        Jagdish Bahuguna was born in village Bughani Chalansyun the original village of all Bahugunas of Garhwal. He was born on 15th June 1932
As per his new Poetry collection 'Nid Baya ka' (a Garhwali and Hindi poetry collection , 2013) he lost may poems due to unavoidable circumstances.
       Jagdish Bahuguna 'Kiran' had been a labor union activist and was leader of labor union of Delhi. No doubt, there are visible effects of his struggle to fight for the rights of labor in his poems but he is famous for those Garhwali poems, which are based on the rural Garhwali life specially his childhood memories of his village.
Jagdish is credited in Garhwali language literature for his collection of poems 'in Ghama'.
       Jagdish portrayed the childhood memories in his poetries very effectively and those poems are delightful too.
Vo khas khas radno radee tain chadhno
Chhau ha bachpan ko swana sapna
   This poem is not related to memories of childhood but states something about the struggle of the labor class in the industrial era too.
The poems of Jagdish Bahuguna of day to day life in Garhwali village are enjoyable and the readers experience the happenings in Garhwali village. His uses of figures of speech or metaphor are marvelous pieces of Garhwali literature. A couple of poems of Jagdish are on the base of paradoxes in our life. Many poems of Jagdish are inspirational and philosophical or psychological ones.
The language of Jagdish is Shrinagarya and simple. Jagdish avoided using Hindi words, whose alternate are available in Garhwali.

मिन त नि जाणी कि अपणो मुल्क भि मुल्क मनिख तै इथगा रुवालो !
बोल्नु कु नौं च अपणो भि गौं च , छन द्वी पुंगड़ी दूर दूर
सौण भि सर्ग खरायुं रहंदू , होंदी नि बरखा की बूर बूर
काळा घम्मु मा , माटाअ कम्मु मा , होंदन हडगा चूर चूर
अर झक् झक् दिन भर जिकुड़ी को होलो
सुखीक पीना -पराळो !

दिन भर फ़िरडि कि डेरा मु ऐकी ह्वे जांद चित्त फीको सी
खट्टा डंकार ऐकि द्वी चार करदन मन क्याप तीखो सी
देखीक झांडी रीती राती म हेरीक कूड़ो रीतो सी
अरे जब्क लगालो मनिख बिचारो
ल्हेकि हाथ मुछ्याळो !
वु भैर मुछयाळो अर दिल मा मुछ्याळो छांदन आंख्युं रात
अर जोन जुन्याळि भै लगदि नि छाळी , करदी मन को क्वात
खौरी -खौरी डेरा खयेंदी , कन क्यांकु खाणै कि बात
अर ह्वे जांदो गाँस्यूँ को खूब ठट्टा
रै जांदी जिकुड़ी तिसाळो !

रौंस रै कि तीस रै नि जाणि साकु  जिंदगी।
फटीं पुरणी किताब सी नि बाँचि साकु जिंदगी।।

अगास उड़ण्या सुपिन रै पत्त भुयां पोड़ी गौं।
फगत यनि चिताणु रौं कि ज्युँदि लाश जिंदगी।।

कबि भरम करम को रै , भतांग खैनी भाग की।
रौं पिछ्वड़ि लफांग द्वी , नि छौंपि साकु  जिंदगी।।

कदम-कदम उजड़दि रै , बसगळया पगार सी।
मीन दूदाs  बाळ सी अड्येकि  राखि  जिंदगी।।

द्वी घड्यूंक जीण मां , उमर भर की मौत छ।
फिर बी रोज करदू रौं , तेरी तलाश  जिंदगी।।

