                            Anglo Nepalese   War
History of Gorkha /Nepal Rule over Kumaun, Garhwal and Himachal (1790-1815) -122
History of Uttarakhand (Garhwal, Kumaon and Haridwar) -643
By: Bhishma Kukreti (A History Student)

Main Reasons for Anglo- Nepalese War
There had been disputes between East India Company and Nepal from the start and both were in expansion mood. On first November 1814, Lord General Moira declared war with Nepal. The main reasons for war were as
1-East India Company wanted expansion its trade with China and Tibet and Nepal was in between. Economic benefits were main reasons for conflicts.
2-Ther was continuous disputes for a few villages of Bhabhar of Kumaon and Garhwal.
3-Hastings planned to finish Three Hindu Powers Maratha, Sikhs and Nepal one by one.
Attraction for Trade from China and Tibet
In eighteenth century, East India Company was more anxious for trade with China. However, Chinese Government allowed British for trading only in Kaintnagar. British could have trade only with authorized Traders by Chinese Government. East India Company had to pay through Gold for buying Chinese products as spices etc. British had to pay by Gold for its import in India and British employees used to send money to England in Gold form only. British needed Gold. Tibet was a source of Gold supply.
British wool did not have demand in India and East India wanted to sell its wool to Tibet and other Himalayan region of China. The tail of Chanvar Caw of Tibet was being used for lace in Britain. There was high potentiality for trade with Tibet. By logic there were high chances of profit by opening trade with Tibet.
In Past, East India Company lost heavy army for war with Gurkha That war became end point for British to have trade with Tibet/China through Nepal.
                Trade through Bhutan
It was not possible for British to win over Nepal King Prithvi Narayan Shah and open trade with Tibet through Nepalese Territory. In 1774, Governor General Hastings sent George Bogle for Bhutan to getting permission using Bhutan for British Traders visiting Tibet.  Bogle was also asked to get firsthand knowledge about Chanvar Gay tail etc in Bhutan. Bhutan King cooperated with George.
As soon as Prithvi Narayan came to know about Bhutan visit by George Bogle, he wrote letter to Puncheon Lama and officers of Tibet be aware from British. Nepal King cautioned Tibet administration that the trade road should be as of past.
Tibet and China were conscious of deceptive tactics of British people. They were not comfortable with East India as Nepal was not.
              Nepal as Trade Road
British could not get success in trade link with Tibet through Bhutan. Nepal was the only way for r doing business with Tibet. In 1775, East India Company sent Maulvi Abdul Kadir for finding potentialities.
 Maulvi Kadir found –
Indian Hindu businessmen were not ready to visit Tibet directly as there was no food available for Hindu and caw meat was a must for feeding.
Nepal never offered protection to Indian Businessmen or traders.
The Nepalese traders used to get following huge profit by trade between Tibet and India-
Articles -------------------------------------Profit Percent Nepal------------PP through Lhasa
Broadcloth, Dress materials by Mahu,
 Kharua Cotton, Bengali tusser,
Balance and watt etc ---------------------------------25 -------------------------60
Shield --------------------------------------------------25--------------------------60
Gems --------------------------------------------------37---------------------------75
Diamond , Indigo -------------------------------------25--------------------------100
The traders of Newar, Nepal were commission agents for Tibet and Indian businessmen and used to ear by being agent. Therefore, Nepal government was not ready that East India Company did business with Tibet directly
Kadir suggested that Company should open Stores in the following border places-
1-Baksaduar in Koochbihar
2-Champaran of Bihar
3-Butbal in Nabab Vajir Kingdom
4-South of Kumaon (Kashipur)
5- Laldhang, Haridwar and Kankhal
Those places were having amicable season for Tibet traders. The aim was that Tibet traders would come there for buying and selling and escaping Nepalese traders margins of profits.

East India Company wanted to have amicable relation with Nepal. Therefore Company sent Captain Knox as its first Resident in Nepal (1802-03). Though, there had been opposition from various sides about British resident being in Kathmandu. He was instructed to cultivate friendly relation with administration especially with Damodar Pandey and Bum Shah Chautariya (Shafalya Amitya in Failure of Captain’s Mission in Nepal).
However, Knox was unable to generate cooperation from Nepal Court for East India Company. It was total failure of diplomatic acts of Captain Knox.
William H. Knox suggested that the Company should capture Kumaon that East India Could send and get goods directly to Tibet.
Encroachment of East India Company in Tarai Kumaon
On 10th November 1801, Governor General Lord Marquees Wellesley (1778-1805as Governor General)) captured Gorkhapur, Devriya, Basti , Azamgarh, Allahabad, Fatehpur, Badayun, Pilibhit and Shahjahanpur from Vajir or Awadh. Some portion of Tarai Kumaon was caaled the Jamidari of Awadh. In 1803, Company also captured Haridwar, Saharanpur and west Uttar Pradesh from Maratha. That means, by 1803 East India Company had rights on bordering territories of Garhwal and Kumaon.

