Sudarshan Shah was visionary. The son by Khaneti ji was Surjan Shah died at early age. Dabral assumed death in 1832 (1)
Sudarshan Shah made a will for successor and requested  to Governor General (Delhi) through Major Young  in early time of 1832 (1)  Sudarshan Shah sent letter  again to Governor General through Major Young ij October 1832 .  Sudarshan Shah did not change his decision
Since, Tehri Kingdom was not under British or East India Company, therefore, the will of Sudarshan Shah found valid by Lord Dalhousie in 1854 as Lord Dalhousie in  a letter (1) .
On that time, British officials did stop offering succession to adopted son of King under British rule or those kingdoms those used to pay tribute to British /East India Company. Tehri was never under British and never paid tribute to British.
The British official fund the will of King was valid that Bhavni Singh /Shah would be next King but Khavasan )queen) Khaneti ji has different plan or conspiracy

King Sudarshan Shah did a will that declared Bhavani Shah as crowned prince for Tehri Kingdom. British officials did not object too. However, the Khavasan or s2nd grade queen or  mistress Khaneti ji had strong opposition for making Bhavani Shah as King of Tehri. Khaneti ji wanted to make Sher Singh or Sher Shah (a son of Sudarshan Shah from another Khavasan or mistress) She took vow to make Sher Singh as Tehri King (1) .
The last five months of Sudarshan Sha were terrible and Khaneti ji did not allow Bhavani Shah and other to enter into palace barring Sher Singh.
On May 1859,  , Khaneti queen declared by a order (letter without signature but with seal of King) )from the side of king  that since Sher Singh  was her adapted son , Sher Singh was being declared as King of Tehri Riyasat (1) .
Dabral states by offering references of Minya Prem Singh and History of Garhwal by Hari Krishna Raturi , Sher Singh was wisest son of Sudarshan Shah.  Sher Singh had suporters in the court as they were – Shiva Nand Khanduri , Lakshmi Dhar Khanduri , Ramanand Nautiyal, Devu gairola, Uma Datt Bahuguna, Baishakhu Khajanchi, Shankar Datt Saklani and others (1).  All those wanted to make Sher Singh as King and opposed Bhavani Shah .
As soon as Sudarshan Shah died in night of 1859 May, Before the King taken to funeral place (Bhilangana , Bhagirathi confluence , Khneti ji and her supports coroneted Sher Singh as the King in night only (Dabral referring Tehri court archives) .It was announced that Sudarshan Shah coroneted Sher Singh as King of Tehri  before his death (2)

Sudarshan Shah declared Bhavani Shah as future Tehri King (Crowned Prince) in his life time.

Conspiracies and   Games by Sher Singh
-
Sher Singh won over the confidence of his step brothers and five brothers took his side. However, his one step brother Uttam Singh did not support him.  Uttam Singh had sympathy with Bhavani Singh and not with Sher Singh. Uttam Singh sent a letter Political agent henry Ramsay on 11june 1859 through his representative. Uttam Singh informed to Hennery that Bhavani Singh took me, Sher Singh, Ganga Singh and Badri singh before queen Khaneti ji and requested her to decide for offering crown. Before, Kaneti ji would take any decision, Shiva Nand Khanduri    coroneted Sher singh as Tehri King.  (1)

A well-wisher sent massage to Mandiyani the wife of Bhavani Singh for pressure tactics of Sher Singh –Gang on Bhavani Singh. Bhavani Singh was just to sign the renouncing claim letter that his wife sent a message through Khavasan (mistress of Bhavani Singh) that their son was in danger and by that excuse, Bhavani Singh ran from the room to his palace where is wicves were staying. room. The  wives of Bhavani Singh and Khavasan (mistresses) made him understand not to accpt any settlement condition from Sher Singh.  Kumaon Commissioner Hennery Ramsey was getting notices/letters regularly from both sides - Bhavani Singh and Sher Singh after death of Sudarshan Shah. Ramsey was getting tussle incidents reports from other sources too.  Assistant Commissioners had been informing regularly too.  Henry sent reports to his higher authorities.  They had apprehension that there might be civil war between two groups.
Henry passed an order that till the official took decision, Tahsildar of Tehri Court Jiva Nand would manage the Kingdom administration. Henry informed the decision to both the groups in Tehri.  (1)
Tehri court employees and elites came to know that suddnenly Khavasans of Sher Singh and Bhavani Singh disappeared from Tehri.  Jiva Nand Tahsildar reached to treasury with the order letter of Ramsey.  Jiva Nand found that the treasury was totally empty.
Treasury theft was connected by disappearances of Khavasans of both Sher Singh and Bhavani Singh.  Bhavani Singh informed Ramsey on 13th August 1859 that Jiva Nand found empty treasury and Khavasans   also disappeared (2)

Referring Guldasta –e Tavarikh , Dabral sates that Jiva Nand had already called Sayane, Kamin , Jgairdar, Thokdar of Tehri Kingdom to Tehri before  Ramsey reached to Tehri.  Not only Sayane, Thokdar but elites and villagers were also present there when  British official announcement was declared Bhavani Shah as King. (1 )
The British officials announced (3)–
“ The Chaudhariyos,Kanoongo, and Jamindars should be aware that King Sudarshan Shah and his real sons from authorized marriages(queens) are not alive. By hat logic, the Tehri territory comes under British territory. However, looking the faithfulness, friendship and help in 1857 shown by Sudarshan Shah, British government is declaring  Bhavani Singh (valid son of Sudarshan Shah) as Tehri king and handing over him the administration of Tehri Kingdom too)”.
The cash was Rs 6600 only in treasury. The queens and their gangs already looted the treasury. The custom of Tehri  Kings was to keep treasury in the Haram.
There is no other record available that speaks about the detailing of coronation of Bhavani Shah.
Later on British government sent sanad to Bhavani Shah in Persian language.

Referring Atchison and Minya Prem Singh, S.P. Dabral offers the translation of British “Sanad (Order, Certificate) of 6th September 1859 to Bhavani Shah as (1)–
“The Choudhries, Kanungo, Jamindaro should be aware that King Sudarshan Shah is dead. His asal 9rel from queen) son is not alive. Therefore, the ownership of Tehri riysat comes automatically under British.
Analysing the faithfulness of Sudarshan Shah , services of Sudarshan Shah to British British government is pleased to offer the Kingdom Rank to Bhavani Shah who is real heir of Sudarshan Shah .
People should be aware that the citizens of British (whether Europeans or Indians) can roam in this Riyasat freely. Those citizens will get same services and protection as Tehri Riyasat citizens get . British government will have right to construct roads in Tehri Riyasat. The Kingdom is being handed over to (Bhavani Singh) in one condition that the King /kingdom will have good behaviour /relation with British government and the King will offer soldiers and other services to British in case there is revolt against British. ”
