Indians in important positions

      Indians in important positions have to explain this.  The concluding remark in the TNORD comments on Ranjan Joshi’s concluding Para said: “This Almora Convergence was preceded by the NPL Convergence that created TNORD.  The Uttaranchal Chief Minister has thus the strength of the S&T and the presence of persons from UP hills in key positions in Govt. of India.”  The  CSIR Foundation Day Lecture  also fixed the failure responsibility on important Indians as follows:

Let me clarify that the failure is of all Indians, especially Indians in important positions, whether in the field of politics, business, education, health, science or in any other field.    The main difficulty with these VIPs is that they are born, brought up and work in the colonial culture of resistance to change. They do not know that a mere fulfilling procedure does not serve the organisation.
 
 
 

      With this discussion we may now try to fix the real reality of India science, as it is currently understood by the media, by quoting the opening and concluding part of the Outlook article.

Think for a moment.  Why is it that India can make satellites but we cannot provide drinking water to more than 70 per cent of its people?  Why is that we can fashion sophisticated nuclear weapon systems but controlling epidemics like malaria or tuberculosis is not strategic enough? Why is that we are rooting for a mission to the moon but consider preventing floods that affect millions of lives every year.    While there is a talk about raising S&T budget from the current 0.8 to about 2 per cent, there is still little talk of restructuring corrupt organizations like the UGC and the scientific bureaucracy of setting up norms of accountability, of a rethink on what constitutes strategic science.  Without revamping and revitalizing universities, without democratising the process of funding and peer review and without taking into account people’s choices and aspirations.  Mammon alone cannot revive the zombie of Indian science.
 

      When the author of Outlook article was contacted on telephone, it was found that he is not aware of the virtual virtuality of the concept of technological nurseries and industrial orchards nor of the real reality of the corresponding successes of China through Spark and Town and Village Enterprises.  The article talks about UGC as a corrupt organization, weaknesses of funding process and the process of peer review.  The author concludes: “mammon alone cannot revive the zombie of Indian science”.  He is right.  The money must go to technological nurseries in the countryside to start the revival process.  Even if we agree that the university system is corrupt and Indian science is dead, we cannot deny that these bodies have created a lot of organic material which cannot be used as such but it can get transformed into oil or coal to provide fuel for future developments just as the prehistoric life has provided us with the fuel that we are using in today’s societies.   The additional money must go to the network of technological nurseries to afforest development in the countryside.  This conceptual virtuality can made be turned into a real reality by experimenting with TNORD – the pioneering technological nursery. 

We began this note by quoting Dr M S Swaminathan’s 1981 remarks in the foreword of the book “Science and Rural Development in Mountains:   “We have so far concentrated mainly on methods of analysis of problems through frequent seminars, symposia etc.  It is high time that we also took appropriate action since otherwise paralysis is the only result of analysis”.  In relation to the arrival of the three new states we may rewrite these remarks as:  “We have so far concentrated mainly in the creation of new states.  It is high time that we also take appropriate action since otherwise the paralysis is the only result of peoples’ aspirations.   TNORD is located in UP hills and, therefore, the economical issues of this note are specific to that region as the title   New Economics:  Analysis to prevent paralysis of the new state of Uttaranchal suggests.  But the note  mainly focuses on devising the operating system for utilising S&T resources and the action plan for the whole country and goes beyond to China where the ideas presented have actually been implemented

From uww interest in  the last note “Introducing the Challenging Field of i-Business” in the series Science Driven Development of Uttaranchal , it is felt that the unpublished TNORD book “Techbio of the new economics for Uttaranchal” should  be exposed to the web community without further reluctance.  The author Pallavi Dhyani compiled the book from TNORD literature to explain the concept of technological nurseries and industrial orchards in a form that could be more acceptable to the readers.  MPs, Ex-MPs  from Uttaranchal and other stake holders in the TNORD programme are of course  well informed  but the depth of their understanding has not yet been estimated.  The publication of the book could perhaps help an early implementation of the concept.  Dr A P J Abdul Kalam had left Delhi to take over as the  Professor of Technology and Societal Transformation at Anna University, Chennai. TNORD thought of requesting him to write the foreword.   In the meantime Dr Kalam was chosen for the office of the President of India.    The contents of the book at that stage  were:

The later  part of the introduction has already been published in uww under the title first thing first in Uttaranchal.  It became the starting point of the series Science Driven Development of Uttaranchal. Now that the chapter 8 of the proposed book has appeared in uww  the earlier part of the introduction  should also be brought to the knowledge of web community. This forms the next instalment in the series Science Driven Development of Uttaranchal This part was presented in the manuscript as follows:

       

      Making a reference to the 1980 Chinese science and technology policy, late Qiwen Lu observes in his article “Learning and innovation in a transitional economy: the rise of science and technology enterprises in the Chinese information technology industry” (Int. J. Entrepreneurship and Management, Vol., 1, No. 1, 2001), that the crux of the policy is captured in the following motto: “Economic construction should rely on science and technology; science and technology research should serve the needs of economic development”. 

      This in a way is a reiteration of the 1958 Scientific Policy Resolution in India. According to the preamble of this resolution “the creation and adoption of new scientific techniques can, in fact, make up for a deficiency in natural resources, and reduce the demands on capital”.   The System Director of the Technological Nursery for Optics Research and Development (TNORD) drew the attention of Dr Murli Manohar Joshi, Minister of Science and Technology, Govt. of India, to this article. In this article the author talks about the advantage that the ‘late late developers’ have. Uttaranchal is the latest among these late developers.  Qiwen Lu’s article is based on his Ph.D. thesis for the Department of Sociology, Harvard University.  In conclusion, the article says: “The issue is not only to identify specific institutional frameworks or organisational arrangements, but to look at the underlying mechanisms through which learning and innovation take place.  This underlying logic is relevant to the larger issue of economic transition in the context of late development.”   This is a very real expression of the underlying mechanism and understanding of TNORD.

      The System Director, TNORD, also brought the point to the knowledge of Shri Kedar Singh Fonia, the first Science Minister of the new state of Uttaranchal. In his letter, the System Director reiterated his conclusion in his earlier letter to Dr Murli Manohar Joshi:  “to look for the underlying mechanism through which learning and innovation can take place in Indian context, it is time for us to read the tiny book that Gandhiji’s Rachnatmak Karyakrama is.  TNORD has tried to identify a specific institutional framework and organisational arrangement.  This has become operational in China.  It can be made operational in India on the basis of the experience of TNORD.”

      He made the following case for Uttaranchal’s first science minister.  “As the science minister of Uttaranchal your challenge and responsibility is to work for innovation management using intellectual capital of the day.   According to Tsuneo Nakahara (Int. J. Entrepreneurship and Management, Vol., 1, No. 1, 2001, p 96), in borderless economy of the day,  ‘corporations must search for new solutions to overcome problems that have an immediate impact on their competitiveness and a long term impact on their survival.”  Uttaranchal is one such corporation.  The solutions for its problems will be  “usually found in developing innovations in strategy, products, processes and marketing.’ TNORD has not only offered to help Uttaranchal in this vision - it has already built an intellectual capital in this connection (this letter and earlier letters to you and similar letters to others including Dr Joshi and others form part of this intellectual capital).   ‘The intellectual capital is knowledge built up over the course of the corporation business and serves as a vital resource for moving to a more efficient and effective business model’, says Tsuneo Nakahara.”

      TNORD can confidently use the above words of Tsuneo Nakahara to insist “The intellectual capital acquired by TNORD over the course of its struggle is a source of knowledge, stands as a model and serves as a vital resource for making Uttaranchal move to a more efficient and effective business situation in the direction of development”.    Developing innovations in strategy is as important as developing innovations in products, processes and marketing.  The evolution of the concept of technological nurseries and industrial orchards is certainly an innovation in the mother strategy that will lead to interconnected innovations in products, processes and marketing.

      The state department of Science and Technology has to play a proactive role in fostering industrial development of Uttaranchal.  TNORD has already acquired intellectual capital in this direction and is capable of serving a model for this adventure.  The Department of Science and Technology can make use of this capital supporting TNORD and utilising its consultation power.

       

                      Even the far less committed people agree that “Development in science and technology would certainly create some gap between material well being of the humankind and cultural values in their life. Jawaharlal Nehru had once remarked that changes took place even in the past ages, but the pace was relatively slow and the man had the time to adjust himself in to the new conditions. But in the recent years, the pace of change has been amazingly swift and it has been difficult for the human being to adjust him to this ever-changing situation. It is not surprising that this should result in an uprooting of the present generation from its old standards and values and the search for something new. While discarding the old mysteries, we now live on the edge of a new kind of a mystery. A few of us are driven to deeper thought and enquiry and search for the ultimate values, but most of the others are finding it too difficult to make any sense out of this confusion, relapse into cynicism and negative attitudes, rejecting the old patterns and evolving no new ones.”

At this point we may leave the cyber space  of this techbio book and return to the field of action.  The  manuscript of the above book  slept after making the comment “System Director, TNORD, also brought the point to the knowledge of Shri Kedar Singh Fonia, the first Science Minister of the new state of Uttaranchal. The current Chief Minister is himself active in this direction and the instalment in the series science driven development of Uttaranchal  bearing the title ‘How to ensure that  Poor delivery does not  undercut  pro-active approach  of the seasoned Chief Minister’.

      The technique of i-business  seeks some counter part term for cyber space.  We may call this ground space and this ground space is provided by  Gumod Parikrama – a hand written daily tutorial.  Selected pieces of this hand written daily tutorial are reproduced by a ground news paper Pyara Uttarakhand  under the title:  Gumod Parikrama : Fatte ki Sarkar.  Fatta is a Punjabi word representing a wide width sitting bench where drivers of a taxi stand sit, rest, eat and sleep.  As stated in the i-business article,  Gumod is a real village in Champavat district of Uttaranchal that lies on Delhi Pithoragarh route.  A large number of taxi drivers from this village work in the Samachar Taxi Stand close to the Headquarters of TNORD.  Sardar Amrik Singh,  owner of the Taxi Stand has Dehra Dun connections.  His mausi lived there.  Her family owned several trucks.  In those days lime stone mining had not been banned.  Sardar Amarik Singh a driver by profession wanted a career in Dehra Dun.  After spending two years in Dehra Dun he decided to buy a taxi and later become the owner of a taxi stand.  Fatta has now become a counter-part for the term cyber space in i-business  terminology.

The uww has already published the account of Koshiyariji and his eighty days. Several notes have also a reference to Tiwariji and his pro-active movement.  Still it will be useful if we just consider the follow up action on one letter. TNORD letter dated Delhi-December 29, 2002, addressed to Shri N D Tiwari, Chief Minister, Uttaranchal wrote:

 

      You are already working for setting up a lens industry in Uttaranchal through TNORD and in this connection your following observation at the recent NDC meeting has a practical significance:

            In view of the industrial backwardness of the state we have set up a Multipurpose Industrial Development Corporation to promote setting up of industries in the state. To run this Corporation on commercial lines we have sought participation from national level financing institutions like SIDBI, LIC and ICICI.

