The monarch should punish the wicked by administrating the justice and by that the subjects those observe that (justice or order) are always under the authorities of the King.

Progressive Discipline Policy in an organization-
There are many theories related to psychology about disciplinary actions against wicked employees or notorious employees. However, the progressive way of discipline is more accepted by the mangers.
There are clear cut actions in progressive way of disciplines when the employees disrupts the discipline-
A Verbal warning- Initially the supervisor speaks to the staff about violation of the indiscipline or unrequired action.
B-Written Warning- If the employee does the indiscipline acts again and again , the supervisor or authorised person sends written warnings to the indiscipline staff. 
C-Suspension- Many times if the staff indulges in same or other undisciplined  acts , the staf is suspended for a particular time period.
D- Termination- If the staff found guilty  for  unacceptable acts then the organization terminate the staff.

That destroys the useful matters of a person or state is enemy and propagator of vice is wicked.
The furtherance  or protection of good and raising them is necessary.

There are wicked person and enemies in an organization and in the country. Both should be eradicated.
There must be harmony in the  organization by destroying evil thoughts.

पापाचारनिवृत्तिर्यैर्दुष्टनिगृहणम हि तत् II
Preventing the enemy from injuring is in real, the destruction of enemy. Punishing the wicked means that preventing wicked actions.

Preventing wicked actions means that the CEO must see that there is minimum negativity in the organization. Negativity affects the most to the employees. Therefore the negativity should be destroyed by following means-
1-The manger or supervisor should consult the stakeholders before taking work descision of the employees.
2- There must be opportunities for employees for expressing their opinions.
3- Fair treatment is a must
4-There must be trust and faith  on employees
5- There must be inclusive ness in the organization
6- There must be space for overall growth for employees
