Trail started paying attention on land management after setting the administration in the capital Shrinagar. The main source of revenue was land tax. The village sayana, kamin (chieftains) already applied for Bhamans (chieftains). There was shortage of sayana or kamin in villages as many villages were deserted. There was no competition among people for tax collectors from villages. Trail handed over the responsibility to Kamin or sayana for collecting land tax from their respective village or villages. Trail provided a 'Kaul Karar Patta (agreement letter) to Kamin /Sayana for signing the Kaul Karar Patta. One copy of the Kaul Karar Patta of each sayana/kamin was kept in the treasury in Shrinagar. (Reference- Patta of Thoba, Himmatu malgujar , Gujadu pargana, Dabral, page 129) . The agreement paper was as was in Gurkha rule. The tax was to be deposited in four installments in the months- Kartik , Paush, Falgun and Baishakh. The land tax was not included for Excise duty on hemp, ganja, charas, donated temple land, Gardnes, Vishnu Priti, Brahmhotra lands. The tax collectors had to pay /collect tax in the form of Farukhavadi rupees. British stopped taking tax in the form of grains. The tax was kept same as of Gurkha rule. Malgujar (tax collector) were already appointed before Trail's arrival. Trail instructed to collect tax with sophistication.

Dr. Mahavir Prasad Lakhera: A Linguistic Scientist

Dr. Mmahvir Prasad Lakhera was born on 24th May 1926 in Jakhand, Tehri Garhwal. Dr. Mahvair Prasad passed MA degree with two subjects from Allahabad University. Dr Mahavir Prasad Lakhera got the Ph. D on 'Garhwali Bhasha Lipi Pithika' from Kolkata University. In his Ph.D. thesis, Lakhera discussed various subjects about scripts of Garhwali language as the old script of Garhwali (Brahmi), present form of scrip and the future course of Garhwali language scrip. Dr Mahavir advocated for new scrip for Garhwali language. Dr Lakhera took, Meemansa 'for his D. Lit that degree he got. Mahavir Prasad Lakhera expired on 29th November 1982.
Lakhera was founding member of Garhwali Sahitya Parishad, Dehradun and he was always pushing the development of Garhwali literature.
Dr. Mahavir Prasad Lakhera published a few Garhwali poems.

दुर्बा जसी श्यामला द्योदारु सि सुगंध्या
थक्यौं की आरामी संध्या पितायौं बुथौण्या
दुख्यारौं बेळमौण्या होली सुख्यारौं खेलौण्या।
रुमकदी - झमकदी संध्या गौजुळया गौड़ी -सि
हऴकदी - ढऴकदी कनी बसुंधरा ऐ गि
सेळि बसुधारा होली सीतळी फुहार
हिंवाळया धेनू की जसि दूध की छ्लार।
ऐकि बसुधारा संध्या खूब कै नहेणे
धुमैली -सि रूप नीला कौंळ सि हुर्केणे
पिरथी का कोणा कोणा मा सेळि संचरेणे।

ससुराल जै की ब्वै कई काज।।
त्वैं सौंपी जवैं का हाथ आज।
शांत छ भै कु सब छोड़ि काज।।
पर घर धन छ कन्या भाई।
देई का सुख छ , मेरी भाई।।

Govindram Pokhariyal: A Garhwali -Poet, Health Care Writer and Translator of Bhagvad Gita

Govindram Pokhariyal was born in 1916 in Kotalmand village, Khatsyun, Pauri Garhwal. After getting primary education, Govindram went to Banaras where he got Shashtri degree from the University. He migrated to Lahore and there he started Ayurvedic hospital and manufacturing Ayurvedic medicines. At the time of independent, Pokhariyal had to shift to Delhi where he became lecturer in Bhartiya Niketan College. Later on he again started his Ayurvedic Hospital and Ayurvedic Pharmacy in Delhi.
Govindram Pokhariyal translated Bhagvad Gita into Garhwali and Alaknanda magazines published the same in series for a while. The manuscript is waiting for publication.
Govindram published a Garhwali stage play drama 'Bantwaro'. Akashvani Delhi relayed the said Garhwali play in 1978-80
Govindram Pokhariyal published a Khandkavya (Long poetry) ' Buba Ji Ko Adesh'. 'Buba Ji Ko Adesh' illustrates the inspirational poems about a father preaching his daughter while leaving her father's house just after marriage. Garh Gaurav a weekly news paper of Kotdwara published ' Buba Ji Ko Adesh' in series from December 1976 till January 1977.
Vaid Pokhariyal also wrote book 'Ubhara Panda' the first medicinal book written in Garhwali language. Pokhariyal discusses various aspects of pregnant woman, taking acre in pregnancy and after delivery. The weekly Garh Gaurav, Kotdwara, published the first ever book in series.
Pokhariyal also published a Hindi Khandkavya and a couple of books are still unpublished.