East India Company starting Commercial Fairs in Haridwar and Kumaon

Anglo Nepalese War with   Reference to Gurkha Rule over Uttarakhand -3
History of Gorkha /Nepal Rule over Kumaun, Garhwal and Himachal (1790-1815) -124
History of Uttarakhand (Garhwal, Kumaon and Haridwar) -645
By: Bhishma Kukreti (A History Student)
                Fairs and Festivals of Haridwar
For centuries, Haridwar was famous for commercial and religious fairs and festivals. It was immaterial who was governing Haridwar Indians from all over subcontinent used to visit Haridwar for religious and commercial purposes. British were commercially very intelligent and they took care of Haridwar. Governor General Lord Marquees Wellesley built Ghat at Ganga bank and built Saray and a couple of houses as felicities for traders.  On 18th August 1802, East India Company secretary informed to Kolkata Head quarter that there would be two fairs in Haridwar in April and November every year. The secretary suggested that Company should lavvy nominal  tax on Traders in Haridwar. The secretary also suggested facilities of boats for Rohilkhand Traders.  Company arranged facilities for Traders in those fairs. Slowly, trading community and other communities started establishing houses in Haridwar.
The company officials used to visit Haridwar for facilitation of different facilities for people and commercial organizations in fairs of Haridwar (English Permuting Records). Due to sales of slaves and domestic and wild animals, Haridwar was attractive commercial place. People of Garhwal and Punjab used to come there to sell animals. In other parts, there were heavy demands for animals for transportation.
Company had prohibition for slave trade but there was no restriction to keep slaves.  People from various regions of India used to come near Haridwar at Gurkha Chauki for purchasing slaves from Gurkha officers.  People used to buy child and used to make them Hijda (eunuch) for long life slave. People also used to come to purchase young women from Gurkha for having keeps and maids.
East India company officials were more interested for knowing the trade secrets and trade roads from to Garhwal -Tibet. In 1789, an artist Denial with his nephew and other officials reached to Shrinagar for knowing about roads, crops, commercial produces and trade with Tibet from Garhwal. In 1796, Hardwick travelled from Kotdwara to Shrinagar and informed about poor conditions of Garhwal people.
From 1802, after capturing Haridwar, east India company officials used to reach Haridwar for getting information about Gurkha army administration.
Due to Gurkha ignoring commerce in Garhwal, East India Company was not able to establish commercial relations with traders of Garhwal. However, Company officials were positive that Garhwal and Kumaon are important regions for getting trade benefits in Himalayan Terrain.
East India Company started Commercial fairs in Haridwar.
Starting Commercial fairs in Tarai Kumaon
East India Company started two commercial fairs in Tarai of Kumaon and on 10th September 1802, informed traders that Company would provide sufficient protection to traders in British region. The following commercial fairs were started to have trade with Garhwal and Kumaon-
Chikliyaghat, Kashipur- The fair was established from ninth November to eighth December.
Bilharighat Pilibhit- The fair used to run from Seventh January to fifth February.
Company was trying to have trade relation with Tibet through those commercial Fairs. However, scanty business transaction happened with Tibet through those fairs.

East India Company Policies for Relationship with Nepal

Anglo Nepalese War with   Reference to Gurkha Rule over Uttarakhand -4
History of Gorkha /Nepal Rule over Kumaun, Garhwal and Himachal (1790-1815) -125
History of Uttarakhand (Garhwal, Kumaon and Haridwar) -646
By: Bhishma Kukreti (A History Student)

