देहरादून। मुनस्यारी में आर्टिफिशियल क्लाइम्बिंग वाल के निर्माण की वित्तीय बाधा खत्म हो गई है। शासन ने 40.94 लाख रुपये की मंजूर कर दिए हैं। इस साल पहली किश्त के रूप में 12 लाख रुपये खर्च करने की अनुमति दी गई है।

पर्यटन विभाग के अनुसचिव श्याम सिंह की तरफ से इस योजना के लिए वित्तीय स्वीकृति का शासनादेश जारी कर दिया गया है। जनजाति उप योजना के तहत इस योजना का आगणन पर्यटन विभाग ने प्रस्तुत किया था। तकनीकी परीक्षण में इसके लिए 40.94 लाख रुपये का आगणन पर मुहर लगाई गई।

शासनादेश के मुताबिक चालू वित्तीय वर्ष में इस योजना पर 12 लाख रुपये खर्च किए जाएंगे। उसके बाद ही दूसरी किश्त जारी की जाएगी।

The Uttarakhand government today announced its new industrial and power policy with a focus to attract investments in the hilly region of the state.

Following a cabinet meeting, Chief Minister B C Khanduri told reporters that a special package has been prepared for the hilly region under which special tax incentives would be given to industries, setting up their units in the hills for a period of 10 years.

The special package would remain in force for a period of ten years beginning from April 1, 2008, he said.

Under the new industrial policy, the government has made special provision for creating private industrial estates at an area comprising only 2 acres of land. Earlier, such facility was extended to 30 acre-long industrial estates under the industrial policy announced in 2003.

All those industries which are having an investment of Rs 5 crore has been given the status of big industries, a status which was earlier given to all industries with investment of Rs 50 crore in the state.

Special incentives including rebate in power tariffs would be given to all those industries which set up their units in the hills, Khanduri said.

The government also announced its new power policy in the cabinet meeting. Under the new power policy, the government would give special focus on small hydro projects and involve village panchayats in building hydel projects up to 5 MW

The Uttarakhand Government on Wednesday announced a 10-year industrial package for the 10 hill districts of the state. The decision was taken at the Cabinet meeting chaired by Chief Minister Maj Gen B C Khanduri (retd).

In another significant move aimed at increasing the participation of locals in the hydro-power projects, the Government has allowed gram sabhas, cooperatives and private individuals to bid for power projects up to 5 MW. These local bidders would be exempted from paying premium and royalty on the power production.

In 2002, the Central Government had in an attempt to attract industry to the state given a 10-year tax holiday in Dehradun, Hardwar and Udham Singh Nagar districts in the plains. Soon, a large number of companies flocked to the state to avail the benefits.

Since coming to power in February 2007, Khanduri had been talking about giving a fillip for eco-friendly industrial activity in the hill districts. After the Cabinet meeting, Khanduri announced that a special package was being offered to encourage industrial activity in the hills. The package would be applicable from April 1, 2008 till March 31, 2018.

In a shift from the earlier industry policy for the hilly areas, plots which are not being used would be given on a fresh lease. To encourage private entrepreneurs to develop industrial estates, anyone with even two acres would be allowed to develop private industrial areas.

Reducing the earlier limit of Rs 50 crore, all units with a turnover of Rs 5 crore would be considered a mega project. The manufacturing units in the hills would also be given relaxation in power bills and a transport subsidy of 75 per cent from the rail head to the place of the unit.

Khanduri said the state would do everything possible to encourage industry by providing them opportunities to showcase their products at the national level and help them get ISO certification.

Scientists develop designer maize with protein quality as good as milk

Good news for those who hate milk but would like to get its benefits. A new variety of maize has been developed by scientists in Uttarakhand that has protein quality close to that of milk.

This new variety developed through marker-assisted selection technology, which is non-transgenic has 30 percent more lysine and 40 percent more tryptophan, than what is found in ordinary maize grown across the country. Despite being the third most cultivated and consumed cereal in the country, the traditional types of maize that are grown in India are deficient in these two amino acids considered the building blocks of proteins.

"The maize variety that we have developed has higher quantity of these amino acids and it is 80 per cent closer to milk in protein quality," said Dr Harishankar Gupta, Director of Almora-based Vivekananda Parvatiya Krishi Anusandhan Sansthan. The initiative started in 2003 with the aim of adding biological value to maize involved screening segments of genome in genetically distinct varieties of maize to find the right combination of two varieties for cross breeding.

For this, the scientists chose QPM (quality protein maize), a variety developed at the International Maize Research Institute in Mexico two decades ago and introduced in some African nations to improve health of severely malnourished children. Although this variety was imported and cultivated, it took 120 days to grow the imported maize in plains and 130 to 140 days in hill areas, which was significantly higher than the ideal period of 85-90 days.

