 Sudarshan Shah established Dewani (Civil) Courts and Faujdari Courts (Criminal) in the line of British judiciary system. There were two types of Dewani Adalat (court( - Chhoti Dewani and Badi Dewani Adalat.
  There was third category of Court called Sarsari Adalat that was meant for increasing state income.
 Usually state used to levy financial fine on the culprits and the fine was taken as per the crime and income of the culprit.
 The Tehri court archive  show that fine was from one and quarter rupee to ruppes five hundred in Sudarshan Shah period .

  Dabral states that Sudarshan Shah levied a couple of taxes more than Gorkha rulers and his predecessors. The Thokdar, Muafidar or Jamindar too advantage and started taking other taxes from farmers as per their greed.  It was compulsory that farmers under Thokdar submit one third of their produces in Treasury. This tax system was from Garhwali Shah King Period. By 1851, Thokdars started cruel and insulting methods for collecting Tihar or one third of produces from farmers. Thokadr’s servants’ cautioned farmers that till the farmers submit Tihar (tax) to treasury they could not take grains to their houses from Khalihan (thrashing place) (1).
Bhakta Darshan illustrated that Athur was under Saklana Muafidar or Thok (2).The behaviour of Thokdar servants was so cruel and insulting that the famers of Athur stopped paying Tihar (one third of farm produces) as per guidance of their leader Badari Singh Aswal (2).
   As per Bhakta Darshan illustration, The Thokdar or Muafidar of Saklana came to Athur and his sons and servants started collecting taxes-Tihar (one third of farm produces) with more aggression. The servants of Muafidar entered barn of Badari Singh Aswal in Sunarganv with shoes. In Garhwal still today, it is perceived inauspicious for anybody entering into barn with shoes and without cap. People felt insulted. People of Athur bate the servants of Muafidar of Saklana.  The armed force of Muafidar reached to Sunarganv. The force of Sudarshan Shah also reached to Sunarganv and protected the citizens.

 Following were major taxes or levied collected from the citizens in Tehri Garhwal in Sudarshan period –
Pungadi Kar or Tax on land -cash
Bisahi – land tax collected in form of grains
Autali- tax on that property of childless person at the time of transferring rights to somebody
Lakri Kar – tax for wood for king palace
Chilam Kar -  Sales or excise tax on hemp, sulfa opium etc.
Abkari- Tax on alcoholic drink production
Sayanachari – When a person was appointed as salyana or kamin
Dom Kar- Taxes on craftsmen
Raika kar – tax on ganga water
Tuli – Sales tax
Chhut – tax on divorce taking time
Jari Byabhichari Kar – tax on adulterer
Chandrayan – When Brahmin performed rituals making a person pure after impurity etc.
Ghat – Tax on magicians
Bhent – When a person met the king a gift
  There were many taxes inside the court.
 Expenditures were (as per 2) 
Salaries of palace
Donations to temples;
When Sudarshan Shah died that year half yearly expenditure was Rs. 10875.10 ana (2)

    King Sudarshan Shah married twice in Kankhal Haridwar when he was in exile.  Bamori ji or Bhamori ji  a wife f King Shah was daughter of Bhamor King Karamchand  (Jammu Kashmir) and other wife named Sirmouri ji  the daughter of ex- king Karamprakash of Sirmour. Guru Harisewak helped Sudarshan Shah in getting those marriages. (1)

Dabral illustrates in details about Sudarshan Shah marrying two princesses of Katauch/Kangara kingdom (daughters of Katauch King Sansarchand) (1).   After death of Sansarchand, his son Aniruddh Chand took the crown. Aniruddh Chand had to accept the subordination before Punjab king Ranjit Singh.  Ranjit Singh ordered Aniruddh Singh  Aniruddh was in  Ranjit Singh Court  Lahore) for marrying his two sisters to Dhyan Singh of  Jammu. Aniruddh accepted just to save his skin. After coming back from Lahore, Aniruddh requested Sudarshan Shah to marry his two sisters.  Sudarshan Shah married two princess of Katauch or r Kangara Kingdom in 1826. The marriage took place in Haridwar (Dabral) .

