    गढ़वळि अब सरा संसार मा फ़ैल गेन त अंग्रेजी , हिंदी , स्थानीय भाषाओं की कहावतुंक अनुवाद करिक गढ़वळि मा कहावत गड़ि दींदन।  अर अन्य माध्यमों से बि गढ़वळि नया नया कहावत गढ़वळि शब्दावली तैं दीणा छन। मीन कुछ नई कहावत टिपिन अर आप का समणि धरणु छौं -

पैल गढ़वळि नक्वळ (नास्ता ) , खाणक  , रुटि खांद छा अब अंग्रेजी का प्रभाव से गढ़वळि नक्वळ (नास्ता ) , खाणक  , रुटिलींद छन।  अंग्रेजी मा पूछे जांद - हैव यू टेक्न ब्रेकफास्ट ?  तो अब गढ़वळि पुछदन ण - तीन नास्ता लि याल ?

एक शब्द कहावत का रूप माँ प्रसिद्ध छौ - तैन मि तैं चुसणा दिखै दे।  अब कपिल शर्माक कॉमेडी सीरियल का प्रभाव से बुल्दन -तैन मि तैं बाबा जी का ठुल्लु दे।

एक कहावत छे बल -यदि क्वी  नी पुछणु  च त डाळ  मा नंगी बैठ जा।  अब बुले जांद बल गजेन्द्र राणा बण जा।

भितर नी आलण अर भैरम नचणी च बादण कहावत अब बदल गे।  अब बुले जांद बल - भितर नी आलण अर गौळुन्द छै छै मोबाइल बांधण !

पैल बुले जांद छौ बल- स्यु  बाप कमाई खाणु च।  अब मुंबई मा इन मनिखौ कुण बुले जांद बल स्यु अभिसेक बच्चन ह्वे गे।

पैल बाप ददा की कमाइ खाण वाळ कुण भाग्यशाली बुले जांद छौ अब विजय बहुगुणा बुले जांद।

कै पर खजि लगीं हो तो सम्मानीय लोग सीधा नि बुल्दा छ कि तै पर खौड़ या खज्जी मचीं च , अलग अलग जगा कै बि  उपमा कु प्रयोग हूंद छौ।  अच्काल बुले   जांद - तै मेहश भट्ट लग्युं च याने खजी लगीं च।

पैल बुले जांद छौ बल गढ़वाल सभा दिल्ली या गढ़वाल सभा जयपुर का चुनाव माँ घपरोळ हूण अब बुले जांद बल तख राजयसभान हूण।

पैल गढ़वळि नाच ना जाने आँगन टेढ़ा कहावत हिंदी मा इ प्रयोग करदा छ।  अब बुल्दन बल ऐक्टिंग नि आवो तो डाइरेक्टर पर भगार लगावो।

पैल एक कहावत प्रयोग मा आदि छे - खावन प्यावन औरुंक अर मार खावन गौरुंक।  पर अब मध्यप्रदेश , महाराष्ट्र मा या कहावत गढवल्युं माँ बि प्रसिद्ध द ह्वे गे - बल- माल ताल खावन मत्री जी अर जेल जावन संतरी जी।

अच्काल गांवुं मा जब लोग बुल्दन बल - म्यार बौड़ त द राहुल गांधी च तो लोग सट्ट समज जांदन कि तैक बौड़ -बल्द गळया बौड़   च।

पैल आबत मित्रुं संख्या से  कैकि बि औकात पता लगदी छे अब फेसबुक मा लाइक की संख्या औकात कु मापदंड च।

पैलि कज्याण पति तै तूंन इन दींदी छे बल - भितर इ त मेरि पूछ नी च , भैर त गांवक छ्वारा मि तै  हतुं मा बिठैक रखदन अब कज्याण बुल्दि -भितर इ त मेरि पूछ नी च , जरा फेसबुक मा म्यार दगड्यों संख्या तो द्याखो !

