पर्वतीय क्षेत्रों में कार्य करेंगे मोबाइल अस्पतालNov 20, 02:16 am

देहरादून। पूर्व सैनिकों और उनके आश्रितों को स्वास्थ्य सेवा उपलब्ध कराने के उद्देश्य से शुरू की गई पूर्व सैनिक अंशदाय स्वास्थ्य योजना (ईसीएचएस) धीरे-धीरे गति पकड़ रही है। वर्तमान में सूबे में ईसीएचएस के सात पॉली क्लीनिक कार्य कर रहे हैं। सेंटरों में रोगियों की बढ़ती तादाद को देखते हुए सूबे में और सेंटर खोले जाने की योजना है। वहीं पर्वतीय क्षेत्रों में पूर्व सैनिकों की संख्या के मद्देनजर वहां जल्द ही मोबाइल क्लीनिक शुरू किया जाएगा। उम्मीद जताई जा रही है कि शीघ्र ही इस प्रस्ताव को हरी झंडी मिल जाएगी।

इस योजना की शुरुआत एक अप्रैल, 2003 में हुई थी। वर्तमान में यह योजना अनेक स्थानों पर हाथोंहाथ ली जा रही है। सैनिक बहुल राज्य उत्तराखंड में यह धीरे-धीरे परवान चढ़ रही है। यहां की विषम भौगोलिक परिस्थिति के कारण अभी भी हजारों पूर्व सैनिक इसका लाभ उठाने से वंचित हैं। सूबे में इस समय सात पॉली क्लीनिक कार्य कर रहे हैं। इनमें चार सैनिक अस्पतालों में व तीन असैनिक अस्पतालों में हैं। पूर्व सैनिकों की संख्या के आधार पर पॉली क्लीनिकों को चार कैटेगिरी में बांटा गया है-ए, बी, सी व डी। दून में बने पॉली क्लीनिक को ए कैटेगिरी दी गई है। सूबे की विषम भौगोलिक परिस्थिति के चलते कई क्षेत्रों के पूर्व सैनिक इस योजना का पूरा लाभ नहीं उठा पा रहे हैं। कई जगह तो एक-एक दिन का सफर तय करने के बाद सैनिक इन अस्पतालों में पहुंच रहे हैं। इसी असुविधा को देखते हुए ईसीएचएस अपने मोबाइल अस्पताल चलाने की तैयारी कर रही है। वर्तमान में कुछ जगह मोबाइल टीमें भेजी जा रही हैं, पर इनमें एमएच के डाक्टर शामिल रहते हैं। प्रयास किया जा रहा है कि अब ईसीएचएस अपने डाक्टर भेज कर इन मोबाइल अस्पतालों का संचालन करेगी। इसके अलावा सूबे के विभिन्न इलाकों में और पॉली क्लीनिक खोलने की तैयारियां चल रही हैं।

India : Bureau of Mines reports rich gold & diamond reserves

As per National Mineral Inventory prepared by India Bureau of Mines, as on 1.4.2005, the total resources of gold ore (primary) and diamond are estimated at 390.29 million tones and 4.58 million carats respectively. This information was given by Shri Ramdas Agarwal, Minister of Mines in the Parliament.

The import of gold in the last few years has been in the range of 700-800 tonnes per annum.

Apart from the regional exploration for gold and diamond undertaken by Geological Survey of India, since the year 2000, the Central Government has been giving prior approvals for grant of reconnaissance permits for regional exploration of gold and diamond to various applicants, including private companies.

These may be converted into mining leases based on the outcome of the exploration, including detailed prospecting.

As per available information, since 1.1.2004 till date, prior approval for grant of mining lease for Gold has been conveyed to respective State Governments in favour of M/s. Jindal Saw Limited in Rajasthan, M/s. Ramgad Minerals and Mining Private Limited in Karnataka, M/s. Geo Mysore Services India Private Limited in Andhra Pradesh and M/s. Adi Gold Mining Private Limited in Uttarakhand respectively.

