.W.O.T. Analysis of the service is done in groups both separately and later jointly. This exercise helps groups share strands of Continuity and Change.
The second Mission Goal i.e. Coping up with Change: Is accomplished by conducting two to three weeks of In-Service Courses. In-Service Courses are conducted for the I.A.S., sponsored by Government of India. They are also conducted for DoPT and Provincial Civil Services, both sponsored by Government of India. I.A.S. In-Service courses are Modular but efforts are being made to make even these thematic. Conducting Workshops on topical themes, both exclusively for a particular service as well as mixed with other services, N.G.O. workers and public-men.
Both the Mission Goals are also accomplished by organizing Vertical Integration Courses on the request of some of the Civil Services like Indian Police service and Indian Forest Service. These are very often thematic, focusing on current concerns.
