Dehradun, 2 Dec: The Union Tourism Ministry has approved a Rs 6 crore KMVN project for tourism development at the Corbett National Park. KMVN had proposed to construct additional accommodation in Dhikuli, Mohaan Zone and Dhela. However, out of the approved amount, about Rs 1.5 crores were approved for Director, Corbett National Park. While KMVN had submitted proposals to the tune of Rs 8 crores, Director of Corbett National Park had submitted proposals worth only Rs 2.40 crores. However, the funds are yet to be received by either KMVN or the Forest Department in Corbett.
In view of the increasing number of tourists visiting, there is an acute shortage of accommodation within and outside the Park and it does not appear that additional accommodation to be made available through this project will resolve the problem.
It may be recalled that KMVN is presently operating 14 camps in Dhikuli on land leased from farmers. Speaking to Garhwal Post, Managing Director of KMVN Amit Singh Negi confirmed that the proposals had been approved. He added that they would primarily be spent on creating additional accommodation at Dhikuli, Mohaan Zone and Dhela, all outside the periphery of the Park. The funds would be utilised for constructing log huts, camps, parking space, lighting and signage.
He further admitted that additional accommodation would also be constructed on long term leased land as the Corporation needed more than 1 hectare, which would not be possible to purchase as the prices of land were forbiddingly high and the Corporation did not wish to spend the entire aid in merely purchasing land.
Negi admitted that the details of the project were yet to be finalised. He stated that the Corporation would also make an effort to construct additional infrastructure on PPP basis.
On the other hand, Uttarakhand Forest Department had submitted proposals worth Rs 2.40 crores out of which Rs 1.5 crores were approved by the Union Tourism Department.
Speaking to Garhwal Post, the Wildlife Warden at Corbett National Park, DS Rawat, lamented the fact that there was a blanket ban on new construction inside the park. He added that in spite of the increasing number of tourists visiting the Park, the Centre had not been permitting any additional accommodation and infrastructure inside the Park. He further added that funds approved would be utilised mostly on renovation of existing accommodation in Dhangarhi, tube-well construction at Khinenauli, renovation of staff quarters and toilets. He clarified that the funds were not meant for wildlife but for improving tourist amenities.
He admitted that forest guest houses in Dhangarhi and Garjia were in dilapidated condition, with the latter being unusable. Even the Bijlani Guest House needed renovation, he added. Besides this, the Park administration also proposed solar fencing of the Bijlani Complex.

CHENNAI: Sundram Fasteners Ltd has informed the BSE that its Rs 30-crore manufacturing facility in Pantnagar, Uttarakhand commenced production from December 1.

The plant manufactures high-tensile fasteners, powder metal parts, water pumps and oil pumps.

It will cater to the requirements of Tata Motors, Bajaj Auto, Mahindra & Mahindra and other customers located in the Northern region besides servicing after-market requirements. - Our Bureau

ABB to invest $100 million in India
 
 
 
Bangalore, Dec 3 - Asea Brown Boveri (ABB), the $24-billion Swiss major in power and automation technologies, Monday announced here it would invest $100 million (Rs.3.95 billion) in India over the next three years to set up new plants and expand existing facilities.

'The fresh investment is in addition to the $100-million we have invested over the last two-three years to scale up our operations in India, including capacity expansion to meet the growing demands of the industry verticals we serve,' ABB chairman Hubertuns von Grunberg told reporters.

Betting on India growth story, Grunberg said the Indian subsidiary would increase its employee strength to 10,000 by 2010 from about 6,000 at present.

It would surpass the headcount in Switzerland and Sweden, where it employs about 6,000 and 8,000 people, respectively, he said.

'As India is among the fastest growing economies in the world, we expect our business volume to double by 2010 from Rs.43 billion posted in 2006 calendar year. India operations will soon be among the top five markets for us,' Grunberg affirmed.

As part of its expansion plans, ABB India will set up a greenfield facility on the outskirts of Bangalore to manufacture low-voltage products and power electronics. Similarly, new units will be set up at Vadodara in Gujarat for rolling out small power transformers and distribution automation products.

'Half of the new investment will be made in setting up new facilities and the rest in production capacity and range expansion for manufacturing high-voltage breakers, instrument transformers and high tension machines. We also plan to manufacture 765KV equipment to meet the growing power infrastructure needs of India,' ABB president and CEO Fred Kindle disclosed.