      The next sentence of your speech is ‘For various reasons, the state is suffering from extreme industrial backwardness.’ To match this sentence I am quoting the editorial comment in the copy of the first page of the article: ‘Role of Research in Economic Growth’ by Raymond H Swell of National Science Foundation, Washington D C from Chemical and Engineering News, Vol 33, page 2980, July 18, 1955.  This article gives cumulative expenditure fro Research and Development in the US (from 1774 to the end of each year up to 1954) saying ‘The most important single factor in economic growth in the United States may be its high percentage of national income devoted to research and development.’ 

      The Multipurpose Industrial Development Corporation must be aware of the role of industrial research and development preceding the industrial process.  Fortunately for them the experience of TNORD is readily available and I would request you to kindly ask the concerned officials to get in touch with TNORD and be instrumental in removing its difficulties.  This may become a self-learning process for them.

It appears that this letter has been sent for necessary action to Shri S P Tripathi, Managing Director, State Industrial Development Corporation of Uttaranchal Limited (Sidcul).  He has been in touch with the TNORD System Director.    On March 4, 2003 TNORD sent an e-mail letter to Shri Tripathi:

TNORD notes from your web literature that 

      “This Corporation would play a stellar role in the promotion of Industries, providing adequate and timely finance, developing the required infrastructure, technology up-gradation and setting up of high technology pollution free industries, ensuring implementation of IPR and other related policies of the State.

      “To achieve these objectives the Corporation is undertaking varied activities, such as Industrial promotion, preparing a shelf of projects, data bank, and giving consultancy services, organising entrepreneurship development programmes, bringing out publications, Organising of Industrial fairs, Seminars and road shows, financing of Industries, arranging consortium funding, financing and promoting service industry and other related activities.

      “The Corporation's activities also include creation, development and management of existing and new Industrial Estates, Parks, townships, etc directly, or by user Industry Association. The existing Industrial Estates & Parks of UPSIDC and erstwhile Directrorate of Industries falling in the geographical area of Uttaranchal Government also vest in this Corporation.”

These very functions are also featured in the detailed project report of Lens Nirman evam Utpadan Sansthan that is to be set up by TNORD in Sangliya, Block Nainidanda in Pauri District of Uttaranchal. These are, however, mechanical features the organization.  During the struggle of TNORD to implement the programme it experienced difficulties.  It was found that it is necessary to move in what we define as the techbio direction.  This direction has evolved through various stages and these stages are described in the following annual reports of the organization:

Active Political Leaders of Uttarakhand

 

The title of this mail is Knowledge Explosion and Dr Nishank.  This in continuation of earlier mails in which the field of knowledge management was introduced and discussed.  This is the problem of the corporate world and the subject is therefore being funded liberally and the researchers world over are busy on this topic.  We are defining this corporate world as an eWorld.  The current issue before the Global Research foundation is Imperial Strategies and Global War Theater.  There is knowledge explosion in this field also as the Global Research E-Newsletter provides a list of selected articles. Somebody or some system has done research and selected articles are given in this newsletter.  Uttarakhand or any other region of the world are run by the respective governments.  Dr Nishank has the responsibility of handling the problems of the state.  The biggest problem is the industrialization of the hilly part of the state.  But he has got the advantage that there is a Phatte ki Sarkar in Uttarakhand.  It is nowhere else in the world today.  It was nowhere else in the history of governments.  But when we take Lenin Royal Society Effect, Roosevelt Vannevar Bush Effect or Nehru Bhatnagar Effect into consideration, we find that there were Phatte ki Sarkars ealier also and those Phatte ki Sarkars were in the form of wisdom, that the wisdom that Lenin had in Utilising the knowledge of Royal Society, the wisdom that Vannevar Bush had in utilizing the success of Soviet Union and present his formula to President Roosevelt, the wisdom that Roosevelt had in utilizing the project developed by Vannevar Bush, the wisdom that the scientific workers movements in European countries had in organizing the World Federation of Scientific Workers, the wisdom that this WFSW had in utililing the experience of  Roosevelt Vannevar Effect and extend it globally in the field of world poverty and involve Jawaharlal Nehru and India to implement  endless frontiers of science to tackle the problem of poverty, the wisdom Nehru had providing budget to science as it had already been done in the Soviet Union and in USA and to call Dr Zaheer from retirement to become Director General of the CSIR, the wisdom Dr Zaheer had in spotting me and promoting me to become the leader of scientific workers movement in India.
 

In recent mails we have made reference to the Uttarakhand Enclyopaedia that the website www.merapahad.com is becoming and a 21 year old friend of mine from Florida .  Merapapahad has collected my articles in the same way in which the Global Research Foundation has done on the subject Imperial Strategies and Global War Theatre.  Young Florida friend is studying this subject Imperial Strategies and Global War Theatre.

Phatte ki Sarkar has taken up Merapahad and the young Florida friend of mine to discuss the challenges before Dr Nishank.  Each one of the members of the Active Political Leaders is an Encyclopedia in himself and so are the former Chief Ministers of Uttarakhand.  Tiwariji has suggested inclusion of the Lens Nursery Project in the state plan. He could not finish his role in eField.  This why this the problem has come to Phatte ki Sarkar. Nehru could not finish his role but he assigned the job to Dr Zaheer, Dr Zaheer too could not finish the job so he assigned the job to me.  I am not also in a position to finish the business so I am seeking the support of Gopio.
 

Dr Nishank is like my Florida friend today whom I have tried to explain what is eBusiness and what is iBusiness as follows;

    My formula for development should take into consideration the problem you have fully understood.  Human society does not contain machine parts or systems built on these machine parts.  It has living parts.  Living parts like you and me are not created in machines.  You and I came into being through *ual process that has its own complications in society.  At your age you must be feeling urgent urge for *. You must be trying to know more and more about *.  At my age I know much more about * through my experiences during those years that you have yet to pass through.  This element must be understood.  Therefore machine business or industrial business or eBusiness is not enough.  It is necessary to understand iBusiness that cares for the living beings that form societies.  My formula for development is
   
    Development = eDevelopment + iDevelopment
     

    eDevelopment is eBusiness that is understood fully in the Western civilization and iBusiness that is to be understood by applying eBusiness to tackle the problem of poverty of those countries that were outside the fold of the first two worlds.
     

Dr Nishank should be happy that the Uttarakhand Groups have started work themselves.  I did not request www.merapahad.com do what they did.  Nehru did not ask Zaheer to do what he did.  Zaheer did not ask me to do what I did. It is for Dr Nishank to decide what to do to industrialize the hilly part of the state.  He has to see how can the lens project included in the state plan.

The last essay concluded: “We have  thus discussed the role of some of the  channels that link the village Sangliya with the President.  Sangliya is only a representative village.  What can be achieved at Sangliya, by the people of Sangliya, for the people of Sangliya will provide grounds for science based development all over the world.” This conclusion becomes the introduction of this presentation.

 

              The word Sangliya consists of two words “Sang” and “liya”. It can be translated as “taken together” into English. “Lens Nirman Prashikshan evam Utpadan Sansthan” is being established in this village.  The English Translation of this expression is “Development cum production center for optical components”.  The cover title of the detailed project report of this programme is “Setting up of a technological nursery for optical components in UP hills (NPL Project No. G.4) proposed as a joint project of the CSIR and Hill Development Department, UP,  with National Physical Laboratory, New Delhi and Garhwal Mandal Vikas Nigam Ltd, Dehra Dun as principal executives.  The report prepared by National Physical Laboratory, Hillside Road, New Delhi –110 012.  The village Sangliya was a part of this detailed project report.  The third Chapter of this detailed project report is titled: “Chapter 3: Acquisition of land and estate development”. It reads:

“As discussed in the previous chapter a suitable criterion for selection of micro-industrial sites has been tentatively laid down, i.e., the height 1,500 mts m.s.l. availability of motorable road, with distance from the nearest rail head less than 100 kms, availability of perennial water supply for at least 200 people and sunlight for at least 6 hours a day during the worst part of the season, etc.  It was also mentioned that a suitable site for the proposed technological nursery has been identified through good offices of a society  of hill migrants who sponsored the proposal for pressing at the State level.  It is located in village Sangliya in Nainidanda block of the Pauri-Garhwal district of the U.P. Hills.”

 

The Block Development

 

              The role of Nainidanda block becomes important in the implementation process.  The programme now is to implement the detailed project report of the Lens Nursery programme. TNORD sought the support of the Nainidanda Block Development Society who invited TNORD to attend their annual convention.   In reply to the invitation, vide their letter dated April 8, 2003 TNORD wrote to the Society:

 

“We are glad to note that the Nainidanda Vikas Sangh (NVS) has successfully completed two years and it is entering the third year and that to mark this occasion your second annual convention is going to take place on 27th April 2003 at Gandhi Peace Foundation.  The Panchayat elections have just taken place and the elected representatives will have enormous enthusiasm.  The Nainidanda Vikas Sangh should take advantage of this encouragement,

 

“The mythological Akash Ganga, that is the Space Ganges has again appeared in the sky. The name of this Ganges is Internet.  With this Internet the river of knowledge can be poured down anywhere on this earth.  Parvatiya Times in its 5-11 issue carries an article entitled “Hamarauttaranchal.com – a constructive platform for information on Uttarakhand”.  According to this article “This site established in the direction of Senior Journalist Dr Govind Singh understands the information requirements of region very well.  The websites presents authentic information on history, civilization, culture and planning.”  A similar website is “uttaranchal web watch”.  TNORD is contributing a series “Science Driven Development of Uttaranchal”. Sangliya is the village where experiments will take place. This may be taken as an opportunity by the Society. Like the knowledge Ganges of the Internet, there is a canal on the ground.  This canal is the weekly newspaper “Pyara Uttarakhand”. In this newspaper the knowledge water of TNORD is flowing in the column “Gumod Parikrama – Fatte ki Sarkar”. The editor of this newspaper is Shri Dev Singh Rawat.  He should be invited to attend the convention.

 

“Parvatiya Times goes on to remark ‘The specialists are projecting their informed and proven positive thoughts for the development of the mountains.’ Knowledge in bags or floating in the air is not of much use in practical implementation of the ideas. Implementable ideas are available in specialists only.  Therefore, knowledge tourism has become a very important subject. The Tourism Minister, General T P S Rawat has understood this point.  I am sending herewith a copy of the letter from the Minister in which he has nominated Shri V K Jain, Principal Project Investigator of the Sangliya Project as his Tourism representative in Uttaranchal.  If he is able to attend your convention it will amount to killing two birds with a single stone. If General Rawat is able to come to the convention, both of them will listen to the Nainidanda Vikas Samiti and discuss how to deal with the problems. If he does not, Shri Jain will represent him.”

NVS and the Sangliya Panchayat

 

Uttaranchal web watch has already reproduced the letter of Nainidanda Vikas Samiti addressed to the newly elected functionaries of Sangliya in a note which is not a part of the current series on science driven development of Uttaranchal. The last essay considered this letter once again. The village cannot solve its problems.  It has to receive support from the organization.   In the last issue it was discussed what is meant by aspiration statement of politicians.  It said, “Just as corporations are working on 'Aspirations Statements' to add value and quality functions to their corporate goals, every political party must also work in that direction to become value driven and assert  ‘we are   a party that our people are proud of and committed to, where all party men have an opportunity to contribute, learn, grow and advance based on merit, not politics or background'.     