पैल एक कहावत बुले जांद छे बल - स्यु तीन मा ना तेरा मा।  अब बुले जांद बल -स्यु अमर सिंग च।

पैल लोग प्रार्थना करदा छा बल - हे भगवान म्यार नौनु तैं नौकरी दिलै दे।  अब प्रार्थनाक रूप बदल गे अब बुले जांद बल - हे भगवान म्यार नॉन तैं एक NGO दिलै दे !

इनि सैकड़ों नई नई  कहावत गढ़वळि मा ऐ गेन बस क्वी पुष्कर सिंग कंडारी या क्वी सुधीर बर्त्वाल चयाणा छन जु यूँ कहावतुं तै टीपो अर संग्रह कारो !

Historical Records and Sources for Analyzing Administration of Gurkha/Gorkha Rule in Garhwal

              Apart from Dr Shiv Prasad Dabral, no other serious work is done for searching historical accounts of administration (strategy and tactics) of Gurkha/Gorkha rule in Garhwal. This author searched on Internet medium too and he could not get knowledge more than what Dr Dabral offered to History students.  Even, there is no exclusive book available on Gurkha/Gorkha rule in Garhwal beside Dr S.P Dabral. Historian as Ajay Rawat or O. P. Handa offered history accounts of Gurkha Rule in Garhwal refereeing Dr Dabral only. Bhuwan Chandra Khanduri (1997) tried his best to get glimpse in his book but that is not sufficient.

Sources for Analyzing Administration of Gurkha/Gorkha Rule in Garhwal 
                Dr Dabral offered the following sources for analyzing history accounts of Gurkha/Gorkha administration in Garhwal.

Gorkha/Gurkha Sources on Administration of Gurkha/Gorkha Rule in Garhwal 
        Amar Singh Thapa was busy in extending Gurkha/Gorkha supremacy in Garhwal Himachal from 1803-1815. There is some works on the acts of Amar Singh Thapa. However, scanty history research is done on Gurkha rule in Garhwal. Even this author could not find Garhwali Folk Lore or Folk Story about Gorkha administration.
The following Nepal sources were available with Dr Dabral when he compiled Gurkhyani or Uttarakhand ka Itihas -5
           Gorkha /Gurkha administrators in Garhwal were getting orders from Nepal and sending letter for taking orders, requesting for administrative advices etc.  There were copper inscription or sealed letter from Nepal government for its administrators. The local Gurkha /Gorkha administrators also gave orders in writing to Garhwali Kamin (local administration from Garhwal side).  Dr Dabral wrote that he could not find any comprehensive, chronological  record (register, fard, dairy, records) that offer the details of State administrators, transferring orders of Gurkha commanders, tax collectors etc.
  Dr Dabral got the following records from various sources-
1-The letters from Gurkha/Gorkha administrators of Nepal court to Gurkha Kamins of  Gujdu and Dhangu  Patti. There are order letters from Hastidal Chautariya, Kaji randhir Singh Basnayt, Bhaktibir Thapa and Tularam Adhikari to Garhwali Kamin of Gujadu and Dhangu regions. The heirs of Guajru Kamin Vishnu Singh Rawat and heir of Kmain of Dhangu region (Dhangu, udaypur, Dabralsyun) Awatar Singh Gorlya Rawat showed those records to Dr Shiv Prasad Dabral.
2-The copper inscriptions of Ranbahadur and Gaervarnyudhvikramshah are available in temples of Kmaleshwar Shrinagar, Kedarnath temple office in Ukhimath and other temples
3-British assistant commissioner G W.Trail described a few copper inscriptions or notifications from Gorkha administrators for that Atkinson informed that there were in Pauri Treasures. However, Dr Dabral informed that those records, inscription were not there in Pauri.
4-British  commissioner GWTrail described about the inscriptions, orders, notification to various temples, persons.
5- The Fard or records of Kaji Bahadur Shah Bhandari and Dashrath Khatri for land administration. Commissioner G.W. Trail followed initially those records for land administration in Garhwal for British government in Garhwal. 
6- Coins – a few Gurkha /Gorkha coins are also used for history accounts.