Govindram Pokhariyal expired on 16th January 1993.
Autobiography writer and Critic Dr Nand Kishor Dhoundiyal states that Garhwalis always remember Govindram Pokhariyal for his writing a book on health care first time, translating Bhagwad Gita and his Garhwali poetries

Keshva Nand Dhyani created a few Garhwali poems. His poems seem to be based on conventional style. He created poems on 'Bajuband Kavya Shaili'. Reader enjoyed his uses of similes. Keshva Nand Dhyani was born in 1926.

How to Attend Birth Day, Naming ceremony Parties

These days, we all get invitations for eleven days old child naming ceremony and one year old child birth day parties. These days, people don't celebrate parties at home as birth day celebration, naming ceremony and even thread ceremony. People celebrate the ceremony in a party hall or a hotel. Now people are more conscious for confirming their capital consciously to the concerned community.
I will not teach you, not preach you about attending etiquettes for attending such parties but will tell you as nobody likes coaching, preaching but like a simple conversation.
First of all you have to be very caring about the message of invitation on your Whatsapp, Internet, SMS or even on Facebook message box. If you are not on VIP list for hosts you will get invitation messages on today's community media. If you are in VIP list, you will get reminding messages through phone calls and formal invitation cards. Saving all the invitations for checking the date and addresses of venues is now a day, a custom.
As far as, gift is concerned, you check you chronicle about gifts you got from the host in the past. Offer the contribution by counting 4 to 6 percent as interest and purchase the gist or offer money accordingly.
If you are working person, then you don't call for worrying about clothing but the retired persons have to be conscious about coverings. Retired persons should select the colorful dresses and new fashion shoes as by watching your dresses, people should not tell you that you are fed up from your life or you are now away from worldly craze.
If you are working person you don't need about when you are reaching at venue. If a working person reaches in time, people welcome the discipline and if the working person reaches late then the people perceive that the person is so busy and still gets time for friends and relatives. If you are retired you have to be very conscious about reaching time. Retired people should never reach in time to the venue. When a retired person reaches at time at venue the people will never appreciate his value for time but will taunt that the poor person is free and reaches in time to kill the time.
After reaching at venue, you have to select the seat according to your food choice. If there is drink arrangement then your seat should be near the cocktail counter. If your host is not modern and there is no drink arrangement then sit near to Pani Puri counter that you run immediately after opening of the counter.
If there is no drink arrangement and there is dance, magic show or games then you have to behave as per the guests. Copy the company and watch other's joys that will be sufficient for me telling you the secret of enjoying the party.
If there is a drink party, I don't need to tell you how to select the drink, soda or water and crunching. If you are disciplined drinker you don't need anybody coaching that you don't drink more than three pegs and if you are a hard drinker then even the God cannot stop you drinking more than ten pegs.
Be very conscious that you get photographed and video graphed. Take selfie photos of the host with you that you may post back the photos to the host for showing your love for the host and to other social media friends for boosting your egos that you attend formal parties.
Never forget appreciating the birthday or naming ceremony child. Appreciate loudly before the hosts that the child face resembles with either of parents, both the parents or for that matter the grandmother etc. Touch the face parts for proofs of you appreciating words. Never forget praising loudly the food especially salad and puddings before the host.
Leave the party as per the behaviors of guests. Copycat is the best policy in parties.

G.W Trail wrote a letter for Gardner about Revenue collection and planning for Garhwal region. Trail informed that planned revenues in Gurkha rule in 1811 was Gurkha Rs. 87724/-. However, the Gurkha official never could collect the said planned amount. The real revenues collection was as follows-
1811 in G.Rs.-- 71819
1812 in G. Rs.-57734
1813 in - G.Rs. 51623
In Gurkha regime, there was no tax on the land prepared first time for agriculture. There was land tax one fourth for second year and half tax for third year. Farmer has to pay full tax on the fourth year. Trail followed same pattern of Gurkha regime for land tax.
Trail wrote about Nagpur Pargana –
"In 1811, Gurkha decided for G. Rs. 10910/- for 216 villages of Nagpur Pargana. In 1813, the real income collected was for G.Rs. 3767/-. I decided the tax for this year for Farukhavadi .Rs.3003/- There are a few copper mines and contract is offered to the contractors for those villages attached to those mines. The revenue is decided for F Rs. 411.50
There are copper mines in Dhanpur are. In 1811, the income was planned G.Rs. 2400 (F.Rs. 1800). I decided for F.Rs. 1850 this year. The income would be all from mines."
"There are 22 villages in Painkhanda Pargana. Out of those, 10 villages are in Snow Belt and only Bhotiya live there. Gurkha officers decided the tax for G .Rs.4051/- in 1811. The tax payers have to pay the tax half the amount in Rupee and half by materials. Trail did agreement for F.Rs 2625/-. When the Sayan/Kamin (Chieftains or tax collecting representatives) to Shrinagar for depositing first three months tax they also took materials or produces with them. Officials found that there were no buyers for various produces and the buying rates for other products were very lower than the tax collectors informed. Trail instructed the tax collecting agents to pay only in rupees. Knowing the difficulties of Sayans and Kmains, Trail decided to take tax one third of the decided tax. British government could get F.Rs 1750/- tax from Sayana and Kamins of Painkhanda (lesser than planned – F Rs 2625). (Ref-1 and 2)
