Respected Mehtaji.HAPPY DIWALI.Irequest you to kindly disseminate this resolve to our people,in the best possible manner to win election under the banner of JANHIT PARTY OF UTTARAKHAND,as under:-1.We the people of UK ,want to develop our state, by maintaining a
healthy balance between industrialisation and agriculture, so that UK
becomes the Switzerland of the East .In the hill areas, we have
unproductive land fit for industrial use but needs versatile system of
communications, in the form of basic infrastructures, to make UK as
hub for Tourism ,Health Services, Education ,Hydro-electricity
generation and White goods industries .A disciplined and orderly growth is predicted through
establishment of UKIDC(UK Industrial Development Corporations) in the
hill regions of Garhwal and Kumaon. Like Delhi –Mumbai Industrial Corridor(DMIC) being developed by the joint efforts of the Government of India and Japan,where states concerned are also taking pains in equal measures. So could do the government of India for us too,since Japan needs work for its skilled work force,after the tsunami impact on its economy. We approached all political leaders including the Congress President,Sonia Gandhi,in 2009, when we returned them with all the five MPs from her party to be our representative in the Loksabha. But she forgot us.BJP was also requested when Shri Khanduriji became the CM, for the first time, about five years ago. Like Dholera, one of the industrial sites of DMIC is being kicked off by Gujarat state, where there will be an International airport because Modi is interested in his state, we too submitted a Strategic Action Plan SAP-(JAGRITI),to Congress and BJP but nothing has happened so far. Now, the Congress President, Sonia Gandhi wants to inaugurate RISHIKESH-KARNAPRAYAG railway line, in her bid to prepare herself and her party for UPA-III. The rail link she is going to inaugurate is not going to make a difference in the life of hill people where the success will come through all India broad gauge railway connectivity up to Block HQs, as the development process in the hill regions of Garhwal and Kumaon urgently needs that. Creating more districts, is for the welfare of bureaucrats and the common man without proper development planning and execution will receive nothing by creating these new districts. In West Bengal, Mamta Banerjee, then railway minister, campaigned with the words derived from SAP(JAGRITI) and became CM of that state. So can any enterprising young politician in UK, who is capable of seeing victory at the end of the tunnel, can win with landslide victory in UK, where a bit of courage and stamina is required to explain the voter of fine points of SAP(JAGRITI). Congress , BJP,BSP,SP,UKD, and others are fighting shy to work hard for the state with honesty and integrity and are not interested in developing the hill regions of UK. 2.A DREAM FOR ALL ROUND DEVELOPMENT OF UTTARAKHAND(UK) AND BIRTH OF
STRATEGIC ACTION PLAN (SAP)JAGRITI-A BRIEF DESCRIPTION
About 11 years ago on 9 Nov,2009,state of UK was created.
Reason for demand of separate state was for:-
(a)Economic and social backwardness.
(b) Reverse the out migration from the state.
(c) Maintenance and upkeep of Himalayas.
3.Let us examine in these intervening 11 years as to what has been achieved.
4.Economic and Social Backwardness:-
(a)The pink picture, the news papers and media are projecting of the economic growth of UK is only confined to railway lines only.3/4 of the state is located in hilly region where exists no means of communication to sustain the vagaries of nature.If we separate the income generated through Central Industrial Package+ Doolar+Foreign currency+Money order the economic gloom will be visible. (b) Most fertile agricultural land in plains areas has been used to
raise the industry and our grenary is declining,no one can live with
rupee notes alone, since food is required for living.
(c)Our people have been victims of two types of out migration. In the
first category are the people who have deserted their homes in search
of livlihood,permenantly.These people as on date are 40 lakh,in a
voter population of 8crore plus, which is above the danger mark.Out
migration of the other type is those of us who have abandoned their
natural habitats to settle down near the railway line in search of
some employment.Both these types of out migration have ruined the hill
region as there is no body to take care of the land,jungle and other
means of human sustenance.Heavy rains cause severe drainage to the
economy of the hills.
(d) The vehicular pollution is increasing layers of carbon in the
Himalayan region besides subjecting the roads to excessive use.
WHY WE COULD NOT IMPROVE OUR LOT?
5.Reasons:-
(a) We voted in favor of our caste and religion,that fragmented the
political cohesion required to persue a plan like SAP(JAGRITI).
(b) Lack of will power and commitment on the part of political parties.
(c) After elections, the loyalty shifted to party high command.
(d) Failure on the part of political parties to develop a consensus to
focus on development to integrate the hill economy with the main
stream of the national life, even after submitting them SAP(JAGRITI), about five years ago.
6.OUR THOUGHT PROCESS:- In view of the circumstances above,we want to
integrate hill economy of UK with the mainstream of the national
life.In this pursuit, we want to place the developmental horse with
political mandate infront of the cart of virgin economy of hill
regions of UK,to make our UK- Switzerland of the East and strengthen the national defence in cost-effective manner of this front line state of the Union of India.
