Gali: A Story speaking about power proves every point
(Critical Review of Modern Garhwali Fiction)
Let Us Celebrate Hundredth Year of Modern Garhwali Fiction!

Gali is marvelous short story by Netra Singh Aswal (Hilans, November, 1979). Netra Singh Aswal wrote a couple of Garhwali stories and all are gems of modern Garhwali fiction world.
The mother of Ghutadu used abusive words for Patrol or forest watchman (in relation-her jithanu). Forest watchman means the employee of village councils. The village council decides that abusing Patrol means abusing village council and the village council ounished father of Ghutadu.
One night, patrol, loudly was informing (Dhad) the villagers about closure of path for a particular area. In his each sentence, there were abusive words. Ghutadu asks his father how come Patrol can use abusive words. Father of Ghutadu beats Ghutadu.
The story tells that rules are for weaker people and not for powerful people or administrator. The story is short but with full of message. Netra Singh Aswal uses common words and proverbs of Garhwal. The flow is very fast.

पटवारी तै अपराधी किलै नि दिख्यांद ?

-अरे पटवारी जी ! स्यू समणि पर अपराधी च अर तुम तै नि दिखयाणु ?

- कख च अपराधी ? मै तै त सरा संसार अपराध विहीन दिखयाणु च.

-कन काण्ड लगिन तैं रंडोळ अळगस पर . पटवारी जी ! अळगस छोडिल त तुम तै अपराधी दिख्याल ना ? जरा रोज कसरत , योग्याभ्यास वगैरा कारो. बेवजह अन्दाळ करणै प्रवृति छोडिल त स्यू चकडैत अपराधी अफिक दिख्याल.

- अरे पण क्या कौरु ! ले मीन तैं अळगस तै स्योड़ जोग करि आल . अबि बि मै अपराधी नि दिखयाणु च. तु बुनी छे बल अपराधी समणि च अर भंगुल जामि कि में तै स्यू अपराधी अदिखळ हूयुं च ?

- पटवारी जी ! भंगुल त तै अठारा सौ सदी कु कबाड़ जन टेलिस्कोप से आजौ अपराधी दिख्ल्या त कने अपराधी दिख्याल . टुटकि ह्वेन तै प्रागऐतिहासिक टेलिस्कोप कि . जै टेलिस्कोपक अंजर पिंजर ढीला हुयाँ ह्वावन वां से त पहाड़ बि नि दिख्याल. जरा नया जुग को टेलिस्कोप लाओ त फिर कनकैक स्यू अपराधी नि दिख्यांद धौं !

- ले मि अब नयो टेलिस्कोप से बि दिखणु छौं पण मै अबि बि अपराधी नि दिखेणु च.

- बिजोग पोड़ीन तै पुराणा पेनल कोड पर. अरे पटवारी जी ! तुमर चस्मा पर जरा पुराणा पेनल कोड को सिंवळ जम्युं च . जरा तै मर्युं खप्युं सन अठारा सौ अठावन को ब्रिटिश पेनल कोड को सिंवळ हटैल्या त किलै ना स्यू बिलंच , ऐबी अपराधी दिख्यालू.

--ले भै ल़े ! मीन बेकाम कु पुराणा पेनल कोड क सिंवळ साफ़ कौरी आल पण कुनगस कि मै तै अबि बि स्यू अपराधी अदिखळ च .

- तड़म लगि जाओ स्यू लाल फीताशाही . हे पटवारी जी ! जरा आँखों मा लाल फीताशाही क जळम्वट त द्याखो. जरा तौं लाल फीताशाही क जळम्वट साफ़ त कारो फिर द्याखो कि अन्ध्यर मा बि तुम तै स्यू जल्लाद अपराधी दिख्यालु.

- ये ल्याओ मीन लाल फीताशाही क जळम्वट साफ़ करी आलि. पण ये म्यार भुभरड़ , अबि बि मै अपराधी नि दिखयाणु च.

- आग लगि जैन तैं ग्रुप बाजि पर. अरे पटवारी जी ! स्यू पाळिबंदी /स्य गुटबाजी क कीच जु तुमारो चस्मा पर लग्युं च ना वां से तुम काणो हुयाँ छंवां . जब तुमारि चस्मा पर ग्रुपबाजिक कीच साफ़ कारो त सै .

