Uttarakhand ki Nihatthi (Unarmed) Police

            Believe it or not in Uttarakhand's Nihatthi (unarmed) police is maintaining the Law and Order position of the State. The Patwaris are responsible to maintain the Law and Order of the villages in hills of Uttarakhand. Recently Diwarkar Bhatt, the Minister for Revenue declared that soon Patwaris would be armed with a ‘danda (wooden rod). This seems to be a ridiculous statement but is hundred percent true. In this Nation of  Gandhi non-violent Patwari Police is working efficiently for the past over 200 years. In fact the main job of this Revenue Police is to maintain the land records. But Patwaris have also been given powers of a Station In charge of a Police Station. They are required investigate crimes even under Sections like 302 which deals with murder. But they are  not provided any kind of arms, not even a danda.
 
            After the arrest of any alleged criminal, the Patwari is supposed to present the criminal before the Magistrate within 24 hours. Sometimes when the arrest is made in the night, the Patwari handcuffs the criminal and also himself, so that there are no chances of the criminal absconding. You can very well imagine the scene. The situation is so peculiar that if some Officer makes a surprise visit under these circumstances, it would be difficult for him to recognize the Patwari, as both the Patwari and criminal would be visible as handcuffed. After the establishment of Uttarakhand, it was expected that the Patwari police would be granted facilities in commensurate with their responsibility. However the Minister has ‘gracefully’ decided to arm them with a danda. The Government has also decided in principle to do away with the Patwari Police system, but it will take time. In the meanwhile the Government has established Patwari Chowkis with facility of Lock up for the criminals. Patwari Training Institute, which is the only Institute of its kind in the world, has been attached with the Officers’ Training Centre, Nainital and Hostel facilities for Patwari trainees have also been provided in the Training Centre. The hill area of Uttarakhand is comparatively peaceful and the Patwaris have so far played a powerful yet peaceful role in maintaining law and order in the hills. Hence the Govt. must study the merits and demerits of withdrawing police powers from the Patwaris.(D.N.Barola)

Man has stopped eating Man, but not killing Man?
 
            In the creation of the Almighty, Man is the most intelligent, powerful, yet horrible living being. During my early life, when I was a student of English Literature, I read an article by Joseph Lynd about this wonderful creation of God – The Man. I don’t remember the exact words but his narration of the Man was something like this. What a strange animal is the Man who walks with only two legs. His body has several joints, yet he can walk and run fast with two legs. In fact in the Universe all the animals stand with four legs, but Man is the only two-legged animal. Strange! The Man and his better half grow grass like hairs and enthusiastically decorate them and in the modern times now by spending a sizeable amount on hair decoration. Having two twinkling eyes, pregnant with
emotions, considers himself the best creation of the Universe and boasts of being the most beautiful living creation of the Almighty. Now he flies in the Sky, dives into the Sea and does anything or everything, which he ever fancied.   

            Always vigilant and fighting for his existence, man is a social animal. Looks after his kith and kin and now dutifully leads a married life, eats, excretes, sleeps and produces carbon copies of himself, sometimes frequently, thus adds up the numbers to his race. Man has no doubt stopped eating Man, but what a paradox has not stopped killing Man. Today Man is the most wretched and ruthless killer, as everyday we hear of the Terrorists killing innocent men and women. He has amassed all weapons of disaster. A soft push or touch on the Atomic Button by any Atomic Power Country can be instrumental in finishing off the living beings including human race. Very well knowing this he has redoubled his efforts to continue his efforts to amass mass weapons of destruction. He is trying to find cure for Cancer, Diabetes, Aids and other diseases, but new diseases appear to tell the Man that it is no use to challenge the God, who is Almighty, Omnipotent, Omnipresent and Omniscient. At least for now the Man must think and brood. He must think why he is killing his own race. He should stop killing man, if it so happens, world will again be a place to live at peacefully without and kind of fear. (D.N.Barola)

