            The families those ran away from their villages in Gurkha Regime started returning back in their native after British rule started. There were land that became wasteland or follow land in Gurkha time. Farmers returned and started correcting the situation.  That land was called 'navavad' (newly occupied). Trail levied lowest possible tax  on newly occupied land.  In past, Trail levied low tax on land because there was no exact information. When Trail got information about various villages he levied reasonable tax.
     British government offered extra land as Padhanchari or Jithauna (Jithauna = elder) to Padhan (village chief) and also offered them nominal commission from tax collection as compensation to Padhans. Trail levied tax on the production assessment of the villages.
              The second settlement was for three years. Padhan were unable signing the for agreement (Kaul Karr Patta )  more than three years (Atkinson). The main reason was that farmers used to migrate from one village to other freely. The farmers were less and land was more. Whenever there was human or animal epidemic in the village the villagers used to migrate from that village. In such condition, it was difficult for Padhan for collecting taxes from farmers. There was no provision for tax exemption in Trail period.
   There was vast difference between Garhwal and Kumaon from agricultural and non agro land. In Garhwal, agro land was always lesser than non agro land as compared to Kumaon. Therefore, there was less population density in Garhwal than Kumaon. Tax earning in Garhwal was lesser than Kumaon. British spent scanty money in Garhwal than Kumaon for development or services for people. British did not establish army camps, hospitals in Garhwal as British established in Kumaon. British did not pay attention on transport facilities in Garhwal. Therefore, there was no export facilitation from Garhwal. In 1821, the buying rate for wheat was one rupee per twenty ser (app Kilo) and in Garhwal, the wheat selling rate was eighty ser per rupee. There was better situation on Pilgrim rout as farmers could sell their products to pilgrims.
  There was demand for hemp in Gurkha regime. British stopped Kashipur hemp fiber factory and there was no demand for hemp fibers too.  There was no economic improvement in Garhwal but Trail could increase tax.  Slowly, Population increased and people became habitual of stable staying in their villages.
  Atkinson offred following tax details in Trail time-

Samvat 1877-79------F. Rs. 58511
In Samvat 1880 (1823 AD), trail wrote in his report about land settlement that there was less tax collection increase from Shrinagar Garhwal (F Rs. 55600) than Kumaon. Trail explained about less tax collection due to inferior economic condition, bad transportation facilities affecting export from Garhwal.
The first agreement of British government was with 'Sayanas' in Nagpur division and second settlement agreement was with village chiefs (padhan).
Till 1822, there was forest taxation system in Patalidun and agreement on yearly basis.

मुळ्यरु नौना (आलसी बेटे)

बुद्दिन् खौरि खा त स्यु इंजिनेर बंणि ग्या। तैकS बुबन् स्यु अढ़ा-- "ब्यट्टा, जु खौरि खांद, पस्यौ बौगांद तै थैं परमेसुर मुक लगांद। स्यु संगता गंणखे जांद।" बुद्दिन् अपड़ा बुबै अढ़यीं अंठम्म धैरि। त अमंणि तै थैं सौब गंणखंणा छन। दाना-सयंणा स्यवा लगांणा छन।
बुद्या कपाळ फर कुबुद्दि बैठि। वेन गुंण्या--- " एक कुल्लिन् वे थैं इंजिनेर बंणा। अर जु वु अपड़ा नौनौं थैं अंक्वै लैकबंद नि बंणै साक त वे खुंणै थुपंण्या।" बुद्दिन् अपड़ा नौना इन्नि अढ़ैनि। पराबेट इसकूलुम अढ़ाणू फट्येनि। जक्ख वेन ठम्म-ठम्म रुप्या द्येनि। बुद्दि यूं थैं अढांदु छौ--- "हे लोळा निरभग्यूं मि चार अना फीसा बान बि पगाळ मंगणू गौंम् जांदु छौ, तुम भग्यान छंवा जु कैम पगाळ त नि मंगणा छंवा। अंक्वै चेती रावा। बुरु बगत झंणि कै दिन ऐ जौ, कु द्येखि ग्या।"
पंण जन्नि सि अढ़येंणा, तन्नि सि फुंड-फुंड जांणा। तौबि बुद्दि कंगस्या कनू-- "छ्वारा अजि अदकचा छन। लवड़ा(भयंकर ठोकर) लगला त चेति जाला।
वेन नौना बजारम् किराया घौर फर सैंतनि। वूं खुंण क्वी टूट नि कैरि। वूंकि ज्यांकी सरदा कनी सी पकंणू। अलल-दलल कै खयेणू। बुद्दिन् सौब भला काम कैनि पंण एक खुट्टा कुलSड़ि लगांण वळु काम कै द्या।
कै बि नौना थैं पांण्यू गिलास तकै नि उठांण द्या। यां कS पैथर ध्यौ त वे कS भलै छा कि कै नौनौ बगत घौरै धांण सरांणमी नि जौ। वूं कु पंण्णौ, ख्यन्नौ बगत नि छिछौ। इलै वेन वूंम क्वी धांण नि सरा। भुज्जी, सिलेन्डर,रासन, दूध अर बजारै साब धांण अफु ल्हा। अपड़ि सैंण थै बि डटकारि द्या-- "भा रै! यूं नौनौम् क्वी धांण नि सरै। तौंकु बगत निखर्त ( बेकार) नि जौ, तौं थै पंण्ण द्ये चा तु मोरि जै।"
निरभगि नौनौं कि उल्टि फरक्या। वून झंणि क्य चिता। ब्वेन जु बिसरां वूं कु बोलि ह्वलु-- "बच्चा, अपड़ा खयांकि बिट्ठि (जुट्ठि) थकुलि वास बेसन मा धैरि दि त तैन फट्ट ना बोलि। जु ब्वल्ये ह्वलु--- चुल्ला फरा नळखम् पैप लगै कि वे थैं टंक्किम् घालि दि त तामा बि स्यु फिंगरे च। ब्वे-बाब बींगि ग्येनि--- द रै, फुटगुद्यौं! यि छ्वारा त चबट्ट कै अळगसि ह्वे ग्येनि।
तब ऐ ब्वे- बुबा फर अक्कल। तब खकळांद ( हार जाने के बाद की स्थिति) सि गंगजैनि-- "जु यूं थैं गौम सैंतदा, मोळा फंच्चौं कि घत्तSसरि करांदा, द्वी बेळि लंघड़ ले कि सिवळदा, हौळ लगवांदा, गोर चरवांदा, घत औंण फर कुल्लि काम करवांदा त यून कर्मगति रांण छौ। पंण यूं थैं डिसांणम् चाS , खांणू अर बार-बनी चरचरि-बरबरि धांण घुंळ्ळू मिन्नी रैनि अर यूं फर अळगस पसरेंणि रा त सि मुळ्यरु ह्वे ग्येनि।"
पाछ अतSसति (लाख पर्यत्न कर हार जाने के बाद अन्तिम समय में) फर ऐकि द्विया झंणौन् बोलि--- " निकम्मा नौनौ चुलै औता रै जंया, पंण कुनागर( बुरे दुरगुणों वाला) नौना नि हुंया।"