 

              The letter that was reproduced by uttaranchal web watch was addressed to MPs, Ex-MPs and other Stake Holders in TNORD.  President met the Uttaranchal MPs at one breakfast.  But TNORD has been interacting with them for many years. The last essay discussed the link of Sangliya with the President.   What about the local authorities – both political and bureaucratic?

 

NVS and the local MLA

 

              We may study the following text of the English Translation of Letter No. 11/11/NVS/2003-2004/Paryatan dated 5.7.2003 from Nainidanda Vikas Sangh to Lt Gen (Rtd) T P S Rawat, Minister, Tourism, Excise and Sainik Kalyan, Uttaranchal Shasan, Vidhan Bhavan, Dehra Dun 248 001:

 

“Nainidanda Vikas Sangh has been addressing letters to you from time to time for developing tourist spots in Nainidanda block. You informed us vide your letter No 2120/Gen dated 4-07-2002 you are working for identifying and developing pilgrim and tourist spots within your constituency.  In this very connection the Sangh sent a memorandum to you on 31 January 2003 but we have not so far received any information in this connection.

 

“In the meantime it is important to note that Lens Nirman Prashikshan evam Utpadan Sansthan is being set up shortly at the village Sangliya of the Nainidanda block.  Scientists, specialists and officials will be visiting Sangliya on regular basis in order to establish this Sansthan.  It would be highly worthwhile if Garhwal Mandal Vikas Nigam constructs a guest house at Sangliya/Jaraukhand.  In the earlier stages this guest house will be kept busy by TNORD for its requirement and charged for the services.  It will also remain open for other visitors/tourists as per the existing practices. You are requested to kindly agree to construct the proposed guest house.  The availability of this guest house will without doubt attract tourists.  Several other activities besides the production of lenses can be experimented upon.  It is hoped that your positive action in this connection will help in promoting the speed of development in your constituency.”

 

TNORD sent the above letter to Shri N.N. Prasad, Secretary, Tourism, Government of Uttaranchal, and Chief Executive Officer, Uttaranchal Tourism Development Board with the remarks:

“The letter makes an attempt to suggest that the concept of knowledge tourism can be used to develop root based tourism activities.  TNORD is regularly contributing the essay series “Science Driven Development of Uttaranchal” on the website uttaranchal web watch.  This is a guest site and its address is “devoted.to/uttaranchal”.  It can also be reached through regular websites “uttaranchal.ws” and “uttarakhand.com” by clicking on uttaranchal web watch among the sites listed.

 

“Garhwal Mandal Vikas Nigam was keen to build hostel-cum-workshop for Lens Nirman Prashikshan evam Utpadan Sansthan in the initial stages of the programme.  The detailed project report of the scientific project was under development then and the matter had to be abandoned.  The story is two decades old now.  We would request you to kindly consider the proposal of the Nainidanda Vikas Sangh seriously.  It may even be possible to involve SIDCUL in the process to interlink science driven industrialization process with knowledge tourism .”

 

Uttarakhand Gaurav Awards & Angry NVS

 

              In the meantime three persons belonging to Nainidanda received Uttarakhand Gaurav Awards according to the following news item:

 

“New Delhi, July26, 2003: Mrs Sheila Dikshit, Chief Minister of Delhi gave away the Uttarakhand Gaurav awards to eminent persons from Uttaranchal living in Delhi. Ex bureaucrat and politician B R Tamta, Scientist Ram Prasad, Deputy Commissioner of Police Dinesh Bhatt, Hamarauttaranchal.com’s Honorary Editor Govind Singh Kholia, Pyara Uttarakhand Editor Dev Singh Rawat, Delhi Sanskrit Academy Secretary Srikrishna Semwal, Jewellery businessman P B Balodhi, Industrialist Gajendra Rawat, ADG, Foreign trade Mahesh Chandra Singer and poet Hira Singh Rana, Actor Awadh Kishor Patwal and Naturopath N S Adhikari are prominent among them.

 

“The awards are constituted by Uttarakhand Club and Pyara Uttarakhand Weekly newspaper. A new telephone directory of Uttaranchalis living in Delhi was also released on the occasion. Shri Ranganath Mishra, former Chief Justice of India who was chairman of the Jury for choosing the awards, presided over the function.”

 

NVS took the note of this concentration of the awardees in the block and wrote to the Tourism Minister vide their letter No. 8/13/NVS/2003-2004/TNORD dated 01.08.2003 an angry letter:  An English translation of the text reads:

 

“You will be glad to note that three persons belonging to Nainidanda block have recently been recently awarded with ‘Uttarakhand Gaurav’ honours by Uttarakhand Club and Pyara Uttarakhand for their contributions in their respective fields.  These are: Scientist Ram Prasad, ADG Foreign trade Mahesh Chandra and Industrialist Gajendra Rawat Incidentally, all these illustrious persons belong to the Gujru patti of Nainidanda block.  All Uttarakhandis in general and Nainidanda Vikas Sangh in particular are proud of these men of achievement.

 

“From this event it is clear that such industrious and talented thinkers and analysts ignited with the light of   dedication towards social upliftment are present in our area.  Their sincerity cannot be doubted. Let us take the example of Shri Ram Prasad.  He believes that only science can bring about the social transformation and to make the fruits of science available to the people at large it is necessary to organize technological nurseries.  To demonstrate this theory he has undertaken a colossal task of establishing the pioneering technological nursery around his own surroundings.  But the success of his efforts is not visible because of the stranglehold of bureaucracy and red-tapism.

 

“The question arises why a disciplined and promising regional leader like you is not able to help TNORD to come up at Sangliya.  It would have been desirable that  you would have made untiring efforts to implement the project and establish Lens Niraman Prashishan evam Utpadan  Sansthan  at Sangliya and tasted of pride for your extraordinary efforts.  But it appears that nothing is being done in this direction at your end.  It appears that you have taken an indifferent attitude towards your own constituency.  This was not expected from you.  You are an elected representative of people of this block and this has given you a very special status in the Uttaranchal government.  In this connection it may be worthwhile to call your attention to  the following points  which represent the sufferings of  the local people  and which have not so far been attended with a positive angle from your side:

 

1.   As the Tourism Minister you have not yet taken any action within the Nainidanda block to identify places of tourist and pilgrimage in spite of the fact that Nainidanda Vikas Sangh has been has been corresponding with you in this connection.

2.   There is a shortage of motor roads in the block and several projects are pending incomplete for a number of years.  Besides, the survey work on the  newly approved Bhon-Dwari Motor Road (12 km) has yet to start.

3.   The case of elevating Dhumakot Inter College to the status of degree college is pending for a long time.  The state government is not taking any action in this direction.

4.    Nainidanda Vikas Sangh has been pressing for establishing primary health centers and maternity wards in the block.  But this demand is not being attended by the Government.

5.   There has been  a long correspondence   with the Education Minister for starting commercial subjects like commerce, economics, science and computer in ten inter colleges  of the block. But there has been no outcome.

5.    The case of Anandbadis in the block is pending with the State  Minister of  Women Empowerment and Power, and

7.     You had promised to sanction a  grant from your MLA Fund during 2003-2004 for providing  drinking water facilities in Tallakhola under the village Panchayat Chaid Manjkhola.  Although we are on regular touch with you in this connection, there has been no response from your side.

 

“It is true that that you do not have solutions for all the above problems but as our constituency representative  we do expect from you positive  support in these cases.  You have a status and approach to meet concerned ministers and officials.  Where else can your people go for redressal of their problems?   It is hoped that you will not mind this plain speaking on the part of the Sangh, and do all that is expected from you and all that is possible for you.”

 

              TNORD sent an English translation of the above letter to Shri N.N. Prasad, Secretary, Tourism, Government of Uttaranchal, and Chief Executive Officer, Uttaranchal Tourism Development Board.

 

“I am enclosing an  English translation of the letter No. 8/13/NVS/2003-2004/TNORD dated 01.08.2003 addressed to Lt Gen (Rtd) T P S Rawat  by NAINIDANDA VIKAS Sangh (PAURI GARHWAL) with a copy to me.

 

“The Sangh is justified in their complaint.  But the Minister, too, is innocent.  He had nominated Shri Jain as his representative.  But his Secretariat has to utilize services of Shri Jain.

 

“We would request you to kindly give date and time when Shri Jain  can meet you.  He has been trying to get in touch with your PA  on phone but he is generally on tour.”

 

The role of the Minister’s Secretary

 

              This raises questions on the role of the ministers’ secretaries.  We may approach a specialist to handle this problem.  Fortunately for us there was an event in USA on the same day when Uttarakhand Gaurav Awards were given in India. Nearly 300 people gathered from several parts of North America on July 26th,2003 in Greater Washington D. C. to participate in the 5th UANA (Uttaranchal Association of North America) annual convention. The day started with a Seminar on ‘Transforming Ideas into Action”. The seminar ended with a very touching address from Sh. Dharam Singh Rawat, retired IAS and a renowned social activist. Mr. Rawat served in many important posts during his career including Director, Urban Land Ceilings under the U.P. government and as a consultant to the United Nations Development program. In his address, Mr. Rawat through a series of public facts raised the issues of ‘accountability’ to the forefront

Dharam Rawat at UANA Seminar

 

              Dharam Rawat is believed to be a rebel against the system.  When the current system is not able to deliver, it is necessary to listen to the rebels.  The following remarks of his in his UANA paper are important:

 

“I am fully convinced that our primary concern should be in development of the infrastructure and basic institutions of the state, so that it can fast come to the level of national development in every respect. As such we must pay immediate attention to the reforms of the services and the prevailing environment of the agencies, engaged in the development of the state. If we do attend to this on priority, a very valuable time will be saved; otherwise the new state would soon revert to the earlier practices of indifference towards the genuine needs of the local people. The work culture in the state requires to be changed from that of feudal exploitation to that of modern and faster development.

 

“The public services of the state are the regular and permanent agency of development, when compared with that of the political executives of the state, who are always changed by the political mandate of the people, after every five years, if not earlier. The public services must be vigilantly watched over by you and by the people of the state. Their highest levels are now seated nearer and are accessible to the local residents.

              The state bureaucracy in Uttaranchal has two ends.  One end is in Dehra Dun.  The other end is in Nainidanda.   NVS has not blamed any officer in Nanidanda block for inefficiency or corruption.  This is expected.  In his presentation Shri Rawat said:

 

“No doubt the public servants of Uttaranchal at lower levels have well proved themselves of their love and dedication to the new state. They had taken up the question of political formation of the state, on behalf the masses of Uttraranchal. For the first time in the history of the country, the official machinery got openly and directly involved in the formation of a state. It is just unfortunate that this fact is being overlooked and not noticed, by the political parties and other intellectuals interested in the development of Uttranchal. It is a very significant fact for me and it gives me all hope for the new state and for my own work on public accountability, in the past many years. Not all the public servants are corrupt. Quite many of the public servants are not only honest but also fully devoted in their jobs. I have personal knowledge of many of the public servants, who are even dedicated to expose the corruption and the weaknesses of the system itself. There is one Junior Engineer, Kandpal, in Almora and another one, Rawat, in the Power Organization of the state. Both of them have made the sleep of their senior officers uncomfortable through their public crusade against corruption. There are many more like them. The NRIs can demand information from our leaders what they are doing to protect such public servants, and how they propose to encourage others for doing so.”