BIRD’S EYE VIEW OF SAP(JAGRITI). .UK to be store house for tourism,health,education,white goods industries and hydro-electricity. 7.A brief on SAP(JAGRITI):-
(a) There are 24 Priorities.
(b) Through these priorities we want to raise infrastructure in the
state for development.
(c) Priority I:-Broad gauge railwayline upto Block HQs,to provide all
India railway connectivity.Block HQs will be treated as focal point of
development,there will be a railway station here and connectivity
beyond that, will be by road to each and every village including
UKIDC(Uttarakhand Industrial Development Corporations, to be raised on
unproductive land in the hill region).There will also be two
warehousing establishments-one for the PDS and other for the use by
the locals.
(d)Priority II:- Our capital to be at GAIRSAIN and e-governance within
the state.Ruling the state from DehraDun,located at a corner is impossible.
(e) Priority III:- Pithoragarh to have an International Airport which
will also be developed as advance air base for the Indian Airforce.All
India Institute of Medical Sciences as a nodal agency to promote
health services will also be located here in Pithoragarh.
(d) UKIDC:- Will be raised in unproductive land of hill region.All
economic activities including educational institutions will be raised
only in these areas for the ease of management,control and better
service.It will cater to supply electricity,water, health
services,pollution control,banks,postal services,motor road,train and- Show quoted text -8.ROLE OF ESM IN DEVELOPMENT OF UK:-
(a) All round development is our birth right.
(b) There are 7 to 8 lakh ESM in UK. One ESM can fetch 6 votes-self,
wife, son, daughter, son-in-law, daughter-in-law.
(c) Battle is first won in the heart then will be won in Vidhan Sabha
Shetra, so let us do it now.
(d) ESM are in all the 70 constituencies. They must be used as nucleus
to furtherance interest of our political party. For this they need to
be educated about our philosophy, SAP(JAGRITI) and their motivation
and drive co-ordinated through the media, as Anna’s team managers
did it. 9.We need to go to the voter to educate him on the line of Strategic Action Plan (SAP) JAGRITI. There was no such plan in the past, where every body’s interest was taken into consideration; this is the greatness of SAP JAGRITI. All that it needs to be done is to educate the voter. We can hit back on all other political parties as they are corrupt, selfish and have done nothing during their mandate. All were sent a copy each, so let them defend themselves. We hope our youth will come forward in a big way and defeat all other political parties in the fray. 10.BRIBERY AND CORRUPTION:-In 1982,an Anti-corruption Act was implemented in Singapore, and 142 ministers and government officials were arrested in a single day. To day only one percent of Singapore’s population is poor, and the city state has 92 percent literacy, one percent unemployment and better medical facilities than India. There are about 30 million cases pending in Indian courts on bribery and corruption. 11.BLACK MONEY:-The graft in India is often claimed to cost the economy1-2% of GDP a year .Indian Black money stashed abroad is Rs. 300lakh crore, where as China has$96 billion only. If this wealth is brought back we will have Rs.50000 to 60000 crore for each district. Every village will have Rs. 100 crore and every familyRs2.25 Lakh. Only 16 paise of a Rupee reaches its destination. 14 MPs and 75 MLAs supported Yeddurappa to remain in chair(challenging his arrest warrant in Karnataka High Court). A sum of Rs23 Thousand Crore per year is being siphoned out of the country, as per details given by RBI. SBI’s Tier I capital ratio, at 7.6 percent is currently below the eight percent that the Indian government has committed. Why not the government taking steps to scrap the treaty with MAURITIOUS and 79 countries acting as safe haven for stolen money, as the first step, since US could do this to bring back the loot. Why cann’t we? Why are we importing Chinese Yuan and paying them interest for our infrastructure development ,when foreigners are enjoying India wealth? 12.DYNASTY RULE:-Our constitution was written by the best brains,but 64 years of our experience of running a parliamentary democracy in Indian environment has ushered only dynesty rule where merit has been sidelined by the ruling class and people have been held on ransom. Indian state reveals itself to be weak and myopic, doing the country’s socio-economic fabric great harm. 13.CONGRESS PARTY:-Congress party managers are ridiculing Anna Hazare without realising that he is speaking for the people,raising their problems effectively.If the government,parliament and other constitutional institutions do not deliver, then such agitations are bound to emerge.Congress, that is supporting Abdulla family led National Conference in J&K, was paid a sum of Rs.85 lakh by Haji Sayed Yusuf Sah,(died of heart attack, while being taken to Police Station) for ministerial berth. Dehradun has been the driver of growth in UK, after carving out a state from erstwhile UP. Public sentiments were to be respected and the state capital was to be built at Gairsain, for effective command and control of the administration and to enable aggrieved people from far and wide to interact with the CM and return the same day to their home. For highlanders, Delhi or Lucknow are nearer and easier to approach than government machinery at Dehradun. Dehradun , is a good city, but it does not make a state. DehraDun can be a business centre or International Financial Centre but not the state capital. There is demand for a fairer share in development of other satellite towns too, to ease out the pressure on DeraDun , upon which there is a tardiness that has sustained for last ten years. Growth and development parameters should not be left to calculations of electoral gains ,political expediency and likes and dislikes of school going children, who want to get educated at convents located in DehraDun, they can easily afford to join the hostels . 