Besides manufacturing and assembling plants at Bangalore in Karnataka, Faridabad in Haryana, Halol and Vadodara in Gujarat, Nashik and Mumbai in Maharashtra, and Haridwar in Uttarakhand, the company has an engineering centre and a research and development facility in Bangalore.

A second engineering centre has been unveiled in Chennai this year to support power systems and process automation projects worldwide. The company plans to double the headcount at both centres from the current 350 engineers.

For the third quarter of July-Sep of this fiscal, the Indian subsidiary posted net profit of Rs.1.12 billion, registering 41 percent growth over the corresponding period last year.

'The Indian economy continues to surge ahead with investments in power sector and industrial growth gathering momentum. Our order book is getting stronger, helped by core business growth and new revenue streams. The market outlook is positive,' ABB India managing director Biplab Mazumdar added.

 In the face of the mega 6,000 Mw Pancheshwar multi-purpose project hanging fire, the Uttarakhand government is revising its power policy focusing on mini, small, solar-based, bio-mass projects and safeguarding the interests of locals by their participation in such ventures. 
 
The policy is likely to be released by early next year, top officials said adding its draft is in the final stages. 
 
Chief Minister B C Khanduri, who is now advocating a separate rehabilitation policy, has already asserted that his government would only build small projects in the state. 
 
The government is opposing big dams in the light of fresh reports that the centre spent a huge Rs 10,000 crore for building the 2,400 Mw Tehri dam, which saw the submergence of the Old Tehri town as well as nearly 125 villages in the reservoir. The lingering rehabilitation problem of Tehri dam is still continuing with the state government seeking a fresh package of Rs 250 crore. 
 
With the Centre seeking approval from the Uttarakhand government on its move to build the Pancheshwar hydel project, thrice the size of Tehri dam, on the river Kali in Pithoragarh and Champawat districts bordering Nepal, the officials said a nod in this regard is unlikely as the new dam would create much bigger rehabilitation problem than the Tehri in the context of the new policy. 
 
For devising the policy, the government is also seeking suggestions from experts. 
 
The Uttarakhand Infrastructure Projects Company (UIPC) Pvt Ltd, a joint venture company of the state government and the Infrastructure Leasing and Finance Services (IL&FS), has been given the task to prepare project reports of various hydro projects in addition to those already allotted or are in the process of being allotted. 
 
When contacted, Additional Chief Secretary Indu Kumar Pandey said: “We are now focusing on small, mini, bio-based and solar-based projects in the new policy which is now in the final stages.” 
 
The government would try to safeguard the interest of the local people by offering them some stakes or full share in the new ventures. To start with, at least 5 per cent equity in the project is being proposed in small projects. In some ventures, the government can offer know-how to the village communities who can themselves build the dams by raising equity through loans. 
 
As scores of industries have set up new units in the state to get tax benefits, the government would also encourage them to go for captive power generation. 
 
In the new allotments, bidding process would be done in such a way that the government gets maximum premium. 
 
Meanwhile, the centre has asked the government to go for coal-based energy. The state government is, however, finding it tough to venture into the coal sector since it would depend on coalfields outside the state. “Coal will not be a favourable option for our state,” an official of the Power Department said. 
 
Currently, Uttarakhand needs 15.5 million units of power daily whereas the power production in the state stands only at 5 million units. 
 
To meet the gap, Uttarakhand is taking 6.5 million units of power from the central pool. Besides 2 million units are being overdrawn. Apart from this, the state is also taking back one million unit which it had banked in Punjab and Haryana. But all this has left with a deficiency of 2-3 million units of power, officials said. 
 
Uttarakhand has already identified 20,000 Mw of hydel power. Nearly 400 projects in this regard have also been proposed. 
 
Till now, Uttarakhand is generating only 2,819 Mw of power. At present, different projects with the capacity of generating 11,480 Mw of power are at various stages of construction.

Leyland to focus on luxury

The country’s second-largest commercial vehicle maker, Ashok Leyland is pitching for an aggressive drive through the bus segment as work on newer projects for the segment picks up pace at the company’s research center. 
 
The company is presently working on various projects, which include buses suited for inter-city and inter-state transport systems. 
 
The range includes buses, which have low floors and ideally suited for transport within city limits and also the ultra luxurious high-end buses favourable for long haul trips. 
 
Rajive Saharia, executive director - marketing, Ashok Leyland, said, “We are working on various projects at our center. We are currently evaluating introduction dates (into the market) and further upgrades to the models that are already developed for enhancement.” 
 