- ल्याओ मीन ग्रुपबाजिक कीच बि ध्वे आल अब . पन सत्यानास ! अबि बि अपराधी हर्च्युं च .

- बुरळ पोड़ी जैन, कीड पोड़ी जैन ये जातीय समीकरण अर भाई भातीजाबाद पर. पटवारी जी ग्रुपबाजिक कीच त तुमन साफ़ कौरी आल पण स्यू जातीय समीकरण अर भाई भतीजाबाद कु कोंटेक्ट लेंस त तुमारो आन्खुं पर लग्यां छन कि ना ? पटवारी जी! जातीय समीकरण अर भाई भातीजाबाद को कोंटेक्ट लेंस से हत्यारा, जघन्य हत्यारा अर आतंकवादी जन अपराधी बि नि दिख्यांद .

- ले भै ले ! अब मीन जातीय समीकरण अर भाई भातीजाबाद को कोंटेक्ट लेंस बि भैर चुलै आल. ये मेरी ब्व़े ! अबि बि मै अपराधी नि दिखयाणु च.

- सड्याण ऐन तै राजनैतिक दबाब पर. पटवारी जी ! जरा अपण मुंड मा राजनीतक दखलंदाजी, राजनैतिक पैंतराबाजी, राजनैतिक स्वार्थ अर राजनैतिक बेईमानी क गर्रू पर त ध्यान द्याओ. तै राजनीतक प्रपंच को भार से तुमारा आँख इ ना सबि ज्ञान चक्षु बुज्यां छन जरा ये राजनैतिक छल छद्म को बहार तै बिसाओ , न्याय व्यवस्था मा तै राजनैतिक दखलंदाजी को गरु तै उतारो त सै.

- ओह, मीन सब राजनैतिक दखलंदाजी क भार उतारी आल. अब भौत इ हल्को महसूस करणु छौं . गुरा लगिन भै! फिर बि मै अपराधी नि दिखयाणु च.

- मड़घट जोग ह्वेन सि अधिकार्युं परपंच, औतु ह्व़े जाओ स्या चमचागिरी क नीति, बसे जैन सि प्रोमोसन कि लाळसा .टुटि जैन स्यू ट्रांसफर को लगुल . पटवारी जी जरा अपण आंतरिक ब्यूह रचनाओं तै फेंको त सै . फिर द्याखो कि कन अपराधी नि दिखेंद धौं .

- ल़े मीन अब अपण आंतरिक व्यवस्था कि गलत ढर्रा तै बि भैर चुलै आल . पन गौ बुरी चीज च जु मै अपराधी दिखेणु ह्वाओ.

- निफल्टि लगी जैन तै घुसखोरी क . ये पटवारी जी अर वो जु तुमन घुस्खोरिक पगुड़ पैर्युं च ना वै पगुड़ से कबि बि अपराधी नि दिखेंद.

- ले मीन घूसखोरी क पगुड़ बि उतारी आल. पन हे भगवान अबि बि मै अपराधी नि दिखेणु च .

- ए मेरी ब्व़े . पटवारी जी ! जरा कंदूड़ लगावदी . कुछ सुण्याणु च ?

- हाँ ! हाँ जनता की आवाज सुण्याणि च .

- अच्छा चलो जनता क त सुण्याणि च . क्या बुनी च जनता ?

- जनता जोर जोर से बुनी च बल जु तुम नि सुदरल्या त हमन सिस्टम इ बदल दीण .

- अब अपराधी दिख्याणु च ?

- हाँ ! हाँ ! अपराधी त म्यार इ समणि च. अपराधी त साफ़ साफ़ दिख्याणु च .चल साले देखता हूं कि आज से तू कैसे अपराध करता है .

- जै हो जनता क दबाब की !

Revenue generation is the fundamental problem for regional periodicals specially periodicals of Uttarakhand. . Since readers are scattered and readers are in less numbers the advertisers don't want to invest in periodicals of scattered readership.
Arjun Singh Gusain used to cover Mumbai in search of advertisers and he was able to generate advertisement for Hilans smoothly till he became ill.