Policies of Wellesley for Nepal Relationship
The Company officials were of opinion that East India Company should capture Garhwal, Kumaon and Himachal for starting trade with Tibet and China. However, in time of Lord Wellesley as Governor General East India Company was involved with Maratha, Ranjit Singh for taking charge of Central and Western India. British were also involved with Napoleon. Therefore, it was not wise decision to attack on Nepal.
There was dispute between Nabab of Awadh and Nepal government for Tarai of Kumaon. In 1794, the war was inevitable between Nepal and Awdh. However, Company Resident Cherry intervened and stopped the war. Governor General was anxious to have cordial relationship with Nepal that many battle fronts were not opened. Cherry forced both the aprties to accept each other.
Archibald the surveyor surveyed Kashipur, Rudrapur, Jaspur etc and built cordial relationship with Subba Rudravir Saha and called him as King of Kumaon in a letter (Henry Wellesley Correspondences).
Policies of Minto for Nepal Relationship
Lord Minto was Governor General from 187-1813. Minto was also anxious to have cordial relationship with Nepal.  In 1809, Minto requested the Nepal King for allowing Ruderfor for getting pines tree jungles from Kumaon and Garhwal for manufacturing resin in Kahsipur factory. In another letter Minto requested Nepal for Ruderford to train Kumaon and Garhwal people for getting resins from Pine trees. Minto was anxious to have trade relation with Tibet. When Moorcroft visited Tibet and came with Shawl wool and goats, Minto did not welcome Moorcroft. Nepal was unhappy with Moorcroft for visiting Garhwal the Nepal territory without permission. Nepal soldiers put Moorcroft in prison too and harassed him. Minto lambasted Moorcroft for visiting Tibet through Garhwal. No doubt in his last years of office, Minto warned Nepal government for attack from company. The warning was not for Tibet trade benefits but due to border disputes with Nepal.
Policies of Lord Hastings for Nepal Relationship
Many historians state that Hastings attacked Nepal for having trade with China and Tibet. He heard stories about minerals in Himalayan regions of Kumaon, Garhwal and Himachal. Hastings also came to know that Central Himalaya is better region for reaching to Tibet. Hastings wanted minerals from Kumaon and Garhwal and ways to reach Tibet and China. Hastings wrote a note on his daily diary of 2nd December. On that day, Hastings was in Moradabad and rain was stopped after long time and sky was clear. Hastings watched Kumaon Himalaya and wrote -
“I was thrilled to watch that scene. No man did put his feet on that land nor would be able to do so. That natural wall compelled Indians to put all deeds there only. However, I am thinking about that trade which would be achieved capturing Kumaon from Nepal. By capturing Kumaon Hills we could reach to those shrines (Tibet border Himalayan shrines). There are passes in Kumaon through which reaching to Tibet is simple. There are people’s movement through these roads between Tibet and Kumaon. By capturing Kumaon we will have monopoly over Shawl Wool and we shall pay for those by exporting grains and agriculture utensils.(Pilimore, Hastings Journals).
In past too, every Company officials had same emotion about using nature for increasing trade of East India Company. Hastings diary is proof that British loved anything just for doing business.
However, many historians s argued that just for trade roads, Hastings was not ready for war with Nepal. The aim would be expansion of British ruled territory.
In June 1814, Hastings decided to have war with Nepal. However, in rainy season it was not possible to have campaign. Hastings completed all his planning and execution tools to attack on Nepal after rainy season. In between in rainy season Hastings was attracted to trade with Tibet through Kumaon and Garhwal.
                 Letter of Hearsay
There were many people to inform East India Company about potentiality of Garhwal and Kumaon for East India Company. Captain Hearsay travelled Garhwal with Reaper in 1808 and in 1812 with Moorcroft. He reported to Company about Neeti and Mana  pass for reaching Tibet and mines of minerals. East India was attracted to Tibet and Garhwal-Kumaon. He also discussed in his letter about pine trees for ship buildings.
After a little survey, Company found that Kumaon is simpler way to reach Tibet and was decided to capture Kumaon in east India Company territory. Lord Hastings did not attack just for Trade benefits but there was more compelling phenomenon of border disputes between Nepal and the Company. Dehradun and Garhwal-Kumaon were also strategic defense territories.