Antique lover from Ranikhet
   
 
On a visit to the shop of antique lover, Rameshwar Prasad Goel I found many interesting antiques. Most impressive was a 70 year old Gramophone, still in working condition. It brought to mind a scene in the Naseeruddin Shah film ‘Mirch Masala’. Shah shows a gramophone to the villagers, who suspect the presence of a man inside the speaker and in his inquisitiveness to locate the man; a villager destroys the gramophone, getting a severe beating for his effort. Goel said that this story had been repeated, though in a different way, with a happy ending. Some months ago, Naseeruddin Shah had come to Ranikhet in connection with the shooting of a children’s film ‘Foto’. The scene was to be shot on Naseeruddin Shah with an old Gramophone. The Director was informed by someone that Goel had an old Gramophone in working order in his collection of antique pieces. Goel promptly offered the Gramophone and the shot was Okayed by the Director of the film. Goel’s antique treasure has an 18th Century E Engraham Co made Wall Cloth with Alarm and Bell; 1800 US made Weather Berry Clock Co’s decorative Table Watch with Bell; a Swiss made Pocket Watch of 1890 which runs for eight days after being wound up once; 70 year old Japanese make clock which runs for 100 days after being wound up once; 100 year old US made Camera with shutters; 90 year old Swiss made Gramophone with old styled Speaker (Banjo); 70 year old US made Gramophone; British oil lamp of 1932; Japan made oil lamp of 1940; Old herbal books; 50-70 year old Kerosene lighters; 80 year old foreign and Indian postcard size photographs; Oil Paintings of 1935; Hand made pictures and sketch, Brass made small and large artistic pieces; Silver, brass, bronze coins; Coins of Ram Darbar; 1929-30 German made flat torch and 200 year old 12 inch long air gun which uses gun powder .Goel says that collecting and preserving antique pieces is his hobby. He claims to have 60 varieties of antique pieces numbering about 300. He said that he does not expect any aid from the Government but definitely wants the Tourist Department to give this museum some publicity so that visitors may enjoy a visit to this antique treasure. Presently Goel has preserved these antique pieces in the inner room of his watch shop, situated in the main market Sadar Bazar, Ranikhet.(D.N.Barola)

This is really a exclusive photo. In local language we call this water place "Dhara" (Pani Dhaar) or Naula (Naula is Water Well).

These are natural water resources of Pahad. During the summer very cold water comes from these (Dhaara or Naula) but in winter lukewarm water comes.

राज्य में त्रिस्तरीय पंचायत चुनाव के नतीजे घोषित हो चुके हैं। 12 जिलों में हुए इन चुनावों में प्रत्याशियों ने दावों, वादों तथा घोषणाओं का अंबार लगाने में कोई कमी नहीं छोड़ी। सभी गांवों में हर घर की चौखट तक प्रत्याशी पहुंचे। गांव, क्षेत्र तथा जिले की समस्याओं के समाधान में दिलचस्पी दिखाई गई। इतना ही नहीं, बल्कि चुनाव के दौरान प्रत्याशियों ने पैसे को पानी की तरह बहा डाला। यह अलग बात है कि पानी की प्यास पिछले कई दशकों से कोई भी सरकार नहीं बुझा पाई है। अब चुनाव नतीजे घोषित होने के साथ ही ग्राम पंचायत, क्षेत्र पंचायत तथा जिला पंचायत में विजेताओं के सिर ताज सज गया है। पराजित प्रत्याशी चुनावी हार के कारणों को खोज रहे हैं। पचास प्रतिशत से अधिक महिलाओं को भी ऐसी कुर्सी मिली है, जिससे वह गांव की तस्वीर बदल सकेंगी। क्षेत्र पंचायत व ग्राम पंचायत के चुनाव में प्रत्यक्ष तौर पर राजनीतिक दलों ने हस्तक्षेप नहीं रहा, लेकिन जिला पंचायत में सभी दलों ने अधिकृत प्रत्याशी उतारकर एक-दूसरे से जोर आजमाइश की। अगले एक पखवाड़े तक राजनीतिक दलों के बीच अध्यक्ष पदों को लेकर खींचतान बनी रहेगी। चुनाव में जनता ने जो काम करना था, उसने कर दिया है। अब बारी उन लोगों की है, जिन पर जनता ने विश्वास व्यक्त किया है। विजेता प्रत्याशियों को जनता के विश्वास पर खरा उतरने के लिए उन वादों को पूरा करने की मुहिम छेड़नी होगी, जो चुनाव के दौरान जनता से किए गए। पूर्व के अनुभव ऐसे रहे हैं कि चुनाव जीतने के बाद जनप्रतिनिधि अपनी राजनीतिक महत्वाकांक्षा पूरी करने में जुट जाते हैं, जबकि जनता की समस्याएं जस की तस बनी रहती है। पंचायती राज के तहत पंचायतों के अधिकारों में बढ़ोतरी हुई है। ऐसे में अधिकतर विकास कार्यो का क्रियान्वयन पंचायत की सक्रियता पर ही निर्भर होता है। अगर पंचायत प्रतिनिधि अपनी जिम्मेदारी के प्रति सजग रहेंगे तो पंचायती राज का सपना मूर्त रूप ले सकेगा। केवल चुनावी जीत-हार से गांवों में विकास का उजाला फैलना मुश्किल है। जरूरत है जागरूक होकर उस जनता की समस्याओं को हल करने की, जिसने प्रत्याशी की जीत में समस्याओं के समाधान की उम्मीद लगाई है। यदि जनप्रतिनिधि ऐसा नहीं करते हैं तो इससे जहां राज्य का विकास अवरुद्ध होगा, वहीं जनता की समस्याएं भी बढ़ेंगी। जरूरत चुनाव के वास्तविक उद्देश्य को समझने की है, जिसे जनप्रतिनिधि भूलते जा रहे हैं।

