Pithai Pairalo Buransh : The Poems of Himalayan Concerns

           The poems of Veena Pani Joshi in Garhwali language poem collection Pithai Pairalo Buransh are the verses of a deep thinker, super sensitive to the society and environment, and conscious poetess. Today, wherein, many Garhwali poets are busy in creating poems of jokes and attracting audience in Kavisammelan for a while just by wordings without depth in the subjects; Veena Pani Joshi created poems on the real issues and happenings in Garhwal, India and around the world. The poems of Veena Pani Joshi are not limited to Garhwal but they are related to humanity and international panorama. At one pole, Veena Pani tells about conventional culture of her motherland Garhwal that is the beneficial wordings of Rishis or sages and at another side, she narrates the pains, joys of new era too. She is conscious about the changes taking place around us specially the emergence of ugly non-humanitarian culture. She is the poetess of big panorama. The is auspiciousness, beneficial demand in her each poem as she demands from goddess Sarswati -- chitan ko diyo banaulun/sardha ko runwan bati chadhoulu/khairi pahad ki ansdari tel jot jagaulun/daina human.
         The poems related to Garhwali women are the verses of of mother's affection and rebellions. The Garhwali women are busy always in hard work and are the axis of Garhwal's economy and social struture. Veena Pani sees Leonard de Vinci's Mona Lisa in their hard works. Veena Pani Joshi does not show pity on women's condition in Garhwal but she tries to make them aware about their super potential in the society.---teen jandari thame/gagri thame/ ganjyali gari thame/tin atp pise/ pani sare/ satti kutani rai/ utth beej-beej siyeen ni rai
Veena Pani Joshi reminds the women that there is tender Bugyal (flower beds) on the steep ascending path. Veena appreciates for never ending hard works of Garhwali women and pleas that she requires Kutali and kalam too (hoe and pen). Whole of Garhwal and himalayn area is facing a gigantic problem. There is problem of girl's better education but more than that is after education, women are leaving the agriculture . Speedy migration is biggest dilemma in rural Himalaya and the poetess is worried and says---mund mathi bharu ni cha/thanda chullon kharu nee chh/ktali dathi harchi gen /gauna pata harchi gen
The poetess has immense affection for each part of Himalaya , all flora and fauna. In her poems, there is buransh flower ( Rhododendron flower) fuenli flowers colour the land yellow; there are kingoda, hisar, kakadi, gudadi..... There are animals as sensual, gaureya, ghughtee and there are kafu, hilans, kafal in her poems.
The poetess Veena Pani Joshi is super sensitive about wrong ecological changes by the people in Himalayan region and says if there is no water how come frogs will voice? The readers may feel if there is shradh in village the crows will never come in the village , without bride going to her sasural, kaffu bird will never be messenger. Veena Pani Joshi shows the deep relationship between the Himalayan people and flora/fauna of their area. This aspect of sensitivity is new to poetry.
        Veena Pani is also insightful for changing happenings around the glob specially in Himalayan society. She narrates the loosing culture , beneficial culture and she also shows us the new benefits of changes but Veena weeps on wrong changes which are dangerous not only for Himalayan people but perilous for whole of humanity too.
In many verses, Veena Pani Joshi shows her ambiguity and shocks for the new unheard, unseen political perplexities and social turmoil by new changes very effectively and those poems are capable for stirring the readers . Veena Pani is shocked the readers when she shows in her poems that that the responsible authorities for Ganges Cleaning Project search for bottled mineral water near the bank of Ganges.
           It is always dangerous to write on contemporary subjects because the creative becomes the enemy of authorities and atrocious commanders of society and religions. However, Veena Pani does not hesitate to pen down the contemporary paradoxes of politics, society and religions. Her writings show that she is super susceptible for the society and environment .
There is rhythm, there is complete poetic form, sensitivity, simplicity to understand the meanings, beauty, harmony in her poems as her father late Chakradhar Bahuguna had in his poems.
             Pithai Pairalo Buransh is a remarkable collection of Garhwali language poems and is very excellent sign for Himalayan concern and Himalayan languages literature .

       Veena Pani joshi is multitalented Garhwali, Hindi literature creative. She is also deputy editor of Garh Jagar a fortnightly periodical. Veena pani was born in 1937 in Dehradun. Her father late Chakradhar Bahuguna was one of the pillars of Garhwali poetry, Garhwali prose and Garhwali folk literature.
  Veena Pani Joshi published hundred of poems in various periodicals. Readers, critics and scholars appreciated poetry collection' Pithai Pairalo Buransh'.
   Critics as Chatak, Dr Manju Dhoundiyal, Kukreti comment that  poems of Veena Pani Joshi are full of love for child, environment, women power, spirituality and nature's images. Joshi created much very sharp satirical poetry in Garhwali too.