Bringing NVS and Hitkar Himalaya together

 

              Besides NVS, TNORD has been in touch with Hitkar Himalaya another NGO.  The details of this NGO are given in  a recent TNORD letter to this organization:

 

“I note that Hitkar Himalaya is a Socio  Medicare Organisation.  I note that Hitkar Himalya was founded in 1991 in the wake of the devastating earthquake in Uttarkashi by a small group of persons in Delhi and Noida as ‘Helpage Garhwal’.  I note that our President Dr S Z Qasim participated in seminars  organized by Hitkar Himalalaya. I note that Uttaranchal Branch of Hitkar Himalya is located at 18, Malini Market, Kotdwara –246 149.

 

“The field activity of TNORD is located at village Sangliya in the Nainidanda block of district Pauri Garhwal. I am sending a copy of this letter to Shri Alam Singh Gusain, General Secretary, Naini Danda Vikas Samiti.  This Samiti is working to implement TNORD programme in Sangliya.  It can also think of implementing your programme in the block.

 

“On going through your activities I find that Hitkar Himalaya has not yet tried to interact with the Uttaranchal Government.  TNORD on the other hand is trying to involve the State Government with the programme.  In this connection a lot of work has already been done.  In the lasted letter I sent to Shri N D Tiwari I wrote:

 

“In my e-mail dated 27.07.2003 I mentioned that I received Uttarakhand Gaurav Award at a function held in Kamani Auditorium on 26th evening.   I read in e-news that you also received Uttaranchal Ratna Award.  These awards can be made worthwhile by utilizing the services of the recipients.  We note from the enclosed report on the Gaurav function that three of the recipients of the Gaurav Award are from the Nainidanda Block where lens nursery is being set up and, according to a famous song of the fourth recipient Shri Hira Singh Rona, this block is within the periphery of his Manila Peak. The recipients belonging to the Nainidanda block are: Scientist Ram Prasad, Industrialist Gajendra Rawat, and ADG, Foreign trade Mahesh Chandra.

 

“The village Sangliya belongs to the Nainidanda block.  Here the lens nursery is being set up which connects you with these four award recipients.  Shri Alam Singh Gusain, General Secretary of the Nainidanda Vikas Sangh is already taking interest in the implementation of the lens nursery project.  I am giving this idea to him for turning it into action.  Incidentally, “Transforming Ideas into Actions” was the theme of the seminar concurrently organized by the Uttaranchal Association of North America along with their fifth annual convention.  Shri Alam Singh Gusain can also make use of the recommendations of this seminar.

 

“But the key stake of Uttaranchal development lies with the State Government.  The difficulties in implementation of the TNORD programme have been identified in the uttaranchal web watch series “Science Driven Development of Uttaranchal”. I would request you to kindly (1) provide the matching Uttaranchal support to the project and (2) give permission to utilize the Ureda buildings at Sangliya.”
 

              A very large number of NGOs is already at work in Uttaranchal. The style of Hitkar Himalaya is not different from other NGOs.  The style of work of the Nainidanda Vikas Samiti is also not different from that of other NGOs.  But the style of TNORD is different.  Let us see if we can strike some way of integrating three efforts at Sangliya.
 

Conclusion

 

It is beyond all doubts that science driven rural development is the key to the country’s development.  The President has given a call  in this direction and the last note established the connectivity of TNORD efforts with his call.  TNORD has been in touch with all political forces and social dignitaries in this direction.  One of the national parties the Loktantrik Samajvadi party has made the TNORD philosophy as its aspiration statement.  The central government led by BJP has given a demonstration project and the Congress Government of Uttaranchal is being tested.  Media has yet to understand how to make long term aspects of development interesting.    They have to understand that that the problems of environment and sustainability of global prosperity are long term solutions.  An unusual  journal Gumod Parikrama is trying to make an attempt to mix facts and fiction to make these issues media friendly.  This is like creating a new mythology of development.

 

These efforts are like the system aspects of the Iraq war. The system aspects of the Iraq war were busy in breaking the hold of Saddam regime.  Once this was done, it was very easy for the ground forces to move in.  Now that TNORD has established the importance of its philosophy, it is easy for the NGOs to move in.  As it is seen from this note, one of the NGOs – Nainidanda Vikas Sangh has already started functioning  in Sangliya.  Another NGO, Hitkar Himalaya is being made interested in the programme at Sangliya.  The local functionaries Smt Rekha Devi, Smt Raju Devi and Smt Munni Devi cannot be expected to know crucial issues of development. They will be helped by the TNORD links.  Shri Dharam Rawat has requested the non resident Uttaranchalis to keep watch on the state bureaucracy in Dehra Dun. Shri Dharam Rawat’s organization is already working to make bureaucracy development friendly.   It may be possible to involve him with the science driven programme of TNORD.

Can Nishank use global knowledge for local use at Uttarakhand level?

We are talking about knowledge management in Uttarakhand.  This group of Active Political Leaders of Uttarakhand is a learner in this internet version of management.  This is not Dr Nishank’s group.  This is not the group of Uttarakhand Government. This is not an eGroup but is doing eBusiness of trying to use global knowledge at the local Uttarakhand level.  This last sentence is the statement of the concept of technological nursery that is being developed by Dhumakot Sangliya Experiment that represents the 1946 WFSW Spirit.  Dr Nishank today is the CEO of Uttarakhand. Can he use global knowledge for local use at Uttarakhand level? As CEO of Uttarakhand he will contribute something.  Let us call it Nishank.  This contribution that is being termed as Nishank has two parts. Let us call the contribution of Uttarakhand Government as eNishank and what he does to make the Uttarakhand government to do some thing different for Uttarakhand development as iNishank.  Not all CEOs of the governments anywhere in the world any where in history did iBusiness.  We are discussing “Lenin Royal Society Effect”.  We can call this as iLenin.  We are discussing “Roosevelt Vannevar Effect” and this effect defines the new term iRoosevelt.   We are discussing “WFSW Nehru Effect”   WFSW is not a CEO.  But we are also talking about WFSW Gopio Effect.  It is in planning process.  It is because we consider that Nehru Bhatnagar Effect has some thing in making Gopio what it is today.


Today we are discussing the point can Nishank use global knowledge for local use at Uttarakhand level?  This group is a learner because it is a group of Phatte ki Sarkar that is being considered as an iGovernment.  Dr Nishank is very much a part of this Group.  In this group he has colleagues in politics.  Some of them are senior politicians.  Tiwariji is not today in this group because he is currently the Governor of Andhra Pradesh.  But Merapahad Portal has started displaying my articles on internet at their own initiative through their own activists who are doing all knowledge management on Uttarakhand.  Dr Nishank has simple and well defined work.  This work is to make the Uttarakhand government include the lens nursery project in the state plan.  If it were a simple problem Tiwariji could have done it or Khanduriji would have done it.  Dr Joshi is an MP from Uttar Pradesh and as a Minister he made his contribution and so did Shri Bachi Singh Rawat.


But we must know what is happening in Global politics in relation to India .  This learning is the iPart of Dhumakot Sangliya project.  As we have discussed the lens nursery project is the ePart of Dhumakot Sangliya experiment.  The iPart is being evolved as the Gopio Institute of iBusiness that is being understood by Pyara Uttarakhand in the print media and by Merapahad on internet.  Other Uttarakhand groups are also circulating these daily mails.


With this background let us consider the current article by Ottawa based journalist Mahdi Darius Nazemroaya  who is a Reseach Associate of the Centre for Research on Globalization (CRG) specializes in geopolitics and strategic issues. In his article Geo-Strategic Chessboard: War Between India and China ? he considers  Indian politics in global context as follows:

    Is India reverting to the status quo of the British Raj? India has moved beyond a policy of super alignment.  India 's elites believe that to achieve their place in the sun they must buy into the socio-economic and political agenda of the so-called, “Core countries” — the global financial power holders of the Periphery.  India 's commitment to the Non-Alignment Movement (N.A.M.) is also dead all but in name. The foreign policy course that Pandit Jawaharlal Nehru had charted for India has been abandoned.
     

    Internally, for the last two decades India has been colonizing itself. Communities and ethnic groups have been played against one another. These are both cases where local and foreign elites are working hand-in-hand. The ruling elites, with the aid of the Indian government, are appropriating all forms of resources, rights, and property from countless people to fuel the so-called economic liberalization process with no regard for their fellow citizens. Water and national assets are being privatized and virtual slave labour is, once again, being institutionalized — everything that Mahatma Gandhi and his follower worked hard to eliminate. The free trade deals being struck by the U.S. and E.U. with India are a part of this process and have been integrating India into the global economic order.

    Hand-in-hand with  India being part of a global economic order goes the domination of Eurasia . India is on a serious path of militarization that will lead New Delhi towards conflict with China . In such a war both Asian giants would be losers and the  U.S. and its allies the real winners.

Uttarakhand is only a state of India and the above observations are related to India ’s foreign policy.  Why are we then considering the above conclusions?  The reason is simple.  This is the Group of Phatte ki Sarkar and not of the Nishank Sarkar.  But Phatte ki Sarkar is related to the Dhumakot Sangliya Experiment which is the pioneering technological nursery  to bring in the global knowledge to solve the local problems of the Dhumakot Sangliya area that is a part of the state of Uttarakhand.  Phatte ki Sarkar cannot overlook international development.  The project has two parts one is related to the inclusion of the lens nursery in the state plan and the establishment of Gopio Institute of iBusiness that is trying to build a link between 1946 WFSW Spirit and Gopio.  Further more the planning is centralized and it is the central Planning Commission  that submits the   plan to National Development Council.

 

The members of this group and other groups of Dhumakot Sangliya Experiments are elites.  This includes the  Uttarakhand Groups on Internet.  Almost all of the Uttarakhand groups on internet are circulating these mails.  One of them, that is, Creative Uttarakhand Group or Merapahad has included these mails in their portal so that these articles, and other articles related to Dhumakot  are available to the people on internet.  If  we consider this development in Uttarakhand elites we find that the concluding part of the article of Ottawa based journalist Mahdi Darius Nazemroaya  is justifiable.  The concluding paragraph is as follows.

    Due to their flexibility the Indian elite may still change course, but there is a clear motion to exploit and mobilize India in Eurasia against its neighbours and the major powers of Eurasia . This is the true meaning, intent, nature, and agenda behind the so-called “Clash of Civilizations” in Eurasia . The threat of a nuclear war between China and India is real in the words of the Indian military, but what is important to realize is that such a confrontation is part of a much larger series of wars or a wider struggle between the powers of Eurasia and the nations of the Periphery, led by the United States.


