चार लोगों को 377 मेगावाट के प्रोजेक्ट

देहरादून। नेता प्रतिपक्ष डा.हरक सिंह रावत ने स्वचिन्हित बिजली परियोजनाओं के आवंटन में भ्रष्टाचार और अनियमितता के आरोप लगाए हैं। उन्होंने कहा कि चार लोगों की स्वामित्व वाली अनेक कंपनियों को 377 मेगावाट के प्रोजेक्ट मिले हैं, जबकि स्थानीय लोगों को सिर्फ साढ़े तीन मेगावाट के प्रोजेक्ट मिले हैं।

विधानसभा स्थित कार्यालय में पत्रकारों से बातचीत में श्री रावत ने कहा कि इस पूरे खेल में अमित कुमार मोदी, दीपक सुरी, हरजिंदर सिंह, सुब्बा रेड्डी जैसे चार बड़े खिलाड़ियों को कुल 377 मेगावट की परियोजनाएं आवंटित की गई हैं। उन्होंने कहा कि राज्य के ऊर्जा स्रोतों के साथ जो हो रहा है, वह महज एक संयोग नहीं, बल्कि भ्रष्टाचार है। उन्होंने बाकायदा इन आवंटियों की सूची, आवंटित की गई परियोजनाओं की सूची के साथ ही स्थानीय लोगों को आवंटित परियोजनाओं का विवरण भी पत्रकारों के समक्ष रखा। उन्होंने कहा कि अमित मोदी के स्वामित्व वाली 13 कंपनियों को परियोजनाएं आवंटित हुई हैं। हरजिंदर सिंह की स्वामित्व वाली कंपनियों को पांच परियोजनाएं मिली हैं। दीपक सूरी की स्वामित्व वाली नौ कंपनियों को परियोजनाएं आवंटित की गई हैं। उन्होंने कहा कि इस तरह के बाहरी लोगों को 960.1 मेगावाट क्षमता की 46 परियोजनाएं आवंटित की गई हैं, जबकि स्थानीय लोगों को मात्र 3.5 मेगावाट क्षमता की दस परियोजनाएं आवंटित की गई हैं। एक भी परियोजना एक मेगावाट क्षमता की नहीं है। उन्होंने आरोप लगाया कि यह आवंटन बताता है कि राज्य सरकार ने स्थानीय लोगों की सहभागिता से छोटी बिजली परियोजनाओं के संचालन के संबंध में जारी की गई अपनी ही ऊर्जा नीति को दरकिनार कर दिया है।

श्री रावत ने कहा कि यदि पावर प्रोजेक्ट आवंटन में कोई गड़बड़ी नहीं है तो इसकी सीबीआई जांच से सरकार परहेज क्यों कर रही है। सदन में सरकार इस मुद्दे पर चर्चा कराने के लिए तैयार नहीं है। कांग्रेस इस मुद्दे पर मुखर रहेगी, ताकि वस्तुस्थिति सामने आ सके।

पहले रिजेक्ट किया, फिर सलेक्ट

देहरादून। गंगा एक्शन प्लान में कछुए की चाल चल रहे उत्तराखंड में टेंडरों में की गई अनियमितता कई सवाल उठा रही है। श्रीनगर में अलकनंदा किनारे स्थापित प्लांट के लिए जिस कंपनी थर्मेक्स का प्रस्ताव पहले निरस्त कर दिया गया, बाद में उसी के नाम टेंडर खोल दिए गए।

