जी हाँ   झ्याड़, क्याड़ , या छिल्ल गडणम  गढ़वळयूँ तै बनि बनि का रस पान करण पोड़द छौ।  कास ! नाट्यशास्त्र का भरत मुनि गढ़वळि हूंदा तो लिखदा कि बीभत्स रस मा घीण , झिड़झिड़ी , एलर्जी अधिहृषता ,    प्रत्यूर्जता का साथ साथ हर्षिता , ऊर्जा अर  उत्साह  बि बगद।   अर  झ्याड़, क्याड़ , या छिल्ल गडण एक विशिष्ठ विज्ञान च , विशेष कला च अर प्रकाशोर्जा  की आशा बि च।  नि बोल जाण ?
झ्याड़, क्याड़ रौ पुटुक धरण सरल काम छौ अर झ्याड़, क्याडुं तै रौ पुटुक धरणम   पसीना बगण , औसंद व आसा -उत्साह भाव से  अधिक भाव नि आंद छा इक तलक कि चौर्य -भय रस बि ये कार्य मा अनुपस्थित रौंद।  झूट बुलणु हों त चोरुं स्याळी  तै कव्वा काटि देन।
बस  झ्याड़, क्याड़ , या छिल्ल गडणम ही छै से सात रस अर अथा भाव पैदा ह्वे जांदन। 
  आपन मजाक समजण पर जौंन   झ्याड़, क्याड़ गड्यां छन वूं तै पता च कि ये  बिनतिथि का  त्यौहारम सब रस अर सब भाव पैदा हूंदन जु हौर कै हौर कार्य मा नि मिल्दन।  अर सब तै पता च कि प्याज गडण ह्वावो  या  झ्याड़, क्याड़ , या छिल्ल गडण हो तो यी द्वी काम सरा गौं एकि दिन करद।  इन मा एक जगा सरा गौं कट्ठा नि हूंद ? खौळ -म्याळ बि इनि त  हूंद।  नि हूंद ?
जिंदगी एक नाटक च तो   झ्याड़, क्याड़ गडण बि एक परिपूर्ण नाटक च अर ये नाटक मा अथा  भाव मिल्दन।
  जु त तुमर गाँव मा रौ तुमर खाणो पाणीक इ तौळ हो त तुम ये पर्व तै  त्यौहार नि मानि सकदन।  हाँ जौंक गांव मा झ्याड़, क्याड़ गडणो दूर द्वी तीन मील बड़ो गदन जाण पड़द तो वै गांवक लोक झ्याड़, क्याड़ गडणो अतिरिक्त गदनम माछ मरदन,  ढुंगळ बणान्दन अर कुछ दारु चुस्की बि लीन्दन। 
सबसे पैल औसंद, वीरता  अर घिणाणो  रस मिल्दो जब कमयां याने भिज्याँ झ्याड़, क्याड़ की गठरी तै रौ से भैर गडे  जांद।  औहो क्या लाल कीड़ा दिखेंदन अर फिर बि  झ्याड़, क्याड़ पूळ गाडिक लाणम जवां संतुष्टि मिलदी वा संतुष्टि ब्वारि लाण बि क्या मिलदी होली।
फिर भिज्याँ झ्याड़, क्याड़ से  स्योळु निकाळणम क्या कम खण्ड  खिलण पड़दन अर लत -पत , कीड़ा आदि अर सबसे बड़ी एलर्जी तो ये बगत ही शुरू ह्वे जांद।  भौतुं पर  दमळ उठी जांदन अर द्वी चार दिन तक या एलर्जी रौंदी। 
अर तुम समजणैं ह्वेला कि स्योळ गाडि तो कार्य सम्पन ! अजी कै जमन छंवां तुम ? कनो स्योळ  धूण , स्योळ छपोड़न अर घौर पौंछाण क्या अजकलो दर्जा आठ पास करण समजी याल क्या तुमन ? वीर रस  , रौद्र रस ,  आदि का अनुभव,  दर्शन व रस्वादन स्योळ  धूण , स्योळ छपोड़न अर घौर पौंछाणम नि हूंदन ?
फिर जौंक गदन मच्छी मार कर्मकांड हूंद व ढुंगळ ,उड़दै दाळ   पकाणैं क्रीड़ाक्रम चलद  तो उख तो कथ्या इ रस -भावुं  रस्वादन   हूंदन यी त वी बतै सकदन जौंन झ्याड़, क्याड़ , या छिल्ल गडण अर माछ खाणो उभय कर्म कर्याँ ह्वावन।
आपन कथगा इ प्रश्न पुछणन की झ्याड़, क्याड़ , या छिल्ल गडणम प्यार या श्रृंगार रस   कब पैदा हूंद ? ये भै जब छिल्ल अर स्योळ की सफै ह्वे जांदी तो गुसै -गुसैणी अपण छिल्लों तैं कै भाव से दिखदन ?
जलन / ईर्ष्या  ये भै द्यूराणी -जिठाणी एक दुसरा क छिल्ल अर स्योळु   तुलना नि करदन कि कैक छिल्ल पर कम खुब्ब्या छन , कैक स्योळ सफेद अर गाँठ रहित च ? अर जनि तुलना हो तो शोक , क्रोध , जुगुप्सा , असूया भाव जागरण अफिक ह्वे जांद कि ना ?
  अब फिर आपन पुछण कि  झ्याड़, क्याड़ , या छिल्ल गडणम    करुणा कखम आई ?
  जी जौंक गाँव मा शिल्पकारों संख्या अधिक हो तो करुण रस अफिक उपजी जांदो छौ।
जरा याद करो - शिल्पकारो परिवार  मा ना भ्यूंळ ना भंगुलक्यड़ अर छिल्ल व स्योळ जरूरत उथगा   इ आवश्यकता हूंदी छै जथगा एक बिट्ठ परिवार तैं।  जै गदन  झ्याड़, क्याड़ , या छिल्ल गडेणा ह्वावन तो उखम मवरां शिल्पकार परिवार बि आंदन अर निछौंदी मा करुण रस का शोक , भय , ग्लानि , श्रम , दैन्य , आवेग , जड़ता , विषाद , अश्रु आदि भाव तो अफिक पैदा होला कि ना ?
अब मीन सूण बल अब  झ्याड़, क्याड़ , या छिल्ल गडणैं संस्कृति रसातल  की तरफ सरकणी च तो सोग मनाणो जरूरत नी च।  हर संस्कृति का विनास हूंदी च।