Disputes for Kumaon Tarai between Nepal and East India Company

History of Gorkha /Nepal Rule over Kumaun, Garhwal and Himachal (1790-1815) -126
History of Uttarakhand (Garhwal, Kumaon and Haridwar) -647
By: Bhishma Kukreti (A History Student)

Nepal captured Kumaon in 1790. After capturing Kumaon Hills, the Nepal government tried for capturing Kumaon Tarai regions as Kilpuri, Rudrapur, Kashipur, Nanakmatta, Subbara and Belari.
The Nepali resident (Subba) argued that Tarai was under Kumaon Kingdom. Nepalese government wanted capturing Tarai but was afraid of  East India Caompany Force near Tarai. Nepal King always reminded East India for handing over Tarai to Nepal. However, East India argued that since Awadh captured Kumaon Tarai before Nepal capturing Kumaon, Nepal did not have any right in Kumaon Tarai. The representative of Governor General clearly told to Subba of Kumaon not to show any right on Kumaon Tarai.
                             Right on Laldhang Garhwal
Laldhang was under Garhwal Kingdom. Aurangzeb wrote an order about Laldhang and Dehradun to Garhwal King Fateshah. Nazibbudaula capture Laldhang. Later on Awadh captured Laldhang. Awadh Nabab handed over Laldhang to East India Company. There did not have any disputes for Garhwal border between Gurkha and East India Company.
Situation in West of Yamuna River
In Himachal region, the situation was simpler. East India Company declared that in case Nepal captured Hills of Himachal Chieftains the  Nepal government did not have right on plains of those Kingdoms. Company decided that in case any Himachal Chieftain asked help for his plain region the Company would offer help to Himachal Chieftain.
In 1810, Amar Singh Thapa informed to David Ochterloni ( Akhtarloni  )that Pinjor , Narayangarh and Lakhanpur were under Sirmaur (Nahan) Chieftain. Same way Budhiya and Pulasi were under Hindur Kingdom. Amar Singh Thapa argued that since, Nepal captured Sirmaur and Hindur Kingdom, automatically Nepal had right on Pinjor , Narayangarh and Lakhanpur of Sirmaur and Budhiya and Pulasi of Hindur. Akhatar Ali wrote clearly that the plains of those Kingdoms were now under guardianship of East India Company (Snawal, Nepal and the East Indai company). Amar Singh Thapa was aware of weakness of Nepal army and strength of East India Company. Therefore Thapa did not insist the right on Plains of Himachal Kingdoms.
General David Ochterloni (Akhatarloni) used to hate Gurkha/Gorkha. He was ready to have head on with Gurkha/Gorkha. He wrote letter to east India Company that Company should ask Gurkah to vacate Dehradun too. Company refused the suggestion by Ochterloni.
In 1814, Amar Singh Thapa captured a few villages of Patiyala and Hindur. Those villages had protection from East India Company. Thapa had argument that those villages were part of Sirmaur and Kyunthal Kingdom Nepal had right on those villages. Ochterloni showed opposition for Thapa capturing those villages. Thapa asked time for consulting Nepal court in Kathmandu. Ochterloni accepted time as there was no proper time for attacking on hill Nepalese armies. However, David Ochterloni started preparation for future war with Nepal. At that juncture Ochterloni met An Anglo Indian Haider Hearsay who also ahted Nepalese. Hearsay and Harsh Dev Joshi had planned to win over Gurkha in west of Kalinadi.
Harsh Dev Joshi wanted to take revenge with Nepal and Haider Hearsay got promise from Sudarshan Shah for Jagir.
Nepal court suggested Thapa that not to leave right on won territories.
Ochterloni wanted war with Nepal and Governor General wanted peace with Nepal.

In west of Kalinadi (plains of Kumaon, Garhwal and Himachal), Nepalese Force was weaker than East India Company. However, in east of Kalinadi, in Nepal Tarai, strategically Nepalese force was stronger than East India Company.
Gurkha reached to Nepal Tarai before East India could reach and capture the territory. Tarai was also affected by Malaria from April to October and Company officials would not accommodate such seasonal diseases. However, East India Company appointed Jamindar for collecting tax from farmers. Company was not interested for looking after the citizen interests. There was also not clear demarcation of border of Nepal and Company in Tarai region.
In 1811, Barely Magistrate came to know that Gurkah built a fort at Kheri. Kheri and nearby region was understood under Awadh Nabab. Barely Magistrate was aware that by 1809, there was no Gurkha right on Kheri. In Nepal Tarai there used to take place such many dispute incidents between Gurkha and East India Company.
Nepal Tarai was important for Gurkha and East India Company. The Sal forests were gold mines for Gurkha. There were wild animals too in those forests and were commercially important. Sal was exported all over North and East India. Animals and their body parts were exported. The agriculture was also beneficial in this part.
Due to various disputes factors in North, Central and West India, Governor General Wellesley and other Governor Generals made policies to be neutral with Gurkha for the time being. Therefore, Bhim Sen Thapa got chance to expand its territory in Tarai.
Bhim Sen Thapa was aware of strength of East India Company. Even then Thapa continued to capture the Territory of East India Company. The Tirhut Magistrate informed that from 1712 -1812, Gurkha captured more than 200 villages of East India Company. Gurkha captured five eight Pargnas of Khairigar; Gurkha used to show rights on many villages of Moradabad. Gurkha captured many villages of Gorakhpur and Saran regions. Company officials were aware of Gurkha acts but were involved in settling other territories and were not to take head on with Gurkha. East India Company only used to wrote letters about border disputes.

