UKD accuses Govt of neglecting it

 
Dehradun, 18 Nov: UKD Spokesman SK Sharma today accused the BJP Government of ignoring the UKD and claimed that the party was not willing to continue tolerating this indifference on part of the Government. He also charged that Government had lost track of governance and was ignoring major issues like that of the permanent capital. Sharma was addressing a Press Conference here today.
He said that Government was deliberately extending the term of the Dixit Commission. This was against the people’s wishes, he claimed. Noting that BJP had now a clear majority in the Assembly, he said that UKD was now being ignored by the BJP. He claimed that the UKD could contest the Pauri Lok Sabha by-election instead of supporting the BJP candidate.
He said the time had probably come for UKD to review its relations with the BJP. “UKD will review its relations with the BJP after its organisational elections were over. He further said that the UKD would also contest some of the Assembly seats in Delhi on an independent basis.
Delhi UKD State President Prem Sundriyal disclosed that the party could contest 5 to 7 Assembly seats in Delhi.

Dehradun, Nov 20: The Uttarakhand assembly will convene its winter session here tomorrow for a week in which supplementary demands for the budget are expected to be tabled.

Bills on the police act and cooperatives are also likely to be placed in the house.

Speaker Harbans Kapoor convened a meeting and discussed various issues concerning the session, officials said here today.

Leader of the Opposition Harak Singh Rawat said that the Congress would try to raise issues pertaining to the common man "who are suffering due to the directionless policies of the BJP government

BJP readies to keep Congress down

DEHRADUN, Nov. 20: After defeating the Congress in the Assembly election, the BJP is gearing up for panchayat and local body polls in Uttarakhand early next year. Senior party functionaries are to pose a challenge to the Congress, which has a hold on a good percentage of seats in the panchayats and local bodies.
At the two-day, BJP state executive meeting in Haldwani recently,
BJP national president Mr Rajnath Singh said party workers should go to the masses, highlighting the state government’s achievements.
“Besides bringing the administrative system back on track, the biggest achievement of the BC Khanduri government has been its first surplus annual budget in the state's seven-year history.”
A resolution was passed in the state executive, appreciating the steps taken by the Uttarakhand government, particularly in streamlining administrative functioning. Party members chalked out strategies to corner the Congress in the forthcoming polls.
The BJP is set to break the Congress dominance in the panchayats and local bodies. Programmes have been undertaken to reach every household before the election. At present, Congress representation in the panchayats is about 85 per cent, and in the local bodies it is almost 90 per cent.
Though the party in power has an advantage in the local body and panchayat elections, hindrances in the BJP's way could be a strong and large group of dissidents who support former state president Mr BS Koshiyari, unhappy over reduction in their leader's stature.
Mr Koshiyari, who is believed to have a good hold in the party organisation, is piqued for being ignored after the BJP came to power and he was denied chief ministership.
The situation worsened when the top party leadership ignored his advice on the new state president and announced its choice of the MP, Mr Bachi Singh Rawat.
Besides the inner unrest, even outside, sour relations between Major-Gen (retd) Khanduri and Mr Koshiyari could cost heavily to the ruling party.
Mr Rawat said the party organisation is set to ensure victory in the local body and panchayat polls. “We would even work to win the by-election to the Pauri Lok Sabha seat,” he said.

Uttarakhand: Assembly adjourned over Cooperative Bill

Dehradun, (PTI): The Uttarakhand Assembly on Thursday witnessed uproarious scenes over the Cooperative Bill with the opposition members forcing the repeated adjournment of the House.

As soon as the House reassembled on Thursday morning, the opposition members belonging to Congress and BSP started opposing the Cooperative Bill which was tabled on Wednesday.

Congress MLA, Surendra Rakesh, wanted to know as to why the government was bringing the bill as his question on the issue was rejected since the matter was sub-judice.

"On the one hand, the government is saying the matter is sub-judice, on the other, it is bringing a bill on the issue," Kumar said.

Kumar was supported by other Congress and BSP members, who moved into the well saying the government was bringing the bill in haste.

Opposition members also claimed that the government was cutting short the tenure of cooperative department's functionaries from five years to two years which they said was against the spirit of the whole cooperative system.

When the commotion continued, Speaker Harbans Kapoor adjourned the House thrice till 12:10 hours and later till 15:00 hrs. On Wednesday also, the Assembly was repeatedly adjourned over domicile issue.