The initiative comes at a time when the industry sales exceeded more than half of the total sales this year in six months (19,777 units in April-September 2007) compared with the full 12 months of the last year (28,738 units in April’06-March’07). 
 
The company is working with its manufacturing and technical design teams on various projects at its Chennai center. Furthermore, company officials said that it has reached completion stage of some of its projects and will subsequently launch it in due course. 
 
One of most upbeat of its launches will be the 12 meter long luxury coach built to cater to the growing need for high-end buses that primarily comes from the inter-state tour operators. 
 
“This bus will have a unique feature of its own. Its air-conditioning unit will be powered by the engine rather than a separate set up,” Saharia said. The vehicle will be available in both rear and front engine formats. 
 
The company is thus targeting the lucrative order from the Delhi Transport Corporation for about 9,000 buses and other orders from the government-backed Bus Rapid Transport System, which is spread across 63 cities. 
 
According to Saharia, the company has seen sales of high-end buses double in the past five to six months compared with a flat to negative growth in the previous months. 
 
During the first six months of this fiscal, Ashok Leyland recorded a jump of 131 per cent in sales of medium and heavy commercial vehicle (passenger segment) at close to 10,000 units. It commanded a market share of 50 per cent during the period, according to SIAM figures. 
 
The Hinduja Group company has charted out expansion plans to the tune of Rs 4,000 crore to be spent over a period of three years for building capacity, developing products and upgrading technology. 
 
The company’s Ennore facility will add 50,000 vehicles per annum and by September 2009, its Uttarakhand facility is also expected to add 50,000 vehicles per annum. This will take the company’s total capacity to 1,84,000 units a year over the next three years. 
 

Speaking on its future launches, a company official said, “We have many exciting products in our portfolio, which can see a launch in India, but as everything has a timeline we are waiting for the right moment to arrive. Some of our products are very futuristic for the local market and India has to have the desired demand for the same. We will introduce such products when the time is right.” 
 
The company holds a market share of 15.77 per cent (as on October 2007) following market leader Tata Motors which has a share of 60.74 per cent in the domestic market. The company sold more than 40,300 units of medium and heavy commercial vehicle during the seven months. 
 
The company was recently in the news when it forged a joint venture with the Japanese vehicle maker Nissan for the project involving light commercial vehicles. It will make LCV’s and engines for Indian as well as export markets at the Chennai facility.

The community radio revolution in India is now set to unfold in full earnest across the hinterland. The Ministry for Information & Broadcasting has approved the applications of as many as seven NGOs to set up community radio systems.

“Seven NGOs have got the licence from the Inter Ministerial Committee to set up community radio stations. Other groups are likely to get clearance at the next meeting at the end of this month. The ministry has received a heartening response on the community radio front, with some 140 applications under the new broadened scheme,” said a senior official from the ministry.

The 7 NGOs cleared include The Energy Research Institute of India (TERI) headed by well-known environmentalist R K Pachauri, Chennai-based Alternative for India Development, Delhi-based Society for Development Alternatives, Deccan Development Society in Hyderabad, Mannvikas Samajik Sansthan based in Satara in Maharashtra, Indian Society of Agri-Business Professionals and the Mysore Resettlement and Development Agency in Bangalore.

The move to allow NGOs to set up community radio stations was made by the ministry last year when it broadbased its policy to include them besides educational institutes and agricultural organisations.

Most NGOs that have applied with the ministry are looking at reaching out to remote areas. “TERI will be basing its radio station in Mukteshwar in Suti, Uttarakhand. We are planning to involve farmers and the youth in the area in creating the right content for the radio station. Dissemination of education and agriculture-based information will be our focus area. TERI hopes to contribute to the already robust community training programme in the country,” said an official associated with TERI.

Other agencies approved of include Krishi Vigyan Kendras and several educational institutes. Now, there are some 27 community radio stations in the country. The ministry plans to push up the figure and is organising workshops in different parts of the country to explain how the system is set up. Their efforts seem to be paying off with hundreds of applications with them now from across the country save Jammu & Kashmir and the North-East.

Setting up a community radio requires clearances from both the Defence ministry and Ministry of Home Affairs and these do not come easily for insurgency affected areas.

Norms for projects coming under the public-private-partnership (PPP) model in Uttarakhand have been made transparent with the government setting up an appraisal committee for clearing such ventures. 
 