Dharma Nand Uniyal: A Poet of Inspiration and Eulogy
Critical and Chronological History of Modern Garhwali (Asian) Poetry –-65

           Dharma Nand Uniyal was a versatile personality and was a journalist, Hindi prose maker, Hindi poet and social worker of Shrinagar too,
          Dharma Nand Uniyal was born in March 1936 in village Kafna, of Patti -Kadakot of Tihri Garhwal, Himalaya.
          Dharma Nand Uniyal published three collections of Garhwali language poems- 'Alaknanda ki Badh, Hisar Kingodu Kafal, Gadhwal Darshan'. Most of the poems of are created in conventional song forms, are lyrical, delightful. Most of his poems of Uniyal are eulogy for Garhwal region.   
              We may find, geography, historical accounts in Unyal's poems as:
आवा बच्चो झांकी  द्याखो अपणा ये  गढ़वाल कि
तिलक लगावा माटीको तुम भारत का ये भाल को 
Ava baccho jhanki dyakha apna ye Garhwal ki
Tilak lagava mati ko tum bharat ka ye bhal ko
His son brought an audio caste on the above long lyric.
The poems are barometer of love of Dharma Nand Uniyal for his mother land Garhwal. Uniyal uses Hindi words regularly.

कह धर्मा नन्द कविराय , अब ईं अक्ल बंदी
धाणी धंधा छोड़िकी , पैली करा नसबन्दी

जब मैना सौण को आलो
बरखा होली गदिरा भरेला , स्वीँसाट होलो गाड को।
काळा काळा बादळ आला , रंग मल्हार गाला
अंधेरो होलो चाल चलकेली उज्याळो होलो धार को।
थम थम मोर नाचला , मिंडखा टर्र टर्र बोलाला
पैरा पोड़ला रस्ता टुटला चोट होली रात को।
छाम छम के कोदो गोडेलो , कुयोड़ो होलो रात सि लगली
जबतक कुटी दाथी हाथ मा , नाम नि होलो बाटा को।
घाम की खुद सी लागली , छी छी होली पाणी की
घाम आलो कमाण पोड़ली , रंग अनोखे सौण को।
हरो तरो सभी जगा होलो , छोया फुटला जगु जगु मा
पशु पंछी पाणी पाला , कुयेड़ो फटालो जिकुड़ी को।
जब मैना सौण को आलो
बरखा होली गदिरा भरेला , स्वीँसाट होलो गाड को।

Shiva Nand Nautiyal: A Poet, Folk Literature Expert, Writer, Journalist and Politician