But it is for Dr  Nishank  to use global knowledge for local use at Uttarakhand level?  He will be justified if he uses the work of Phatte ki Sarkar that is available on internet in the Uttarakhand Encyclopedia of  the site Merapahad.

Science Driven Development of Uttaranchal (22):   The whole of the  village “taken together”

The last essay concluded: “We have  thus discussed the role of some of the  channels that link the village Sangliya with the President.  Sangliya is only a representative village.  What can be achieved at Sangliya, by the people of Sangliya, for the people of Sangliya will provide grounds for science based development all over the world.” This conclusion becomes the introduction of this presentation.

      The word Sangliya consists of two words “Sang” and “liya”. It can be translated as “taken together” into English. “Lens Nirman Prashikshan evam Utpadan Sansthan” is being established in this village.  The English Translation of this expression is “Development cum production center for optical components”.  The cover title of the detailed project report of this programme is “Setting up of a technological nursery for optical components in UP hills (NPL Project No. G.4) proposed as a joint project of the CSIR and Hill Development Department, UP,  with National Physical Laboratory, New Delhi and Garhwal Mandal Vikas Nigam Ltd, Dehra Dun as principal executives.  The report prepared by National Physical Laboratory, Hillside Road, New Delhi –110 012.  The village Sangliya was a part of this detailed project report.  The third Chapter of this detailed project report is titled: “Chapter 3: Acquisition of land and estate development”. It reads:

“As discussed in the previous chapter a suitable criterion for selection of micro-industrial sites has been tentatively laid down, i.e., the height 1,500 mts m.s.l. availability of motorable road, with distance from the nearest rail head less than 100 kms, availability of perennial water supply for at least 200 people and sunlight for at least 6 hours a day during the worst part of the season, etc.  It was also mentioned that a suitable site for the proposed technological nursery has been identified through good offices of a society  of hill migrants who sponsored the proposal for pressing at the State level.  It is located in village Sangliya in Nainidanda block of the Pauri-Garhwal district of the U.P. Hills.”

The Block Development

      The role of Nainidanda block becomes important in the implementation process.  The programme now is to implement the detailed project report of the Lens Nursery programme. TNORD sought the support of the Nainidanda Block Development Society who invited TNORD to attend their annual convention.   In reply to the invitation, vide their letter dated April 8, 2003 TNORD wrote to the Society:

“We are glad to note that the Nainidanda Vikas Sangh (NVS) has successfully completed two years and it is entering the third year and that to mark this occasion your second annual convention is going to take place on 27th April 2003 at Gandhi Peace Foundation.  The Panchayat elections have just taken place and the elected representatives will have enormous enthusiasm.  The Nainidanda Vikas Sangh should take advantage of this encouragement,

“The mythological Akash Ganga, that is the Space Ganges has again appeared in the sky. The name of this Ganges is Internet.  With this Internet the river of knowledge can be poured down anywhere on this earth.  Parvatiya Times in its 5-11 issue carries an article entitled “Hamarauttaranchal.com – a constructive platform for information on Uttarakhand”.  According to this article “This site established in the direction of Senior Journalist Dr Govind Singh understands the information requirements of region very well.  The websites presents authentic information on history, civilization, culture and planning.”  A similar website is “uttaranchal web watch”.  TNORD is contributing a series “Science Driven Development of Uttaranchal”. Sangliya is the village where experiments will take place. This may be taken as an opportunity by the Society. Like the knowledge Ganges of the Internet, there is a canal on the ground.  This canal is the weekly newspaper “Pyara Uttarakhand”. In this newspaper the knowledge water of TNORD is flowing in the column “Gumod Parikrama – Fatte ki Sarkar”. The editor of this newspaper is Shri Dev Singh Rawat.  He should be invited to attend the convention.

“Parvatiya Times goes on to remark ‘The specialists are projecting their informed and proven positive thoughts for the development of the mountains.’ Knowledge in bags or floating in the air is not of much use in practical implementation of the ideas. Implementable ideas are available in specialists only.  Therefore, knowledge tourism has become a very important subject. The Tourism Minister, General T P S Rawat has understood this point.  I am sending herewith a copy of the letter from the Minister in which he has nominated Shri V K Jain, Principal Project Investigator of the Sangliya Project as his Tourism representative in Uttaranchal.  If he is able to attend your convention it will amount to killing two birds with a single stone. If General Rawat is able to come to the convention, both of them will listen to the Nainidanda Vikas Samiti and discuss how to deal with the problems. If he does not, Shri Jain will represent him.”

NVS and the Sangliya Panchayat

Uttaranchal web watch has already reproduced the letter of Nainidanda Vikas Samiti addressed to the newly elected functionaries of Sangliya in a note which is not a part of the current series on science driven development of Uttaranchal. The last essay considered this letter once again. The village cannot solve its problems.  It has to receive support from the organization.   In the last issue it was discussed what is meant by aspiration statement of politicians.  It said, “Just as corporations are working on 'Aspirations Statements' to add value and quality functions to their corporate goals, every political party must also work in that direction to become value driven and assert  ‘we are   a party that our people are proud of and committed to, where all party men have an opportunity to contribute, learn, grow and advance based on merit, not politics or background'.       

      The letter that was reproduced by uttaranchal web watch was addressed to MPs, Ex-MPs and other Stake Holders in TNORD.  President met the Uttaranchal MPs at one breakfast.  But TNORD has been interacting with them for many years. The last essay discussed the link of Sangliya with the President.   What about the local authorities – both political and bureaucratic?

NVS and the local MLA

      We may study the following text of the English Translation of Letter No. 11/11/NVS/2003-2004/Paryatan dated 5.7.2003 from Nainidanda Vikas Sangh to Lt Gen (Rtd) T P S Rawat, Minister, Tourism, Excise and Sainik Kalyan, Uttaranchal Shasan, Vidhan Bhavan, Dehra Dun 248 001:

 “Nainidanda Vikas Sangh has been addressing letters to you from time to time for developing tourist spots in Nainidanda block. You informed us vide your letter No 2120/Gen dated 4-07-2002 you are working for identifying and developing pilgrim and tourist spots within your constituency.  In this very connection the Sangh sent a memorandum to you on 31 January 2003 but we have not so far received any information in this connection.

“In the meantime it is important to note that Lens Nirman Prashikshan evam Utpadan Sansthan is being set up shortly at the village Sangliya of the Nainidanda block.  Scientists, specialists and officials will be visiting Sangliya on regular basis in order to establish this Sansthan.  It would be highly worthwhile if Garhwal Mandal Vikas Nigam constructs a guest house at Sangliya/Jaraukhand.  In the earlier stages this guest house will be kept busy by TNORD for its requirement and charged for the services.  It will also remain open for other visitors/tourists as per the existing practices. You are requested to kindly agree to construct the proposed guest house.  The availability of this guest house will without doubt attract tourists.  Several other activities besides the production of lenses can be experimented upon.  It is hoped that your positive action in this connection will help in promoting the speed of development in your constituency.”

      TNORD sent the above letter to Shri N.N. Prasad, Secretary, Tourism, Government of Uttaranchal, and Chief Executive Officer, Uttaranchal Tourism Development Board with the remarks:

 

“The letter makes an attempt to suggest that the concept of knowledge tourism can be used to develop root based tourism activities.  TNORD is regularly contributing the essay series “Science Driven Development of Uttaranchal” on the website uttaranchal web watch.  This is a guest site and its address is “devoted.to/uttaranchal”.  It can also be reached through regular websites “uttaranchal.ws” and “uttarakhand.com” by clicking on uttaranchal web watch among the sites listed.

“Garhwal Mandal Vikas Nigam was keen to build hostel-cum-workshop for Lens Nirman Prashikshan evam Utpadan Sansthan in the initial stages of the programme.  The detailed project report of the scientific project was under development then and the matter had to be abandoned.  The story is two decades old now.  We would request you to kindly consider the proposal of the Nainidanda Vikas Sangh seriously.  It may even be possible to involve SIDCUL in the process to interlink science driven industrialization process with knowledge tourism .”   

Uttarakhand Gaurav Awards & Angry NVS

      In the meantime three persons belonging to Nainidanda received Uttarakhand Gaurav Awards according to the following news item:

“New Delhi, July26, 2003: Mrs Sheila Dikshit, Chief Minister of Delhi gave away the Uttarakhand Gaurav awards to eminent persons from Uttaranchal living in Delhi. Ex bureaucrat and politician B R Tamta, Scientist Ram Prasad, Deputy Commissioner of Police Dinesh Bhatt, Hamarauttaranchal.com’s Honorary Editor Govind Singh Kholia, Pyara Uttarakhand Editor Dev Singh Rawat, Delhi Sanskrit Academy Secretary Srikrishna Semwal, Jewellery businessman P B Balodhi, Industrialist Gajendra Rawat, ADG, Foreign trade Mahesh Chandra Singer and poet Hira Singh Rana, Actor Awadh Kishor Patwal and Naturopath N S Adhikari are prominent among them. 

“The awards are constituted by Uttarakhand Club and Pyara Uttarakhand Weekly newspaper. A new telephone directory of Uttaranchalis living in Delhi was also released on the occasion. Shri Ranganath Mishra, former Chief Justice of India who was chairman of the Jury for choosing the awards, presided over the function.”

      NVS took the note of this concentration of the awardees in the block and wrote to the Tourism Minister vide their letter No. 8/13/NVS/2003-2004/TNORD dated 01.08.2003 an angry letter:  An English translation of the text reads:

“You will be glad to note that three persons belonging to Nainidanda block have recently been recently awarded with ‘Uttarakhand Gaurav’ honours by Uttarakhand Club and Pyara Uttarakhand for their contributions in their respective fields.  These are: Scientist Ram Prasad, ADG Foreign trade Mahesh Chandra and Industrialist Gajendra Rawat Incidentally, all these illustrious persons belong to the Gujru patti of Nainidanda block.  All Uttarakhandis in general and Nainidanda Vikas Sangh in particular are proud of these men of achievement.

“From this event it is clear that such industrious and talented thinkers and analysts ignited with the light of   dedication towards social upliftment are present in our area.  Their sincerity cannot be doubted. Let us take the example of Shri Ram Prasad.  He believes that only science can bring about the social transformation and to make the fruits of science available to the people at large it is necessary to organize technological nurseries.  To demonstrate this theory he has undertaken a colossal task of establishing the pioneering technological nursery around his own surroundings.  But the success of his efforts is not visible because of the stranglehold of bureaucracy and red-tapism.

“The question arises why a disciplined and promising regional leader like you is not able to help TNORD to come up at Sangliya.  It would have been desirable that  you would have made untiring efforts to implement the project and establish Lens Niraman Prashishan evam Utpadan  Sansthan  at Sangliya and tasted of pride for your extraordinary efforts.  But it appears that nothing is being done in this direction at your end.  It appears that you have taken an indifferent attitude towards your own constituency.  This was not expected from you.  You are an elected representative of people of this block and this has given you a very special status in the Uttaranchal government.  In this connection it may be worthwhile to call your attention to  the following points  which represent the sufferings of  the local people  and which have not so far been attended with a positive angle from your side:

1.   As the Tourism Minister you have not yet taken any action within the Nainidanda block to identify places of tourist and pilgrimage in spite of the fact that Nainidanda Vikas Sangh has been has been corresponding with you in this connection.