The Central Government has not conveyed any prior approval for grant of mining lease for diamond during the last three years

2008 में लागू होगा रोजगार गारंटी एक्टNov 20, 02:16 am

उत्तरकाशी। सीमांत जनपद में अप्रैल 2008 से रोजगार गारंटी एक्ट लागू होगा। इस एक्ट के लागू होते ही एपीएल व बीपीएल के प्रत्येक परिवार को सौ दिन का रोजगार उपलब्ध करवाया जाएगा।

जिला ग्राम्य विकास अभिकरण शासी निकाय की बैठक की अध्यक्षता करते हुए जिला पंचायत अध्यक्ष नत्थी लाल शाह ने कहा कि जिले के सर्वागीण विकास के लिए पूरे मनोयोग से कार्य करें। उन्होंने कहा कि जनपद के विकासखंड नौगांव, मोरी एवं भटवाड़ी में जड़ी-बूटी उत्पादन की बेहतर संभावनाएं है। खंड विकास अधिकारी इसके विकास के लिए कार्य योजना बनाएं। उन्होंने कहा कि दुग्ध उत्पादन के क्षेत्र में अनेक समूह कार्यरत है लेकिन दुग्ध उत्पादन नहीं बढ़ रहा है। आवश्यकता इस बात की है कि ऐसे समूह का गठन करें जो वास्तविक रूप से धरातल पर हों। जिला पंचायत अध्यक्ष ने कहा कि सरकारी योजनाओं के क्रियान्वयन में बैंकों की महत्वपूर्ण भूमिका है इसके लिए सरकारी अधिकारियों एवं बैंकों के मध्य बेहतर तालमेल की आवश्यकता है। उन्होंने कहा कि इंदिरा आवास योजना में उन लोगों को शीर्ष प्राथमिकता दी जाए जो वास्तविक रूप से पात्र एवं घर विहीन है। बैठक में स्वर्ण जयंती ग्राम स्वरोजगार योजना के संबंध में अवगत कराया गया कि वर्ष 2007-08 के लिए अनुमोदित परिव्यय में केंद्रांश 144.219 लाख रुपये व राज्यांश 48.07 लाख रुपये है। इस मद में अब तक 108.34 लाख उपलब्ध हुआ है जिसमें अनुदान पर 51.15 लाख रुपए, अवस्थापना पर 12.16 लाख, रिवाल्विंग फंड 4 लाख 20 हजार एवं प्रशिक्षण पर 5 लाख 48 हजार रुपये की धनराशि व्यय हुई है। बैठक में उत्तराखंड स्वरोजगार मिशन योजना के तहत अपेक्षित प्रगति न होने पर असंतोष व्यक्त किया गया। लीड बैंक मैनेजर एके पाहुजा ने कहा कि बैंकों द्वारा ऋण वितरण में लापरवाही की उन्हें तत्काल जानकारी दें।

Amid reports that a large chunk of agri land has fallen into the hands of land builders and industrialists in Uttarakhand, the state government is contemplating special agriculture zone (SAZ) to protect agriculture. 
 
"We want to protect agriculture, for which we want to bring SAZ in Uttarakhand," said state Agriculture Minister Trivendra Singh Rawat. 
 
However, Rawat made it clear that the idea of SAZ was not being mooted to replace the much contentious special economic zone (SEZ). 
 
For the purpose, Rawat said, he had asked experts from Pantnagar Agriculture University to prepare a blueprint of SAZ. 
 
But it was not immediately known whether SAZ would form a part of the new agriculture policy, which is being discussed by the government. 
 
The government is bringing the new agriculture policy to clear whether the agri land can further be given for SEZ and other industrial purposes. 
 
Significantly, the decision to bring a new agriculture policy comes close on the heels of Nandigram episode in West Bengal where the Left-Front government is facing the wrath. 
 
"Our main aim is to protect agriculture land, which is falling in the hands of land mafia and builders," Rawat said. 
 
The government has also toughened laws pertaining to purchase of revenue land in the state by amending present laws. 
 
In the new agri policy, the government would focus on setting up of more mandis across the state, particularly in the hilly areas where farmers don't get fair price for their yields. "The new policy would safeguard the interest of both farmers and consumers," the minister said. 
 
Contract farming would be promoted, he said adding the role of agents would be minimised so that farmers could get much better price for their produce. 
 
Special sops like electricity and water supply and seeds at cheap rates would be provided to farmers, he added. In addition to this, toll free call centres for farmers would also be set up across the state.

Community radio gets a boost in India

The community radio revolution in India is now set to unfold in full earnest across the hinterland. The Ministry for Information & Broadcasting has approved the applications of as many as seven NGOs to set up community radio systems.