          A versatile and rarest personality of Indian politics, Shiva Nand Nautiyal was born in 1936 in a remote village Kothala, Patti -Walla Kandarsyun, Pauri Garhwal, Uttarakhand . After completing post graduation Shiva Nand Nautiyal became teacher in Assam. However, because of his ill health he settled in Delhi and started his own weekly news paper Shailodaya.
Dr Shiva Nand Nautiyal is famous for his voice for hill districts of Uttarakhand . His famous wordings after Uttar Pradesh government created a separate department of ministry that is Parvatiya Vikash Mantralay, " Pahadon ko Jhun jhuna Pakada Diya UP government handed over a playing toy for child" made him the hero in the heart of people of Garhwal and Kumaun regions. People of Karnaprayag elected him as independent legislator. He was also minister for higher education in Uttar Pradesh government. He was very honest politician and a politician for common man.
         People remember him  not as a politician of Uttarakhand but also as a acclaimed  scholar, researcher of high order in the field of Folk Literature of Uttarakhand . Without his reference, we cannot think research on Folk Literature of Uttarakhand. He collected folk songs, folklores, folk stories, folk dances, folk musical instruments and folk tones (dhunen) of Uttarakhand and published his researches with logical analysis. He had published the following books on folk literature of Uttarakhand
1- As Garhwali prose writer: Nautiyal wrote many articles in Garhwali. His drama in Garhwali language 'Baun Ka Phool,' stories as Chandra Devi, Pagal, he Jagdish, Daini hwai Ja, seli ya Ag were appreciated very much by Abodh Bandhu Bahuguna for his realism, story telling capability and using pure Garhwali words. His novel "Karj Ko Byau' still is unpublished.

Mrs Rachna Balodi is doing research (Ph.D ) on the workd of Dr Shiva Nand Nnautiyal
Dr Shiva Nand Nautiyal had been a researcher for life and he had written fifty two books but yet, all are not published.
Folk literature pundits as Dr Satyendra, dr Jay Chandra Rai, Dr Harish Sharma Dr Prem Narayan Shukla, Dr Vasudev Sharan Agarwal, and sculpture artist Avtar Singh Panwar, Dr Govind Chatak, Dr Nand Kishor Dhoundiyal, Dr Shashi Shekhar Naithani, Bhagwati Charan Nirmohi and many scholars in Garhwali literature appreciated loudly his contribution on folk cultural, art, music of Garhwal and Kumaun .

          The orders for Eighty Years Agreement between Village –Chief and British Government were-
1-British government will not accept resignation of Malgujar (Padhan that collects tax) ) before eighty years.
2- When asked, Village chief will supply collies to Tehsildar /officers visiting village /area
3- Village chief would not take free food, free gifts and labor without payment from anybody without prior permission from government
4-Malgujar will not repress villagers
5-Malgujar will have right on Padhanchari land (free for Padhan as compensation) till he is Malgujar
6- Malgujar will take 'Hak-Dasturbut not other gifts from anybody
7- Malgujar /padhan will report immediately to Kamin, Patwari  and Tehsildar when there is murder or theft.(Vishnu Rawat collection in book of Dabral)

Dr. Uma Shankar 'Satish': Portrayer of Garhwali Village Life in Garhwali Poems:

     Dr Umahsnakar 'Satish' is famous for his portraying the village life of Garhwal in his Garhwali language poetries. Umashankar Satish has tremendous sympathy with migrated labor class and this sympathy is visible in his many poems. The poems of Umashankar about sympathy with emigrant Garhwali Indian struggling in plains compel the readers for thinking the discrimination of administration   and political juntas for no development in rural Garhwal and these poems create frustration in the mind of readers, which incline to think about need of the autonomy in the hilly areas for self-planning for developing hill districts of Uttarakhand. No doubt, the separate state Uttarakhand movement caught momentum from early nineties but the poems and thinking of poet cum intellectual as Umashankar Satish sow the seeds or need of the separate state for hilly districts of Uttar Pradesh . 'Satish' is also famous for creating emotional poems and imagery poems.
    Dr Umashankar 'Satish' was born in 1937 in a Himalayan village of Nagpur area of Chamoli Garhwal.  Dr Umashankar was a melodious singer too. He expired in 2011.
Dr Umashankar 'Satish' published hundred of poems in regional periodicals and readers as well critics praised his two Garhwali Poetry Collections --
1-' Raimasi'
2-'Khuded' (1956)
   Dr Umashankar created poems for varied subjects; his poems are of different raptures and emotions. He created pathos and frustration oriented poems very well. The poem-
Bitailya chhaya sal char vain
Atthani tankha ma badhi gen
Shows his concern over the worsening conditions of emigrant garhwali labour class in Indian plains who are forced to migrate from Garhwal because of no employment in Garhwal,
   Umashankar is expert of portraying a place of area in such a way that the readers feel the total experiencing of the territory concerned.
  Satish wrote poems about love and he connects the love communication with the symbolic flora and fauna of Garhwal. 
Twai se pirem mera
Tero rup rang teri sya chal
Tero surilo sur basad jan munal
....
Teri hiranai si ankhi teri swani mukhadi
..
Tri dathuli ka saun , twai se perem myaro
     Dr Satish is expert of portraying life in depth and the readers easily imagine the subject.
         Dr Umashankar did not hesitate for using the dialects of Nagpur region of Chamoli Garhwal in creating his poetries.  Dr Umashankar used conventional style of Garhwali poems in his creating poems and poems are melodious from all angles.