2.   There is a shortage of motor roads in the block and several projects are pending incomplete for a number of years.  Besides, the survey work on the  newly approved Bhon-Dwari Motor Road (12 km) has yet to start.

3.   The case of elevating Dhumakot Inter College to the status of degree college is pending for a long time.  The state government is not taking any action in this direction.

4.    Nainidanda Vikas Sangh has been pressing for establishing primary health centers and maternity wards in the block.  But this demand is not being attended by the Government.

5.   There has been  a long correspondence   with the Education Minister for starting commercial subjects like commerce, economics, science and computer in ten inter colleges  of the block. But there has been no outcome.

5.    The case of Anandbadis in the block is pending with the State  Minister of  Women Empowerment and Power, and

7.     You had promised to sanction a  grant from your MLA Fund during 2003-2004 for providing  drinking water facilities in Tallakhola under the village Panchayat Chaid Manjkhola.  Although we are on regular touch with you in this connection, there has been no response from your side.

“It is true that that you do not have solutions for all the above problems but as our constituency representative  we do expect from you positive  support in these cases.  You have a status and approach to meet concerned ministers and officials.  Where else can your people go for redressal of their problems?   It is hoped that you will not mind this plain speaking on the part of the Sangh, and do all that is expected from you and all that is possible for you.”

      TNORD sent an English translation of the above letter to Shri N.N. Prasad, Secretary, Tourism, Government of Uttaranchal, and Chief Executive Officer, Uttaranchal Tourism Development Board. 

“I am enclosing an  English translation of the letter No. 8/13/NVS/2003-2004/TNORD dated 01.08.2003 addressed to Lt Gen (Rtd) T P S Rawat  by NAINIDANDA VIKAS Sangh (PAURI GARHWAL) with a copy to me.

“The Sangh is justified in their complaint.  But the Minister, too, is innocent.  He had nominated Shri Jain as his representative.  But his Secretariat has to utilize services of Shri Jain.

 

“We would request you to kindly give date and time when Shri Jain  can meet you.  He has been trying to get in touch with your PA  on phone but he is generally on tour.”

The role of the Minister’s Secretary

      This raises questions on the role of the ministers’ secretaries.  We may approach a specialist to handle this problem.  Fortunately for us there was an event in USA on the same day when Uttarakhand Gaurav Awards were given in India. Nearly 300 people gathered from several parts of North America on July 26th,2003 in Greater Washington D. C. to participate in the 5th UANA (Uttaranchal Association of North America) annual convention. The day started with a Seminar on ‘Transforming Ideas into Action”. The seminar ended with a very touching address from Sh. Dharam Singh Rawat, retired IAS and a renowned social activist. Mr. Rawat served in many important posts during his career including Director, Urban Land Ceilings under the U.P. government and as a consultant to the United Nations Development program. In his address, Mr. Rawat through a series of public facts raised the issues of ‘accountability’ to the forefront Your browser may not support display of this image. of public discourse. 

Dharam Rawat at UANA Seminar 

      Dharam Rawat is believed to be a rebel against the system.  When the current system is not able to deliver, it is necessary to listen to the rebels.  The following remarks of his in his UANA paper are important:

“I am fully convinced that our primary concern should be in development of the infrastructure and basic institutions of the state, so that it can fast come to the level of national development in every respect. As such we must pay immediate attention to the reforms of the services and the prevailing environment of the agencies, engaged in the development of the state. If we do attend to this on priority, a very valuable time will be saved; otherwise the new state would soon revert to the earlier practices of indifference towards the genuine needs of the local people. The work culture in the state requires to be changed from that of feudal exploitation to that of modern and faster development. 

“The public services of the state are the regular and permanent agency of development, when compared with that of the political executives of the state, who are always changed by the political mandate of the people, after every five years, if not earlier. The public services must be vigilantly watched over by you and by the people of the state. Their highest levels are now seated nearer and are accessible to the local residents.

      The state bureaucracy in Uttaranchal has two ends.  One end is in Dehra Dun.  The other end is in Nainidanda.   NVS has not blamed any officer in Nanidanda block for inefficiency or corruption.  This is expected.  In his presentation Shri Rawat said:

“No doubt the public servants of Uttaranchal at lower levels have well proved themselves of their love and dedication to the new state. They had taken up the question of political formation of the state, on behalf the masses of Uttraranchal. For the first time in the history of the country, the official machinery got openly and directly involved in the formation of a state. It is just unfortunate that this fact is being overlooked and not noticed, by the political parties and other intellectuals interested in the development of Uttranchal. It is a very significant fact for me and it gives me all hope for the new state and for my own work on public accountability, in the past many years. Not all the public servants are corrupt. Quite many of the public servants are not only honest but also fully devoted in their jobs. I have personal knowledge of many of the public servants, who are even dedicated to expose the corruption and the weaknesses of the system itself. There is one Junior Engineer, Kandpal, in Almora and another one, Rawat, in the Power Organization of the state. Both of them have made the sleep of their senior officers uncomfortable through their public crusade against corruption. There are many more like them. The NRIs can demand information from our leaders what they are doing to protect such public servants, and how they propose to encourage others for doing so.”

Bringing NVS and Hitkar Himalaya together

      Besides NVS, TNORD has been in touch with Hitkar Himalaya another NGO.  The details of this NGO are given in  a recent TNORD letter to this organization:

“I note that Hitkar Himalaya is a Socio  Medicare Organisation.  I note that Hitkar Himalya was founded in 1991 in the wake of the devastating earthquake in Uttarkashi by a small group of persons in Delhi and Noida as ‘Helpage Garhwal’.  I note that our President Dr S Z Qasim participated in seminars  organized by Hitkar Himalalaya. I note that Uttaranchal Branch of Hitkar Himalya is located at 18, Malini Market, Kotdwara –246 149.

“The field activity of TNORD is located at village Sangliya in the Nainidanda block of district Pauri Garhwal. I am sending a copy of this letter to Shri Alam Singh Gusain, General Secretary, Naini Danda Vikas Samiti.  This Samiti is working to implement TNORD programme in Sangliya.  It can also think of implementing your programme in the block.

“On going through your activities I find that Hitkar Himalaya has not yet tried to interact with the Uttaranchal Government.  TNORD on the other hand is trying to involve the State Government with the programme.  In this connection a lot of work has already been done.  In the lasted letter I sent to Shri N D Tiwari I wrote:

“In my e-mail dated 27.07.2003 I mentioned that I received Uttarakhand Gaurav Award at a function held in Kamani Auditorium on 26th evening.   I read in e-news that you also received Uttaranchal Ratna Award.  These awards can be made worthwhile by utilizing the services of the recipients.  We note from the enclosed report on the Gaurav function that three of the recipients of the Gaurav Award are from the Nainidanda Block where lens nursery is being set up and, according to a famous song of the fourth recipient Shri Hira Singh Rona, this block is within the periphery of his Manila Peak. The recipients belonging to the Nainidanda block are: Scientist Ram Prasad, Industrialist Gajendra Rawat, and ADG, Foreign trade Mahesh Chandra. 

“The village Sangliya belongs to the Nainidanda block.  Here the lens nursery is being set up which connects you with these four award recipients.  Shri Alam Singh Gusain, General Secretary of the Nainidanda Vikas Sangh is already taking interest in the implementation of the lens nursery project.  I am giving this idea to him for turning it into action.  Incidentally, “Transforming Ideas into Actions” was the theme of the seminar concurrently organized by the Uttaranchal Association of North America along with their fifth annual convention.  Shri Alam Singh Gusain can also make use of the recommendations of this seminar.

“But the key stake of Uttaranchal development lies with the State Government.  The difficulties in implementation of the TNORD programme have been identified in the uttaranchal web watch series “Science Driven Development of Uttaranchal”. I would request you to kindly (1) provide the matching Uttaranchal support to the project and (2) give permission to utilize the Ureda buildings at Sangliya.”

      A very large number of NGOs is already at work in Uttaranchal. The style of Hitkar Himalaya is not different from other NGOs.  The style of work of the Nainidanda Vikas Samiti is also not different from that of other NGOs.  But the style of TNORD is different.  Let us see if we can strike some way of integrating three efforts at Sangliya. 

Conclusion

      It is beyond all doubts that science driven rural development is the key to the country’s development.  The President has given a call  in this direction and the last note established the connectivity of TNORD efforts with his call.  TNORD has been in touch with all political forces and social dignitaries in this direction.  One of the national parties the Loktantrik Samajvadi party has made the TNORD philosophy as its aspiration statement.  The central government led by BJP has given a demonstration project and the Congress Government of Uttaranchal is being tested.  Media has yet to understand how to make long term aspects of development interesting.    They have to understand that that the problems of environment and sustainability of global prosperity are long term solutions.  An unusual  journal Gumod Parikrama is trying to make an attempt to mix facts and fiction to make these issues media friendly.  This is like creating a new mythology of development.

      These efforts are like the system aspects of the Iraq war. The system aspects of the Iraq war were busy in breaking the hold of Saddam regime.  Once this was done, it was very easy for the ground forces to move in.  Now that TNORD has established the importance of its philosophy, it is easy for the NGOs to move in.  As it is seen from this note, one of the NGOs – Nainidanda Vikas Sangh has already started functioning  in Sangliya.  Another NGO, Hitkar Himalaya is being made interested in the programme at Sangliya.  The local functionaries Smt Rekha Devi, Smt Raju Devi and Smt Munni Devi cannot be expected to know crucial issues of development. They will be helped by the TNORD links.  Shri Dharam Rawat has requested the non resident Uttaranchalis to keep watch on the state bureaucracy in Dehra Dun. Shri Dharam Rawat’s organization is already working to make bureaucracy development friendly.   It may be possible to involve him with the science driven programme of TNORD.

    The classification this blunt demographer made 20 years ago, still has contemporary implications in planning.

     

There are three reasons:
 

One is that Professor Bose, myself and a couple of others who spent a lot of time under the Chairmanship of Kumaon Commissioner Gopi Arora to draft the recommendations of the Seminar on  Science and Rural Development in Mountains.  These recommendations are available in the book


    Science and rural development in mountains (ecological, socio-economical, and technological aspects) edited by J.S. Singh, S.P. Singh, C. Shastri and published in 1981 by Gyanodaya Prakashan ( Naini Tal , India ) after the proceedings of University Grants Commission., India . Dept. of Science and Technology, Kumaun University., Seminar on Science and Rural Development in Mountains (1978: Naini Tal , India )

 The second reason is the success of Bimaru theory of Professor Bose (with Internet Search Results of about 42,900 for bimaru.)

The third reason is global agitations for Mithila and Bhojpuri as understood from the following Bhojpuri vision and mission.

    Vision: To become a well-recognized National Bhojpuri platform in India and act as a key player in a pivotal role to promote linguistic interests in Bhojpuri language, uphold the integrity of Bhojpuri culture, build a prosperous Bhojpuri society and emerge as the “United Nations” of the Bhojpuri world.

