Beckett remarked that his land settlement was ‘‘Raiyatvari Bhuvyavstha’. Ramsay and Atkinson supported Beckett (Atkinson). However, Dr. Dabral stated that the statement was not totally correct. Government issued rules for land settlement as ‘Saharanpur Rules’ in 1855. According to ‘Saharanpur Rules’ the settlement was valid for end of the nineteenth century. There were three main differences between North West Provinces (NWP) (Saharanpur Rules) land
Settlement and Bombay presidency land settlement (this was really the ‘Raiyatvari settlement) –
1-In NWP, the tax was determined for whole village. The tax was distributed among owners and Khaykars in a village. In ‘Raiyatvari settlement of Bombay presidency; the tax was determined on each farm land.
2-In NWP, the tax payment was collective responsibilities for all villagers paying through Malgujar. In Bombay Presidency, each farmer was responsible for paying his tax.
3- In NWP, the tax payment was collective responsibility of villagers and they could show their concern or could oppose government collectively. However, in Bombay Presidency, the individual farmer was responsible for tax payment. The individual could not dare for opposing government order.

म्यार गाँव मा एक छौ छवण दा । छवण दा क बुबा जीन हमर इ गांवक मास्टर जी सीताराम की काकी तै सँजैत जंगळौ लखड़ कटद देखि अर वींकि दाथी लूंठी दे। सीताराम मास्टर तैं डंड भरण पौड़। मास्टर सीतारामन छवण दा चारम फेल कर दे। मीन मास्टर जीकी भतीजी तै खेल इ खेल मा पीटि दे कलजुगी मास्टरन मै तै कला /आर्ट मा फेल कर दे। भैंसक गुस्सा मकड़ा पर।
इंदिरा गांधी तै तबाक गृह मंत्री चरण सिंगै जेल कराइ। जेल से इंदिरा गांधी तैं जामिन मिल गे तो चरण सिंगन कथ्या इ अधिकारी, लिपिक अर चपड़ास्यूं बदली करे दे। बागणी गुस्सा छौंनों पर।
इंदिरा गांधी बि कम नि छै वा बि कैको गुस्सा कै पर गाड्दी इ छै। भेड़िया कु गुस्सा किदल पर।
भैंसक गुस्सा मकड़ा पर आजै बात नी च। पुराणो से यु खेल चलणु च।
नबाबजादा जब बि मदरसा मा भर्ती हूंदा था त दगड़म चार पांच गरीबजादा बि भर्ती करे जांद था। जब बि नबाबजादा क्वी गळती कारो ना कि उस्ताद की सोटी गरीबजादों की पीठ पर पड़दी छै। एवरी थिंग वज ऑफिसियली। याने भेड़िया कु गुस्सा चखुलि पर।
कखि क्वी घोटाला ह्वावो अर मंत्री जी पर आंच /तैंचि आणि वळ हो कि मंत्रालय का चपड़ास्यूं बदली ह्वे जांद। अखिलेश सरकार मा या मायावती सरकार मा यु रोजाना रोजनामचा च। चकड़ैतूं गुस्सा मुर्गी पर।
कुछ दिन पैलि उत्तर प्रदेश मा कै बाबा या महर्षिन अपण आश्रम से पुलिस पार्टी पर गोळयूँ बौछार कौरी अर फिर बड़ी ल्वै खैतरी ह्वे। यूपी सरकार तै पूछे गै बल आश्रम मा इथगा असला कनै आयी ? तो जबाब थौ बल हमन तेरा क्लर्क , तेरा चपड़ासी अर पुलिसक तीन हवलदारो तैं सस्पेंड कौर आलिंन। मरखुड्या सांडक गुस्सा मोळकीड़ू पर।
अब सी कर्नाटकम कावेरी नदी जलविवाद पर पता नि कथगा सरकारी बस जळिन धौं। आज भोळ खबर आलि कि एक सौ क्लर्कों बदली ह्वे गे।
बस युगों से यी होणु च बल बाग़ खुराफात करदो, भेड़िया खुराफात करदो अर गुस्सा मा किदल मारे जांदन।