आवाज - दिल्ली -कोयंबटूर एक्सप्रेस प्लीटफार्म नंबर मा ऐ गे।  सबि जत्र्यूँ कु स्वागत    ...ट्रेन संख्या   ...



आदिम -जरा मि थोड़ा देरौ कुण तौळ जाणु छौं

जनानी - जरा पता लगै देन कि ट्रेन जादा देर ठैरली कि ना !

आदिम - हाँ ठैरली।  इकम ट्रेनमा पाणि जि भर्याल।

अवाज - भैरों ! ध्यान द्यावो , ट्रेन स्टेसनम द्वी मिनट रुकलि , द्वी मिनट  ....

हैंकि आवाज - बड़ा पाव पाँव ! बड़ापाव  , मर्चण्या बड़ा पाव   ....

बच्ची -ममी मीन बड़ा पाव खाण

जनानी - इस्स  ! त्वी बि   ... ननिन न क्या बोलि छौ कि जात्रा करद दैं कतै बि कचर पचर नि खाण चयेंद।  त्वै तैं कुछ बि याद नि रौंद।  मि तैं लगणु च हमन स्यु आदिम कखिम दिख्युं च , कखम देख होलु ? क्खम देखि   .... हाँ वैदिन त्यार बुबा जी, मी  अर तू  गोलगप्पा खाणा छया तो यु आदिम एक मोटि जनानिक दगड़ हौंसिक छ्वीं लगाणु छौ।  अब बता इथगा मोटि अर फैसन द्याखो वींक ! ए आदिमक शालीन कपड़ा पैर्यां छ अर वींक ए मेरि ब्वे   ... ! यु आदिम वीं  .... याद च ?

बच्ची -मि तैं याद नी च।

जनानी -त्यार त यी हाल छन।  मि कै तैं एक दैं देख ल्यूं तो फिर नि बिसरदु।

आवाज - दिल्ली -कोयंबटूर का यात्री ध्यान द्यावो , ट्रेन छुटणि च , ट्रेन छुटणि    ,,,,

जनानी -ये मेरी ब्वै ! ट्रेन छुटणि च अर स्यु आदिम अबि तलक नि ऐ।  जरा खिड़की से त देख कि कखि स्यु उखी प्लेटफार्म मा बड़ा पाव त   ...

बच्ची -ना , कखि बि नी दिखेणु च।
जनानी -यु आदिम उखि छुट गे , उखि छुट गे।  यीं सरकारौ कुण बिजोग पोड़ल, यात्रियुं  पर कुछ बि ध्यान नि दींदि। वु कै हैंक डब्बा मा त नि चड़ी गे ?

बच्ची -ना ना ! वैक सूटकेस तो इखि च।

आवाज - यात्रीगण ध्यान दें , एक यात्री जो दिल्ली -कोयंबटूर ट्रेन से यात्रा कर रहा था वह प्लेटफार्म  ...

जनानी -ये मेरि ब्वै ट्रेन चलण बिसे गे अर वैक सर्कस इखि रै गे।  जरा तै सूटकेस तैं इना सरका।  खिड़की से भैर फेंकी दींदा।  प्लेटफार्म से उठै ल्यालु।  ये कुली भया , ये कुली भया ! एक आदिम प्लेटफारम पर छुटि गे   ... वै तैं वैक सूटकेस दे दे हाँ।  पकड़  ... वो पकड़ याल। । कुली चुस्त च , फट पकड़ी दे वैन   ... यात्री बिचारो  ... आ ! अब जैक सेळि  पोड।  कैक सहायता करण से दिल तैं बड़ी शान्ति मिल्दी।  तेरी ननि बुल्दि च कि ना मनुष्यों तैं सब्युंक सहायता करण चयेंद।  अहा सेळि  !