घरवळि - म्यार जोग इ इन छा।  वी ले हूंद त आज  अवश्य डिक्लेयर कर दींदु।
मि -हैं कु ?
घरवळि -तुम कुण क्वी बि ह्वावु।  कौन सा तुमन कुछ करण।  वू हूंद त जरूर  मेरी नाक बची जांदी।  मुहल्ला मा मुख दिखाणम बि शरम आणि च , हिटण कठण हुयुं च।    .. 
मि -अरे पर कु हूंद , कख हूंद अर क्या कौर दींदु
मुन्ना - डैडी ! वो मम्मी के मायके मुहल्ले में नहीं हैं मैड अंकल !
मि -हाँ तो वैक क्या ?
मुन्ना - डैडी ! मम्मी उन्ही अंकल की बात कर  रही हैं।  अंकल जब बि सरकार की कोई घोषणा हो या सामयिक आंदोलन हो वो मैड अंकल वैसा कर देते हैं।
मि -तो मम्मी दगड़ वैक क्या लीण दीण ?
मुन्ना -मम्मी की शादी की बात उन मैड अंकल से चल रही थी। 
मि - त ह्वाई किलै नी च ?
मुन्ना - अरे उस समय हिंदी आंदोलन चल रहा था और सब अंग्रेजी साइन बोर्डों को काला  कर रहे थे।  अंकल ने नाना जी का मुंह  काला कर दिया।  मुहल्ले में केवल नाना जी को अंग्रेजी बोलनी आती थी। बस शादी नही हुयी।
घरवळि -अरे पर आज मि मुहल्ला मा ब्लाउज - साड़ी तौळ छाती चौड़ी कौरिक चल त सकुद छौ कि ना ? वैन अवश्य  डिक्लेयर कर दीण छौ।  पागल च पर सामयिक विषयों की वैल्यू त समजद च।
मि -अरे पर क्या ह्वे ?
घरवळि -मिसेज कबाड़ी बि आज छप्पन्न इंची छाती चौड़ी करिक  दौड़नी  रैंदी , मिसेज चपड़ासी तो सब तै बताणी रौंदी। एक मी छौं जु मुख दिखाण लैक बि  नि रयुं छौं।  ऊंक कजे त अपण कज्याणि ख़याल रखदन।  रिटायर्ड चपड़ासी बि अपण वाइफक ध्यान रखणा छन। एक म्यारी भाग फुट्यां छन। 
मि -ह्यां क्या ह्वाइ ?
घरवळि -हूण क्या च।  सरा मुहल्ला मा कंट्रोल वळ , रद्दी -कबाड़ वळ, रिटायर्ड सेल टैक्स अधिकारी तो छैं इ छ्याई इख तलक कि द्वी भूतपूर्ब सरकार चपड़ास्यूंन बि भारी भरकम ब्लैक मनी डिक्लेयर कर दे।   
मि -तो क्या ह्वाइ ?
घरवळि -क्या ह्वाई ? क्या नि ह्वाइ।   हरेक जनानी मि तै पुछणि छन कि तुम कब ब्लैक मनी डिक्लेयर करणा छंवां?  कब ब्लैक मनी डिक्लेयर करणा छंवां?  अजकाल जैन बि ब्लैक मनी डिक्लेयर कार वैकि मुहल्ला मा जै जै कार  हूणि च। 
मि -पर मि हर साल इनकम टैक्स भरणु रौंद छौ तो मीम ब्लैक मनी हूणो सवाल इ पैदा नि हूंद।  मीम पिछ्ला तीस सालक  फॉर्म सिक्सटीन  पड्यां छन।
घरवळि -पर कैन बोली छौ कि इनकम टैक्स भरो।  एबरयांकुण काम तो आंद।  पर मि नि जाणदु अब्याकि अबि ब्लैक मणि डिक्लेयर कारो।   
मि -ह्याँ पण , ब्लैक मनी कुण कमाण पोड़द अर बगैर इनकम टैक्स भर्यां पैसा घुमाण पड़द। 
घरवळि -मि नि जणदु इ सब।  इज्जत बचाणो कुण तुम तै कुछ करण पोड़ल। 
मि -ह्यां पण   ..
घरवळि -मि कुछ नि जाणदु।  यदि तुमन ब्लैक मनी डिक्लेयर नि कार तो मीन फांस खै दीण।  मुहल्ला मा हर क्षण मेरी हंसी हूणि च कि तुमन अबि तक ब्लैक मनी डिक्लेयर नि कार।  तुम सबसे अधिक हूंच छंवां तुम सबसे  जयां बित्यां छंवां।   
मि -ह्यां पण जु टैम पर प्रत्येक कमाई कु टैक्स भरदो वैमा ब्लैक मनी नि रै सक्दो।
घरवळि -मेसे अब बेज्जती नि सये जांदी।  जिल्लत की जिंदगी से बढ़िया तो मरण ही ठीक च।  तो म्यार फांस खाणो इंतजाम कारो। 
मि -अच्छा ! अच्छा ! इंतजाम करदो।  इन कौर हमर ब्यौ बाद का पिग्गी बैंक बक्सुड़ी ला। 
घरवळि -उख पर क्या च ?
मि -याद च पिग्गी बैंक मा वी पैसा पड्यां छन जु सर्कुलेशन से भैर ह्वे गे छा। अर दुकानदार तो छोडो बैंक वळुन बि यूँ पैसों तै लीण से इनकार कर दे छौ।   
घरवळि -हाँ अर वु सब पैसा बगतौ संग काळ बि हुयां छन।
मि -एक दै गौण छा  ना हमन ?
घरवळि -हाँ , दुंळ वाळ पैसा से लेकि अट्ठनी तक कुल सताईस रूप्या उन्नीस पैसा छन। 
मि -ठीक च।  मि ईं चेंज लेक इनकम टैक्स ऑफिस जांदू अर उख जैक रियल ब्लैक मनी डिक्लेयर कौरिक आंद।
घरवळि -हाँ हाँ चौड़ जावो अर डिक्लेयर कौरिक आओ /  तुम इनकम टैक्स ऑफिस जावो अर मि मुहल्ला मा सब तै बथैक आंदु कि तुम बि ब्लैक मनी डिक्लेयर करणो इनकम टैक्स ऑफिस जयां छंवां।
मि  ( अपणा इ मन मा )-क्या इनकम टैक्स वाळ ये ब्लैक मनी तैं स्वीकार कारल ? या ? पर फिर बि जाण मा क्या हर्ज च ?