"Seven NGOs have got the licence from the Inter Ministerial Committee to set up community radio stations. Other groups are likely to get clearance at the next meeting at the end of this month. The ministry has received a heartening response on the community radio front, with some 140 applications under the new broadened scheme," said a senior official from the ministry.

The 7 NGOs cleared include The Energy Research Institute of India (TERI) headed by well-known environmentalist R K Pachauri, Chennai-based Alternative for India Development, Delhi-based Society for Development Alternatives, Deccan Development Society in Hyderabad, Mannvikas Samajik Sansthan based in Satara in Maharashtra, Indian Society of Agri-Business Professionals and the Mysore Resettlement and Development Agency in Bangalore.

The move to allow NGOs to set up community radio stations was made by the ministry last year when it broadbased its policy to include them besides educational institutes and agricultural organisations.

Most NGOs that have applied with the ministry are looking at reaching out to remote areas. "TERI will be basing its radio station in Mukteshwar in Suti, Uttarakhand. We are planning to involve farmers and the youth in the area in creating the right content for the radio station. Dissemination of education and agriculture-based information will be our focus area. TERI hopes to contribute to the already robust community training programme in the country," said an official associated with TERI.

Other agencies approved of include Krishi Vigyan Kendras and several educational institutes. Now, there are some 27 community radio stations in the country. The ministry plans to push up the figure and is organising workshops in different parts of the country to explain how the system is set up. Their efforts seem to be paying off with hundreds of applications with them now from across the country save Jammu & Kashmir and the North-East.

Setting up a community radio requires clearances from both the Defence ministry and Ministry of Home Affairs and these do not come easily for insurgency affected areas.

मात्र मेड इन उत्तराखंड का ठप्पा लगा रहे हैं उद्योगNov 21, 02:27 am

देहरादून। विशेष औद्योगिक प्रोत्साहन पैकेज का लाभ उठाने के लिए राज्य का रुख करने वाले सैकड़ों उद्योग बड़े पैमाने पर धोखाधड़ी में लिप्त हैं। यह उद्योग केवल 'टैक्स हनीमून' का फायदा उठाने की नीयत से यहां आए हैं। शासन की आंखों में धूल झोंक कर ऐसे सैकड़ों उद्योग राज्य में चल रहे हैं, जहां किसी तरह का कोई उत्पादन नहीं हो रहा है। या तो उत्पादों का संयोजन किया जा रहा है या फिर बाहर से तैयार माल पर 'मेड इन उत्तराखण्ड' का ठप्पा लगा कर पूरे पैकेज का लाभ उठाया जा रहा है। इसके अलावा 70 फीसदी स्थानीय बेरोजगारों को इन उद्योगों में नौकरी दिए जाने की अनिवार्यता भी महज कागजों पर पूरी की जा रही है।
हरिद्वार, पंतनगर, कोटद्वार और सितारगंज के औद्योगिक क्षेत्रों में कहने को तो अब 1000 से अधिक उद्योग स्थापित हो चुके हैं। इन में बड़े, मझले और लघु श्रेणी के उद्योग शामिल हैं। उद्योग की इमारत तो खड़ी कर दी गई, पर इनके अंदर क्या चल रहा है यह देखने वाला कोई नहीं है। शासन व सिडकुल के स्तर पर यह देखने की जहमत कोई नहीं कर रहा है कि वास्तव में इन उद्योगों में माल तैयार हो भी रहा है या नहीं। हकीकत यह है कि ऐसे सैकड़ों कारखाने हैं जो उत्पादन शून्य हैं। दूसरी ओर किसी तरह का उत्पादन न होने से स्थानीय बेरोजगारों को इन उद्योगों में रोजगार भी नहीं मिल पा रहा है। प्रमुख सचिव उद्योग पीसी शर्मा ने बताया कि इस तरह की शिकायतें मिल रही हैं कि कई उद्योग मात्र संयोजन या फिर तैयार उत्पादों पर उत्तराखण्ड में निर्मित की मुहर लगा रहे हैं। उन्होंने बताया कि सिडकुल की सहायता से ऐसे उद्योगों की सूची तैयार की जा रही है। श्री शर्मा ने बताया कि सूची तैयार हो जाने के बाद कार्रवाई की जाएगी।