भरि खौर्या दिन छा वु। रम्मु दिल्लिम् एक भांडौं कि दुकSनिम् छै सौ रुप्ये ठिकर्या नौकरी कर्दु छौ। चार सौ रुप्या त झुग्गि क्वी किराया छौ। तब उब्रि (शेष) द्वी सौ, यूं द्वी सौ रुप्यौं थै वु सगळ्या मैना पुकांदु छौ।
ठ्यिल्लम् मिल्दि छै द्वी रुप्यम् एक करछुलि भातै अर एक डडुळि सागै। सैरा दिन वु इतगै फर ढीम (संतुष्ट हूंण) कर्दु छौ। ब्यखुनि दां झुग्गिम् ऐकि द्वी रुट्टि लूंणम खै कि स्ये जांदु छौ।
एक दिन वे कS गौं कS नौना थैं सौ रुप्ये चाड (जरूरत) पोड़ि त वेन रम्मु मा सौ रुप्या पगाळ मंगि द्येनि। पाछ रम्मु मा सौ रुप्ये उबर्यां छा। यूं सौ रुप्यौन् चार दिन बि वे कS किसा उंद थौ नि खैनि।
रम्मु जब खलझाड़ ह्वे ग्या त ब्यखुन्यू पकांणू सप्पा नि रा। वेन पांणि प्या अर स्ये ग्या। एक दिन, द्वी दिन अर तीन दिन नीमी (व्यतीत) ग्येनि, रम्मु टंटांण बुख्या-बुक्खि रै ग्या। तीन दिन अर तीन रात वेन इन नी कि जु सौं ल्हींणु बि एक टींड गिच्चा घालि हो। चौथी रात वे सप्पा निंद नि आ।
कुरबुरिम् वेन परमेसुर सुमिरि----- "हे परमेसुर! तीन दिन अर तीन रात त मिन ठेलि येनि, क्य अमंणि बि मिन बुक्खि रांण! म्यारा बांठौ खांणु तिन कक्ख लुका ? ये औगार (शिकायत, मन का उमाळ) लगै कि वु रंगत्यांद-तंगत्यांद गोविन्दपुरि बटि पाड़गंज पैदल दुकSनिम् ऐकि लाला थैं जग्वंळ बैठि।
वेन दुकSन्या भैर सड़किम् छकंण्य कागज अर एक लिफपु द्येखि। लिफपा बटि एक रुप्यौ नौट दिखेंणू छौ। वेन वु लिफपु उफारि त् द्येखी-- एका नौटा पैथर सौ कु नौट बि छौ। वेन सर्ग जना नेळी (द्येखी) परमेसुरौ बोलि---" हे परमेसुर! क्य अछीकि तिन म्यरि खौरि अपड़ा आंखौन् द्येखि यालि ? परमेसुर त्यरि लिल्यौ क्वी अन्तु नी।"
वेन पाछ धीत तोड़ी छोला अर कुल्चा खैनि अर परमेसुरौ हत जुड़िनि। रम्मु थैं जब दिल्लि मंगा वूं दिन्वी ओद आंद त वे कS आंखौंम् अंसधरि छंमणै जंदन।

जै जग्वाळना भूखा तिसळा
छन हुयां सबि बेळयूं का
कबि त आला इख सुदिन
बौड़ि  की घर गौं खोळयूं का।

क्वी त छन खै -खै कि छक
कुछ टरकण्यूं मा बि ज्यूंद छन
बूँद तक गौळा नि गाई
भूखा छन द्वी बेळयूं का।

ये जमाना भारी बात ह्वे
द्वढकि करि बि चैन नी
गेड़बंद कळदार तक
ल्ही गेनी लूछी की गेड़यूं का।

कख रयूं च इख निसाब
निर्दोष पकड़ी छन ग्वड्यां
छन सेयां निरदुन्द इख
हकदार हथकड़ी बेड़्यूं का।

जख बटेंदी छै पीड़ा तकै
उख खबर तक क्वी ल्हेन्दू नी
अब नि लगदन कन्धा कंधौं मा

        The Kaul-Karar-Patta (Agreement paper) offers lights on various aspects of administration and social norms.  Initial land settlements by British government have various flaws. The historians can easily guess about land settlement system of Garhwal from the land settlement system in Indian plains.
The Kamin of Patti (Taluka or region) used to present before commissioner. The Kamin/Thokdar was getting tax free land and he had right on Hak Dastur for his service for tax collection from farmers.  That person (Kamin etc) used to offer the details of land tax paid for each village of last year to commissioner. Kamin used to suggest the name of a person for Karar Patta for collecting tax from the village.  Commissioner used to call all those candidates suggested by Kamin before him. The commissioner used to enquire from the candidates about their capabilities and that could  pay highest tax. Commissioner used to have agreement with the highest bidder for paying tax (Dharma Bhanu page 46). It clearly shows that Commissioner used to auction the villages for tax collection. The agreement with a person was not done on the capability but n the basis of tax payment (Dharma Bhanu-46)
   Since, the agreement was done on the highest bidding basis, it was difficult for assessing the land fertility and agro productivity of villages. In directly, the commissioner used to sign agreement with adventurous and cruel person in collecting taxes from villagers.