Ghundya dyur- The Garhwali story by Rama Prasad is about an young boy marrying his widow Bhabhi (wife of elder brother) quite elder than him. The story deals with emotion of younger boy.
Ek Dhanga se sakhsatkar- A satirical Garhwali poem by Netra Singh Aswal attacks on inflation, deprived situation, poverty.
Hilans February, 1980
Samajvadi Bhitarkhand – A satirical Garhwali poem by Vinod Uniyal attacks on the double standard of Indian socialism and its supporters.
Chhilku- A Kumauni poem by 'Jigyasu' talks about changing culture in villages.
Hilans March, 1980
Ajadi- A Garhwali poem by Vinod Uniyal ridicules the political leaders interested in getting elected and not caring for people.
Ghar Bati kaka ki chitthi- Garhwali poet depicts the worsening situation of villages of Kumaun- Garhwali due to mass migration.

Puran Pant Pathik is a prominent signature in Garhwali poetic world. His character ' Bwada' is famous character of his satirical poetry. Pathik published a story 'Vat Vichar' in chitthi (21st issue) . The story is that village youth get a letter about separate Uttarakhand state. They take the letter to ' bwada '(father's elder brother) . Bwada' appreciate the efforts of Uttarakhand movement activists and suggest village youth to join movement.
Pathic has been successful in making story entertaining and in presentation. Pathik infuses emotion into message.