बच्ची -ममी ट्रेन अब तेज व्है गे मि सीणु छौं।
जनानी -ठीक च मि फ़िल्मी बकबास पत्रिका पढ़ लींदु।
आवाज - कृपया ध्यान दें ! दिल्ली -कोयंबटूर से आने वाली ट्रेन आ पंहुची है और प्लेटफारम दो पर एक मिनट के लिए रुकेगी। । दिल्ली के यात्री   ....
(इथगा मा उ आदिम दरवाजा पर खड़ु हूंद )

जनानी -तुम ?

आदिम -हाँ मि पैथरक डब्बा मा छौ।  उख   म्यार  ...

जनानी - तो तुमसे ट्रेन नि छूट ?

आदिम - ना। मि त दुसर डब्बा मा उख म्यार दोस्त  ....

बच्ची सूटकेस   ... ?

जनानी -हाँ सूटकेस। ... ?
आदिम -हैं क्या ह्वे ?
जनानी -सूटकेस !
आदिम -सूटकेस , कु सूटकेस ?
जनानी -हमन समज कि तुम प्लेटफारम पर इ छुट गेवां।
आदिम -त ?
जनानी -त क्या ? हमन तुमन सूटकेस प्लेटफारम मा फेंकि दे।
आदिम -पर वु सूटकेस म्यार त छैंइं नि छौ।
जनानी -पर उ त तुमर इ सीटौ तौळ छौ ?
आदिम -हाँ अर मीन समज कि उ सूटकेस तुमर च।  म्यार सूटकेस त दुसर डब्बा मा दगड़्यों पास च।
बच्ची - तो सूटकेस कैक छौ।
आवाज - यात्रीगण कृपया ध्यान दें।  पिछले स्टेसन में किसी ने दिल्ली -कोयंबटूर ट्रेन से एक सूटकेस प्लेटफारम पर फेंका था।  उस सूटकेस में बम मिया है।  बम डिफ्यूज कर दिया।   अब दिल्ली -कोयंबटूर एक्सप्रेस की तलासी ली जाएगी।  कृपया अपनी जगह पर ही रहे और पुलिस पूछताछ में सहयोग करें !
जनानी -ये मेरी ब्वे ! तो वै सूटकेस माँ बम छौ ?
आदिम -क्या ? बम ?
बच्ची - ममी ! तू ना !  नानीक बुल्युं पर ध्यान नि दींदि , ननिन बोल बि छौ , अनजान वस्तुओं को  ना छुएं और उसकी जानकारी सरकारी अधिकारियों को दें !

आवाज -यात्रीगण ध्यान दें   ...

                Maularam/ Mola Ram was a poet, painter and historian who penned down three rules – Shah Rule, Gurkha/Gorkha Rule and British Rule on Garhwal and about other contemporary personalities. Dr Dabral referred Mola Ram /Maula Ram Gorkha and last Shah Period history, Gurkha and early British Rule abundantly. Dr S.P Dabral and his son Dr Vinay Dabral also did research on and edited his book Garhrajvanshkavya and published in 1977. Learned History scholar Dr Ajay Rawat published Ganika Natika or Garh Gita in 1975.
In a note on Internet (Third Inning) , Dr Tolia mentioned that Dr Dwarika Prasad met  Dr Dwarika Prasad Tomar descendent of Mola Ram/Maula Ram and had an opportunity  see the following  texts–