     

    Mission: To promote, protect, integrate and empower Bhojpuri language, culture, traditions and its speakers by serving as a lead Bhojpuri organizational platform in India and strengthening our roots, taking pride in our culture and fostering a globally-connected Bhojpuri generation by networking with Bhojpuri-speaking population at all levels in every part of the world

 

The authorities divided the Bimaru region into Jharkhand, Chhatisgarh and Uttarakhand as a solution for the problem.  Uttarakhand is the only of these three states where there is Phatte ki Sarkar or an iGovernment parallel to the eGovernment and it is receiving slow but increasing attention as time passes. This eGovernment has already made case for establishment of Gopio Institute of iBuiness and this in a way covers the work of Mithila and Bhojpuri movements,

 

Dr Nishank is focused to Uttarakhand only and he has to focus only on inclusion of the lens nursery project in the state plan.  Success in this effort can make the Planning Commission to re-orient its direction to cure the poverty problem of the nation as a whole.

Ashish Bose believes the laws of economics will conquer racism.
The prominent demographer and professor’s theory rests on supply and demand: Developed countries need migrants in large numbers as their youth populations shrink.
“ Germany may not like Turkish labour and Japan may not want any foreigners, but soon these two and other nations such as Norway , Sweden and France will have to become tolerant of migrant workers as they will have too many old people,” Bose says.
India , he maintains, has the most to gain with more than half of its population under age 25.
For the record, Bose is a young 76. He climbs 15 rungs of a steep staircase to an open terrace, unsupported; deftly carrying a tray of beer glasses in one hand.
Ashish Bose has studied various economic and sociological phenomena for five decades, reducing massive populations into decimal points, then classifying and comparing them and presenting his findings to the government. He segregates data on people into tables, all part of his effort to better understand man and woman, urban and rural, dwellers of hills and seas.
However, when he talks of poverty, Bose does not rattle off numbers. Instead, he turns empathetic, offering anecdotes from his long field trips into India ’s most remote corners.
“The primary health centre (PHC) in India is the greatest symbol of how little things have changed for the poor in India ,” he says. “Even today, after 60 years, the condition of PHCs is the same. No doctors, nurses, medical equipment and people walking for miles to get substandard treatment. It is the greatest failure of the Indian state.”
Bluntness defines Bose. (“I am not impressed by China as there is no freedom in that country,” he says.)
It was in the early 1980s that Bose made headlines by calling a spade a spade. Indian academicians tend to be politically correct and avoid terms that could insult a community or large groups of people.
But in a one-page synopsis submitted to the then prime minister, Rajiv Gandhi, Bose blamed the “Bimaru” states for India ’s burgeoning population. The now well-known acronym stands for Bihar , Madhya Pradesh, Rajasthan and Uttar Pradesh. However, the term had an uncanny resemblance to the Hindi word bimar, which means sick—and implied that these states also were.
Back then, Bose was employed by the population research centre at the Institute of Economic Growth in Delhi . The professor’s stark description of these states demonstrated his concern for the demographic explosion in the cow belt and his need to ensure that Gandhi, who requested the report, digested his account quickly.

The paper argued that if India wanted to control its population, the government would need to focus on the states in the North as these four states accounted for more than 40% of India ’s population.

The last mail and an earlier mail introduced a new possibility of live technological nurseries taking the example of my young Florida friend and concluded:

    The members of Uttarakhand Groups are already in a way becoming live technological nurseries.  But the problem is with those who have reigns in the real Uttarakhand and the Central Government.  To understand this point the title to this mail is given as Knowledge Management in Internet Age:  Can we have Live Technological Nurseries?

We have discussed in these mails the role the site Mera Pahad is playing a role in Internet Management of Uttarakhand knowledge. But other Uttarakhand groups are also providing information on Internet on such subjects as “Phatte ki Sarkar” For example the Group WUA   my mail dated Aug 3, 2006:

    There are two columns: Phatte ki Sarkar in Pyara Uttarakhand and Vikas Parikrama in Parvatiya Times. Both these columns are based on Gumod Parikrama.

Other groups like PGG, Dev Bhumi and Mithila Group also provided information on Internet on Phatte ki Sarkar as follows:

    Now Uttarakhand is a small state.  It has five Loksabha MPs.  It has three Rajya Sabha MPs.  The active political leaders of Uttarakhand is a separate group with the Project.  They receive all these mails.  These are being mailed regularly to those MPs who can be reached through e-mail.  But there is also "Phatte ki Sarkar" which lives in a column of the weekly Pyara Uttarakhand.  The MPs cannot avoid Phatte ki Sarkar.  This Phatte ki Sarkar carries most of the discussions we have in Dhumakot Sangliya International Group.
     
    Bihar , Madhya Pradesh, Rajasthan and Uttar Pradesh are termed by the famous social scientist as BIMARU region. This is also the heartland of India and you must be knowing what heartland means in all countries of the world. The Bihar people can also take interest in Uttarakhand and ask it to remove its BIMARI.  They have to allow science tackle the problem of rural industrialization in Uttarakhand.
   

    Internet has the information what an activists in Mithila Group comments on these mails.
    One of the best friends of Karl Marx has stated that money is not ruling the society. Only Ideas that rule the society ever.

    Social engineering practices are on the way.

     

    We have to work in our respective ways to control

    a) To stop migration of labours and Intellectuals from developing states of India

    b) An acceptable ideas at ground level to be enforced.
   

    Writing with references is very good about Stalin's Soviet. But may I know about GOPIO

    i.e. Any Practical Successful story at ground level in India by GOPIO to use as reference.


Of course now Mera Pahad has now taken the lead. We may just note the information It carries information of people who worked as live technological nurseries right from the start when Phatte ki Sarkar came into being.


The availability of Internet knowledge on Uttarakhand and Dhumakot Sangliya Experiment should help Dr Nishank to do some thing that earlier chief Ministers could not do. The experiment has now two parts.  One part is inclusion of the lens nursery project in the state plan and the other is the availability of the knowledge of “Phatte ki Sarkar” that is being termed as the Gopio Institute of iBusiness and pooling international resources like this Florida Friend to discuss matters of crucial importance to Uttarakhand in the environment of developed parts of the world.  This young Florida Friend gave his mind as he saw the things around him.  He is happy over his own contribution in our discussions.

Dr Nishank can use his own insight to see how can the lens nursery project can be included in the state plan and this contribution may make him happy like our live technological nursery, that is, our Florida friend.

Dr Nishank has to become a Live Technological Nursery to enable the world of future know how to tackle the problem of poverty which has so far not been tackled. His eBusiness that the government of Uttarakhand has a part to do in this connection.  What this government has to do get the Lens Nursery Projectget included in the state plan.  It will not know whether the Planning Commission and the National Development Council of India will agree to include the Lens Nursery Project in the overall plan of the country.
 
The last mail carrying the title Internet management of Uttarakhand knowledge and Dr Nishank as live technologicalnursery ended with the information:
All the political leaders of Uttarakhand from the times of Bhakta Darshan, CB Gupta, and Baldev Singh Arya to date have tried to help the project.  One of them, who needs special mention, is Shri Puran Chandra Sharma who belongs to Uttarakhand and was Minister in charge of the Hill Development Department of Uttar Pradesh wanted to do some thing to implement this project.  He only wanted me to tell him the Budget Head. A similar question I got as the General Secretary of Association of Scientific Workers of India from Kedar Nath Sahni who was a VIP in the BJP government of Delhi .  Both these people belonged to BJP.  They obviously did not know Lenin Royal Society Effect, Roosevelt Vannevar Bush effect etc.
 
Dr Nishank cannot have any such execuses.  Internet has given him enormous opportunities for access to the global knowledge as well as knowledge management tools.  He has the work of Phatte ki Sarkar as a short cut.  It has found resources such as the work of Indian American Mike Ghouse and the confidence of the Floridafriend who has become a live technological nursery.  Dr Nishank has only to get the lens nursery project included in the state plan for the time being.
 
The eBusiness of the Nishank government has to end by submitting the state plan to the Planning Commission.  Obviously this is not the end of the mission.  This is why the Phatte ki Sarkar has to work for the “Gopio Institute of iBusiness”. Gopio is the representative body of the people of Indian origin in different parts of the World.  The Government of India has recognized it and made it a partner in its annual Pravasi Bharatiya Diwas.  This entire success is eBusiness.  The Phatte ki Sarkar is therefore also working doing the iBusiness part for Gopio.  The Phatte ki Sarkar began with individuals by considering each of them as technological nurseries and my work available on internet through the site Mera Pahad has in a way worked as a technological nursery in the iBusiness concept.
 
It is not known how far my friend will will help me in my work.  But the same thing can be said about Mera Pahad as well.  Both these live technological nurseries should continue as far as I can do live work to advance the concept of iBusiness.  But we must remember that Mera Pahad started the work without my knowledge.  The same thing is true about my Floridafriend as well.

As the last mail said   that Dr Nishank can become a Live Technological Nursery to enable the world of future know how to tackle the problem of poverty which has so far not been tackled.  But what are these live technological nurseries?  The term has been coined by Phatte ki Sarkar and therefore belongs to iBusiness.   The concluding part this mail that carried the subject Understanding Live Technological Nurseries with the Florida Friend said

    It is not known how far my friend will help me in my work.  But the same thing can be said about Mera Pahad as well.  Both these live technological nurseries should continue as far as I can do live work to advance the concept of iBusiness.  But we must remember that Mera Pahad started the work without my knowledge.  The same thing is true about my Florida friend as well.

Dr Nishank belongs to BJP. Both Generals Khanduri and TPS Rawat belong to the same party.  Both  belong to Dhumakot assembly constitutency.  Both of them carry the experiences of the preceding Uttarakhand Governments.  Dr Nishank can take and use them as resources and their respective experiences as live technological nurseries.  The earlier mails mentioned the contributions of Murli Manohar Joshi Ji and Bachi Singh Rawatji in promoting the Dhumakot Sangliya Experiment.  Mera Pahad carries some details of information available on this project.  In that literature there is one related to Professor MGK who wrote  the following to me in connection with the Dhumakot Sangliya Experiment:

    February 27, 2009  Dear Dr.  Ram Prasad, Thank you for your e-mail of 27th February, 2009.Your earlier e-mail of 6th February was on a specific issue about those present at the 1953 Bagneres de Bigorre Conference.  Since I was there at that meeting I have replied to it.

     

    I joined the BJP in 1998 and had responsibility for a good part of the Manifesto produced for the Elections that year.  Since then I have had very little to do with the Party and its policies; I do not have influence with regard to these. I have not formally resigned. I am deeply sorry that I cannot look into all the issues raised in your recent e-mail; so please do not continue to send me any e-mails concerning technological nurseries/ related issues. What Dr Menon’s  advice is already available  in the note I prepared in connection with Science Driven Development of Uttarakhand.  This note is being separately  added at the end of  this mail.  But Dr Nishank can also use his recent experience : Prof. M.G.K. Menon now  is the Chancellor at the North-Eastern Hill University (NEHU).  The last Science Congress was held in NEHU which is also a hilly state.