परसि म्यार नाती क मास्टर न वै तै संसद पर निबन्ध लिखणौ होम वर्क दे छौ. वैन निबन्ध ल्याख अर मीमा मीमांसा वास्ता लै ग्याई
- ग्रैंड पा ! मीन संसद पर यू ऐसे ल्याख जरा बताओ कि ठीक च कि ना ! .
-भौत बढिया . बोल क्या क्या लिख्युं च ?
- उन त भारत मा नेतौं तै कट्ठा हुणौ भौत सी जगा छन पण कुछ खास दिनो मा नेता संसद भवन मा बि कट्ठा हून्दन.
- भै संसद का नियम छन कि साल भर मा इथगा दिन संसद चलणि चयांद
- ठीक च मी जोड़ी द्योल. संसद सत्र से पैल अखबार अर टी.वी. चैनलूं मा बहस होंदी कि विरोधी दल रण नीति का तहत कन सरकारी पाळी तै छ्काणो बान, पटकनि द्याला अर कै तरां से सरकारी दल अपण बचाव खुणि रण नीति बणाल़ा. मै लगद कि संसद एक युद्ध भूमि च.
- नै नै ! संसद रण भूमि नी च. या त पवित्र कार्यपालिका क पवित्र भूमि च
-पण मीन टी.वी चैनलूं से यी सीख कि संसद भवन रण भूमि च जख मा द्वी ख़ास पाळि हून्दन जु लड़णो तयार रौंदन.
-बेटा ! गलत . निबन्ध क बान टी.वी चैनलूं पर विश्वास नि करे जांद. चल अगने बिल ..
- संसद मा स्कुलो तरां एक मोनिटर हुंद. जै तै सभापति बुले जांद .
- हाँ यू ठीक च .
- स्कुल मा हम अपण मोनिटर की बात सुणदां अर वैकु बुल्युं माणदां पण संसद मा भौत कम बगत पर सांसद अपण सभापति क बात पर ध्यान दीन्दन
- नै नै इन नि लिखण. यू असंवैधानिक बात च. आधिकारिक तौर पर सांसद सभापति क बुल्युं माणदन .
-पण मीन त टी.वी मा अणबुल्या सांसद देखिन .
- ओहो ! टी.वी देखिक निबन्ध नि लिखे जांद. निबन्ध लिखणो कुण संविधान संबंधी किताब पढ़ण जरूरी च. अगने बोल
- विरोधी दल अर सरकारी द्लूं मा हरेक बात पर झगड़ा हूंद. भौत बहस हूंद. पण जब बि सांसदुं तनखा बढ़ाणो बात हूंद त सौब एकमत ह्व़े जान्दन.
- पण यू वाक्य इथगा महत्व पूर्ण नी च
-पण टी.वी वळा यीं बात पर दस दिन तलक ब्रेकिंग न्यूज दीणा रौंदन.
-बेटा टी.वी वळा अपण चैनलों टी.आर. पी. क प्रति प्रतिबद्ध हुन्दन ना कि संसद का प्रति . अगने बोल
- हरेक सांसद द कु कर्तव्य च कि वु सभापति क माध्यम से प्रश्न पूछो . पण शून्य काल जख मा देस का मुतालिक महत्व पूर्ण सवाल जबाब होन्दन वै टैम पर संसद खाली रौंद. मंत्री जी अर सवाल करण वाळ इ संसद मा दिख्यान्दन.
-प्रश्न काल या शून्य काल त ठीक च पण संसद खाली रौंद नि लिखे सक्यांद
- पण मीन लोकसभा अर राज्य सभा चानेल मा यि इ द्याख
- बेटा दिखण अर लिखण मा भेद हूंद, अंतर हूंद. अगने बोल
- सासद प्रश्न पुछणो उद्योगपतियुं से पैसा बि लीन्दन.
- ये इन लेखिल त्वे तै जेल ह्व़े जाली .
- पण मीन त एक टी.वी प्रोग्रैम मा इनी द्याख कि सासद प्रश्न पुछणो पैसा लीणा छन .
-अरे वु चनेलूं अपण चैनेल क टी.आर.पी. बढाणो बान स्टिंग ओपरेसन करदन .
-पण ददा जी जु मीन द्याख ?
- अरे पण सिद्ध त नि ह्वाई ना ?
- सतरा सालुं मा यू बि सिद्ध नि ह्वाई कि श्रधेय लालू प्रसाद यादवन चारा खायी त क्या ..
- नै जब तलक सिद्ध नि होंद तुम अपण निबन्ध मा इन नि लेखि सकदा कि लालू जीन घूस खायी
- त यि लोग टैम पर सिद्ध किलै नि करदन कि कें घूस खाई अर कें घूस नि खाई ?
-बेटा अपण निबन्ध पर ध्यान दे . इन बथों पर ध्यान देलि तू ना तीन मा रैली ना तेरा मा . अगने बोल
-अविश्वास या विश्वास मत का बान तिकड़म लड़ये जांद , कथगा इ टुटब्याग करे जान्दन. सांसदों कि खरीद फरोक्त आम बात च . एक ऍम पी. क कीमत करोड़ो मा हूंद.
- ये ! तू अखबार कुणि समाचार लिखणि छे कि अपण स्कुल कुणि निबन्ध लिखणि छे? विश्वास मत पर वोट देणो बान सासद घूस खान्दन कतै बि स्कुलूं निबन्ध मा नि लिखे सक्यांद . असंवैधानिक बात स्कुलूं निबंधुं नि लिखे सक्यांद .
-पण मीन त टी.वी मा यो इ द्याख .
- टीवी खबरूं अर स्कुलो पढ़ाई मा फरक हूंद बेटा! चल अगने बोल
- सांसद बिल की कौपी फाड़ सकदन जब कि आम जनता कुण यू काम गुनाह च
- अरे बाबा यू क्या खनु खरपट लिखणु छे तू ?
- पण ददा जी टी.वी मा यू इ दिख्याई कि एक सासद लोकपाल बिल कि कौपी राज्य सभा मा फडणु च .
- ये म्यार बरमंड नि तचा तू . क्वी क्वी धुर्या सांसद इन काम कौरी बि द्यालों त इन नि लिखे सक्यांद कि हर समौ इ काम हूंद. अब टी.वी न्यूज का आधार पर अगने क्या क्या लिख्युं च त्यार.
- संसद मा बहस कम घपरोळ जादा इ हूंद. क्वी कैकि नि सुणदो . बिचारा सभापति किराणा रौंदन पण फिर बि क्वी चुप नि होंद. फिर जब बि कै तै संसद कि कार्यवाही बन्द कराण ह्वाओ त वो पार्लियामेंट क वेल मा ऐ जान्दन अर घ्याळ करदन अर संसद कुछ देर या सरा दिनों कुण स्थगित ह्व़े जांद .
-निबन्ध मा तीन यू सौब ल्याख

Chinmay Sayar ( Surendra Singh Khushal , Rikhnikhal) is profilic Garhwali poet and he contributed in mini fiction area too.
Dhuna (Chitthi 21st issue) is about the ambition, grace, love for other, softness, affection for children of a woman. When husk got fire her all ambitions got burnt in burning husk. Anil Dabral appreciated that the depiction style and dialogues are effective in this mini short story.