विपक्ष ने दूसरे दिन भी नहीं चलने दिया सदनNov 23, 02:22 am

देहरादून। मुख्य विपक्षी दल कांग्रेस और विपक्ष के दूसरे सबसे बड़े दल बहुजन समाज पार्टी ने सदन में आज भी हंगामा किया। कांग्रेस ने सहकारिता विधेयक और परिसीमन समेत कई मुद्दों पर, तो बसपा ने जाति प्रमाणपत्र के मसले पर नियम-310 के तहत चर्चा की मांग पर वेल में आकर सरकार के खिलाफ नारेबाजी की। अध्यक्ष ने व्यवस्था बनाने के लिए कई बार सदन स्थगित किया पर विपक्षी हंगामा करते रहे।

आज विधानसभा अध्यक्ष हरबंस कपूर के सदन में आते ही कांग्रेस और बसपा के विधायक वेल में आ गए। कांग्रेस की ओर से सहकारिता विधेयक, निकाय व पंचायतों में परिसीमन में मनमानी और बसपा ने जाति व निवास प्रमाणपत्र में आ रही दिक्कतों के बारे में चर्चा के लिए नियम-310 के तहत नोटिस दिया था। बसपा विधायक नारायण पाल ने एक नोटिस सर्किल रेट में गड़बड़ी के बारे में दिया था। अपनी मांग के समर्थन में नेता प्रतिपक्ष हरक सिंह रावत, विधायक दिनेश अग्रवाल, तिलकराज बेहड़, अमृता रावत, बसपा विधायक दल के नेता शहजाद, निजामुद्दीन, सुरेंद्र राकेश आदि वेल में आ गए। विधायकों ने सरकार के खिलाफ नारेबाजी जारी रखी। बार-बार आग्रह के बाद भी जब विधायक वेल से नहीं गए तो अध्यक्ष ने सदन को 11.45 तक स्थगित कर दिया। इसके बाद स्थगनकाल पहले 12 बजे और फिर 12.10 तक बढ़ाया गया। अध्यक्ष के फिर से सदन में आते ही विपक्षी विधायक भी वेल में आ गए। इसी बीच अध्यक्ष के आग्रह पर कांग्रेसी विधायक अपनी बेंच पर लौटे पर बसपाई हंगामा करते रहे। अध्यक्ष ने नियम-310 के तहत दिए गए सभी नोटिसों को अग्राह्य घोषित किया तो कांग्रेसी फिर से वेल में आकर नारेबाजी में शामिल हो गए। इसी बीच अध्यक्ष ने प्रश्नकाल शुरू करवा दिया। इस शोरगुल में कुछ सुना नहीं जा सका तो अध्यक्ष ने सदन को तीन बजे तक के लिए फिर से स्थगित कर दिया। पहले सत्र में नेता सदन और मुख्यमंत्री भुवन चंद्र खंडूड़ी सदन में आए पर हंगामा शांत न होता देख दो मिनट बैठकर वापस चले गए। तीन बजे सदन शुरू होते ही कांग्रेस व बसपा विधायक वेल में आकर नियम-310 के तहत चर्चा की मांग करने लगे। नेता प्रतिपक्ष हरक सिंह रावत का कहना था कि भाजपा उत्तर प्रदेश में तो सहकारी समितियों का कार्यकाल घटाने का विरोध कर रही है पर यहां वही भाजपा कार्यकाल घटा रही है। इस पर विपक्षी विधायकों ने शेम-शेम के नारे लगाए। इस बार सदन में 15 मिनट तक शोरगुल होता रहा तो अध्यक्ष ने सदन की कार्रवाई एक बार फिर से चार बजे तक के लिए स्थगित कर दी। चार बजे सदन फिर शुरू हुआ पर भारी हंगामे के बीच अध्यक्ष ने कार्रवाई को शुक्रवार सुबह 11 बजे तक के लिए स्थगित कर दिया। सदन में कांग्रेसी विधायक सहकारिता अधिनियम वापस लेने की मांग को लेकर नारेबाजी कर रहे थे। इस बीच सत्तारूढ़ दल के एक विधायक ने टिप्पणी कि अभी तो सहकारिता के बारे में अधिनियम बना ही नहीं है। सरकार ने विधेयक पारित कराया है। राज्यपाल के हस्ताक्षर होने के बाद ही इसे अधिनियम कहा जा सकता है।