In 1811, Nepal King complained to the  Governor General that on 27 January 1811, at nine Am, the Jamindar of Betiya (District Saran) Birkishor Singh sent 1600 soldiers with arms to Rautihat (Nepal)  and killed Nepalese Subba Lochangiri, Jmeedar- Bhaktram, Bechu Singh and other nine Nepalese. Nepal King wrote that Nepal was capable for punishing Jamindar Beerkishor Singh (under East India Company) but did not punish due to relationship with the Company. Nepal King expected punishment to Beerkishor Singh.  In between there was another conflict in the same region. The Saran magistrate informed to the Company that Nepalese were responsible for both the conflicts. Governor General wrote that they both should resolve the disputes amicably. Governor General requested Nepal King to depute two representatives to the place of incident those were aware the incidents (Cahudhari).
The Saran magistrate reported that Nepalese Subba and other representatives attack on villages under Company and they instigate citizens to come under Nepal court. Magistrate also informed that due to bad behaviors the people of Betiya might have reacted in defence but Nepalese are responsible for the situation. Magistrate requested for pardoning Birkishor Singh.
Nepal sent two representatives Randip Singh, Sardar Parushuram Thapa and Raghunath Pandit at incident place . Company sent Young as its representative. Before the inquiry was completed, Nepalese capture few more nearby villages from East India Company. This way, Nepal captured total twenty two villages from East India Company. There was no conclusion by discussion between Young and Nepalese representatives.
There was disputes between Nepal and Company for twenty two villages and border of Syuraj and Butbal. Nepal court and East India agreed to resolve those disputes.

Syuraj   and Butbal Dispute between Nepal and East India Company

Anglo Nepalese War with   Reference to Gurkha Rule over Uttarakhand & Himachal -8
History of Gorkha /Nepal Rule over Kumaun, Garhwal and Himachal (1790-1815) -129
History of Uttarakhand (Garhwal, Kumaon and Haridwar) -650
By: Bhishma Kukreti (A History Student)

It is believed that disputes for Syuraj and Butbal between Nepal and East India were the main causes for Anglo Nepalese war. Initially Nepal Tarai regions Syuraj and Butbal were under Awadh. But Nabab offered that Land to Palpa in exchange of regular tax from Palpa to Awadh Nabab. Nabab handed over his territory to East India. Therefore, Syuraj and Butbal came under East India Company.  On those days, Palpa King Prithvipati Singh was in Gurkha Prison in Kathmandu. The Palpa King Representative assured through a letter to Gorakhpur Collector that Palpa King would pay annual tax for Rs thirty two thousand to Company regularly for the Syuraj and Butbal. After release from Kathmandu, Palpa King vouched the condition.  However, again, Gurkha King Ranbahadur captured Palpa King and put in prison in Kathmandu. After murder of Ranbahadur, Bhim Singh Thapa killed Palpa King in Kathmandu.  Bhim Singh Thapa sent his father General Ambar Singh for administrating in Palpa.  Palpa King Family escaped to Gorakhpur and took asylum under Company.
For some time Gurkha paid tax to East India Company. However, in later stage, Gurkha stopped paying tax to the Company. Ambar Singh started intervening in Syuraj and Butbal. He sent his representatives with soldier for collecting tax from Butbal (Sanwal).
Governor General sent letter to Nepal King and asked not to disturb Butbal and asked him to call back his representative from Butbal. Governor General also requested Nepal Government to pay tax for Syuraj. Nepal King challenged right of Company on Syuraj and promised to pay tax for Butbal as Palpa King used to pay. Governor General Barlow refused argument of Nepal.
The new Governor General Shore also wrote letter to Nepal King for taking back Nepalese army from Butbal.  Ambar Singh Thapa refused to obey request from the Company.  Gurkha was getting annual tax from the region for Rs one lakh.  With time, Gurkha soldiers were capturing villages of Butbal region regularly.
There were letters from Company and situation did not improve. In 1813, when there was meeting in Gorakhpur for solving the border dispute, Gurkha captured more villages in Saran district.