I Like My village, My Villagers Fond of Village and all Love Urban Life
        (Memoir of My Childhood)

                It is difficult to forget your village, I always remember my village of my childhood but it is difficult to stay in village.
       When I was studying in fourth standard the teacher instructed for preparing an easy on my village school that to be told verbally before the whole class.
        I wrote the essay on a flat stone of my courtyard by a piece of wood coal that I can remember the easy. Paper was a luxury in 1959 as precious luxurious as black pepper and sugar.  I wrote the easy on the flat stone of my courtyard and by noon everything was wiped out by human walks on the stone. However, my memory of that easy never wiped fully, wholly and a few lines are still in my mind. What I wrote on the stone that was said before the class in school too-
      Though, India is an agriculture country still we like our village. Though, villagers ask for the development from the government still villagers like their villages.
       Every child (means male child) in my village goes to school for study that he becomes Latsab (Lord Sahib). We village child don't go to school for getting knowledge or being more civilized but go to school that we would become Latsab one day. Every parent tell to their child before sending to school first time that they are sending him to school that one day he becomes Latsab. Every time, parents and old generation remind the student that he has to become Latsab. I tell you the dialogues between me and my grandma about my schooling.
   Once, my grandma was reminding me that my ultimate aim of schooling was becoming Latsab.
I asked my grandma about Latsab.
I asked, "Grandma! How does Latsab look like?"
She answered," Chhwatu! Latsab are white men, very strong and I never could see Latsab in my life.
I asked," How does Latsab walk?"
Grandma said," Your grandpa told me that Latsab does not walk, he always travels on horse but your grandpa never saw Latsab."
I further enquired," Grandma! What does Latsab eat?
Confusingly she answered," Perhaps Latsab are non vegetarian, eat meat and does not like Garhwali food at all. Your great grandma informed me many times. Very sad, your great grandma and great grandpa never had chance to see a Latsab."
I asked, "Why are you bent to make me Latsab?"
She said, "Latsab always rides on the horse, he always shouts on his subordinates and he uses bad words for villagers."
I said, "But for that matter, Padhan (Landlord) also uses bad words for villagers."
She explained," No! No!  Padhan is not as powerful as Latsab."
I asked," How?"
She said," Latsab never lives in village; Latsab has a big house in city. Latsab sends money order for his family to his village."
I asked," So you send me to school that I become a Latsab."
She answered, "Definitely, we are sending you school that after completing your education you become Latsab, live in the big city and send Money order for  us."
Though, India is an agricultural country , we love our villages but we all village children  have to go school that one day we become Latsab, we will live in city and we will  live in Big House in the city. We go to school that we become Latsab and send money order to our grandparents and parents from the city.

चुलि पर काचा लखडु की धुंआ तैं
कठुळि न फ़ुक़दा -फुकदा जब
खिझ सि उठिग्ये ह्वेली त्वे
तबयों लगिग्ये द्वी भडुळि
आँखी भ्वरीं उगड़ी रै ग्यें
सर्र सम्हळण लगिग्ये तू मैकू
पर्सयेणी ह्वेली उठिणी सर्र
बैं छोड़ि कि लटुलि फुंजदि
जाणी ह्वेली बैं आँखि
अर दैणी छोड़ि कि लटुली   
कंदुड्यों देली कुतग्यळि
    तबर्यों  लगि ग्ये   द्वी भडुळि।     
आख्यों हि आंख्यों मा तब तू
द्यखणि ह्वेलि मेरि ई मुखड़ि
धुंआ रोळ मा बादळौ  पुटिगि
जूनि जनि ह्वेली टुकुड़ि
    तबर्यों  लगि ग्ये   द्वी भडुळि।   
तवा मा रूटी फुकेंणी ह्वेलि 
चुलिंदs बि  रंगुणु बणि गये ह्वेलि
गै कनै वा धुंआ कि खिन्न अब
कनै गै वा पुटुगि कि भूख
त्यारा सौं मी बि बिंगैगी
  तबर्यों  लगि ग्ये   द्वी भडुळि।

           Due to lapses in tax allocating system of initial period, the government had to plea in court against many Malgujars (Tax collectors) for tax collection. The workers ., officers at lower positions in Tax department as Tehsildar, Kanungo, Patwari  and even Malgujar and Sayana started exploiting farmers by transferring farmer's right on their own names. The famers were unaware about terminology of taxation.  The tax employees used to collect money from farmers but did not write on register. British administration started auctioning land of such farmers as if they were defaulters. The corrupt officials used to show the auctioned land to the properties of their relatives. High level officers were unaware about the lower position officer using corrupt practices (Dharmabhanu).
   Trail understood the lapses and he put a condition that Malgujar would not leave before the agreement rime set. Till, 1826, Trail did not ask for the differences between tax allocation and actual receipt. Trail, in 1828, wrote to Board of Commissioners that Company did not provide the agriculture development money for Kumaon and Garhwal (Atkinson page 238). Trial informed that there was no balance tax for collection. Atkinson etc praised Trail. However, the reality was different. Trail used to auction the land of farmers who could not pay tax. The auction money used to be  six or eight times more than actual tax. Trail was very strict in collecting tax or in auctioning defaulter's land (Dabral).