Science Driven Development of Uttaranchal (3) Professor MGK Menon and Uttaranchal

Prof M G K Menon, Former Secretary, Dept of Science & Technology, Member Planning Commission and later Science Minister in the Government of India contributed an article in the Indian Express Chennai 6.09.97.  TNORD studied this article part by part and the study is being presented here as a dialogue.

 

Professor Menon 1947 the predominant feeling was that science was worth studying.  Youngsters spurned promising careers to take to science for the sheer challenge and excitement it provided.

TNORD: That was because of what had been done by science during the decades preceding 1947.   What is happening in 1997 is the result of what was done by science during the preceding decades.

Professor Menon: In the initial years, India produced scientists of world-class calibre -- C V Raman, Meghnad Saha, J.C. Bose, Homi Bhabha, and Mahalanobis.  India was fortunate where science was concerned.  Science in those days was oriented towards basic research and education.  All it needed was science towards economic development.

TNORD: In those days there was a harmony between what scientists did and what scientific environment wanted.  In these days there is no such harmony.  Scientists want careers under five year rule, promotions are given on the yardsticks of basic science or patent equivalent of papers.  Nobody is motivated towards economic development.

Professor Menon: Such an impetus was first provided by Jawaharlal Nehru who moved with scientists and was interested in promoting science as a tool for economic development.  The Government under his stewardship promoted the growth of science agencies like atomic energy, space, defence research institutes and CSIR.

 

TNORD: Jawaharlal Nehru was the first person to blame these agencies for not playing the expected role during the second five-year plan.  He asked the Association of Scientific Workers of India to organise Science and the Nation Symposium in 1964.  The policy resolution of the symposium lead to the concept of technological nurseries in the countryside.

Professor Menon: Of course, at that time, one did not realise the extent and full impact of brain drain from the universities.  One also did not realise that along with promotion of science agencies, one needs to couple these industries with the industry.

 

TNORD: Fostering industrial development of the country was the basic objective of CSIR. But the university migrants, who occupied key positions in CSIR and its committees, did not understand the value of this currency and introduced their fake currency instead.

Professor Menon: Anyhow, thanks to the support and commitment from the Government, a vast science infrastructure developed.  A major development in the past 50 years is a wide spectrum of science and technology, which is wide-ranging.

 

TNORD: It had been planned this way.  The wide spectrum and wide ranging character was purposely developed to help industrialisation of the vast countryside through technological nurseries and the factory networks mothered by them.

Professor Menon: Very few countries have this spectrum.  Name any field and we have scientists working in it.  This wide spectrum has been a great accomplishment.

TNORD: Had technological nurseries in all spectrums of industrial activity and in all parts of our vast countryside this could have been a great asset.

Professor Menon: Indira Gandhi demonstrated the power of science.  The Green revolution is an excellent example of how we determinedly changed our fate from a nation with ‘ship to mouth existence’ to one self-sufficient in food grain production.  This was possible due to the combined efforts of the Prime Minister Indira Gandhi, Finance Minister C. Subramaniam, administrator B Sivaraman and excellent plant breeders like B P Pal and M S Swaminathan.

 

TNORD: This intentional social action had the backing of the local industrialists - that is farmers. This was a simple problem solving exercise in which the international market forces had provided positive support.  The reinvestment of the scientific and technological achievements of the Second World War and continuing cold war in industry and international trade was their priority.  Contribution of Borlaug, cannot, therefore, be ignored.

 

Professor Menon: What is important is the realisation that science is an underpinning base.  But by itself, it cannot achieve any miracles.  One needs a combination of dynamic political leadership, financial support and policy makers and scientists with commitment.

 

TNORD: This is why the concept of technological nurseries came into the picture.  The system vision laboratory of TNORD is experimenting how these elements could be combined together to set up an optical industry in Uttarakhand.

 

Professor Menon: Earlier, there was no individual categorisation of science.  Rather, the various disciplines were interwoven.  One of the finest example is the space sector where research finally spawned a telecommunications, broadcasting and meteorology revolution in the country.  Similarly, atomic energy research finally led to production to nuclear power and acquiring nuclear capabilities.

 

TNORD: In the system vision concept under implementation in TNORD.  There are three levels: System Level, Process Level and the Product Level.  The decision makers, mostly academicians, work at the lowest level although they carry top-level qualification and status.  The industrialisation of the advanced countries has been through the reinvestment of the ordnance successes.

 

Professor Menon: Of course, as one realises, now, the protectionist policies also led to a complacent industry that did not bother about competence of quality.

 

TNORD: Super rating of the academicians in position has been the worst example of protectionist policies.  How can an individual academician be a know-all?

 

Professor Menon: Also, we did not create economic wealth out of our science and excessive bureaucratic and regulatory policies stifled benefit from many advances that were taking place elsewhere in the world, notably electronics.

 

TNORD: The know-all status of super scientists with excessive bureaucratic and regulatory power converted the science estate into Sultanates of their own.  They did not bother about the what was happening even in India .

 

Professor Menon: What worries me today am that science has been put on a back burner when it should be moving ahead at a fast pace.  The neglect towards science started in 1990.  The science agencies are decaying.  People are not taking up science any more as it is not viewed as important or valuable to the society.

 

TNORD: It started in 1948 itself when university professors were given the responsibility of organising CSIR infrastructure.  During the process of system building they were quite relevant.  They have now lost their position because they did not establish technological nurseries and inspire industrialisation.

 

Professor Menon: The excitement and leadership in the field of science have disappeared.  It is becoming increasingly difficult to find heads of departments       and we will soon run out of well-known people of class to run departments.  Posts in premier research institutes are going abegging.

 

TNORD: It had to.  When leaders of science became know-all, wasting their time in committees and travels in India and abroad, wasting the sacred R&D funds in promoting ‘Sahabi Culture’ in science, deciding matters by raising hands in committees and leaving nothing for actual R&D and its extension.

The solution lies in the organisation of technological nurseries in a big way to implement the industrialisation oriented recommendations of the first review committee of CSIR.  The old organisations, like the old stars, either become white stars on way to the black hole or explode.    Science has dealt with incoherence and coherence for long.  The organisation of technological nurseries in a big way is capable of taking away the light of these research institutes.  These nurseries will return research challenges to the institutes.  The rhythm of interaction will revitalise the old institutions.

 

Professor Menon: We should realise that science needs tremendous support from the government.  This is true anywhere.  Even in the US science receives major boost from the governments.

 

TNORD: This is well recognised by all.  But as analysed by Prof Menon the science system has got corrupted.  The Government should divert funds to technological nurseries

The last mail carried the title Can Dr Nishank work to become “Common Minimum Chief Minister”?  It made a reference to Dr Kalam because Dr Kalam was termed as the Common Minimum President by Dipankar Bhattacharya.  Dr Nishank can certainly become Common Minimum Chief Minister for the entire country provided he is able to get the lens project included in the state plan.  He will have to stand on the shoulders of giants.  According to internet

    Standing on the shoulders of giants  is a Western metaphor meaning "One who develops future intellectual pursuits by understanding the research and works created by notable thinkers of the past"; a contemporary interpretation. However, the metaphor was first recorded in the twelfth century and attributed to Bernard of Chartres. It was famously used by the seventeenth-century scientist Isaac Newton.

 
The inclusion of lens nursery project in the state plan was suggested by Tiwariji who certainly is a Giant.  Internet is itself a Giant. I wanted to find the details of Uttarakhand relations with Dr Kalam.  Among there references returned were my own articles in Mera Pahad and some other groups on internet.  A lot of work has already been reported in my interactions with Dr Murli Manohar Joshi and Dr Kalam.
 
There is one resource available in Uttarakhand itself.  It is the Doon University and the association of Professor Y S Rajan with it. Professor Rajan did the base work for India Vision 2020   He is currently associated with CII that is collaborating with the Government of India for Pravasi Bharatiya Diwas 2010.  Dr Rajan himself describes the Association of Dr Kalam, TIFAC and India Vision 2020 as follows:

    It was in early September 1996. The location is fourth floor of India Habitat Centre, New Delhi , a small room at the Confederation of Indian Industry (CII). Dr A P J Abdul Kalam, the mighty Scientific Adviser to Defence Minister of India with hundreds of critical responsibilities came inside the room and discussed with a few young professionals of the Technology Division of CII about the vision for Indian Industry and possible tasks for the CII Technology Division. He described some contours of paths for realizing the Technology Vision for India 2020. A series of documents with that title was generated by TIFAC (Technology Information, Forecasting and Assessment Council)an autonomous institution under Department of Science and Technology (DST), Govt. of India, after a massive national exercise of two years. They were released by the then Prime Minister of India a month earlier (August 2, 1996)

Dr Rajan then elaborates the event as follows:

    I elaborated this narration because it described a good many facets of “Kalam: the Man”.  A deep concern for friends and colleagues and a quick and timely touch of encouragement at times when probably they might be in trouble; also not to have such a touch as a mere ritual of “hello”, “get well” alone but also try to provide them with a meaningful action plan – a plan which can take them to greater heights. Such a help is similar to what is described as a unique feature of true friendship by Thiruvalluvar, the great saint poet who has written a masterpiece called Thirukkural about two millennia ago. (Dr Kalam quotes from /thirukkural often). Thiruvalluvar says that the nature of friendship is similar to the hand, which rushes to set rights the dress when the dress worn by a person tends to slip from the body.   

Then Rajan describes the Uttarakhand connection of Dr Kalam as follows:

    A recent event when Dr Kalam as Rashtrapati visited Almora to launch the “Mobile Diagnostic Clinic and Research Centre” – TIFAC Vision 2020 project jointly implemented with Uttaranchal Government (for more information visit at www.tifac.org.in). The mobile unit is meant to reach most modern diagnostic tools and services to hill regions of Uttranchal which have very little access to medical facilities. Such units can serve most parts of India , almost one or two per district. Such is the potential reach. It can be of great help to the poor people of India , by extending modern medical services. Therefore Dr Kalam, the Rasthrapatiji was there. He wants to encourage such efforts. Dr Col. (retd.) C S Pant, an eminent radiologist from New Delhi who is also the Project Director for the mobile unit 

A prolific writer, a powerful speaker and an excellent communicator - Prof.Y .S. Rajan has written more than 200 articles, papers including international journals. He has authored / co-authored several books in English and Tamil, some of which have been translated into other languages also. He has practical ground level experience in developmental issues and has founded and built organizations like Technology Information Forecasting and Assessment Council (TIFAC), which he has led for about two decades. These organizations have helped to bring relevant technologies to improve productivity for the agricultural, manufacturing and service sectors. After a 30 year stint with the Government of India (GOI), he joined the leading industry association In India, Confederation of India Industry (CII) in 1996. At CII, he strengthened and expanded their capabilities to interface with Government on S&T and business issues. The technology division which he expanded and strengthened has now become a powerful platform for national and international cooperation between industry, academia and governments.
Dr Nishank has not to go out in search of Giants.  They are already in Uttarakhand.  He will find them if he works for inclusion of the lens nursery project in the state plan.