"It affected the crop pattern and cultivation of wheat got delayed. Hence we decided to incorporate the Opaque-2 gene of QPM responsible for higher lysine and tryptophan into a local variety called Vivek-9," said Dr Gupta.

While conventional breeding techniques take nearly 10 years to develop a new variety of maize, with help of marker-assisted technology scientists at the institute were able to do it in just three years. In genetic modification through alien genes, crops get new properties by insertion of genes from bacteria or plants.

But this method is environmentally sound, as it does not involve insertion of a gene from any other organism into the crops. The new improved variety called Vivek QPM9 has been tested all over India in collaboration with the Delhi-based Directorate of Maize Research and approved for commercial cultivation in Uttarakhand, Himachal Pradesh, Jammu and amp; Kashmir, Andhra Pradesh, Karnataka and Tamil Nadu.

"Normally the yields in hybrid varieties get reduced, but in this case production has remained unaffected. In Uttarakhand, we have also tested Vivek QPM9 for organic conditions and got good results," he said

Improved Urban Services in India's Uttarakhand State to Help Support Tourism, Industry Development


MANILA, PHILIPPINES - The Asian Development Bank (ADB) will provide a $350 million loan to improve urban infrastructure and services in 31 towns and cities in India's mountainous northern state of Uttarakhand, one of the country's top tourist destinations.

Despite its attractiveness to visitors with its dramatic landscapes and rich cultural and religious heritage, Uttarakhand is one of India's less developed states. Health indicators are below the national average and about a third of the state's 8 million residents are impoverished.

ADB has identified Uttarakhand as one of its priority states in India because its development is lagging behind other states. Improved urban services are needed to support tourism and industry - two economic sectors with substantial development potential in the state.

"The prospects for the growth of industry and tourism in Uttarakhand are contingent upon the availability of infrastructure and services in urban centers that will support this economic growth and cater to the needs of a rapidly growing urban population," said Ms. Gulfer Cezayirli, Principal Urban Development Specialist with ADB. "However, the potential role that urban areas can play in Uttarakhand’s development is constrained by limited urban infrastructure and services."

Water supply is poor in Uttarakhand towns with most houses only getting water for a couple of hours a day. Only two towns have sewage treatment facilities, with the majority of wastewater being dumped into water courses - a major environmental and health risk in the state, which is the source of the Ganga and Yamuna rivers.

Less than half the solid waste generated is collected. Much of it is dumped in drains or hill slopes. Urban roads are inadequate. Traffic volumes have doubled in the past decade and are expected to double again in the next 10 years.

The ADB-financed Investment Program will improve the quality of life of about 3.8 million urban residents projected to be living in Uttarakhand by 2016. The Program's 31 towns and cities were chosen because they are expected to lead industrial and tourism growth. In addition to ADB's $350 million, which will be provided in a multi-tranche loan, the Government of India will invest $150 million.

Under the Investment Program, the quality and quantity of water supply will be improved to meet national standards. About 60% of wastewater from the towns and cities will be properly collected and treated. Nearly three-quarters of all solid waste will be collected and disposed of adequately. The road network will be improved to shorten travel times and increase road safety. Investments will also focus on improving the conditions of slums that are home to about 300,000 people.

In addition, part of the funds will be used to improve the capacity of relevant state departments, urban local bodies, and other urban service providers to ensure that they have the ability to manage and deliver urban services efficiently and on a sustainable basis.

While this is the first urban sector assistance of ADB in Uttarakhand, ADB, to date has provided India with nearly $3 billion for urban development in other states, with its assistance focused on poverty reduction through shared growth, social development, and good governance.

UIPC invites bids for development of small hydel projects
NEW DELHI: Uttarakhand Infrastructure Project Company (UIPC), a joint venture between Uttarakhand government and IL&FS, on Thursday invited bids from developers for setting up six small hydel projects in the state.

The six projects have been put under two special purpose vehicles - Nayar Valley Hydel Power Company Pvt Ltd and Bijapur Power Company Pvt Ltd - for which UIPC has invited the bids.

Nayar Valley Hydel Power Company consists of four small hydro projects -- Nayar (14 mw), Biyaligaon (4 mw), Santdhoor-I (3 mw) and Santdhoor-ii (2 mw).

The second special purpose vehicle Bijapur Power Company would host two hydro power plants -- Bijapur (0.20 mw) and Purkul (1 mw). Both Bijapur and Purkul are located in Dehradun.

Nayar Valley is located near Satpuli town, about 250 km from Delhi, UPIC said in an advertisement.

The selected developers would be responsible to for design, construction, investing, operating and maintaining the projects on built own operate transfer basis, it added.