His book Garhrajvanshkavya and Ranbahadurchandrika m, Shamsherjangchandrika offer many insights about Garhwal History.
                   However, Dr Dabral informed that a few or six manuscripts of Mola Ram /Maula Ram are missing. Dr Dabral visited a scholar Budhi Vallabh Thapliyal for Mola Ram /Maula Ram manuscripts. Budhi Vallabh Thapliya got seven poetic Moa Ram /Maula Ram manuscripts including Manmantha Sagar from Baijnath Tomar, Shrinagar the grandson of Mola Ram /Maula Ram in1947. In 1948, Thaplaiyal exhibited those manuscripts in Pauri City. The poetries were written on Pahadi Kagaj (Hill Paper) and black ink. On 7th May 1972, Thapliyal informed Dr Dabral that since, there were some mistakes (spelling point of view) in manuscripts, Thapliyal handed over the manuscript to Gairola an Archeological Chemist of Archeological Department. Thapliyal wanted to check the authenticity of age of ink and paper. Gairola informed to Thapliyal that a person took those manuscripts. When Dr Dabral published Gurkhyani (Uttarakhand ka Itihas -5) , Gairola shifted to Bangkok. 
There was historical account of Garhwal in Manmanthsagar.
Dr Dabral again offer another important information that When Gurkha/Gorkha commander Kaji Bakhtawar Singh Basnyat reached to Shrinagar in 1810, he met Mola Ram /Maula Ram. Basnyat heard the un- bias historic accounts in poetic form from Mola Ram/ Maula Ram. Basnyat was pleased and he offered gifts to Maula Ram / Mola Ram. Dr Dabral mentioned that Mola Ram /Maula Ram created a long poetry as 'Bakhtawar –Yes-Chandrika' and there were accounts about Gorkha Rule history in Garhwal.
                 Miscellaneous Sources of getting information for Gurkha/Gorkha Rule in Garhwal
Travelogues – Many tourists as Captain Ripper, Lieutenant Veb, Captain Hiyarse, Colebrook, Moorcroft,   Rutherford, Hansson etc travelled various parts of Garhwal in Gurkha or in Britihs period and offered historical information.
   Historians get information from various archeological museums and history museums too.

           महाभारत में कुलिंद राज्य के कई अतिमानव जातियों का भी उल्ल्ख है।  गंगाघाटी (हरिद्वार सहित ) में निम्न जातियां थीं
१- गन्धर्व
२-किन्नर
३-यक्ष
४-क्रोधवश राक्षस
५-घटोत्कच की सेना
६-रौद्र व मैत्र राक्षस
७- सुपर्ण , नाग , यक्ष , किन्नर
इनकी संख्या दस लाख से अधिक उल्लेखित है।
गंगाद्वार (बिजनौर हरिद्वार आदि ) में नाग वंशी अतिमानव रहते थे।  वे जल तैराकी में अतिकुशल थे।  अर्जुन ने नागकन्या उलिपि से शादी भी की थी।
इन अतिमानवो में कई प्रकार के गन थे।  कई अतिमानव मानवभक्षी थे। इन्हे विकराल मानव भी कहा गया है।

    Gurkha/Gorkha rule in Kumaon or Garhwal was virtually an Army Rule.
In Garhwal, there were three battalions in Gurkha/Gorkha Army. Under each Gurkha/Gorkha battalion there were five companies (Garkh). The treasurer used to pay the 'Bali'(Salary) of soldiers.
According to letter of Bhakti Thapa to Dhangu Kamin 9Incharge of Dhangu Region) of March 1807, there were twenty five soldiers in Dhangu and Gurkha/Gorkha administrator used to collect 'Bali' (Salary) for twenty five soldiers (From Thokadr Awtar Singh Rawt private collection). Kamin used to collect salary or tax from people or Padhan etc and used to deposit in Sardar or Regional Commander. There was no hearing for delayed deposit for tax.  As soon as Sardar leetr was reached to Kamin he was compelled to deposit tax. In case of delay, Soldiers were free to sell the persons as slave.
   The difference between Kumaon and Garhwal administration was that since, Kumaon regional Thakdar , Jamindar of Padhan etc became supporters of Gurkha/Gorkha immediately after the entry of Gurkha/Gorkha in Kumaon and Gurkha/Gorkha administers did not get resistance. Therefore, Gurkha/Gorkha were soft on Kumaunis. However, Garhwalis resisted the entry of Gurkha/Gorkha for twelve years and did not support Gurkha/Gorkha rule till Gurkha/Gorkha were not gone from Garhwal. Therefore, Gurkha/Gorkha were more cruel on Garhwalis than Kumaunis. There was not amicable communication between the ruler and ruled one in Garhwal.

