सि बग्वाळ  मनोन्दन
बिंडी दों ,
कबि महँगे कु बम फोड़ी ,
आम मनखि कि
कमर तोड़ी ,
सि कबि पोट्गों कि
आग तैँ सुलगोंदन ,
कबि जिकुडा तैं
पेट्रोल से जंगोदन ;
सि बीच बीच मा
ज्यू तैँ पिथोन वलि
छ्वीं बातों कि
फुलझड़ि भी छोड़दन ,
मनख्यों का हड्गों का
भैला बणैक भी
खेलदन सि

      Trail stopped the tax free Jagir/land offered to various landlords by Garhwal King or Gurkha rulers. He started paying salaries to Khanduris in place of Jagir. Traill kept very small land in tx free zone.

डॉ उमाशंकर थपलियाल एक परिचय
डॉ उमाशंकर थपलियाल का जन्म 24 अगस्त 1942 को कर्णप्रयाग(चमोली) में हुआ।लेखन में रूचि होने के कारण 1962 में पत्रकारिता में प्रवेश लिया। डॉ थपलियाल ने "गढ़वाल में हिंदी पत्रकारिता का उद्भव और विकास तथा उसका हिंदी साहित्य में योगदान " पर एच एन बहुगुणा विश्वविद्याल से शोध कार्य किया। विलक्षण प्रतिभा के धनी श्री उमाशंकर ने अनेक राष्ट्रीय एवं क्षेत्रीय पत्र-पत्रिका में लेखन किया। उन्होंने हिंदुस्तान समाचार, यूनीवार्ता, आकाशवाणी एवं बी. बी. सी. के प्रतिनिधि के रूप में काम किया और पत्नी श्रीमती सुशीला थपलियाल ने पारिवारिक और बच्चों की जिम्मेदारियां अपने ऊपर लेते हुए उन्हें स्वछंद पत्रकारिता की स्वतंत्रता दी । 1974 से 2002 तक श्री बद्रीनाथ- केदारनाथ मंदिर समिति में विभिन्न पदों के कार्य संपादन उपरांत प्रचार अधिकारी के पद से सेवानिवृत हुए। श्री उमाशंकर ने रीजनल रिपोर्टर के प्रबंध संपादक (अवैतनिक) के रूप में भी कार्य किया। उन्हें
1992 में "रामप्रसाद बहुगुणा स्मृति सम्मान", गोपेश्वर, चमोली।
1996 में "महाकवि कालिदास सम्मान" ,महाकवि कालिदास जन्म भू- परिषद कविल्ठा कालीमठ

2008 में"हिंदी गौरव सम्मान", राष्ट्रीय हिंदी परिषद मेरठ

2009 समन्वय श्री , अखिल भारतीय भाषा साहित्य सम्मेलन भोपाल
2011 संस्कृति सम्मान, अलाप सांगीतिक एवं सांस्कृतिक कला संगम उत्तराखंड
द्वारा सम्मानित किया गया
2015 स्वर्गवास

        Dr Uma Shankar Thapliyal was born in Chamoli Garhwal in 1942. Dr Thapliyal was a famous journalist and scholars of journalism in Garhwal. Dr. Umashankar Thapliyal 'Samdarshi' was D.Lit. in literature. Dr. Umashankar Thapliyal 'Samdarshi' expired in 2015 in Shrinagar Garhwal.
Dr. Umashankar Thapliyal 'Samdarshi' published Garhwali poetry collections-
'Bhweenchal'
'Gaun kilai ujadna chhan'
         Critics appreciated his compression of tow eras of Garhwal-old and Modern Garhwal in Garhwali poetries. 
   Dr. Umashankar Thapliyal 'Samdarshi' created poetries of various subjects of Garhwal through love, sadness, sorrows, humor, satire and disaster raptures.