“Pre-feasibility report cum viability report (for the projects), detailed survey and investigations work have been completed and clearances obtained,” UIPC said.

The company, which has been entrusted with the task of development of hydro power projects in the state, also said that land lease agreements and detailed project reports are expected by mid of February.

The cdm benefits are also under progress, it added.

Khanduri may palm off ministerial burden

DEHRADUN, Jan. 24: Seemingly under stress, Uttarakhand chief minister Major-General BC Khanduri is thinking of shedding his workload and palming it off to his Cabinet colleagues. Maj-Gen Khanduri is looking after 35 departments alone, including important portfolios. According to sources, working hard to ensure greater government efficiency, the chief minister is under duress. He has been advised by party seniors to share the responsibility with capable Cabinet colleagues.
The chief minister holds the portfolios of finance, home and industry as well. As permitted by the Constitution, Maj-Gen Khanduri formed a Cabinet of 13 ministers, including himself. There is no further scope of a Cabinet expansion, whereas there is always scope for ministers to hold a few more portfolios. Maj-Gen Khanduri would take a decision only on the basis of the ministers' performance and their capabilities. Those working efficiently may be promoted with added charge. Those not working well may have to lose charge.
Despite speculation, it is believed that the chief minister is not in a mood to take the decision in haste. At this crucial time, when the local body election and the Lok Sabha byelection in Pauri is at the doorstep, the chief minister would not take any decision to displease anyone in his party. Perhaps, to avoid controversy, the BJP's media in-charge, Mr Devendra Bhasin, dismissed speculation and said it is the sole prerogative of the chief minister.

मुनस्यारी(पिथौरागढ़)। सीमान्त विकासखण्ड मुनस्यारी का सरमोली गांव आदर्श गांव घोषित कर दिया गया है। आदर्श गांव घोषित किये जाने के बाद सोमवार को पंचायत प्रतिनिधियों और तहसील प्रशासन की संयुक्त बैठक हुई, जिसमें विभिन्न विकास कार्यो को लेकर 50 लाख रुपये का प्रस्ताव पारित किया गया।

क्षेत्र प्रमुख कुंदन सिंह टोलिया और मुख्य विकास अधिकारी जेसी भट्ट की अध्यक्षता में आयोजित बैठक में गांव के विकास पर चर्चा की गई। बताया गया कि गांव की कुल जनसंख्या 798 है। इस गांव में कुल 183 परिवार है, जिसमें 83 परिवार गरीबी रेखा से नीचे निवास करते है। इसके अतिरिक्त बैठक में महिला समूहों, बाल विकास केन्द्र और पाठशालाओं सहित अन्य जानकारियां भी दी गई। इस अवसर पर प्राथमिक पाठशाला के जीर्णोद्धार, बागवानी विकास, चेकडाम, पेयजल योजना, बारात घर निर्माण, नाली निर्माण सहित तमाम विकास कार्यो को लेकर 50 लाख का प्रस्ताव बनाया गया।

Aims to develop industries in hilly and remote areas. 
 
Uttarakhand may have seen strong industrialisation during the past five years, mainly in the plains, following the special package announced by the Centre in 2003. 
 
In sharp contrast, the hilly region of the state had largely remained deprived of any such bounties. 
 
But now the new industrial policy announced by Chief Minister BC Khanduri promises to usher in a new beginning in the hills of Uttarakhand with a package to attract investments complete with a slew of sops for 10 years. 
 
“The main objective of the policy is to promote economic development of the hilly and remote areas of the state where industrial process could not take place,” said Khanduri. 
 
The new industrial policy, which comes into force from April 1, doles out special power tariff rebate up to 100 per cent. It is for the first time that the government has announced both industrial and power policies together so that they compliment each other, experts said. 
 
Under the new policy, the remote and hilly areas of the state have been categorised in Group A and Group B, with incentives in the former higher than the latter. 
 
Projects with investments over Rs 5 crore will now be classified as mega project. Under the 2003 industrial policy only the projects having investments more than Rs 50 crore were given this status. 
 
The minimum requirement of land for setting up a private industrial estate would now be 2 acres instead of 30 acres. These industrial areas would also be provided financial assistance up to Rs 50 lakh. Also, there will be no stamp duty in the sale and lease deed of the land meant for industrial plots. There will also be capital subsidy on fixed capital investment in building, plant and machinery at the rate of 25 per cent for a maximum of Rs 30 lakh in Group A areas, while a capital subsidy of 20 percent with maximum of Rs 25 lakh will be given for industrial units coming up in Group B areas. 
 
A special VAT rebate up to 90 percent will also be given. Eligible enterprises will also get interest subsidy on loans extended by banks and financial institutions. 
 
With such attractive financial incentives, banks in these areas now have very good opportunities of financing industrial activities, an industrial department official said.