                बस्तियां

कुलिंद जनपद को गढ़वाल , कुमाऊं , हरिद्वार , हिमाचल और कुछ भाग सहारनपुर  जाता है।
महाभारतीय कुलिंद राज्य में निम्न बस्तियां थे -
१- गाँव - महाभारत में गाँवों के नाम तो नही उल्लेख हैं किन्तु वर्णन है
२- नगर - हरिद्वार , सहारनपुर के नजदीक 'एकचक्रा' शहर का वर्णन है जिसे आज का देहरादून का शहर चकरौता माना जाता है।  अतः कहा जा सकता है कि 'हरिद्वार , बिजनौर , सहारनपुर में भी नगर 'एकचक्रा के अनुसार ही रहे होंगे।
३- तीर्थ - गंगा  (सभी गढ़वाल कुमाऊं , हिमाचल की नदियां ) किनारे कई तीर्थ थे।  हरिद्वार तो महाभारत में तीर्थ माना जाता  था।
४- आश्रम -गंगाद्वार , भाभर के कण्वाश्रम , भृगुश्रृंगी (उदयपुर पट्टी , पौड़ी गढ़वाल , हरिद्वार के निकट ) तो इस भाग के आश्रम थे।
आवास  की दृष्टि से दो मुख्य निवासी थे
१-  स्थिर वासी
२- अस्थिरवासी या पशुचालक
इसके अतिरिक्त तीसरि  निवासी थे -
जख्म रात तखम बसेरा - जहां रात वहीं बसेरा याने घुमन्तु
भाभर , हरिद्वार , बिजनौर व सहारनपुर में जहां जल सुलभ था वहीं वस्तियाँ थी। गंगाद्वार (हरिद्वार ) में नागजाति के निवासी थे।
गाँव व नगरों में मकान लकड़ी व मिटटी पत्थर के बनते थे।

सूत्रधार - एक गदन से थोड़ा मथि चौरस जगा छे अर चौरस जगा से तौळ एक सुंगर आराम से आराम करणु छौ।  तबि सुंगरन एक आवाज सूण

रेडिओ मा अनाउंसमेंट - सभी गढ़वाली -कुमाउनी पहाड़ियों को सूचित किया जाता है कि केंद्र और राज्य सरकार ने पहाड़ी किसानो की फलस बचाने के लिए क़ानून पास कर दिया  है जिससे पहाड़ी लोग अब सूअरों , बंदरों , लंगूरों को मार सकते हैं।  सभी लोगों से प्रार्थना है कि बंदूक या कैसे भी सुअरों , बंदरों और लंगूरों को मरा जाय।  एक महीने में सभी इन जनवरों को मार दिया जाएगा।

सूत्रधार -सूअर चिंतित हुआ

सुअर - नै नै ! उत्तराखंड सरकार त उत्तरप्रदेश सरकार से बि बिंडी निंदाड़ च।  उत्तराखंड सरकार कबि इन नि कर सकद।

सूत्रधार - तभी दसियों गोळी चलणै आवाज आई अर दगड़म -"मीन पांच सुंगर मारेन , मीन छै सुंगर मारेन " की आवाज बि आई अर फिर सुंगरुँक किराणै आवाज  बि ऐ। सुंगरन आइ नि द्याख स्याइ अर फाळ मार अर  गदन जिना अपण परिवारो तरफ भाग ,

सुंगर २  - क्या ह्वे ? क्या ह्वे ? तू इन किलै छे भागणु ? बाग़ च पैथर पड़्यूं।

सुंगर १- उत्तराखंड सरकारन सुंगर मारणो आदेस दियाल।  मीन गोळी से बीस सुंगर मर्यांद दिखेन   .... भाग  साम्भा    ... भाग

सूत्रधार - द्वी सुंगर और तेजी से भगण लग गेन।  रस्ता मा हौर सुंगर मिलेन।

सुंगर ३ - क्या ह्वाइ ?