भारत सरकार ने गंगा एक्शन प्लान की स्वीकृति 1985 में की थी। उत्तराखंड में इस परियोजना पर दस साल बाद 1995 में काम आगे बढ़ा। उसके बाद भी गति इतनी धीमी थी कि टेंडर प्रक्रिया में ग्यारह साल और लग गए। 2006 में श्रीनगर सीवेज ट्रीटमेंट प्लांट के लिए टेंडर आमंत्रित किए जा सके। इस परियोजना के तहत अलकनंदा तट पर 3.5 एमएलडी क्षमता का एमबीबीआर तकनीक से प्लांट लगना था। इस तकनीक को सबसे उपयुक्त पाते हुए विशेषज्ञों की समिति ने इसकी संस्तुति की थी। टेंडर काल करने पर चार फर्मो ने इसके लिए आवेदन किया। जिनमें से दो फर्मो मै.एसोसिएटेड एनवायरनमेंटल इंजीनियर्स लि. बड़ोदरा तथा मै.जियो लियर एंड कंपनी नई दिल्ली ने निविदा के स्पेसीफिकेशन पर ट्रीटमेंट प्लांट के निर्माण की सहमति दी। एक फर्म एनविराड कानपुर ने असहमति व्यक्त की, जबकि एक अन्य फर्म मै.थर्मेक्स दिल्ली ने आपत्ति जताते हुए कुछ समय और मांगा। समिति ने उन्हें समय दिया और चारों फर्मो के प्रतिनिधियों ने 27 व 28 नवंबर 06 को अपना पक्ष रखा। निविदा समिति ने सभी फर्मो को पहले ही यह स्पष्ट कर दिया था कि विभिन्न शहरों में निर्मित सीवेज प्लांट के अनुभवों को देखते हुए इस प्लांट के बायो रेएक्टर का मीडिया एमबीबीआर तकनीक का ही होगा। दो फर्मे इसके लिए तैयार थी, लेकिन बाद में मुकर गई। उनके टेंडर निरस्त कर दिए गए। मै.थर्मेक्स ने अपने ही थर्मेक्स मेक मीडिया लगाने का प्रस्ताव रखा। जिसे पूना और हरिद्वार के सीवेज प्लांट में असफल होने का हवाला देकर नकार दिया गया। फर्म को निर्देश दिए गए कि वह एमबीबीआर मीडिया के साथ ही अपनी बिड दे। अपने ही मेक का प्रस्ताव देने पर अन्य फर्मो के साथ थर्मेक्स का प्रस्ताव भी निरस्त कर दिया गया। छह महीने बाद थर्मेक्स के फैब तकनीक का मीडिया प्रयोग करने वाले टेंडर को स्वीकृत कर दिया गया। हालांकि यह प्लांट अभी चल रहा है। लेकिन इस बात की गारंटी देने के लिए कोई तैयार नहीं है कि प्लांट अलकनंदा में मानकों के अनुसार शुद्धीकृत सीवेज जा रहा है कि नहीं। पौड़ी की नानघाट परियोजना पर ऐसे ही एक मामले में 63 लाख के वाल्व खरीदने के टेंडर में गड़बड़ी पाए जाने पर पेयजल निगम के पांच अफसर दंडित किए गए थे। यह तो और बड़ा मामला है।

Uttarakhand has demanded 1,000 Mw of free power from the Centre for shelving the 480-Mw Pala Maneri and 381-Mw Bhaironghati projects.

Chief Minister Ramesh Pokhriyal Nishank would shortly write a letter to the Centre for compensating the loss of the two key projects. “The Centre must compensate us with at least 1,000 Mw free power in case these projects are shelved,” said Nishank.

The CM also described the decision as “illegal” claiming only the Ganga river basin authority was authorised to take a final decision. However, top officials here maintained that the government was taking the legal opinion under the high court’s order last year whether a group of ministers can take a decision on the projects.

At the centre of controversy are three hydro power projects – 600 Mw Loharinag-Pala, 480 Mw Pala-Maneri and 381 Mw Bhaironghati, the construction for which have since been stopped. While Loharinag Pala is being built by NTPC, the other two are being developed by the state-owned Uttarakhand Jal Vidyut Nigam Ltd (UJVNL).

While NTPC’s Lohari Nagpala which is being built in Uttarkashi district with an investment of Rs 2,500-3,000 crore, is at a very advance stage, the UJVNL had also done considerable work on Pala Maneri and Bhaironghati. The centre has set up a committee to take a final decision on Loharinag-Pala on which NTPC has so far invested Rs 600 crore. UJVNL has invested Rs 100 crore on Pala Maneri.

Avadhash Kaushal, chairperson of RLEK, a Dehra Dun-based NGO, has also threatened to move the HVC over the issue. “We will again approach the HC as the loss of these two projects would be a big blow to power-starved Uttarakhand,” said Kaushal under whose petition the high court had asked the Ganga river basin authority to take a final decision.

Significantly, the Centre’s decision to scrap the two projects came in less than a week after the campaign by the All India Akhara Parishad, a powerful body of top seers and sadhus, against these hydropowerprojects had already fizzled.

After the industry has seen a boom in the Gurgaon and Noida belt as far as the establishment of automotive hubs is concerned, experts are of a view that it is now thee turn of Uttarakhand to attract a lot of investment from the industry.
It is believed that till now the Pune auto belt has been one of the most successful auto hubs present in the country but according to a source in the industry, with players like Tata Motors, Hero Honda and Bajaj Auto, which have set up their manufacturing units here, are in talks with the state government to make the state an auto hub in the times to come.
The source further added that the government is very much interested in the proposition and is collecting much-needed information on the free land available that could later be capitalised by the auto companies if they want to expand in the region.
Chief Minister Ramesh Pokhriyal Nishank said that most of the auto companies operating in the state are keen on expanding their capacities. It may be noted here since the state offer excise exemptions, it makes the destination a very attractive point in the automotive industry.