                                   Protest from Minto
In 1813, Governor General Minto wrote a protesting letter that Company was acting patiently for resolving the border disputes but Nepal government acting opposite of resolving tactics. Minto wrote Gurkha and accept their faults. Minto wrote that Gurkha Government should punish the culprits (Malcolm, The Political History of India). The letter shows that Minto wanted peaceful settlement for border disputes with Nepal. Perhaps, Minto was ready for hard decisions. However, Minto had to leave India and Lord Hastings came in his place.

Major Bradshaw Failing Dispute Resolution with Gurkha Representatives

Anglo Nepalese War with   Reference to Gurkha Rule over Uttarakhand & Himachal -9
History of Gorkha /Nepal Rule over Kumaun, Garhwal and Himachal (1790-1815) -130
History of Uttarakhand (Garhwal, Kumaon and Haridwar) -651
By: Bhishma Kukreti (A History Student)

East India Company and Gurkha Rulers were expansionists and both were opportunists for expanding their territories for any reasons.
For resolving the Butbal disputes the Company deputed Major Bradshaw to talk with Nepalese representatives –Krishna Pundit and Raghunath Pundit.  The conference was totally failures as both the parties were least bothered to accept other’s arguments and logics. Major Bradshaw wrote to Company that the Company had logical rights on Butbal and Syuraj.
After some time, Company handed over Bradshaw the responsibility of resolving Saran and Tirhut border Disputes.
Major reached Saran and told to Nepal Vakil /advocate to hand over the disputed land (twenty two villages) to East India till the dispute was   resolved. Major Bradshaw promised that if the right of Nepal on twenty villages were proved logically the Company would return the land. Nepal representatives either believed on cunning Bradshaw or they were under compulsion they handed over the disputed land to the Company. East India Company never looked after from that time for resolving the issue.
On 4th March 1814, the Company ordered Major Bradshaw to resolve the issue for ever. Company also ordered Bradshaw to get back Saran land from Nepal. He was asked to take necessary action against Nepal if needed. Bradshaw reached to disputed land. Bradshaw called again the Nepalese representative for discussion. Nepalese representatives refused to come for discussion with Bradshaw and cleared that those twenty two villages were handed over to east India Company for temporary basis. Nepalese representatives asked Bradshaw to vacate the land immediately. After asking Bradshaw to vacate land, the Nepalese representatives left for Kathmandu.
                                        Protest from Hastings
Governor General Hastings was annoyed by the information that Nepalese representatives were not agreeing for handing over the land to the Company. He sent a letter and threatened that Nepal should take off its administrators form the land and cautioned if Nepal government did not take off administration from the land Company would take stern action against Nepal (Sanwal).
                 East India Company Army Action

After dispatching letter to Nepal, Company head office sent three artilleries for helping major Bradshaw. Company ordered major Bradshaw that he should wait for a reasonable time for answer from Nepal. Later on he was asked to capture the land from Nepal.
Company deputed Colonel Richardson with seventeen Army companies to Gorakhpur, Gorakhpur magistrate was asked to send warning letter to Nepal for vacating Butbal and Syuraj. If Nepal government did not agree the Colonel was asked to take army action against Nepal for capturing Butbal and Syuraj territories.
Nepal government answered through letter that Yong had cleared that Nepal had right on Butbal and Syuraj. Nepal government refused to vacate Butbal and Syuraj. Nepal government informed that Nepal was ready to resolve the border issue by talk and was ready to send its representatives to Kolkata. The letter reached on 4th May 1814. However, East India Company Magistrate of Gorakhpur captured the territories before the letter reached to Gorakhpur Magistrate. Initially Nepalese army resisted but later on Ambar Singh Thapa asked his army to go back towards Nepal.