     In Garhwali Kingdom period, the Kings did not establish Pattis or Thok as per geographical means  Garhwal King used to offer Jagir to Jagirdar by villages and not by geographical situation. For example, King offered 'Naithana 'village (Tehri Garhwal)  that was crossing Alaknanda River from Shrinagar was offered as Jagir to Sayana of Badhan Pargana.  Therefore, Naithana was village under Badhan Pargana. Gurkha administrators stopped Naithana Jagir to Sayana of Badhan. However, Naithana was under Badhan Patti. There were so many discrepancies in Pattis and villages. Batten corrected in establishing Pattis and Parganas as per geographical means. Batten divided Garhwal into 11 Parganas and 86 Pattis as –

       Critics as Abodh Bandhu Bahuguna (1981) criticizes Bhagwan Singh Rawat 'Akela' for his weakness of language in his poems but this author fully supports 'Akela' for his using regional dialects of upper Garhwal "Nagpurya' in his poems . This author always, cautions the intellectuals prose writers as Abodh Bandhu Bahuguna and Bhagwati Nautiyal that by avoiding regionalism in Garhwali literature creation the creative are inclining towards Hindi. This author states that by using regional dialects, the writers can protect purity of Garhwali language.
Bhagwan Singh 'Akela' is famous for his Geet in Garhwali poems. Those Garhwali Geet are melodious and are very attractive in listening them alone and in chorus too.
        Bhawan Singh Rawat 'Akela' was born in a Himalayan village Siwai , Nagpur Pargana of Chamoli Garhwal, Uttarakhand on 2nd December, 1932.
        Bhagwan Singh Rawat 'Aklea' joined Shipping Corporation of India Mumbai and retired from there. Bhagwan Singh 'Akela ' was one of the famous signatures in Garhwali cultural programs for many decades in Mumbai. Bhagwan Singh Rawat 'Akela' created Geet and used sing them in Garhwali cultural programs of Mumbai and once, he was having thousands of fans in Mumbai . His Geet are always melodious and remind the audience the pain, joy, struggle, delights of rural Garhwali society before independence. Many his fans as Geeta Ram Bhatt praises Bhagwan Sing for his attracting capability to audience by his wording of Geet and is tone in singing them.
       Bhagwan Singh Rawat 'Akela ' published two Garhwali poetry collection books ' 'Samun' and 'Maya Meludi' .
        The poetries of Bhagwan Singh Rawat are unique in the sense that each poem has strong touch and aroma of Chamoli Garhwal. The readers can feel the pain of separation, the true geographical scenes of Garhwal, love, pathos in the poems of Bhagwan Singh. Bhagwan Singh used vividly the figure of speech, metaphors, symbols, imagery, popular proverbs and sayings of Chamoli Garhwal in his poems.
An example of his poem Ganga Mai --
Shivji ki jata chhodi bagdi tu ai
Himvanti gunvanti meri ganga mai
Aundi meri ganga vakh biten jakh dev-sthan
Jakh baramasa kaunla phool phulldan
Bhagwan Singh Rawat 'Akela' is also famous for his poem about praising the landscape and people of Uttarakhand as the following poem –