जै गौं मा छौ , एकता कु बोलबाला
तख घौर घौर मा तिड़वाळ  पड़ीं छ
छा जख कबि , एक साथ काम करदारा
आज तख खोळा खोळा
चौंरिया स्याळ घुमणा छन

लगदा छा जख चौंफळा थड्या 
आज तौं चौकौं  मा , बिलैति डिस्को होणु छ
पैले हूंदी रै दिबतौं कि पूज्यै दगड़ा दगडे
अब त हर खोळा रंग बिरंगी पुज्यै होणी छन।

छा जौं गौं मा तीलू रौतेली , गब्बर सिंग जना बीर
अब त तौं गौं मा चौतरफा स्याळ सिंग हुयां छन
जख रौंदा छा सी , एक हैंकाक मददगार
अब तौं गाउँ मा मतलब सिंग हो रह्यां छन।

हम कैखुणै,कखिम भी कुछ भी बोलि सकदां

मि उड़ण चाणु छौं
झिंडी डांडी ठंडु बथौं म
ताकि म्यारा पंखुड़ा मिथे
आजादी अहसास दिलाला।

मि रळेण च्हाणो छौ
पहाड़ी त्वातों का बीच
जु कौणी , झंगोरू लय्या , क्वादु
आम -अमरुद , बन बनीका
बावन चीजी खन्दी
ताकि मिथैं अपणो का बीच
अपणु अहसास हो।

मि नि चांदु
शहरी तोता बणिs रौं

                     Garhwal Land Settlements by J.H. Batten

    As per 1833 regulation 9, the income sources were –
1-Mal- Taxes on land 
2-Sayar-Misclenious Taxes on cotton, tobacco, beetle, dresses , sales, boats, traders, grass cutting, catching animals and birds , hemp and other addiction materials, wine etc. (Bhanu)
      Governor General Lord William Henry Cavendish Bentinck was eager for improving revenues system. The regulation 9 of 1833 was brought due to Bentinck persuasion. British government opened a new department and increased employees there. In past, the tax was collected on real agriculture production. British government fixed tax on expected income. The aim of new regulation were (Bhanu 3)-
1-Demarcation of boundaries for each village
2-Demarcation of each area of a village and owners for each area
3- Measuring the unnoticed land and fixing tax on such land
4-Restructuring villages and Talukas or Tahsils
5- Reviewing past tax settlements
6- Correction on land and their real owners
7- Fixing realistic tax installments for farmers

8- Establishing a separate fund for road constructions
9- Establishing new system assisting rural police

             J.H Batten as in Charge for Land Settlement

   British appointed Robert M. Bird as chief officer for land settlement for Agra province. Bird was a senior member of Board of Revenues, Allahabad. Robert M. Bird completed land settlement with his hard work and support of his subordinates.
  In 1837, Bird appointed and pasted a capable civil servant J.H. Batten for Garhwal Land Settlement. Batten has some knowledge for land settlement in plains. Batten had to work under Rohilkhand commissioner (Pauri Garhwal report). Batten was hard working and focused civil servant. Batten completed land settlement in Garhwal.

   Before Batten came, there was no settlement for five years.  The tax collection was based on assumptions. The government was to do settlement for long terms basis. Then, the tax determination had to be done on the basis of measurement and true ownership basis. It was not easy task.
                       Difficulties for J. H. Batten for Garhwal Land Settlement
    First of all, Batten had to get knowledge for present Garhwal Land Settlement System.
    The government servants were totally unaware about regulation -9.Batten had to make them knowledgeable about policies and procedures of Regulation -9.
       Kumaon commissioner Traill was disinterested for reading regulations of Indian plains. The civil servants under Traill did not have experience for working under 'Deputy Collector'.
    The Garhwal hill region was spread over 4000 square miles. Batten had to visit each village and make land settlement. There were no village maps available. There were no exact village border demarcations available.
    According to Batten, Traill became popular because he did not measure land and levied least land tax. (Atkinson)
   Batten had to determine tax on real measurement. There was biggest problem of different land of a village has different geographical conditions , different flora and different productivity .Even,  a field of ten meters land does not have even productivity within a two three meters. Batten had to keep in mind the different geographical conditions, valleys, varied height and depth within a small village area. Batten was of opinion that each land should be measured accurately.
The Pgar (walls ) of farms was another exclusive factors of farms of Garhwal.