Vagabond children make Ranikhet their sojourn

    An unpleasant sight of the vagabond children can be seen frequently here, during these days, after every lavish marriage party. These children loiter near the garbage heap. They are in search of eatables.  At Ranikhet particularly this was not so in the past. The strict rules of the Cantonment Board used to keep the city clean. But things are different now. Most of the children are scolded by the bridegroom or brides’ parents, yet somehow they are able to manage some eatables dumped out in the open. Sometimes they have to compete with the dogs and cows; still they continue to hover around. In fact a dog could snatch away a plate of rice and roti from one of the children in my presence. However eldest amongst the children consoled the child and brought food for him from the garbage heap.  These vagabond children come to Ranikhet to enjoy the autumn and in search of some sort of employment. For Ranikhet it is an uncommon sight, but with prices soaring high, these children have no alternative but to look for leftover eatables. I could take out a photograph of the vagabond children collecting the left out eatables and enjoying the food with satisfaction in the company of their brothers and sisters at a tender of age of less than 9-10 years. I asked the children why they were eating the leftovers. They innocently replied that the food was quite delicious. They admitted that whenever there is a party, they get such food to eat.  Did they go to school? One of them replied, “What for?” What a life! They said that they help their parents in their daily chores, sometimes as the ‘Jamoora’ of the ‘Madari’ and sometimes begging for food or whatsoever is given to them by the shopkeepers. They had no grudge against anybody. Ill fed, ill clad, no schooling, with no vision of the future; they are the children of Bharat Mata! The slogan ‘Santosham paramam sukham’ is quite appropriate for them. Is it really ‘Mera Bharat Mahan!’

Very pathetic photo.

A few days ago, i was watching a news in ETV, there are lot people have come in Hill stations and they are dwelling near Bus Stations etc. These people may be Bangladesh etc.

The same scene was shown in Mussorie hill area.

Kumaoni Nath (Large nose ring)

In the culture of Uttarakhand, Nath (large ring worn on left nostril) plays a dominant role. Nath is an import part of the Kumaoni woman’s traditional attire.  There is an interesting story of a woman whose Father had demanded a large Nath to solemnize her marriage.

The story goes like this. Once upon a time there was a rich person who wanted to marry his son. He approached a girl’s father, who was a rich Contractor. During the discussions, the father of the girl posed a question, whether he has the status and standard to offer a 4 Tola (46.5 gram) Nath to his daughter. If yes the relationship can be established. The boys’ father immediately accepted the challenge and said yes, he would provide a 4 Tola Nath to his daughter-in-law. As per tradition the boys’ father offers gold Jewelry to the girl at the time of marriage. Bubbling with pride the boy’s father offered Jewelry including a 4 Tola Nath to the bride at the time of marriage. The father of the girl accepted the gesture and the marriage got solemnized with great fanfare.

The boys’ father could not relish the demand of the girls’ father and he decided to increase the weight of the Nath just to show off his prosperity and riches. At the first opportunity when he got good profit in the business, he increased the weight of the Nath to 5 Tola (58.3 Gram).  He continued doing this year to year. In the hills the women wear the Nath every day and throughout the day. The daughter-in-law was also required to wear the Nath every day. She was feeling great difficulty in wearing the weighty Nath, with the result the hole on the nostril became very large. Once again the Boys’ father got very good profit in business. He ordered to increase the weight of the Nath by another Tola. The new Nath was given to the bride for wearing the same.  The bride did wear it. But in the process the nostril could not bear the weight of the Nath and the nostril tattered and nose started bleeding. The moral of the story is one should not believe in show off and should not boast unnecessarily.(D.N.Barola)