          In British rule, Kumaon was a commisionery. The head of Kumaon commisionery was Commissioner. Under the commissioner was assistant commissioner that was changed to deputy commissioner post later on. Hierarchal, under the deputy commissioner were Tehsildar,Kanungo, and Patwari. Thokdar and Malgujar were semi government workers.
Kumaon commissioner had exclusive and especial power than commissioners of plains.

  Edward Gardner- Edward was the first commissioner of Kumaon. He did not complete even a year as commissioner. In 1815, he abolished Child sales custom and abolished tax on child sales.  Gardner was busy mainly on political and diplomatic activities. British government/Company appointed Trail as Assistant Commissioner in 1815.
           In April 1816, East India Company promoted Gardner and appointed him ambassador of Nepal and sent him to Nepal.
B.W Trail- Trail worked as Executive commissioner in absence of Gardner from 1816- 1817.  Company promoted Trail as commissioner of Kumaon on 1st August 1817.  Trail took over additional charge of Barely in 1835. Trail was one of the strict, active and disciplined commissioners of Kumaon and Garhwal. He corrected land management for eight times in Garhwal.
  There were negative points in Trail administration. Trail allowed caw slaughters in Kumaon and threatened sending them to exile in Banaras those were opposing caw slaughters. Bird  wrote about Trail," There is need of improvement in criminal judiciary . I came to know that under Trail administration, administrators putting innocent into jail without verification or being compelled to work on road." (Pandey)
Colonel Gowan- In 1831, Company appointed colonel as Commissioner of Kumaon division. Now, Board of Commissioners increased vigilance. In 1836, government declared sales of children, slaves, girls as criminal offence. There was regular opposition from people against killing of caws. However, caw slaughtering continued in army camps.
In 1837, Bird criticized the administrations of Trail and Gowan (Atkinson )
G.T Lushington – East India Company appointed G. T Lushington as Commissioner of Kumaon division in 1846.
  In 1839, government divided Kumaon into two districts- Kumaon and Garhwal.  There were two assistant commissioners for administrating each district.
J.H. Batten – G.T Lushington died in 1848. Company appointed H.T. Batten as commissioner of Kumaon. Previously, Batten was assistant commissioner of Garhwal.
    Board of commissioners and government wanted to run the Kumaon administrations as per their ways. Batten has agreement with them. Batten was expert in understanding and satisfying the higher authorities. Higher authorities were aware about caliber of Batten. Therefore, higher authorities used to take suggestions of Batten.
Due to his influences on higher authorities, batten was able for bringing newness in administration.  He changed the administration system.
  In 1851, Batten printed the reports of Kumaon in volumes. Those reports are interesting till dates.
  In 1952, Calcutta Review criticized batten that he was spending money on army roads and bridges but no person walked on those roads and bridges.