Strategic Discussion (Chhalfal) in Nepal Court about East India Company

Anglo Nepalese War with   Reference to Gurkha Rule over Uttarakhand & Himachal -10
History of Gorkha /Nepal Rule over Kumaun, Garhwal and Himachal (1790-1815) -131
History of Uttarakhand (Garhwal, Kumaon and Haridwar) -652
By: Bhishma Kukreti (A History Student)

Leo O Rose writes (Nepal: Strategy and Survival) that there was fundamental difference of policy between British Policy in the Past 1814 and of Warren Hastings three decades earlier. When Hastings sent a warning letter to Nepal King, Nepal King in April 1814, suggested his main representatives not to have war with East India Company. King called the nearby residents and asked suggestions through letters from far away representatives.
The King wrote letter as (Balchandra Sharma page 257) –
“There had been a conflict between English people and us. Governor General wrote to us to leave disputed land without war. If we leave the land as it is we will not have existence. In our opinion we should use arms. You think undividedly and decide and suggest me.”
The meeting of Bhardar (main Representatives) started at nine Am and continued till eight PM in Kathmandu. Henry T. Prinsep (History of Political and Military Transactions in India, vol 1), the book is available on Internet) and other writers wrote about details of the above meeting.  There were two groups among representatives,. One group wanted to have friendly relation with the East India Company and other group wanted to have war.
Bhimsen Thapa replied to the Nepal King- Nobody could dare to head on you and your predecessors. Once, China attacked on us and it had to come forward for treaty. How come British win over our Hill regime? Under your leadership we fifty two soldiers will fight with British and will kill them. They (British) tried to win a small weak fort of Bharatpur built by weak men but later on they left to win that fort. God has created our hill caves and hills. Those are non winnable. That is why I suggest for war with British. Watching the fruitful situation we may have treat at any point later on.
Kaji Randoj Singh Thapa said,” Whatever General Bhim Sen Thapa said is right. Alexandra captured India but could not enter into Hill Kingdoms. Yes! There is one single fear. That we displaced many Hill Kings and those Kings will have dialogues with British people and will open various secretes of those Hill Kingdoms. When those displaced Hill Kingdoms would unite and will help British the East India Company will definitely dare to attack on us. Therefore, I suggest having peaceful relation with Company for the time being. Instead of conflicts and war we should leave some portion of disputed land to Company. By doing this the planning of enemy displaced Kings would   be failed.”
Rajguru Raghunath Pundit said,” The Company did not harm that much that war is a compulsion. No doubt, Company could not harm us in Hill regions but we are weak in Tarai and plains. If we have to sacrifice half disputed for keeping peace it is not wrong diplomacy.”  English writer Henry T. Prinsep (History of Political and Military Transactions in India, vol 1, ) wrote that Company did not harm much to Nepal as other court ministers would have opposed Rajguru Raghunath Pundit.
The army representatives of West as Bamashah Chautariya, Hastidal Chautariya and Amar Singh Thapa wrote letters and the meaning was as –
“The present situation is not favorable for us. Analyzing the circumstances, British decided to attack on us.  Now, English will not sit calm till they capture the territory. East India Company will unite those Kings whom we displaced.  Till date we hunted deer and now we have to fight with lions. If the King agreed with our suggestion we should leave that disputed land on which the Company had right earlier. If we insist on disputed land there would be unrest in West of Kali River. The said region is already facing problem. War with company will create same situation in other part too”
“That who is instigating you for war and claiming win he (Bhim Sen Thapa) was born in Court and he does not have experience of hard life of a soldier.  He is exaggerating for win but he never came out of Court and never saw battle field. Gurkha spent life by cutting wood and still that is their profession. War is not child play. War requires trained army and we can’t win war by the wood cutters”
Ambar Singh Thapa the old administrator of Palpa and father of Bhimsen Thapa was not keeping well but came to Kathmandu from Palpa. Ambar Singh was deadly against to surrender before proud and notorious Englishmen. Ambar Singh Thapa had full belief on his battalion of Palpa army. Ambar Singh Thapa spent money on his army for training to fight with British army. He suggested that at least once the Nepal should have head on with East India Company. Ambar Singh told that Nepal should not surrender the land without war and treaty could be possible at any time later on. Ambar Singh suggested that if Nepal won the initial war there would be fame and propaganda for Nepal and people would appreciate Nepal strength. He argued that even Nepal loosed in the Plains it would come to hills for protection. Ambar Singh suggested that even after losing war Nepal could put conditions before the Company.
The strong suggestions of Prime Minister Bhimsen Thapa and Ambar Singh Thapa were agreed upon. To war with East India Company was agreed upon. Nepalese court agreed to fight with East India Company with courage and brevity. However, Nepalese government did not alert East India Company for war. Nepal Government sent a letter to Governor General that Nepal wanted peaceful and cordial relation with the Company but did not mention anything about the disputed land.