  लठग्युं छ बौडा खल्याण मा,
हबरि देखणु छ ढंग डौळ,

              गाडौ गड्याळ गंगम ( गढवाली कहानी )

(यह एक काल्पनिक कथा है। किसी से मिलान होने की स्थिति में मात्र संयोग समझा जाय)
एक छौ गड्याळ। गड्याळ छौ भरि तिबड़ट्या। वे थैं गाडम् उचमुचि सि उठदि छै। एक दिन वेन गाड बिट बिगळेंणू उयार कै द्या। वु लगि छपताट कै गाड बिट उब्बू। उब जांणम् वे असंद आ। वेन सरेलम् बोलि-- "फूक कांडा लगौ, कक्ख रौं मि उकाळ बुकुंण फर लग्यूं। खुड़बुट उंदू जांदु।"
गड्याळ गाडा पांणिम् उंदू लगि छतपत-छतपत कै। वु सर्र उंदर्यू खुंण बौगी गंगम् ऐग्या। गंगम् दिख्येनि वे बिंड्डि बड़ा माछा अर छकंण्य पांणि। गंगा माछौन् वे थैं गाडौ गड्याळ जांणी वे कि पुलबैं कै द्येनि। लाडम वे फर अंग्वाळ बि बोटि द्या।
पुलबयूंम् वेन गंगा माछौं दग्ड़ि छुतपुत-छुतपुत कै घांण सरांणू (अपड़ु मतलब निकंळ) पीना दांत (चापलूसी कन) लगै द्येनि। स्यू गंगा माछौं थै उळ्यांण बैठि। जब बिंड्डि घळ्च-पळ्च(मेल मिलाप) ह्वे ग्या त स्यु पौदा माछौं दग्ड़ि लीरा ल्हींण (तर्क-वितर्क कन) बैठि। गाडम् त वु छपताट कर्दु छौ। गंगम् वु फबताट-भबताट कन गीजि ग्या। पाछ मुकरंगै बि कै द्येनि सैन।
गंगा माछा खप्प खौळ्ये ग्येनि--- "हैं! चुचौं कतरि बकि बात ह्वा! देबि छ्वट्टि अर छल बड़ु। गाडौ गड्याळ दंगळ्यांणू च ब्वालदि माछौं थै।"
पाछ वून वु फक्क फिंगै द्या। कैन बि वु मुक नि लगा। वु नरक्या अर गगळांण बैठि। वेन द्येखि गंगम् एक पुरंणीई डूंड(नाव)। वाम बैठी वु अर ऐगि फेर गाडम्। वु गाडा सौब रौ-भौ बिस्रि ग्ये छौ। वे थैं गाडम् छपताट कन नि आ। वु त भबताट कन गीजि ग्ये छौ। त स्यु गाडम् बि कन बैठि कतळ-बतळ। पंण गौळा गिंद्वड़ि लगि ग्या भासा। गाडै बोलि-भासा बिंगणी नि। पंण तौबि स्यु लबराट कन बैठि ग्या।
गाडा सज्यून (सचेत) माछौन् बींगि द्या---- यु बौग्यूं गड्याळ बौड़ी ऐ ग्या। भा रै! ये थैं इक्ख फबताट-भबताट नि कन द्या, यु तक्ख उंद ग्या त छेड़ि कै आ। अर अब इक्ख बि फबताट कन बैठि ग्या।