Ghazal is not original genre of Garhwali poetry as also found in other Indian regional languages. Ghazal came in Garhwali poetry in seventies. Netra Singh Aswal is supposed to be one of the outstanding Ghazal makers of initial stage. The veteran critics and drama maker Rajendra Dhashmana named Garhwali Ghazal as Ganjeli Kavita. Ganjeli means pestle. As the last part of pestle grinds the cereal same way the last Nukta makes Ghazal meaningful.
After Netra Singh Aswal, many Garhwali poets tried in Ghazal creation in Garhwali but Madhusudan Thapliyal, Madan Duklan, Uma Bhatt and Virendra Panwar could impress the critics.
Madhusudan Thapliyal is first Garhwali Ghazal maker who published Ghazal collection ‘Harbi-Harbi’.
Karch –Kabarch by Jagmohan Singh Bisht is second Ghazal collection in Garhwali language.
The present Ghazal collection has more than 600 Ghazals divided into 56 subject Parts. Each part has around 10 Ghazals or more.
The subjects of each Ghazal part are varied in nature and color. The subjects are philosophical, love, romances, political, social reforms, social changes, social stagnancy, environment, culture geographical beauty of Garhwal, Uttarakhand movement , selfish interests at various levels, present situation of Uttarakhand and other topics and issues.
Bisht has been successful in raising various issues. The Ghazals by Jagmohan Singh Bisht are serious in nature and provoke the readers to think and act.

Usually, Ghazal makers in other languages (than Urdu) push Urdu forcibly and make those Ghazals difficult to understand or those Urdu words do not match the soul of the language.Jagmohan Bisht uses simple routine Garhwali phrases and make those Ghazal interesting and easily under stable by common men too.
The present Ghazal collection by Jagmohan Bisht is evidence that day by day Garhwali Ghazal is evolving towards its fineness. The phrases and subjects are from realistic world and make this collection the well blend of philosophy and realism.

एक गरीब बच्चा
पुछण बैठि अपण ब्वे तैं
हे माँ यु कार मा बैठ्यां नौना
अर मि मा क्या अंतर छ
वी भी छ्वट्टो अर मी बि
त हममा गाडी किलै नी छ
रोटी , कपड़ा , मकान किलै नी छह
बेटा यु पुराणु लोक तन्तर छ
तभि त इथगा
सामाजिक अंतर छ
हे बेटा सूण !
या व्यवस्था भैर बटि चमकीली जरूर दिखेंदी
पर भितर बटी पूरी तरैं सड़ीं -गळी छ
भ्रष्ट आचरण पर टिकीं छ
यीं तैं बदलणा कु
उठीं कलम
लड़ कुव्यवस्था से
विश्वास कैर
अगनै आण वळा छन
सुनहरा दिन
आज भले ही यख अन्द्यरु छ
पर यांक बाद निश्चित ही सुबेर छ।

There was apprehension about real land area determined in Batten land settlement through rope (Dori Nap). After completion of thirty years of Batten settlement, in 1887, it was essential for measuring land through plain table system. In 1887Board of Revenue director of Records, Agriculture department for the process of future land settlement. The senior assistant commissioner of Garhwal reported about the random measurement in Lobha and other places in Garhwal (2) for getting information about –
1-The increase in agriculture land after batten settlement
2-The reliability and correctness of maps and measurement conducted in Batten settlement
3-The cost estimation for new measurement as per old system
After Lobha survey, it was found that 66 % farm land was changed in form and area as shown in maps in Batten settlement. There was total fifteen percent increase in agriculture land- ten % as new land and 5 % increase in old farm/field. However, the random survey in other parts of Garhwal proved that there was 33 % increase in Agriculture land. The cost on new survey was estimated for 5 anna and 11 pai per acre or Rs.243 per square mile.

Dr. Surendra Datt Semalti was born in Pujar village, Tehri Garhwal in 1955. Dr Semalti published poems in various magazines and periodicals. Dr. Surendra Datt Semalti creates poem about social awareness, social reforms and inspirational subjects. He uses simple Garhwali phrases and proverbs in his poems. वीं तैं पढ़ा जनि पाटी , वच्छ सीदि सादि लाटी।।

वीं नि मान कबि बोज , सेवा करदी वत रोज।
सैंसर मा रंदि दूर , फिर बि मैत रंदि सूर ।।

माँ का पेट वीं नि मारा , काम चल्दा वीं से सारा।
व छ द्वी कुलुं की जोत , कबि नि कारा वीं की मौत।।

स्कूल वीं तैं पढ़ावा , काम धंधा मा अड़ावा।
नौन्यौं सि चल्दु वंश , वा छ प्रकृति की अंश ।।

नौनि जु कखि हर्चि जालि , दुन्या तब कनै रालि।
खतम होलु जु यु बीज , फिर न्हीं मिल्यां क्वी चीज ।।

जौंदि जब वा भित्र -भैर , घर लगदु जन सैर।
दिखेंदी फूल सि कली , औंदि जौंदि लगदि भली ।।