         Bhagwati Prasad Nautiyal in Garhwali literature is more famous on writing commentary and reactionary notes. His forwarding notes on various poetry collections are appreciated. In short, Bhagwati Prasad Nautiyal is a known critic in Garhwali literature.
Bhagwati Prasad was born in Gauri Kot (Idwalsyun) , Pauri Garhwal in 1931.
  Bhagwati Prasad Nautiyal created a couple of poems and the following is one of his favorite poems-
मैं हिमालय बोलणु  छऊँ (लम्बी कवितांश )

मैं हिमालय बोलणु  छऊँ
क्य तुम तक म्यरि आवाज
पौंछणी च ?
क्य बोले - बिंगेणू नी च ?
चुचों क्य ह्वे , तुमारि कन्दूड्यों  तैं
म्यरि तरौं तुम अज्युं बुड्या नि होयें    ...
ल्या त हौर जोर   करी बोल्दौं (लरै -लरै कि बोल्द )
अरे भै ! मैं हिमालय, हिमालय  बोलणु  छऊँ
नि बींगि अज्युं बि , तब त
तुम न त उच -कंदुड्या छ्यें न बैरा
औड़ी कीटी तैं बण्या छैं -बैरा
अर वांको कारण ?
कारण मैं बतांदु /गुस्सा नि ह्वेन
म्यरा भूलों , म्यरि भूल्यों /यु कसूर तुम्हारो नी च
कसूर च वीं रीत भौंणो /ज्व तुमन अपणै याले
मि तैं -तुमन भुलै याले
'चल खुट्टि कौथिगै '/तुमतैं आदत पड़गि 
मंडा , झंगोरो बाड़ी /अब क्यापि ह्वेगि
म्यरा छा जु /वूं मन्ख्योंन , ऋषि - मुन्योन
म्यरु मान करे , सम्मान करे
वेद अर पुराणों मा /म्यरि स्तुति करे
देव द्यब्तौं न /म्यरि खुगलि खुजाये
शूरबीर , धीर अर पराक्रमी नर नार्यों न

पुटगुंद हि मनखी कि
जाति खुज्याणा को
बगत हि त छ !
पांच सौ कु नोट
द्वी किलो कु थैला
बांदरों का खुचिलों   
कुकरों का छौला
बगत हि त छ !
ज्वानो की मतिंग /दानों की भतिंग
घास -पाणी -सब्या धाणी
अर ग्वीलों लतिग
बगत हि त छ !
भद्यळा , चमचों की बरात
नौकर्यूं म जात पात
बिजली विभागम अंध्यरि रात
अर स्कूलों मा दाळ भात
  बगत हि त छ !

               Henry Ramsey the Kumaon –Garhwal Commissioner
         Captain Ramsey became the commissioner of Kumaon and Garhwal after Batten in 1856. He is called 'Bhagyavidhata' (Fortune Changer) of Kumaon and Garhwal. Ramsey was in Kumaon for 44 years. He served at lower positions as Assistant Commissioner from 1844-1856 in Kumaon before becoming commissioner of Kumaon and Garhwal from 1856-1884. European historian named him 'King of Kumaon' and Kumaonis and Garhwali called him Ramji Saheb (Pandey). Ramsey was married to Laura Lushington the daughter of previous commissioner Lushington.
           Ramsey used to stay four months in Almora, four months in Binsar and four months in Bhabhar. In between, Ramsey used to travel in other regions. By frequent travelling Ramsey had made cordial relations with people of Kumaon. He was aware about people, their culture and used to speak Kumaoni. Ramsey used to take Finger millet bread at common men house. British government retired Ramsey forcefully. Ramsey lived in his own Ramsey Bungalow, Almora after retirement. His sons took Ramsey forcibly to Britain. He sold the said bungalow to government where high cadre officers lived later on. Ramsey built bungalows in Binsar, Khali, Almora, Haldwani and Ramnagar (Pandey).
    Ramsey was very much interested in converting Kumaoni people into Christianity. His wish was that very Kumaoni became Christian. Ramsey used to help Christian priests.
   Ramsey was strong administrator. His words were the order of the days. He did not regularize all the rules arrived from Government Head quarter.  Ramsey was credited Kumaon Davison as 'Non regulatory Province'. Ramsey liked 'Yes Men'. he did not promote those opposed him directly or indirectly.
  Ramsey corrected administrative functions for Bhabhar and improve the situation for people start living in Bhabhar and increasing productivity of Bhabhar. In past, people never wanted to live in Bhabhar due to diseases. Ramsey was named as 'Vishwakarma' of Bhabhar (the creator of Bhabhar) Pandey).
In 1857 Rebellion war , Ramsey did not allow disturbances in Kumaon-Garhwal, though, there was revolt in Champawat. Ramsey did not allow 'Civil Police' system in Kumaon and Garhwal and allowed 'Revenue Police' in the hill states. He was of opinion that Revenue Police (Patwari) was the best system in hills.                     Other Commissioners of Kumaon- Garhwal after Ramsey
Fisher from 1884-1885, Raus- 1885, Colonel Grig - , Colonel Erskine, Colonel Roberts, Davis, Gracie, Campbell (1913), Wyndham (1913-24), Staif (1924-1931) ,Stabs, Goyan, Ibbotson etc were  commissioners of Kumaon-Garhwal. However, they could not get the fame as Trail, Batten and Ramsey got fame for real works.