           In old records, there are frequent uses of Chandi Pargana. Chandi Pargana or Chandi Pahad was part of Garhwal kingdom and was part of Gangawar (East of Ganga) in 1815. The south east of Chandi Pargana was up to Pailori bank where it meets at Kharasot.  The whole area was dense forest of Sal and bamboo trees.
        In 1817, British government brought seven occupied villages and nine unoccupied villages ranging from Anjanighat to Rishikesh under Dehradun. Trail recorded the balance portion under Garhwal in 1820. In 1828, the portion of Chandi Pargana of Garhwal district was brought under Dehradun district. Some portion ws brought under Saharanpur and Moradabad (later on Bijnor) districts. (Dabral)
Due to dacoits, highly disease porn region and attack by wild animals; the population used to decrease all the time. 
The land survey (Paimas) of 1836-37 states that there were very thin human settlements in eleven villages out of twenty five villages. There was no human settlement in eleven villages at all.
There was another land survey in 1840 and the situation was almost same. The frequent dacoit attacks were main factor for non human settlements.  Therefore, in 1842, British government transferred villages of plains of Chandighat of Garhwal (present Pauri Garhwal) and Mahubakot under Bijnor region.
Chandi Pargana witnessed frequent changes for judiciary and revenue administration too.

कख होली मेरी डांडी व कांठी , कख कुरेड़ी सौण की,
रुम झुम बरखा छुम छुम छोया , मैं कू सूझीं छह सेण की।
हालड़ का बीच छानी होली , भैंस बियाईं सौण की ,
दूध तपाला , खील  पकीगे ,  गोंदकी खाला  नौंण की।
बळदूँ की घांडी , घस्यारियों का गीत आग  लगौंदा ज्यू की ,
कखड़ी व गुदड़ी पाकीगे होली , बग्वाळ पड़ली छोरुं की।
मुंगरी की लुंग अज्युं नी चाखी , खुद लगीं च दादी की।
घ्वीड़ मिरगूं तैं चांठ पियारो , मैकू प्यारो गढ़वाळ छ,
डांड्यों का दर्शन होई जौन , लालसा यो ही मन मा छ।
चिट्ठी न पतरी कै पापी का भी , याद नी होली सुपिन मा,
मुखड़ी देखीक टुकड़ी होंदी प्यार नि होलू कैका दिल मा।

   In previous chapters, in Trail period, the land management agreements between British government and Sayana are already discussed.
      Trail did second revenue agreement with Padhan and government. ((Pauri Settlement report, page 55) Barring Nagpur, Sila , Lobha and a couple of other Pattis, all Padhans of Garhwal did agreement with British for dividing families of village , tax on each family and depositing the tax in Tehsil.
          Trail used to call all Padhans of a Patti and met them.  He used to inform them the last tax amount and used to instruct Padhans for analyzing crops, land and numbers of farmer families of each village and then distribute tax amount to each village. There were scanty farmers in villages. Padhan has to pay tax even farmers don't pay tax. There was tendency of families migrating here and there. If any farmer or a couple of farmers used to migrate from the village, it was hard time for Gram Padhan (village chief or chief of more villages) for paying the decided tax amount. A Gram Padhan used to request not to migrate and other Padhan used to welcome the migrating family for settling in his village or area. Each Padhan was always in search of establishing a new farmer in his village from other villages.
       Trail sent a report about land revenue and land management to Board of Commissioners on 15th February 18120. By that report it seems that first the Padhan of a particular Patti used to decide them by discussion, and then they used to sign on Fardfant or agreement. Then government officials used to inform the tax (increased one) on each village or areas of Padhan. Usually, government officers used to increase one to three percent more than suggested amount by Padhan. One copy of agreement signed by Padhan was kept in treasury office and other copy was handed over to Padhan. The agreement for Nagpur, Lobha (far Pargana) etc was made with 'Sayana' of Parganas. Trail understood in the beginning that the Indian (Garhwal) government servants were corrupt, have nepotism tendency and don't abide judicial means. Therefore, he never called government officers while he was discussing tax with Gram Padhans in meeting.  Trail wrote that that procedure of negotiating directly with Padhan was the best in terms of judiciary and logics.