  According to historian Dabral , Khnaeti (Himachal Pradesh) was a small Riyast under Bushehar kingdom.  King Sudarshan Shah married the princess of Khaneti and it was fifth marriage of Sudarshan Shah. Khaneti ji won over the heart and mind of Sudarshan Shah. The keys for Sudarshan Shah’s personal treasury used to be with Khaneti ji. The queen Khaneti ji became so powerful that queen used to offer permission for entry into palace.  Hari Datt Sharma the court poet  praised Khaneti ji . (1)

 According to Hari Krishna Raturi (Garhwal ka Itihas page 470), Sudarshan Shah had more eight wives than authorized marriages.  Those wives were not called queens but Khavees /Khavasan (mistress or up Patni) .  Khavees or Khavasan means she friend or she maid servant.  Sudarshan Shah had eight sons from Khavasan or mistresses.
   Bandi was lower than Khavasan in position.  The Khavasan of King Sudarshan Shah were from Rajput families as Bisht or higher status Rajput.

 King Sudarshan Shah had a daughter from queen Sirmour ji. She was married with Mahendra Singh the prince of Bushehar. He had another daughter who was married with prince of Bilaspur (Himachal) Kingdom. Sudarshan Shah did not have any issue from queens Bamorji and Kangara princesses (1)
   Khanot ji had a son with Sudarshan Shah but he died at 8 years. That means Sudarshan Shah did not have any son from authorized queens .
  However, Sudarshan Shah had 8 sons when he died from Khavas or mistresses ( 2) The names of sons of Sudarshan Shah were Bhavani Singh (Shah  ) Sher Singh, Badridas Singh, Sovan Singh, Uttam Singh, Fateh Singh and Keshar Singh (20)
   It is said that  The name of mother of Bhavani Shah (Khvasan) was Gunkali or Gundevi (she was from Katoch family Kangra)  (3)
Dabral writes that (3) when Sudarshan Shah died he had four –five queens, seven eights Khavasan , eight sons, a couple of daughters and a dozen of grandchildren

              Death of Sudarshan Shah
 The First Tehri Riyasat King experienced five very painful months  before his death.  As per Their Kingdom court archives (Register no 2, notes 10/1 ) , Sudarshan Shah died on 6th June 1859.  Queen or Khavasan Khaneti  ji had total control on Sudarshan Shah and palace. Without her permission , nobody could meet the ailing King.  Sudarshan Shah declared Bhavni singh (Shah) as his heir but could not find a perfect manger. Khavanis or queen Khaneti ji never accepted the will of King for declaring Bhavani Shah as future King . Khaneti  ji had affiliation towards Sher Singh and she wanted to coronate Sher Singh and not Bhavani Shah  after death of Sudarshan Shah (1)  .  Kaneti  Ji only allowed Sher Singh to meet ailing King and not Bhavani Singh (1)

  Sudarshan Shah was last King of Shrinagar blood line.  He was industrious and courageous person. Sudarshan Shah saw ups and downs in his young age and had practical sense too.  Sudarshan Shah had quality of recognising good and bad characters. Patience was his main character that he demonstrated in his young days and when he was King too.
   No Goril temple or Rituals in Tehri Kingdom
  Sudarshan Shah was religious and faithful person. He visited Badrinath Temple and arranged repairing of many temples as Vishwanath temple in Uttarkashi.
 However, he used to feel irritation by watching Andhvishwasi /superstitious persons dancing as if deity soul had come into their bodies. Once , he sawi n his palace that  people dancing in ritual (Jagar Ghadela ) of Goril . Sudarshan Shah beat dancers and musicians Jagari). And banned Goril Jagar /Ghadela. From that time, there is ban on Goril Ghadela and whenever, there is fear of Goril, people call and repeat name of Sudarshan Shah and the course of Goril goes away (2).    Sudarshan Sha had dislike for Black magic too. He was against black magic of Boksa community. Once, he called Boksas with their black magic manuscripts and bunt all those and freed Tehri from black magic of Boksa