14.CONGRESS AND BJP ARE TWO DIFFERENT SIDE OF THE SAME COIN:- (a) Both follow Dynasty Rule. (b) Both are a party in passing the budget for CWG games. (c) Both are unable to provide a list of economic offenders of Black Money, stashed abroad. (d) Both accept supremacy of Gandhi family,as BJP has given ticket to Varun Gandhi, so that Gandhi family is always in power. (e) Both were against creation of UK,but BJP thought it can deepen the Brahiman/ Thakur divide, for its political survival. (f) Both have ensured that hill people are kept poor, to serve them as vote bank since our land in Tarai Bhabar region was being distributed to unauthorised people. (g) Both have worked for the luxury and comforts of others by displacing our people in construction of Tihri Dam. (h) IIM meant for Kumaon Region has been located at Kashipur,to secure electoral prospects of Congress MP. The right place to locate was Ranikhet, the heart of the Kumaon Region,as developed by the British, when UK was not even dreamt of. This movement has the concurrence of the CM. (i) AIIMS was sanctioned for Pithoragarh,but a Congress MP got it shifted to his constituency on approval of change of location by the BJP, CM. It was not visualised by the BJP led CM that with in a peremeter of 40 KM, there were more than 10 medical institutions in the near by areas, where as there was nothing in Pithoragarh. (j) Both were sent one copy each of the Strategic Action Plan(SAP) JAGRITI, but they did not feel it appropriate to take action since that would make it difficult for the politicians to survive, as people will use their brain during election ,to find the best of the candidates. 15.WHAT WILL HAPPEN IF SAP(JAGRITI) SIDELINED? The results visualised are:- (a) Continuous negligence will make people intolerant of rulers from DehraDun. (b) It may pave the way for a Centrally Administered Area to include whole of Kumaon Region and some areas of geographical contiguity from Garhwal Region too. Goa, Panduchery and Chandigarh, are a few example to quote. If that happens, will UK still be a viable state or it goes back to UP, from where it bifurcated 10 years ago? 16.WHERE ARE THE NEW LEADERS IN THIS BANDARBAT?:- (a) About 600 people have contested elections in the past, they did not belong to any of the parties named above. These leaders might have not won the elections but are experienced enough to bring victory to the party through SAP(JAGRITI).They must unite themselves under the banner of a new party called JANHIT PARTY OF UTTARAKHAND. Amongst them they must decide ONE candidate per constituency, and request public to vote only that candidate and no one else. (b) They must have a banner, election manifesto based on SAP(JAGRITI) and get the party registered with the election commission. (c) The CM will be elected by the party , should be the answer. (d) They must be organized through party meetings, train the grass root functionaries with the fine prints of SAP(JAGRITI) to explain the voter as to how our party is different than the rest. With that knowledge the party worker allowed to inter act with public. (e) Brief of SAP(JAGRITI) be relayed through press, TV, media, as voter awareness campaign. (f) Starting place for public meeting be GAIRSAIN first then the areas rarely visited by rivals.We must come to plains areas once we achieve success in hill regions. (g) Briefing in plains must highlight as to how SAP(JAGRITI) is going to bring material gains to people of UK by bestowing on our people the FIRST TO REFUSAL in any economic activity that takes place in the hill regions. It will take the industries to the unproductive land of hill areas and save the most fertile land for agriculture. (h) Ex-servicemen(ESM) have settled down in plains areas in great number, we must sell the idea to them that if voted to power we will bring an ENFORCEABLE RIGHT TO RESETTLEMENT for them. (j) I wish to take on any public meeting that you all decide me to speak on the SAP(JAGRITI) and how newly formed party and its government will give life breath to it. (k) Some of the youthful ESM can be a great help in this campaign to which both Congress, BJP and others are trying to lure to make a killing. So, we must be able to appreciate and harness the talents of ESM, but aged ESM, must act as guides, as they cannot lead from the front, this will really be a challenge as older lot would love to sleep on their past laurels, may spoil the KHEER. 17.CHEAP POPULARITY MEASURES BE GUARDED AGAINST:- Now the poll bugle for 2012 election is about to be sounded in UK,Congress,BJP,SP,BSP,UKD and others will come out will lush money they have accumulated for this occasion. We are poor financially. We must not give up ideology of SAP(JAGRITI). Mix with all .Keep your eyes and ears open to find out where they are going wrong. Once their resources get exhausted then start your campaign with full blast speed. Remember the success lies in the thoughts not on physical possession. Failing of Congress and BJP are many, we being a new party have no baggage with us, at least for now, so hit the enemy relentlessly, where he least expects you.