सुंगर २ -भाग गब्बर , भाग   .... उत्तराखंड सरकारन सुंगर मारणो आदेश दियाल  .... मेरी समिण गाँ वळुन सौ सुंगर मारिन   ... भागो    ... भागो

सूत्रधार - ये तरह से सैकड़ों सुंगर भागण लग गेन। अग्नै कुछ बांदर डाळ मा चढ्यां छया।

बांदरु नेता - ये तुम किलै भागणा छया ?

सुंगर ४ - उत्तराखंड सरकारन सुंगर , बांदर मारणो आदेस  दियाल अर मीन अपण समिण सैकड़ों सुंगरुँ अर बांदरुं लॉस द्याख।

बांदर १ - भागो भागो , सरकारन सुंगर बांदर मारणो आदेस  दियाल।  भागो   ... भागो

सूत्रधार - सुंगर अर बांदर गलती से भागद भागद उखि ऐ गेन जखम सुंगर १ ना गोळी की आवाज सूण छौ।

सूत्रधार - सब्युंन देख कि एक युवा डाळ तौळ बैठिक रेडिओ सुणणु छौ।

रेडिओ की आवाज - अर गोळी की आवाज से सब सुंगर डर गेन अर भगण लग गेन।  ऊँतै देखिक गूणी बांदर बि भगण लग गेन।  सबि नुकसानदेइ जानवर भागदा भागदा  बिजनौर जिन भागी गेन। नाटक समाप्त ! आसा च "सुंगरों को  कैसे भगाया जाय ' नाटक आप लोगों को पसंद आया  होगा और अब  मुंबई और दिल्ली के प्रवासियों से एक वार्ता सुनिए कि "कैसे पहाड़ों से पलायन रोका जाय !"

बांदर - ए सुंगर नंबर एक  ! तीन ये आवाज सूणि छे ?

सुंगर १ - हाँ ये त आवाज छे।

बांदर - यु एक नाटक छौ।

सबि - हाँ तबि त हम बि बुलणा छया कि इन कन ह्वे गे कि जै राज्य मा  राज्य सभा सदस्य भैर परदेसक बणदन उख सरकार पहाड़ियों का बारा मा कनकै सोची सकदी?  सब कोरी अफवाह फैली गे।

सब सुंगर - जब तक ठीक से पता नि लगाये जावो तब तक सुणी -सणी बातुं पर विश्वास नि करण चयेंद।

     Higher cadres from Gurkha/Gorkha Army and administration were busy in Himachal after winning Garhwal. Therefore, Gurkha appointed representatives for micro administration in Kumaon and Garhwal. There were Vichari (Judiciary) and 'Achari (Executives) officers appointed for Gurkha /Gorkha micro administration in Garhwal. According to Atkinson, these judiciary and executive officers used their power autocratically. There was no ethical supervision over those judiciary and executive officers from Nepal.
Nepotism appointment was a custom in Nepal for administrating Garhwal. The higher officers used to appoint his sons, son in law or other relatives and Nepal court was encouraging such custom. That custom was helping Nepal court for having homogenous system for tight Administration and faithful administration towards Nepal court. 

                         Civil and Army Officers
  There was no differentiating rule for looking after civil administration and army administration. Mostly, the Gurkha /Gorkha administrator has to be a fighter as most of the time he had to be ready for fighting. There was no rule for looking after each and every department separately. Tax collection and suppressing the subject were main jobs for each officer. Nepal court did not use to communicate its officers for society oriented administration. There was internal revelry among administrators. They used to send true or false report against their rival. Overlapping ruling or administrative system was very common. Many times, an administrator used to levy tax or punishment and rival group or the administrator used to revert the decision. There were also not any specific instructions for administrators from Nepal court for dealing foreign agencies.
                  Garhwal as Exclusive Unit under Gurkha/Gorkha Rule
  Garhwal was exclusive unit for Gurkha/Gorkha administration. Kumaon was separate administrative unit.
There were following administrative divisions for Garhwal-
Shrinagar
Dhangu or Langur (South Garhwal)
Kainyur (Chanpur)
Doon and Tehri were under the above divisions.
Shrinagar was head quarter for Garhwal administration.