  Ram Prasad Gairola 'Vinayee': The Poet of Women's Sorrows

The poems of Ram Prasad Gairola mostly are about the sufferings, sorrows, physical, psychological and social struggles of Garhwali -Kumaoni women.  Ram Prasad Gairola belongs to the area which is in the border of Chamoli and Pithoragarh districts of Uttrakhand . Hence, the dialects of both the district are commonly found in his poems.
      Ram Prasad Gairola 'Vinayee' was born in 1932 in a Himalayan village Kandara of Chamoli Garhwal Uttarakhand.
   The critics, highly, praise the poems of 'Saddyal' (1967's publication)  by  Ram Prasad Gairola 'Vinayee' , which is about the life of a widow of a soldier who lost his life in a battle. The poem is a true example of pathos rapture and at the same time, the poet shows other realities of rural Garhwal before seventies. When the husband is alive and is serving in army, the wife passes through much pain of separations. Ram Prasad Gairola is successful in depicting the anxiety, the physical need of meeting mate, the waiting of the letter from husband and the struggle to find out a person who can write to her husband on her behalf without telling others. The struggle of women is not limited to the pain of separation of a widow woman from her husband due to his sudden death but she has to experience other social burdens imposed on the women and not to men. The widow has to pass various awkwardness after losing her husband.
   Ram Prasad uses the regional dialects of border area of Chamoli and Pithoragarh in his poems. This specialty of Ram Prasad Gairola   separates him from other average Garhwali poets.
Chitthi banchi sab sajan bhaut yon sochdi
Sari peeda hridaya taul ki kanth mu rokdi chai
Veeratma ki kushal grihani yeaning sunita
Pyari shyama Karun dil ki swachh mugdha sunita

           In British period, Garhwal was called 'Pahad', the plains of Bhabhar, Dehradun, Chandighat Pargana were called ' Madhes or 'Mal'.
             
       Frazer reported 16 Pargana in a letter of 21st July 1815 (Dabral).  While, Atkinson mentined 17 Pargana . Atkinson mentioned Seela as  additional Pargana. Frazer did not mention Seela.  Atkinson rectified the names of two Parganas Kuthli and Pinkando as Khatli and parkandi. Frazer mentioned a Patti 'Silha' as patti of Salan. Kedarkhand also mentions the name 'Silha (172/11). The old name for 'Seela' was 'Silha'.
      In 1815, British government established Shrinagar and Chandpur Tehsils and Peshkari in Kotdwara. There was police station in Kotdwara too. In 1817, Kotdwara was changed from Peshkari to Dhangu (Kainyur) Tehsil.(Atkinson).
  There were following Pargana and Pattis of Chandpur Tehsil in 1821-
Chandpur Pargana- 5 Pattis , Chandpur, Lobha, Dhanpur, Tambakhand . Chopdakot –
Badhan Pargana- 3 Pattis, Badhan, Kadakot and Kapiri
Malsalan- 7 Pattis, Sabli,Khatli, Bangarsyun, Gujudu, Dhoundiyalsyun, Saindhar, Meldhar.
Dhangu Tehsil- 11 Pattis, Udaipur, Ajmer, Dhangu, Seela, Karaundu (today's Dabralsyun), Kauria, Langur, Bungi, Bijlaut, Badalpur.
In 1822, British administration abolished Dhangu as Tehsil.
The five Pattis were brought under new Pargana 'Gangaslan', Gangasalan was kept under Shrinagar Tehsil.
    The balance six Pattis of Dhangu were kept under ne Pargana- Tallasalan under Chandpur Tehsil.
   Initially, Chandkot Pargana had Idiyakot, Talain, and Kolagad Pattis. Later on a few villages of Devalgarh were added in Chandkot Pargana. (Atkinson)
    In 1834, government abolished Shrinagar Tehsil and brought one one Tehsil Chandpur and HQ was at Kenyur. Again Shringar was made Tehsil. A Panai Patti of Chandpur Pargana was brought under Dhanpur  (Dabral, page 150)