The six-member committee, headed by the principal secretary, finance, would examine only those PPP projects where capital investment would be Rs 5 crore or more, official sources said. 
 
A government order (GO) to this effect was issued today, the sources said. All other projects where capital investment is less than Rs 5 crore need not be brought before the committee, the sources said. 
 
In the fist phase, the department concerned has to prepare a feasibility report and other details related to the projects before sending them to the planning and finance departments for approval on principle. 
 
The move comes in the wake of certain projects running into controversy during the past five years. Recently, the Sitarganj industrial estate project has come under the scanner, following which a judicial probe was ordered by the government. 
 
Once approval on principle is given, the department concerned can invite a “request for qualification or expression of interest”, the sources said. 
 
In the second phase, the department has to get clearance from the appraisal committee. 
 
But before going to the appraisal committee through the planning department, the department has to prepare all agreements like the concession agreement and project agreement related to the particular project and enclosed these reports with the proposal. 
 
When all these clearances have been made, the project can be put up before the competent authority on the basis of rules of business. 
 
Top officials, however, made it clear that all these norms are only applicable on projects coming under the PPP mode

Dehradun, Dec 5 (PTI) For the past one-fortnight, protests have mounted in Uttarakhand over the new domicile policy of the BJP government.
From parties like the Nationalist Congress Party (NCP) to the Congress, all are opposing the domicile policy drawing parallel with the controversial Article 370 with the government trying to downplay the issue.

Under the tough domicile policy, only all those persons who have been living in Uttarakhand before 1950 are entitled for the domicile certificate which gives them benefit of government jobs and seats in educational institutions as well as caste certificates. The remaining people who have bought any property or were living as tenants since 1950 are being denied any such right.

A series of protest rallies have taken place in the capital city with political parties also raising the issue inside the vidhan sabha forcing its repeated adjournments as the government seek domicile certificates for issuing caste certificates and giving

15 हजार लोगों को सीधे मिलेगा रोजगारDec 06, 02:51 am

रानीखेत(अलमोड़ा)। केन्द्र सरकार द्वारा बेरोजगारी व पलायन को रोकने के लिए चलाई जा रही ग्रामीण रोजगार गारंटी योजना जल्द ही अल्मोड़ा जिले में भी लागू की जा रही है। इसके तहत बुधवार को ताड़ीखेत ब्लाक में जनप्रतिनिधियों को योजना का प्रशिक्षण दिया गया। इस योजना लागू होने के से क्षेत्र के 15 हजार लोगों को सीधे रोजगार मिलेगा। प्रथम चरण में यह योजना राज्य के टिहरी, चम्पावत व चमोली जिले में चलाई गयी थी।

ताड़ीखेत ब्लाक में आयोजित ग्रामीण रोजगार गारंटी योजना के तहत बुधवार को क्षेत्र के विभिन्न जनप्रतिनिधियों को प्रशिक्षण दिया गया। प्रशिक्षण शिविर के दौरान जनप्रतिनिधियों को योजना के विभिन्न पहलूओं की जानकारी दी गयी। कार्यक्रम के प्रशिक्षक ग्राम्य विकास विभाग के सहायक अधिशासी अधिकारी वीर सिंह ने जनप्रतिनिधियों को बताया कि योजना के तहत जल संरक्षण, सूखा निवारण, सिंचाई, भूमि विकास, बाढ़ नियंत्रण, जल निकास, सड़क आदि के कार्यों द्वारा लोगों को रोजगार दिया जाएगा। इसके तहत राज्य सरकार द्वारा न्यूनतम मजदूरी अधिनियम के तहत 73 रुपया मजदूरी दी जाएगी। साथ ही योजनाओं की विभिन्न जानकारी दी गयी तथा मौके पर आए लोगों की सवालों का भी जवाब दिया गया।

ब्लाक प्रमुख धन सिंह रावत ने बताया कि योजना से 131 ग्राम पंचायतों के लगभग 15 हजार लोग लाभान्वित होंगे। उन्होंने बताया कि योजना से ग्रामीण क्षेत्रों में बेरोजगारी व पलायन रुकेगा। खण्ड विकास अधिकारी ने बताया कि लोगों को योजना की जानकारी देने के लिये न्याय पंचायत स्तर पर गोष्ठियों का भी आयोजन किया जायेगा। उन्होंने बताया कि योजना का मूल उद्देश्य आम लोगों को लाभ देना है।
